This paper examines the assumptions that commonly underpin the design of participatory monitoring and evaluation (PM&E) within development programmes through the examination of a case study of a large rural development programme in Uganda. This case study reveals a mismatch between programme assumptions and participant perceptions, which stymied the implementation of PM&E. In this case, PM&E was based on the assumptions that programme and participant goals were compatible, participants were willing to volunteer and engage themselves for the greater good of their communities, and information sharing and communication was fairly free and open. However, farmers within the programme felt that the bureaucratic and accountability requirements of the programme were not their concern, and were acutely aware of power differences between farmers and programme officials, and between farmers of varying status. The key lesson to be drawn from this case is the need for a heightened awareness of power dynamics and political factors in the design of PM&E.  相似文献

River basin planning has existed in one form or another since the third millenium B.C. when some of the earliest civilizations evolved in the great drainage basins of Mesopotamia, Egypt and north-west India. It has, however, undergone several modifications before finally culminating in the comprehensive planning for simultaneous development of all resources of a river basin.The idea of river basin planning was first mooted in Nigeria by the Food and Agriculture Organization in the late 1960s. Beginning in the early 1970s, the Federal government of Nigeria also came to the belief that river basin planning could play a significant role in the country's development. At the height of the ‘oil boom’ in 1976 and with the incipient manifestation of structural problems in the national economy, the government took a giant step in river basin planning by the establishment of 11 river basin development authorities. River basin planning is viewed as a ‘new approach’ to rural development and has involved more substantial capital outlay than all the other rural programmes combined.This paper examines the implementation and impact of these projects, which are large-scale and capital intensive, and which may be incompatible with a strategy aimed at improving the lot of the peasant farmers. The projects have wrought havoc on the prevailing rural economy and social-economic structures. Even if they were to achieve the primary objective of increasing rural productivity, this may be at a great cost to the rural populace and the environment.Perhaps more important is that river basin planning has the potential of substituting one form of dependency for another (food importation being substituted for the importation of fertilizer, pesticides, herbicides, equipment, machines and foreign experts). The projects are thus benefiting a powerful combination of interests comprising local and foreign contractors, land speculators, bureaucrats, rural elites and incipient capitalist farmers who have not borne any losses in the process of implementation.  相似文献

Alternative food networks (AFNs) are commonly defined by attributes such as the spatial proximity between farmers and consumers, the existence of retail venues such as farmers markets, community supported agriculture (CSA) and a commitment to sustainable food production and consumption. Focusing upon processes rather than attributes, this paper identifies two place-based processes that both promote and constrain the emergence and development of AFNs. Urbanization and rural restructuring are critical to the development of AFNs. AFNs are not a “thing” to be described, but rather emerge from political, cultural and historical processes. The interactions of urbanization and rural restructuring produce AFNs that are differentiated and marked by uneven development that does not necessarily support all farmers participating in the network. This indicates both the fragility and the dynamism inherent in AFNs that are tied to metropolitan development and change. Paradoxically, increasing urban demand for seasonal, and organic produce grown ‘close to home’ and the processes of rural restructuring which emphasize small-scale sustainable family farming and its direct food linkages to cities do not necessarily enable all farmers to consistently make a living from season to season. Evidence for these claims comes from an in-depth, qualitative case study reliant upon participant observation, in-depth interviews and draws from a statewide farmer survey and a regional consumer survey in Washington State.  相似文献

Abstract The development of large‐scale livestock facilities has become a controversial issue in many regions of the U.S in recent years. In this research, rural‐urban differences in familiarity and concern about large‐scale livestock facilities among Ohioans is examined as well as the relationship of social distance from agriculture and trust in risk managers to concern about large‐scale livestock facilities. Findings from a survey of Ohio residents reveal few differences between rural and urban Ohioans, although country, nonfarm residents were more likely than others to be aware of the issues. Greater trust of farmers was found to be related to lower levels of livestock concern. Environmental concern was strongly related to overall concern about large‐scale livestock development, while perceptions of economic benefits of livestock production were associated with lower overall concern. In general, the findings contribute to improved understanding of the increasingly complex relationship between farming and the social setting within which it occurs.  相似文献

