This research provides a longitudinal assessment regarding children's placement preferences, distinguishing between what children prefer to be permanent home situations and what children expect will be permanent situations. Cluster analysis was used in an effort to classify the responses of 1313 children, ages 6–14, in foster or kinship care, over a three year period, regarding placement preferences. Results of the cluster analyses indicate classification in the following four groups of permanency preferences: 1) I don't want to be here/going home; 2) I can stay here, but I don't want to/going home; 3) I can stay here and I want to, but no adoption; and 4) I can stay here and I want to, with adoption. Findings indicate that across waves of data collection, children express a sense of belonging in their foster homes. Older children were more agreeable to their current placements as long as there was no option of permanency/adoption. Also, White children were more likely to prefer and expect to go home. This research provides great utility in evaluative efforts that include listening to the voices of the children by encouraging their participation in case planning and service evaluation.  相似文献

Sixty-one foster parents from a central Canadian province participated in a telephone interview that included the question: “What are the benefits of fostering children who have the same values, beliefs and traditions as you?” A total of 51 unique responses were obtained and grouped together by 13 foster parents. Multidimensional scaling and cluster analysis were used to analyze the grouping data. Foster parents described five themes: expand on held values, child feels secure, smooth transitions, low stress and more in common. There were similarities and differences between the perspectives of foster parents interviewed and the literature. Implications for future research are discussed.  相似文献

Many foster parents serve only briefly, and foster and adopt few children. Anecdotal reports suggest that a small percentage of foster parents provide a disproportionate amount of care; however, we know virtually nothing about these parents. This study applied the Pareto Principle, also known as the 80–20 rule or Vital Few, as a framework to conceptualize these foster parents. Using latent class analysis, two classes of mothers were identified: one accounted for 21% of mothers and the other 79%. We refer to the former as the Vital Few and the latter as the Useful Many. Vital Few mothers fostered 73% of foster children — 10 times more than Useful Many mothers although only fostering three times longer. They adopted twice as many foster children while experiencing half the yearly rate of placement disruptions. Vital Few mothers were less likely to work outside the home, had better parenting attitudes, more stable home environments, more time to foster, and more professional support for fostering, but less support from kin. Further, they were as competent as the Useful Many on numerous other psychosocial measures. Understanding characteristics of these resilient Vital Few can inform recruitment and retention efforts and offer realistic expectations of foster parents.  相似文献

This article presents results from a study of the birth children of foster carers and their experiences of growing up with foster siblings. Data were gathered from focus groups (17 participants), discussion groups (16 participants), a questionnaire (684 responses) and eight individual interviews. The children's participation in the fostering placements is in focus. Accounts from the children show that several of them participate in care-giving activities in everyday life. Their participation in the official assignment is however limited and can lead to children taking on responsibility with no support from adults. The tension between children's agency and position in society is addressed. The study shows how power relations between children and adults come into play, how both children and adults (re)-produce positions where children's rights to have a say in questions that concern them are not reflected within fostering processes.  相似文献

Children in foster care have high rates of adverse childhood experiences and are at risk for mental health problems. These problems can be difficult to ameliorate, creating a need for rigorous intervention research. Previous research suggests that intervening with children in foster care can be challenging for several reasons, including the severity and complexity of their mental health problems, and challenges engaging this often transitory population in mental health services. The goal of this article was to systematically review the intervention research that has been conducted with children in foster care, and to identify future research directions. This review was conducted on mental health interventions for children, ages 0 to 12, in foster care, using ERIC, CINAHL, PsycINFO, PubMed, ProQuest's Dissertation and Theses Database, Social Services Abstracts, and Social Work Abstracts. It was restricted to interventions that are at least “possibly efficacious” (i.e., supported by evidence from at least one randomized controlled trial). Studies were evaluated for risk of bias. Ten interventions were identified, with diverse outcomes, including mental health and physiological. Six interventions were developed for children in foster care. Interventions not developed for children in foster care were typically adapted to the foster context. Most interventions have yet to be rigorously evaluated in community-based settings with children in foster care. Little research has been conducted on child and family engagement within these interventions, and there is a need for more research on moderators of intervention outcomes and subgroups that benefit most from these interventions. In addition, there is no consensus regarding how to adapt interventions to this population. Future research should focus on developing and testing more interventions with this population, rigorously evaluating their effectiveness in community-based settings, determining necessary adaptations, and identifying which interventions work best for whom.  相似文献

