South Africa's migration policy since 1994 has been described as contradictory and confused. Indeed, there are profound differences of opinion within government and civil society over the best means to deal with what is believed to be a massive and threatening increase in clandestine migration and irregular employment.
Clarity of thought and policy debate has been hampered by an inflammatory discourse which fixates on the issue of numbers, and views all migrants as a problem and threat. Partly this reflects fundamental inadequacies in systems of data collection and analysis, and partly a poor understanding of the causes and character of cross-border migration in Southern Africa.
As a corrective, this article presents an overview of the causes and spatial/sectoral distribution of irregular employment in post-apartheid South Africa, drawing on recent research. It then critically examines efforts to ascertain the dimensions of undocumented migration to South Africa, concluding that the results are fundamentally flawed by the methodologies used. The article then disaggregates irregular migration and assesses current knowledge about each subcategory.
In conclusion, the article argues for a comprehensive labour market survey as the foundation for a coordinated and rational approach to the challenges of irregular migration and employment.  相似文献

Even though women have long participated in Mexico–U.S. migration studies assessing the labor market implications of international mobility for women are rare. Especially lacking are studies that follow a life‐course approach and compare employment trajectories across contexts and in connection with other transitions. Using life‐history data collected in Mexico and the U.S., we explore the impact of migration on women's employment, focusing on how the determinants of employment vary across contexts. We show that U.S. residence eliminates or even reverses the employment returns to education found in Mexico and that the constraints imposed on women's work by marriage are actually stronger in the U.S. context. We also explicitly connect migration to other life‐course events, documenting how the impact of context varies not only by marital status but also by where women's unions were formed.  相似文献

The purpose of this article is to review the existing literature to generate guidelines for the role of occupational therapy in employment for persons with autism. Previous research about strengths and barriers to employment, and types of employment commonly offered to persons with autism are reviewed. The supported employment model is identified as the most productive approach for use with this population. The four approaches to the supported employment model and the best practice contributions of several innovative supported employment programs are discussed. The interdisciplinary team approach is best to assist persons with autism to gain employment and ensure success on the job. The role of the occupational therapist as a beneficial team member in assessment, job development, job placement and training, and supported employment is outlined.  相似文献

This article uses a competing risks model to examine the effects of origin economic conditions on the probability of temporary U.S. and internal labor migration in the Mexican state of Zacatecas. We measure origin economic conditions with municipal‐level indices of employment and small‐scale investment opportunities that we constructed from population and economic census data. The results of our analysis demonstrate the important influence of local employment and investment opportunities on migration outcomes. Controlling for the prior municipal rate of U.S. return migration and other factors, positive opportunities for small‐scale investment are associated with a higher risk of temporary migration to the United States. This result is consistent with investment oriented migration predicted by the new economics of labor migration theory. We also find comparable social network effects for both internal and U.S. migration. Having social ties to active migrants of one type (U.S. or internal), encourages migration of the same type and discourages migration of the other type.  相似文献

This study focuses on the effect of land ownership on internal and international out‐migration in Mexico and on internal out‐migration in Thailand. Land can impact migration in four ways: as wealth; as employment; as an investment opportunity; and through inequality in ownership. Discrete time event history models of individual migration, using data from the Mexican Migration Project (covering Western Mexico) and data from the Nang Rong Project (covering one district in Northeast Thailand), show the effects of size of landholdings on internal out‐migration of men. They also estimate the independent effects of relative deprivation in land ownership on migration. Results show that the size of landholdings has a negative effect on out‐migration for smaller landholders (the majority of landholders). The size of landholdings has a positive effect on out‐migration for larger landholders. Results suggest that the purchase and improvement of land are opportunities for investing the proceeds of migration.  相似文献

Migration in West Africa is strongly influenced by poverty, depressed economies, and socio-political crises. The influx of migrants into the cities and irregular migrations across national borders in search of decent living conditions reflect a crisis of development. To understand the dynamics of these diverse migrations, we focus on causes and changing configurations of emerging migratory flows; autonomous female migration, trafficking in women and children; intraregional migration as alternatives to "illegal" migration to the North; progress and constraints in creating a borderless subregion and fostering intraregional migration.
The abolition of the mandatory residency permit, introduction of Brown Card travel certificates, and the elimination of the ubiquitous border formalities are aimed at facilitating intraregional movements of persons. Progress was constrained by multiple cooperation groupings and memberships, conflicting objectives, inconsistent political support, growing national identity, depressed economies, and xenophobia against "foreigners". We suggest that governments should align national employment laws with regional treaties, protect the rights of migrant workers, promote pro-poor employment strategies, adopt variable speed approach in implementing migration policies, and enforce migrants' rights of residence and establishment.  相似文献

