ABSTRACT

This article presents a new methodology, Gender Knowledge Contestation Analysis, and uses it to examine the processes under way when transformative gender equality policies, such as gender mainstreaming are implemented. Drawing on data gathered in the European Commission, the findings show the processes linking high-level rhetorical policy statements, strategic policies, and daily working practices. This analysis enables exploration of the mechanisms through which indifference to and nonawareness of gendered policy problems are collectively constituted and methods through which they can be challenged. Findings thus deepen our understanding of barriers to the implementation of gender mainstreaming and the steps required for its effective implementation.  相似文献

This article examines the argument that gender mainstreaming offers the way forward for closing the gender pay gap. It juxtaposes research on the process of gender mainstreaming with our account of the processes involved in Australian state government Inquiries into the gender pay gap since the late 1990s. We indicate that the continuous process of analysis and response that gender mainstreaming can offer demands political will, intensive links between research and action, and adequate resources — which means that gender mainstreaming is seldom delivered in practice. We use our account of the Australian Inquiries to argue that, provided adequate political and financial resources are in place, the gender pay gap can be narrowed through the institutional mechanisms of an industrial relations system but that the regulatory approach is limited by its vulnerability to changes in industrial relations policy. The article concludes that, whatever strategy is used to narrow the gender pay gap, it must be able to show those who use and observe it that gender itself is a continuous, effortful and political process.  相似文献

Progress on reducing gender disparities remains painfully slow, despite efforts to identify the determinants of gender pay gaps and specify size and shape. Recent studies highlight the need for a more nuanced account of the way that public policy shapes organizational responses and insights into the types of organizational practices that diminish pay disparities. In response, this research reports on an action research intervention in three large Welsh public organizations, subject to a unique statutory equality duty. Data demonstrate how an evidence‐based gender mainstreaming approach facilitated the development of a ‘no blame’ strategy, which legitimized organizational proactivity through collaborative and empowering change management processes. The research contributes to the study of gender pay gaps by demonstrating that gender mainstreaming, with facilitative local conditions and supportive public policy, shapes action on gender segregation, with particular success in women's low‐paid employment. Conclusions highlight theoretical and policy implications arising from the research.  相似文献

Although research on gender mainstreaming (GM) is extensive, literature on disability mainstreaming (DM) is scarce. This article builds on the experience of GM to explore the conditions affecting DM, focusing on the first Flemish policy cycle of DM (2010–2014) in two policy domains: employment and education. We found no substantive difference in the conditions necessary for the successful implementation of DM compared with that of GM. Also, developments specific to the policy domains had more influence on the inclusive character of policies than did the UN Convention on the Rights of Persons with Disabilities or the Flemish approach to DM.  相似文献

ABSTRACT

This article discusses policymaking from a gender+ equality perspective. It connects the knowledge from various subfields ranging from development planning, to feminist policy studies, to works on gender mainstreaming. By connecting different but convergent feminist subdisciplines, it draws a picture of the field of gender+ and policymaking. Central in this analysis are the questioning of gender+ bias in the policy process and the development of strategies to mainstream gender into policymaking. By delineating the boundaries of research on gender and policymaking, the article addresses existing challenges and reflects on gaps and promising terrains of study that could further develop and establish the field of feminist policy studies.  相似文献

ABSTRACT

Feminist scholars have challenged the neutrality of policymaking processes and the outputs resulting from these processes. However, some elements of policymaking have not been studied as well as others. In this article I explore the concept of evaluation from a gender+ perspective as an essential step for a complete gender mainstreaming strategy, which can help to identify gender issues that should be integrated into the content of evaluated policies and to ensure gender does not get lost in the policymaking process. This article presents a focused comparative analysis of the institutionalization of two governance practices in the European Commission that levy distinct challenges to the gender status quo: gender mainstreaming (which overtly challenges gender bias) and evaluation (which does not have explicit feminist aspirations). With reference to five dimensions, we identify evaluation as relatively strongly institutionalized, and gender mainstreaming as relatively weakly institutionalized. We draw on the explanatory power of feminist institutionalism to unpack these findings, arguing that a feminist institutional perspective can shed light on this variation, as it provides greater insight into the formal and informal institutions that constrain, enable and shape the implementation of evaluation and gender mainstreaming. We assert that the notion of path dependency, the logic of appropriateness, and the concept of layering serve as useful tools to understand the gendered nature of the European Commission. This research provides insights into the institutional factors that impact the implementation of gender equality strategies (such as gender mainstreaming). In turn, this contributes to the development of more effective strategies to promote institutional change toward greater equality.  相似文献

