In this article we propose five patterns of board governance based on the distribution of power in and around boards of nonprofit organizations. The typology proposed grew out of our findings in in-depth case studies in which the dispersion of power became the critical variable for making sense of the patterns of governance observed. These governance patterns were then incorporated into a survey of boards in the voluntary sector. We present the results of this latter phase of the research by focusing on the associations between the five patterns and the background characteristics of board members, organizational and environmental variables, and board and organizational effectiveness. The results of the study suggest that power is an important while largely neglected aspect of board governance in the not-for-profit sector.  相似文献

In recent years, civil society organizations (CSOs) have become a significant aspect of Mexican reality given the number of people involved in them and their contribution to the services sector. These entities are organizations where voluntary and paid workers may experience wellbeing conditions that are inherent in empowerment processes, feelings of usefulness, and the satisfaction associated with participating in decision-making. At the same time, contradictory dynamics related to governance, power relations, leadership, and decision-making may be activated in CSOs and create uncertainty and psychosocial malaise. In this research, based on a grounded theory approach, 11 interviews and 89 questionnaires were realized in 14 service-providing CSOs in the Mexican State of Morelos, highlighting the wellbeing/malaise dimensions and psychosocial factors that are relevant for their members.  相似文献

This paper explores the legitimacy of third sector organizations in the policy process in the United Kingdom. It draws on empirical research to examine how legitimacy is defined, both by third sector organizations and by those they target within government. The paper argues that while many third sector organizations give high priority to political forms of legitimacy—in the sense of participatory structures and accountability to members and beneficiaries—government is generally more likely to give priority to technical forms of legitimacy, e.g., the quality of research and the ability to implement policy. Nonetheless, political legitimacy is still important, first because this is the form of legitimacy that third sector organizations claim for themselves and second because, as government gives way to governance with an increase in partnerships and collaboration, the dilemmas faced by third sector organizations in achieving political legitimacy are being faced on a broader canvas.  相似文献

The nature of charity reporting and transparency is changing significantly; while the longstanding focus on financial reporting remains, there is much greater emphasis on illuminating governance systems and impacts. Regulatory regimes are becoming more polycentric with the expansion of third party watchdogs and emergence of new self-regulatory bodies. With more open access to data, transparency has become an independent force in these regimes. The article outlines a conceptual model of charity regulatory regimes and applies this to analyze recent developments of regulation-by-transparency in Canada. Although the intent of encouraging greater transparency is seldom questioned, this Canadian case study demonstrates how transparency can become politicized, damaging the relationship between the regulator and the charitable sector. In addition, the open data movement means that charities now operate in a world in which neither they nor state regulators control access and use of information.  相似文献

In this article I examine the lack of self‐care regimes for women working in the non‐profit/non‐governmental sector. While I draw on ethnographic research conducted in the Malaysian context of women's organizations, the issue of self‐care for activists and feminist activists is a global one that crosses borders and boundaries. I explore the gendered nature of care and care professions to demonstrate how women are predominantly affected in these working environments. To date, there has been little scholarship on self‐care and care in non‐profit/non‐governmental working environments. Using interviews with women working in the sector, I argue that women's emotional, mental and physical health comes at a cost in these hectic workplaces. This article contributes to the literature on gender, work and care in women's organizations by taking seriously women's concerns working in these spaces, where they experience self‐neglect and institutional barriers in care regimes.  相似文献

The interrelationships between public, private, and voluntary sectors in Britain have witnessed increasing levels of change in recent years. This article argues that there have recently been identifiable trends within the voluntary sector, namely, increased levels of competition between sectors, increased competition between voluntary organizations, and increased pressures toward professionalization in voluntary sector management and organization. Predominantly competitive strategies and modes of professionalization have often been borrowed uncritically from commercial “best practice” by voluntary organizations. Thompson's (1967) typology of strategies is used as a basis for proposing cooperation as an alternative to competition in the British voluntary sector.  相似文献

In this article, we move away from the case study approach dominant in the literature on partnerships and explore the emergence of networks of partnerships. Taking the global cocoa sector as our research setting, we examine 55 partnerships to analyse the linkages between them, their evolution over time, as well as the simultaneous occurrence of cooperation and competition. We discover that the partnerships are connected to each other through overlapping memberships of organizations and increasingly also through institutional linkages. The linkages between the partnerships channel the flow of resources and thereby reinforce the capacity of individual partnerships. A meta‐governance organization, which steers and coordinates the broader sustainability efforts of the cocoa industry, enhances the impact of the linkages. Our analysis shows that partnerships should be studied not only as autonomous entities but also as networks of partnerships.  相似文献