Climate change and the projected depletion of fossil energy resources pose multiple global challenges. Innovative technologies offer interesting possibilities to achieve more sustainable outcomes in the energy production sector. Local, decentralized alternatives have the potential to sustain livelihoods in rural areas. One example of such a venture has emerged around heating businesses in rural Finland, and is referred to as heat entrepreneurship. Heat entrepreneurship entails a system where a local forest owner, usually a farmer, provides heat to a small community or local building, such as a school. Heat is produced using local forest resources that would otherwise be unutilized. The purpose of this study is to examine heat entrepreneurship as a potential sustainable alternative for energy production and its multifunctionality. The data was collected by interviewing 15 heat entrepreneurs in the area of Central Finland. The study demonstrates how multifunctional farming-related energy production can provide more sustainable livelihoods for farmers by increasing social, economic and environmental sustainability. This is achieved by diversifying farmers' economic options, enhancing rural areas economically, increasing farmers' social networks and well-being and, to some extent, by boosting local environmental capital. However, the study also points to differences among the farmers and sustainability trade-offs, suggesting for the need to better acknowledge the local perceptions in policy-making.  相似文献

Negative perceptions on the value of informal rural finance or credit which are prevalent in a number of developing countries are compounded in the case of Tanzania because of the country's Ujamaa and socialist policies. Consequently, informal rural finance has been neglected both in terms of research and policy planning. This paper attempts to fill part of the research gap on informal rural finance in Tanzania, and to contribute to the growing body of knowledge on this subject in the developing countries. The paper briefly investigates the policy and perception scenario on informal rural finance in Tanzania in the last two decades. Based on empirical data collected through village surveys in three regions of the country, the paper describes the sources of informal credit for smallholder farmers in those areas, and assesses the use, repayment, terms and conditions of such credit.  相似文献

‘Should I stay or should I leave my home region?’ is one of the key life course questions that many young people must address as they grow to maturity. Social mobility increasingly presupposes geographical mobility, especially in rural areas. The consequences of the selective out-migration of socially mobile young people (‘brain drain’) are seen as a threat to the economic development and reputation of rural areas. The out-migration of young rural people is often related to participation in higher education and entrance into the labour market. This paper focuses on the migration intentions of pupils in secondary education in two peripheral rural areas: The Westhoek in Flanders, Belgium and the Veenkoloniën in the Netherlands. It analyses, by means of logistic regression analysis, the migration intentions of 611 pupils in the Westhoek and 294 pupils in the Veenkoloniën in relation to their social background, migration history, perceptions of employment opportunities and the way they identify with their home region. In both regions, perceived employment opportunities and local attachment appear to be the most important factors explaining migration intentions. In the Veenkoloniën, in contrast with the Westhoek, migration history, educational level and representations of the region are also important factors determining the migration intentions of young people. These results can be explained by differences in the structure, culture and landscape of the two regions.  相似文献

This paper draws on research with people from African, Caribbean and Asian backgrounds regarding perceptions and use of the English countryside. I explore the complex ways in which the category ‘rural’ was constructed as both essentialised and relational: how the countryside was understood most definitely as ‘not-city’ but also, at the same time, the English countryside was conceived as part of a range of networks: one site in a web of ‘nature places’ across the country, as well as one rural in an international chain of rurals – specifically via embodied and emotional connections with ‘nature’. I argue that alongside sensed/sensual embodiment (the non-representational intuitive work of the body), we need also to consider reflective embodiment as a desire to space/place in order to address the structural socio-spatial exclusions endemic in (rural) England and how they are challenged. I suggest that a more progressive conceptualisation of rurality – a ‘transrural’ open to issues of mobility and desire – can help us disrupt dominant notions of rural England as only an exclusionary white space, and reposition it as a site within multicultural, multiethnic, transnational and mobile social Imaginaries.  相似文献

This article explores the dual themes of place and time as influences on health care service delivery to the rural elderly, through a case study of rural Appalachia. Traditional patterns of indigenous health care practice and values are contrasted with more “professional” formal models of health care service delivery that have entered the region. The result has been a clash of health care cultures. The continuing validity of this perspective is appraised in relation to apparent generational differences between the old-old and the young-old in the degree to which contemporary health care practices and values are adopted. It is concluded that traditional and contemporary health care cultures can be reconciled through an expanded vision of health care service delivery premised on: understanding health care within a total community context; redefining the role of the health practitioner; improving education of both the rural elderly and service providers; and enhancing communication in the rural health care environment.  相似文献