Gender statistics play a crucial role in social research and in the creation of gender sensitive policies. Gender statistics document the situation of women and men around the world, making it easier to raise awareness about inequalities between them, to monitor gender equality and promote actionable change. There is thus a need to encourage awareness about gender statistics and their usefulness in gender mainstreaming. The paper has different aims: (1) to discuss the role of gender statistics and gender sensitive indicators; (2) to give an overview of the main gender sensitive European databases; (3) to present the European Commission Strategy on Gender Equality; (4) to display information collected by the European Institute for Gender Equality (Eige) database; (5) to promote proposal for increasing the gender sensitivity of social indicators.  相似文献

Gender inequality within non‐governmental organizations (NGOs) is constructed on a daily basis through the gendered norms, attitudes and practices of individuals within them. The continual re‐invention of a gendered organization ensures the maintenance of the status quo and therefore the privileging of male/masculine interests over female/feminine interests. Gender mainstreaming is an approach designed to alter the status quo and facilitate women's empowerment. In Malawi, many NGOs have adopted gender mainstreaming as a strategy to address gender inequality both within their organizations and with the communities where they work. Gender mainstreaming initiatives involve a variety of activities including hiring more women staff members, designing policies within the organization to promote gender equality and educating staff members about gender issues through training workshops. While these strategies represent important steps forward for gender equality, it is not clear to what extent these policies and initiatives are translating into meaningful change within the organization.  相似文献

Gender equality work in local government carried out during the 1980s presents a valuable site to explore the interaction between professional and feminist working. In the history of the Women's Liberation Movement (WLM) and feminist organizing more broadly in the UK, professional working has often been positioned as antithetical to feminist working, and relatively little scholarship has examined the interface between the two. This article argues that the individuals involved should be considered ‘professional feminists’ as opposed to ‘femocrats’, drawing from across feminist, social movement and organizational theory, and interviews carried out in 2011 and archival texts from three UK councils. It also suggests their work (undertaken between the beginning of the 1980s and the beginning of the 1990s) serves to blur the boundaries usually marked between social movement and state. This contributes to the existing literature by exploring the specific understandings and practices put to work by those working on gender equality professionally, but not in an elected capacity, within local government, and how their work can be positioned in relation to feminist organizing more broadly.  相似文献

Gender mainstreaming is the major global strategy for the promotion of gender equality. Clear intergovernmental mandates for gender mainstreaming have been developed for all the major areas of work of the United Nations and the European Commission, including disarmament, poverty reduction, macro-economics, health, education and trade. The evaluation of equal opportunities mainly focuses on qualification measures for unemployed women and improvements in childcare facilities, and on consideration of gender mainstreaming in other policy areas as well as macro-economic effects on employment and unemployment of women. It is evident that the promotion of qualification measures and childcare facilities increases the activity rate of women, although there remain doubts about the quality and sustainability of many measures and the impact on families. In particular this article focuses on the relation between gender mainstreaming and equality issues to examine whether and how the debate on the topic is a real way to improve equality without missing gender differences and women's rights.  相似文献

During the tenure of the UK Conservative‐led coalition government (2010–15) austerity policy was rolled out in response to the global financial crisis of 2007–08. In this article a discourse analysis of mainstream newspaper representations of austerity, which appeared throughout this period, is undertaken using the principles of Cultural Political Economy (Jessop 2004). Three key questions are posed: 1) How is gender drawn upon to render austerity intelligible? 2) How do these discursive constructions contribute to the reproduction of particular ideas regarding contemporary gender relations? 3) What do these gendered austerity discourses reveal about the institutionalisation of particular forms of feminism? A critical gender discourse which emphasised equality appeared alongside constructions of gender that reproduced problematic assumptions. Made meaningful in this way, austerity, as a strategy for restoring pre‐crash social arrangements, also restored particular aspects of gender relations. This is theorised as the product of the successful institutionalisation of a hegemonic, moderate liberal feminism prior to the financial crash. The findings contribute to debates within feminist scholarship about the dynamics of gender inclusion and extend our understanding of the associated implications for feminist critique.  相似文献

Rather than critiquing social institutions and practices that have historically excluded lesbians and gay men, as did earlier social movements in the 1960s and 1970s, since the 1990s the politics of sexuality has increasingly been about demanding equal rights of citizenship. These citizenship demands have, at least to a degree, been answered via a raft of recent legislation in the UK including the Adoption and Children Act 2002, Employment Equality (Sexual Orientation) Regulations 2003, Gender Recognition Act 2004 and the Civil Partnership Act 2004, and by associated changes in policy making and practice that emphasize ‘Equality and Diversity’. In this article we consider how the implementation of sexualities equalities policies is related to processes of privatization and individualization. This is illustrated by using sexualities equalities work in local government as a case study to indicate how processes of change and resistance are aided by these processes. The article draws on findings from a study of lesbian, gay, bisexual and transgender (LGBT) equalities initiatives in local government in England, Wales and Northern Ireland, which examined the views of those who now have a public duty to implement recent legislative and policy shifts and are obliged to develop equalities initiatives concerning ‘sexual orientation' and ‘gender reassignment’.  相似文献