As hybrid organizations with financial and social objectives, social enterprises must balance competing logics for governance, stakeholders, and outcomes when considering organizational design and structure. The existing legal landscape for organizations exacerbates this dilemma by forcing social enterprises to incorporate as either a nonprofit or for‐profit organization. This research examines the entity formation process for social enterprises by presenting sector choice as an interaction among four factors: equity financing, organizational lineage, human capital, and funding environment. Using a qualitative comparative case analysis, this research demonstrates that contingent factors drive sector choice when legal incentives and institutional pressures are unclear. For those choosing nonprofit forms, the status of the parent organization—the organizational lineage—is determinative. For those operating in the for‐profit context, human capital is predictive. The resulting conceptual framework contributes to existing organizational theory on hybrid organizations by presenting the sector selection process as independent of the motives or legal incentives typically associated with sector choice. This research concludes with a discussion on the advantages of delaying the formal sector declaration process.  相似文献

Capacity has become a prominent theme in the literature on nongovernmental organizations (NGOs) in the last few decades, due in part to the increasingly global role these organizations play in development. We analyze data obtained from a national sample of local and international NGOs operating in Cambodia, documenting capacity differences between these two groups as well as highlighting overall levels of capacity in the sector. The analysis covers a number of different organizational dimensions that have been associated with capacity, including structural characteristics and concrete management practices. Results suggest that international NGOs generally have greater capacity, but overall levels of capacity are relatively low for a variety of measures. We conclude with an exploratory cluster analysis that identifies four distinctive groups of NGOs based on capacity, providing additional insights into diversity within the sector. These findings will be useful for comparative NGO research and for capacity-building programs, in addition to helping establish an agenda for future research to monitor progress.  相似文献

The governance of civil society organizations (CSOs) is a crucial determinant of organizational legitimacy, accountability, and performance. International nongovernmental organizations (INGOs) are a subtype of CSOs and have received a lot of attention as actors in global governance. Research suggests that INGOs can follow a membership model, where the board is elected by the membership, or a board-managed model, where the board is appointed to represent major stakeholders. Following resource dependency theory, we argue that the choice between these two models depends on the INGOs different sources of funding and the degree of volunteer involvement: As donors and volunteers provide important resources, they are in turn granted the right to nominate board members or to sit on the board. In our quantitative study we show that individual members, regional member organizations, and governmental donors hold a stronger position in the governance of INGOs than philanthropists, foundations and volunteers. Our results inform research on CSO governance by highlighting the relevance of board nomination modes and by showing how CSOs can incorporate stakeholders into their governance mechanisms.  相似文献

The literature on nonprofit management has embraced the concept of “accountability” to target urgent challenges related to NGO probity and integrity, and there have been attempts in the literature to use rational-choice-based governance approaches to solve them. Although the existing principal–agent frameworks provide important insights, they are limited to the analysis of financial relationships between NGOs and donors. We contribute to the literature in developing a comprehensive rational-choice-based governance approach to analyze all stakeholder relationships of NGOs. Applying the research program of ordonomics, we unpack two fundamental interaction problems: (a) the “stakeholder dilemma” between the NGO and a single accountability holder as a one-sided social dilemma and (b) the “competition dilemma” among rival NGOs as a many-sided social dilemma. We show that improving NGO accountability in relation to intended beneficiaries, peer organizations, and the general public also requires identifying the underlying governance problem as a competition dilemma focusing on collective self-regulation as a solution.  相似文献

This introductory article on Third sector research on Latin America and the Caribbean (LAC) was designed with two objectives in mind. The first, to present readers with a general up to date of the political, economic, and social overview as well as an actualized context of the region, intending to show the needs and trends that individuals and civil society organizations have experienced in the past 20 years by underlining some main advances and shortcomings for LAC. This was done with the intent and idea to provide the understanding of the issues that require attention to be approached in a scholarly and interdisciplinary fashion with a Third sector studies lens. The second was to present a series of pertinent original articles placed into three distinct axis or categories that correspond distinctively to major trends identified by the guest editors of this special issue as social inclusion and development, human rights and public policies and governance of Third sector organizations. The article clearly introduces original material by fourteen specialists in Third sector research who provide results on an ample and wide range of studies and theoretical analysis of this particular region of the world.  相似文献

WHEN 'VIRTUAL' MEETS VALUES: INSIGHTS FROM THE VOLUNTARY SECTOR   总被引:1,自引:0,他引:1  
Electronic networking can support strategic re-positioning within organizations seeking to respond effectively to deep shifts in the social, economic and political regimes in which they operate today. Evidence, though, from our large-scale survey of core UK voluntary organizations suggests that voluntary organizations do not always seek to exploit this capability. Instead, our survey indicates that voluntary organizations are exploiting information and communication technologies (ICTs) in conventional ways to enhance administrative and operational efficiency and effectiveness. There is little evidence of more strategic applications supporting reconfiguration of the organization internally, redefinition of relationships across organizational networks or the extension of business scope. Further research based upon in-depth case studies demonstrated that social conditions are active in shaping the uptake and application of information and communication technologies within voluntary organizations. Within volunteer-intensive settings in particular,founding philosophies and the deeply rooted values that accompany these can have a profound effect. Ultimately,the technologically supported transformations, which occur within the organizations that we examine here, emerge from the inter-play between historically institutionalized values, strategic objectives and technological capability.  相似文献