Philippine migration policy is traced from the early 1970s to the present. The main migration trends in the 1990s are described. An assessment is made of the efficacy and appropriateness of present migration policy in light of the economic crisis. A regional approach to migration policy is necessary in order to encourage placing migration as a greater priority on national agendas and in bilateral agreements. In the Philippines, migrants are considered better paid workers, which diminishes their importance as a legislative or program priority. Santo Tomas (1998) conducted an empirical assessment of migration policies in the Philippines, but refinement is needed. Although migration is a transnational experience, there is little dialogue and cooperation among countries. Philippine migration policy defines its role as an information resource for migrants. Policy shifted from labor export to migrant management in the public and private sectors. Predeparture information program studies are recommending a multi-stage process that would involve all appropriate parties. There is talk of including migration information in the education curriculum. There are a variety of agendas, competing interests, and information resources between migration networks and officiating agencies. The Asian financial crisis may have a mild impact, but there are still issues of reintegration, protection, and employment conditions  相似文献

This article posits three main questions: – Is there a general “mechanism” through which disparities in regional development affect patterns of cross-district migration? – Which aspects of regional inequalities (climate, employment, housingavailability, etc.) have the most profound effect on rates and directionof inter-area migration? – Which planning policies and strategies are conducive to increasing the migration attractiveness of peripheral development regions? In an attempt to answer these questions, the 1985-1995 statistical data fortwo relatively small and densely populated countries – Israel and Japan – are used. A general model of the factors affecting cross-district migration is suggested, and analysis-of-variance is used to explain the factors influencing rate of cross-area migration in the two countries. Although these countries differ substantially in respect to population sizeand local development, they appear to exhibit considerable similarities ingeneral patterns of cross-district migration. Since the late 1980s, the attractiveness of core regions in both countries has tended to decline, while that of peripheral areas appeared to grow. It is argued that this resemblance of migration patterns is related to a similarbalance of employment and housing availability in different geographicareas.  相似文献

In a previous article (Portnov, 1999), the employment‐housing paradigm of interregional migration was introduced. According to this paradigm, different patterns of employment‐housing change in various geographic areas are likely to result in three different migration events – predominant in migration, out‐migration or “migration neutrality”. The latter is considered as a state of equilibrium in which a region or community neither gains nor loses its population in migration exchanges with other areas. Using preconditions for such migration neutrality as a “reference line”, planners and decision‐makers can determine regional policies aimed at a more balanced distribution of a country's population through generating a “migration push” in overpopulated regions and encouraging inward migration to development areas in which population growth is desirable. In the present article, the validity of this concept is tested using 1970‐89 statistical data for 430 municipalities in Norway. It appeared feasible to separate the band of migration neutrality from other migration cases and establish the quantitative thresholds of employment‐housing change that are conducive to the occurrence of different migration events – migration neutrality, in‐migration and out‐migration.  相似文献

The objective of this article is to find out why immigrants intend to stay in or leave their initial destination. The insight into such factors could help develop policy measures to deal with potential out‐migration, especially from the regions that view international migration as a solution to their demographic and economic difficulties. The study uses multinomial logistic regression to estimate the strength of association between migrants' intention to move and immigration category, human capital, economic and social factors. The data come from the Longitudinal Survey of Immigrants to Australia. The findings show that different groups of migrants have different propensities to move or stay in their initial destination. Employer‐sponsored migrants are even less likely to intend to relocate than family class. Highly educated and skilled migrants tend to be more likely to express the intention to move or have doubts. Satisfactory employment has a positive impact on retention.  相似文献

A substantial body of evidence shows gender asymmetry in family migration, with women more likely to leave employment following migration than men. Gender ideologies, although yet not tested directly, have been proposed as one determinant for these asymmetries. Analyzing longitudinal data from the British Household Panel Survey (1991–2008) on 3,333 dual‐earner couples with dyadic multilevel regression models, the author examined whether the association of family migration with subsequent employment is moderated by the gender ideologies of both partners. The existing literature is enriched by illustrating that women's gender ideologies do not moderate the association, but women with egalitarian partners are less likely to leave employment after family migration than those with traditional partners. No significant effects for men were found. Even after controlling for both partners' gender ideologies and relevant control variables, a substantial gender difference in the risk of leaving employment after family migration remains, meriting further research.  相似文献

The causal relationship between the employment status of married women and their attitude toward sex roles is investigated for a cohort of women approximately thirty years in age, using data collected in 1970 from a national sample. Two-Stage Least Squares is employed to estimate the components of the proposed bidirectional relationship between attitudes and employment. Husband's income, age of children, educational attainment, the employment of the respondent's mother, and religious orthodoxy are hypothesized as predetermined variables affecting either sex role attitudes or employment, or both. Employment status has some influence on attitudes toward women's roles but no effect in the opposite direction is evident. The relationships found between other variables in the model confirmed the results of earlier studies. The implications for research and theory on the relationship between attitudes and employment are discussed.  相似文献

It is argued that migration from Mexico to the US and return migration are determined by international wage differentials and preferences for origin. We use a model of job search, savings and migration to show that job turnover is a crucial determinant of the migration process. We estimate this model by Simulated Method of Moments (SMM) and find that migration practically disappears, it goes down from 19 to 0.5%, had Mexico US arrival rates while employed. A lower decrease in migration, to 7%, occurs by an increase in Mexican wage offers. On the other hand, doubling migration costs reduces migration rates from 19 to 5%, while subsidizing return migration in $300 reduces migration rates only to 14%.  相似文献