The Pareto Principle, also known as the 80–20 rule or the Vital Few, has been successfully used as a framework to identify the small proportion of highly productive foster parents who provide a disproportionate amount of care. This study replicated and extended this research using a nationally representative sample of foster families (N = 876) with a focus on willingness to foster, and actually fostering, children with special needs.Using latent class analysis, two classes of foster parents were identified: one accounted for 19% of respondents and the other 81%. We refer to the former as the Vital Few and the latter as the Useful Many. Vital Few respondents fostered 74.2% of foster children — 11 times more than the Useful Many, although only fostering two times longer. They also had almost 1-1/2 times as many foster children in their homes at the time of the study. Notably, the Vital Few were willing to foster more types of children with special needs and a higher percentage had actually fostered children with each of the seven types of special needs studied. The classes were similar demographically except that Vital Few respondents were less likely to work outside the home and Vital Few mothers were slightly less educated as compared to Useful Many mothers.This study further validates the utility of the Pareto Principle for understanding foster parents and, by extension, has important implications for the well-being and stability of foster children with special needs. Considerations for supporting the Vital Few, including education and training needs, are discussed.  相似文献

This paper compares the attitudes of special foster parents and residential staff towards children in their care. The exercise was carried out as part of a comparative study of care practice in ‘special’ foster homes (accommodating children traditionally considered too old or difficult for fostering) and ordinary community or children's homes. Overall, care practice in the foster homes was significantly more child oriented than in the children's homes. This finding cannot, however, be explained in terms of attitudinal differences between foster parents and staff. Staff attitudes generally appeared more conducive to the provision of child oriented care than those of the foster parents.  相似文献

This small-scale research study examined children's perceptions of themselves, their situation, career aspirations and hopes for the future. One hundred San Francisco children in foster care were interviewed and filled out a questionnaire. 50 of the children lived in foster family care; 50 in group homes. The Department of Social Services in San Francisco cooperated in executing this study. Children ranged in ages from 8–18. Both male and female children participated. The questionnaire contained two standarized tests, Coopersmith Self-Esteem Inventory and Parks Career Role Inventory. A section was written by the authors to examine how children in care spend their time, and how they feel about where they live and their foster care status. The last part, an open-ended section asks them which foster care setting they liked best, why, and what they would suggest to improve the foster care system. An additional question “Why do you think you are in foster care?” was designed to elicit the children's understanding of why they lived in foster care rather than their biological home.  相似文献

This study describes the implementation of three evidence-based treatments addressing traumatic stress symptoms within a wraparound foster care program in Illinois. Child–Parent Psychotherapy (CPP), Trauma-Focused Cognitive Behavioral Therapy (TF-CBT), and Structured Psychotherapy for Adolescents Responding to Chronic Stress (SPARCS) were implemented with a racially diverse sample of youth ages 3–18 at six agencies. Culturally sensitive adaptations were made to treatment approaches to improve client retention and outcomes. Data analyses revealed no racial differences in retention in the program and no differences in outcomes between minority youth exposed to the intervention and other participants. All three evidence-based treatments were effective in reducing symptoms and improving functioning among minority youth. Implementation issues, including challenges and culturally competent accommodations, are discussed.  相似文献

Given the increased number of children from racialized groups requiring foster care and the decreasing number of foster parents from racialized groups, transcultural foster placements are on the rise. Addressing racial and cultural diversities within the context of transcultural foster care placements is one of the most pressing dilemmas of contemporary child protection practice, in Canada. In this qualitative exploratory study, the perspectives of regular non-kinship foster parents in two Canadian provinces, who provide foster care to children and youth from racialized groups, were explored through open-ended semi-structured interviews. Participants consisted of nine foster parents, between the ages of 30 and over 60 years old, who were asked to share their experiences regarding transcultural foster care placements. The results of this study indicated foster parents were culturally receptive and ‘fostering cultural development’ in their homes as well as their respective communities.  相似文献

The aim of this study was to analyse the levels of burden and satisfaction among foster families in Spain, as well as the relationships between these variables and characteristics of the foster children and their carers. Participants were 86 foster families (comprising 71 foster fathers and 86 foster mothers) and the 104 children who they were fostering (56 boys and 48 girls). The instruments used were the Zarit Burden Interview and a questionnaire on foster carers' satisfaction with the preparation and support they had received. The results revealed low levels of burden among the families. Levels of burden were directly correlated with the amount of time the children had spent in residential care and with the age of foster fathers, and inversely correlated with how long the child had been with the current foster family. Higher levels of burden were reported by carers whose foster child was academically delayed. Regarding satisfaction, the highest ratings corresponded to items referring to the work of professionals, while the lowest were given for items concerning the information that foster families had received about the child's personality and the material and financial support available to them. The implications of the findings for professional practice are discussed.  相似文献