This article focuses on the nexus between the governance of U.S. nonprofit organizations and their ability to secure the resources necessary to effectively execute their missions. Different sources of nonprofit income are associated with alternative stakeholders. Viewing these constituencies as beneficiary groups, we consider how the particular mix of income sources influences the capacity of nonprofits to generate resources, especially if there is competition among stakeholder groups for control of the organization’s policies and practices. We then ask how nonprofit governance might be modified to improve the ability of the organization to generate resources through a regime of economic stakeholder governance.  相似文献

This article examines the circumstances under which nonprofit organizations adopt corporate governance practices. In the study reported here, the authors found that adoption of corporate governance practices depends primarily on the presence of a supportive institutional (that is, value) context as well as available resources to support governance restructuring. These findings strongly suggest that the adoption of structures and practices from the for-profit sector is neither a feasible nor even a desirable solution to problems facing many nonprofit organizations.  相似文献

In this article, we first review current Japanese urban and regional sociological literature on the COVID-19 pandemic. Some empirical studies of the current conditions, challenges, and difficulties faced by urban communities with the pandemic have loomed large. Although urban governance of infectious disease control has been generally an important research topic in urban studies, there is limited research on this aspect, particularly in Japan. Then, we briefly examine the urban governance of the pandemic in Japan, with a focus on the case of Osaka. Specifically, by analyzing the meeting minutes of Osaka Prefectural Government's countermeasure headquarters, we shed light on what issues were mainly dealt with and what main organizational actors were involved. The results indicate that, in addition to the administrative and political collaboration between central, prefectural, and municipal governments, the involvement of industrial and professional organizations (e.g., medical and economic associations) is particularly salient. This is because the governmental sector in Japan lacks a strong legal framework and a policy implementation capacity for infectious disease control. Consequently, it has requested (through intermediary associations) that residents, businesses, and hospitals cooperate with the government to control the spread of the virus. With regard to the characteristics of the Japanese urban governance of the pandemic, more comparative research between cities and regions in the country and those in other countries will be one of the important issues for future Japanese urban and regional sociology.  相似文献

This article examines the experiences of lesbians and gay men who are employed in a variety of public service occupations in the UK, drawing upon interview material gathered during a broader research project on lesbian and gay self-organization within the public sector trade union UNISON. It forges pathways through hitherto unexplored territories by concentrating upon career trajectories beyond the closet, arguing that those who dare to come out and proud in public sector workplaces will tread a precarious tightrope between being out and pursued for their specialist knowledges and out and persecuted for their presumed perversities. Although many public sector employers have endorsed equal opportunities policies which include lesbians and gay men, and although these have been vital in alleviating some forms of discrimination, it is argued that such measures have been incapable of resolving the more profound double-binds etched into our organizations, whereby sexualities are reproduced as inequalities, while sexuality itself is eclipsed from the organization's self-consciousness. It is claimed that in virtue of their unique positions and perspectives, lesbian and gay employees have become the carriers of the sexual consciousness of their organizations. However, it is also acknowledged that the political agenda on lesbian and gay rights will not remedy deeper ignorances and broader injustices, unless the heterosexual majority and other non-heterosexual minorities are also parties to these debates.  相似文献

Two major evolutions have been reported to occur in the nonprofit sector during the past decades. Both the nature of nonprofit organizations (NPOs) and of volunteering style are changing. While this creates challenges for NPO governance and management, little is known about the process or the outcomes of these two developments. We propose a two-dimensional conceptual model to explain how the aforementioned evolutions influence the attitudes and behavior of volunteers, based on psychological contract theory. More specifically, we posit that both evolutions create tensions in volunteers’ psychological contracts that could lead to contract breach. We formulate twelve propositions on the nature of this psychological contract breach and the resulting attitudes and behavior of volunteers. Finally, we offer some possible solutions that NPO boards and managers can apply to cope with these challenges.  相似文献

In this article, we offer an overview and critical assessment of recent changes wrought by “new governance” reforms within public sector work, highlighting the implications specifically for Black–White inequality, and denote where further sociological analyses are warranted. These foci are important given the widely accepted—though hardly comprehensively examined—assumption that public sector employment remains a favorable “economic niche” for African Americans. Recent sociological research, including our own, suggests that this is likely no longer the case. The very structure and functioning of public sector work have changed owing to neoliberal agendas and reforms toward privatization over the last two decades, becoming less bureaucratic and increasingly mirroring processes and inequalities more traditionally characteristic of the private sector. We emphasize the consequences particularly for African Americans and call for deeper sociological analyses of public sector racial inequalities, processes, and their consequences.  相似文献