Economists have produced a sizable literature examining the role of labor migration in restoring wage and price equilibria among dispersed markets. A much smaller literature addresses another dimension of mobility, regional migration of entrepreneurs and firms. In this study we examine a model of the firm's decision to migrate, utilizing the Duns Market Identifiers data file. The model consists in part of an equation describing the decision to migrate, in order to determine the extent to which measured characteristics of the firm's environment explain firm migration. Additional equations in the model explain particular outcomes of migration: the growth in sales during a fixed interval after a move and the corresponding growth of employment.  相似文献

This article examines Mexican migration into South Texas in recent decades and focuses on changes in the characteristics of the migrants' households. An ethnographic approach is used in examining 56 permanent, immigrant households. "This article introduces a hypothesis for explaining the increase and permanency of household immigration." It is found that "immigration often leads to downward social mobility with respect to legal status of household members, type of employment, and property ownership. Of particular note is the transformation of the household from a single to a multiple worker unit, in response to agricultural labor demands and growing employment opportunities in the non-agricultural sector."  相似文献

Foreign labour force participation in Sarawak is thirteen per cent (about 138,027) workers from Indonesia, Philippines, Myanmar, China and India, among others. This article attempts to describe the management of foreign labour employment in Sarawak. It also attempts to identify challenges and issues that current migration regulations have generated and which have impacted the society. Using the Filipino migrant workers as informants, a two-year period of fieldwork observation was conducted, using personal interviews and observations following the ‘mobile ethnography approach’. While Sarawak maintains its immigration control as part of the State safety net, the interplay between state and federal laws engenders contradictions that may be detrimental to the people and to society. This article argues that the claimed autonomous position of Sarawak in regard to immigration is not equated to better labour migration management in relation to the federal government’s approach to labour migration in Malaysia.  相似文献

Which labor market specification is better able to describe inflation dynamics, a widely used sticky wage model or a recently investigated labor market search model? Using a Bayesian likelihood approach, we estimate these two models with Japan's data. This article shows that the labor market search model is superior to the sticky wage model in terms of both marginal likelihood and out‐of‐sample forecast performance, particularly regarding inflation. The labor market search model is better able to replicate the cross‐correlation among inflation, real wages, and output in the data. Moreover, in this model, real marginal cost is determined by both hiring cost and unit labor cost that varies with employment fluctuations, which gives rise to a high contemporaneous correlation between inflation and real marginal cost as represented in the New Keynesian Phillips curve. Rural population loss is caused as much by low in‐migration as by high out‐migration, and for geographically disadvantaged nonmetropolitan counties in the United States, return migration plays a crucial role. This research captures impacts of return migrants on population, economy, and society in declining rural U.S. communities using a qualitative, multisited approach. Interviews conducted at high school reunions with rural returnees in their late 20s to late 40s show that the vast majority of returnees brought spouses and children back with them, increasing the short‐term and long‐term population. They also brought back much needed human capital, including education, job skills, and life experiences, and filled professional positions that are often hard to fill in rural communities. Entrepreneurial activities and self‐employment of many return migrants favorably affected rural economies by improving the employment base and expanding available services. Interviews show how decisions to move back were grounded in social relations that promoted civic engagement. While they mainly moved back for their children and their families, return migrants valued involvement in familiar social networks and the opportunities to make a difference in their rural hometowns.  相似文献

The aim of this paper is to provide new evidence on the effect of partners’ wages on partners’ allocation of time. Earlier studies concluded that wage rates are an important determinant of partners’ hours of market and non-market work and also that house work may lower married women’s wage rates. However, the bulk of earlier literature in this area failed to account for the endogeneity of wages or the simultaneity of partners’ time allocation choices. Here we take a reduced form approach and specify a ten simultaneous equations model of wage rates, employment and hours of market work, house work and childcare of parents. Non-participants are included in the model. We exploit a rich time use dataset for France to estimate the model. We find that the own wage affects positively own market hours and negatively own house work and childcare hours. The wage of the father has a significantly negative effect on the mother’s market hours while her wage rate has a significantly positive effect on his house work hours.  相似文献

This article explores the conditions under which Senegalese immigrants in Spain send remittances home, beginning with the premise that remittances are intertwined with migration histories and migrants’ incorporation into host societies. Given the strong gender norms in Senegal, we perform separate analyses for men and women. We use a longitudinal approach to analyse how remittance behaviour is affected by immigrants’ characteristics, their economic integration, and their ties to origin and destination. Our data come from the MAFE and MESE surveys, which were implemented in 2008 and 2011, respectively. The results indicate that remitters constitute a clear majority among Senegalese immigrants in Spain. The Kaplan–Meier analysis shows that they rarely stop remitting once they start doing so, and the multivariate analysis reveals a strong positive association between employment and remittance sending. Although most coefficients in the full model are similar for men and women, some important differences emerge as well.  相似文献