Previous research has shown that if consumers are aware that they are paying more than another customer for a similar transaction, then they may perceive the price to be unfair. A concept closely related to fairness is transaction value, defined as consumers’ perceptions of the psychological satisfaction or pleasure from taking advantage of a price deal. In this research, we conceptualize that although consumers’ perceptions of price fairness and transaction value share many similarities, nevertheless there are also important differences. Using three studies, we empirically examine these differences. We show that although a “bad deal” is typically perceived to be an unfair price, a “good deal” is not necessarily perceived to be the fairest price.  相似文献

The expansion of sugarcane for biofuels is a highly contentious issue. The growth of sugarcane area has occurred simultaneously with a reduction of dairy production in São Paulo state, the primary production region for sugar and ethanol in Brazil. This paper analyses different dairy farm rationales to continue dairy production in the context of a dramatically expanding sugarcane economy. Combining different data sets – semi-structured interviews with 34 farmers and baseline data from all members of a dairy farm co-operative – makes it possible to recognize different farm types. This heuristic tool is used to identify the various strategies regarding shifting to biofuel production or investing in dairy farming. The paper identifies labour availability, household resilience and technology introduction as key factors in the context of complex, multiple interactions between the biofuel sector and dairy production. We will argue that biofuel-sugarcane expansion not always pushes aside dairy farming. Those farmers that shift to sugarcane are not simply spurred by better prices, but mainly change as result of perceptions of labour constraints, risks and the opportunities offered by diversification. For farmers who totally quit dairy production the shift to sugarcane may pass the point of no return.  相似文献

The authors examined perceptions of key social cognitive career theory (Lent, Brown, & Hackett, 1994) variables related to college‐going and science, technology, engineering, math, and medical (STEMM) careers in 10th and 11th graders (N = 892) attending 3 rural Appalachian high schools. The authors examined differences in perceptions related to gender, prospective 1st‐generation college student status, and the presence or absence of aspirations to pursue a STEMM career. Young women and young men scored similarly on all but 1 dependent variable, college‐going self‐efficacy (young women scored higher). Students who had STEMM career aspirations had higher scores on every measure than those who did not. Results suggest examining a 3rd prospective 1st‐generation college student status group—students who are unsure of their parents’ education level—as a distinct group in future research. By examining the college‐going and STEMM attitudes of rural Appalachian high school students, this study advances the literature and informs practitioners on reducing educational and vocational inequalities in this region.  相似文献

Little comparative work has been conducted on the environmental belief systems and behaviours of conventional and organic farmers, especially in relation to farming culture, the environment and lowland farmland avifauna. Adopting a modified behavioural approach, this paper analyses the ways in which the environmental attitudes and understandings of farmers in central-southern England influence their behaviour. Key stakeholder and farmer interviews and a focus group discussion showed how some organic farmers tend to have small, diverse and untidy farms, ecocentric attitudes and a non-exploitative approach towards farming which includes an appreciation of farmland birds. This often contrasts with the tidy, well-organised conventional farmers with their larger, specialised farms, technocentric attitudes and exploitative view of nature, frequently related to creating pheasant cover and the belief that corvids and birds of prey are vermin and should therefore be eradicated. However, these attitudes and behaviours may not necessarily be representative of any differences between those farmers loosely labelled as ‘organic’ and ‘conventional’.  相似文献

Following a brief review of sociological and psychological definitions of rurality, this paper illustrates the uses of an empirically-derived taxonomy of environmental perceptions for understanding the rural experiences of older residents of small towns in the midwestern United States. Specifically, variations in perceptions of twelve dimensions of rural environments were examined (1) among older residents of small towns of different sizes (populations 100–500, 501–1500 or 1501–2500), and (2) among four groups of older residents (n = 898) displaying differing profiles of subjective social and psychological well-being. Reliable town- size differences in environmental perceptions were found for eight of the 12 environmental attributes. Illustratively, residents of smaller towns reported lower levels of community satisfaction and community involvement, higher levels of intimacy and consensus on town issues, and fewer barriers to services and activities than residents of larger towns. Reliable differences in environmental perceptions were found for ten of the attributes for older residents differing in well-being. For example, more frail residents were less satisfied with their communities, and felt more constricted and isolated by physical barriers and social norms; they were less involved in their communities and less aware of available community services. The advantages of the application of person-environment taxonomies to research and intervention in rural environments are discussed. Chief among these is the refinement gained in the understanding of individual differences in ecological adaptation.  相似文献