Visitation, assumed to be important for children in foster care, has not been studied in sufficent detail. In the present study, patterns and characteristics of home and foster family visitation and telephone contact are described in a national sample of children in foster care in Israel (n=590). Relations between child, biological and foster family characteristics are explored by type of contact and foster placement. Parent-child contact is most strongly related to foster family characteristics and relations with the biological family. Many children in foster care have emotional or behavioral problems or are at risk for these problems. It is important to identify parents willing to foster children with these problems in order to ensure placement, care, stability and well-being of such children. This study presents a new 40-item self-report measure of the willingness of parents to foster children with emotional and behavioral problems, and two 20-item parallel forms of this measure. In addition, this study presents evidence of reliability and validity of scores derived from these measures with a national sample of 297 foster mothers. Coefficient alpha for these measures was .92 or greater, indicating excellent internal consistency reliability. Scores from these measures were unrelated to demographic characteristics, providing evidence of discriminant validity. In addition, scores from these measures were higher for foster mothers licensed to provide treatment foster care than for mothers only licensed to provide regular foster care, providing support for known groups validity. Finally, support for construct validity is provided by the fact that foster mothers with higher scores on these measures had fostered longer, were fostering more children at the time of this study, and had fewer children removed from their home at their request.  相似文献

ObjectiveTo examine whether receiving crisis nursery services reduces the chances of subsequent placement of children into foster care.MethodThe study includes a sample of 322 children from the administrative data from a crisis nursery in Ohio. Generalized estimating equations analysis was conducted to assess the relationship between crisis nursery services (case management and parenting education) and subsequent foster care placement.ResultsThe generalized estimating equations analyses indicated that case management and parenting education provided from the crisis nursery were associated with reduced likelihood of subsequent foster care for children who were placed in the crisis nursery. Foster care placement during the previous 12 months and Caucasian race were also associated with higher odds of subsequent foster care placement.ConclusionsCrisis nursery services delivered with case management and parenting education may be an effecive intervention to reduce children's subsequent foster care placement.  相似文献

Emotional investment may be defined as a willingness to accept and become committed to a child, and being aware of influencing the child's development. Research in this field is limited, and has shown that commitment in particular is associated with foster children's socio-emotional functioning. Our aim was therefore to investigate 60 foster parents' acceptance, commitment and awareness of influence to their early placed foster children at 2 years, as well as to investigate the association between these three concepts and the foster children's social-emotional functioning (externalizing, internalizing, dysregulation and competence) at 2 (T1) and 3 (T2) years of age. The caregivers were interviewed with “This is My Baby”, and completed the questionnaire “Infant-Toddler Social and Emotional Assessment”. Results showed that on average the foster parents were rated quite high on emotional investment. Linear regressions, including one predictor and one outcome variable, revealed associations between emotional investment and foster children's socio-emotional functioning. Moreover, in regressions including all three predictors, commitment significantly negatively predicted externalizing behavior in the foster children at T1, while acceptance significantly negatively predicted dysregulation at T2. Lastly, among others for externalizing, the coefficient of commitment was significantly higher at T1 than at T2. Our results indicate a possible short-term influence of commitment on externalizing- and a possible long-term influence of acceptance on dysregulation behavior in foster children. We will therefore highlight the clinical importance of emotional investment in foster care, in order to help the young foster child towards a healthy social-emotional functioning.  相似文献

Over 24,000 youth “aged out” of the nation's foster care system in FY 2005. While independent living programs and other services are available to foster youth, and almost all states allow dependency courts to retain jurisdiction of foster youth beyond age 18, outcomes for former foster youth are disturbing. This paper describes a program to address these challenges by providing extended foster care benefits and support to former foster youth from their 18th to 23rd birthdays. A detailed cost–benefit methodology documents expected costs and key benefits of the program. According to this cost–benefit analysis, a program providing funding and guardian support for former foster youth is projected to result in net benefits to the State of California over the 40-year careers of participating former foster youth. The program, if successful for all youth, would increase lifetime earnings and taxes paid due to increased education and would lower use of TANF and prison, resulting in a benefit–cost ratio of 1.5 to 1, using discounted present value dollars. Even at 75% success, the ratio is 1.2 to 1, showing a net benefit to society. This methodology can also be used to assess the costs and benefits of similar programs.  相似文献

This article discusses the problems of medically fragile children, drug affected and/or HIV infected. Passage of the Adoption Assistance and Child Welfare Act of 1980 markedly increased the number of these children in foster care. ABSTRACT

Foster families provide safe and stable homes for children and youth who are removed from their homes due to maltreatment. Despite the stressors associated with bringing children in and out of a family’s home, many maintain healthy family functioning and continue fostering for many years serving an essential function in the child welfare system. This study sought to understand the factors that explained higher levels of family functioning within foster families. Collaborating with one statewide public child welfare agency, 681 licensed foster parents participated in an online survey that examined the association between family functioning with family strengths and risk factors. Findings from this study can inform strengths-based practice including training, assessment, and interventions for new and existing foster families to strengthen families and improve the well-being of children and youth in their care.  相似文献