This paper explores the political relevance of the Landcare movement in Australia in an attempt to understand the capacity of rural people to develop political outcomes through social action in civil society. We relate Claus Offe's notion of a politically relevant new social movement to movement development in Landcare and discuss the implications of this in terms of movement stability, relationships with the state and neo-liberal governance in Australia.Landcare has many of the characteristics attributed to new social movements. People involved in Landcare typically express a commitment to participatory forms of action and coordination, believe in a ‘win-win’ approach to conflict and are opposed to government ‘telling them what to do’. Forms of limited protest and conflict with government occur when core values of autonomy and participation are perceived to be under threat and these values are perceived to be universal rather than just applying to movement participants. However, in contrast to the attributes associated with new social movements, Landcare does not have an outwardly ‘oppositional’ character and a high proportion of movement members in Landcare are farmers and close to the imperatives of agricultural commodity production. Further, the state has had a central role in the initiation and ongoing support of the ‘movement’.These two latter points of difference, however, confer the most ‘political relevance’ to the movement. The role of the state in catalysing Landcare and promoting the ‘program’ in terms of its participatory values, confers significant legitimacy on the outcomes of participatory Landcare fora. Further, the increased transparency and learning of the environment through Landcare activities by farmers can lead to a questioning of the current economic orthodoxy that underpins rural policy.  相似文献

This is the first of two papers concerned with understanding the causes and consequences of middle class presence in rural areas. This paper explores debates over the future of class analysis and in particular whether it is possible to avoid a dualistic choice between a ‘modernist class analysis’ or a ‘postmodernism’ where class has completely receded from view. Attention is drawn to notions of an ‘interpretative approach’ to class, which while accepting many of the claims of postmodernism still sees value in the notion of class and in conducting class analysis. Drawing on a number of recent discussions of class within and beyond rural studies it is argued that class analysis should be seen as an ‘interpretative accomplishment’ and that attention needs to be paid within it to at least four issues: (i) the processes of knowledge construction and communication; (ii) differences in conceptualisations of power and related concepts such as domination and exploitation; (iii) differences within the processes of class formation; and (iv) the impact of identity recognition on class analysis, class relations and classes practices. In a later paper these issues will be explored in a more substantive manner through consideration of some of the results of research conducted in five locations in rural Britain.  相似文献

Using empirical evidence from a study of rural youth living in a remote region in the West of Ireland, this paper applies a structurationist approach to focus on and explore how young people's scope for action and choice is shaped and mediated. In particular, it applies Giddens's concept of authoritative resources (‘organization of life chances’), social practices and relations to understand the encounters, events and experiences within education, work and housing. The paper concerns how the types of practices and relations encountered within these three arenas tend to problematise the choices and opportunities available for young people. In the late-modern age, these three spheres of life can generate considerable pressures, which, depending on circumstances, are differentially mediated by young people. In conclusion, it calls for policy to engage in more ‘enabling’ terms with rural youth experiencing the negative effects of rural economic restructuring.  相似文献

This paper is concerned with young rural men and how they ‘do’ identity politics living in a rural area of Norway. Focusing on how masculinity and rurality are constructed and interrelated in young men's narratives of living in a remote community, it is identified that young rural men reproduce, negotiate and transform local discourses of rural masculinity. First, the article shows that young men living in rural areas believe it is important to express rural masculinity through hunting and outdoor life as well as by exhibiting skills as handymen. Second, it reveals that it is important for young rural men to communicate a particular stance in the ongoing and controversial Norwegian debate over snowmobiles and carnivores, as these topics are related to rural men's sense of loyalty to place. Third, the article shows how rural men negotiate ‘the tough man’ images related to hunting, motors and handyman skills by constructing new and alternative masculinities. The analysis reveals that young rural men enact alternative masculinities, expressed in relation to new working life opportunities in the service sector, through emotional openness and caring, and in relation to traditional ‘masculine spaces’ such as hunting and snowmobiling. It is concluded that, little by little, rural communities are opening up for more flexible masculinities.  相似文献

Many studies have highlighted the phenomenon of rural decline in parts of the developed world, summarised as a loss in agricultural employment leading to a decline in the number and size of rural settlements. This study of small towns in part of Australia’s inland rural “heartland” employs the concepts of interactional rural community of place and rural resilience to identify how farmers perceive their interactions with their local town. This study suggests that robust levels of ongoing engagement between farmers and town communities are important in maintaining rural populations and services along with both a strong local economy and environment. Face-to-face interviews with 115 farmers in two rural regions of New South Wales, Australia, highlight the importance of the local economy and jobs, the quality of the local environment and a strong sense of belonging, in contributing to a strong sense of local community and potential for resilience.  相似文献