Society as artifact, meaning society as a thing that is made and imagined, is a central aspect of Roberto Unger's constructive social theory. This article develops Unger's social theory, specifically his notions of organizational hierarchy, discourse, and organizational change, and applies it to an understanding of gender relations at work. Constructive social theory is defined with a focus on the instrumental concept of formative context. A critical perspective of Unger's constructive social theory is also presented to illustrate its strengths, challenges and limitations. Drawing on literature from a variety of sources and perspectives, organizational hierarchy, organizational discourse, organizational change and gender relations are viewed through a formative context lens. The concept is then applied as a framework for organizational change through change in organizational discourse, specifically language. Change in organizational discourse through language is utilized as a means of improving gender relations: in particular, the advancement of women in organizations.  相似文献

Gender equality and gender mainstreaming in research is one of the six European Research Area (ERA) priorities. Integrating the gender dimension in research content and teaching is one of its three objectives. It is arguably the objective where least progress has been made. In this article we contribute to the evidence base by applying the EFFORTI evaluation framework to three empirical case study interventions that aim to integrate the gender dimension in tertiary education and research content. Comparison is based on an evaluation of the design of the intervention, those factors that have enabled/ hindered its implementation as well as an assessment of outcomes and impacts. The findings of the case studies highlight the importance of design, specifically regarding resources, legal status and the definition and operationalisation of the gender concept. Implementation hinges on top-level institutional commitment and mainstreaming gender studies with support of a central unit and crucially gender competence. A lack of recognition and status of gender studies and subsequent innovations was seen to hamper implementation. Outcomes and impacts included an increased awareness and interest in gender, increased gender competence, a push towards gender equality regarding representation and organisational change as well as an improved accreditation process and more and better research.  相似文献

This article investigates the premise that it is possible to transpose organizational approaches to equal employment opportunity (EEO) from western countries to Muslim majority countries (MMCs). Drawing on policy interviews and documentary evidence from public sector organizations and international development agencies engaged in the promotion of gender equality in Turkey and Pakistan, we question the effectiveness of diffusion of gender equality policies and practices to and among these two MMCs. Our investigation reveals the primacy of context over essence in developing effective ways to construct EEO policies and practices which can be adopted in MMCs.  相似文献

This article discusses gender mainstreaming (GMS) as a strategy to implement gender equality in public work organizations by analysing discourse in terms of the theoretical notions of translation and circulation in organizations to shed light on how gender equality and the mainstreaming strategy are formulated in the documents which govern the Swedish fire and rescue services. More specifically, it looks at how the goals regarding gender equality are circulated and translated. The results show that gender equality as a practice is created in the translation of national goals in terms of the local context and its specific gender equality challenges. Furthermore, the article discusses how vague formulations in the documents are stabilized through circulation between the government and the public agency in question. The results indicate the central role played by maintaining stable translations over time and the presence of a double logic of change in the processes, as well as the importance of legitimizing gender equality initiatives.  相似文献

This article sheds light on the relationship between quantification and calculative practices of accounting and moderate feminism. Drawing on a case of gender budgeting in Austria and the literature on social studies of accounting, I show how gender equality initiatives are translated into practice and come to codify the governance of gender relations through calculative practices that further the logic of neoliberal governmentality, rather than fundamentally challenging it. As such, this article provides an account of one site of the neoliberal recuperation of feminist critique through technologies of quantification and accountability.  相似文献

This article examines the question of whether and how the intersectional oppression of sexism and racism can be challenged by government policy. It draws on a case study of an Indigenous policy strategy in Australia to argue that, in contrast to concerns expressed by feminist policymakers, gender equality is not inevitably neglected when the target for remedial action is institutional racism. Our study suggests that successful action on Indigenous emancipation necessarily mobilizes a methodology for moving past one‐dimensional category distinctions. Therefore, focusing on the task of translating declared policy goals into action can provide a way out of the impasse over whether ‘diversity’ or ‘gender’ is the better vehicle for mainstreaming equity policy. To develop its case, the article draws conclusions about the politics of methodology from gender mainstreaming debates, intersectionality theory and institutional ethnography, then uses our conclusions to analyze the political and methodological effectiveness of the Indigenous policy strategy.  相似文献

This article explores the operation of gender and industrial relations in long‐term care work or nursing home work, ‘from within’ the experience of the predominantly female workforce in seven unionized facilities in Canada. Drawing on qualitative case study data in non‐profit facilities, the article argues that the main industrial relations challenges facing long‐term care workers are that their workplace priorities do not fit within existing, gendered, industrial relations processes and institutions. This article starts from the experience of women and threads this experience through other layers of social organization such as: global and local policy directions including austerity, New Public Management, and social and healthcare funding; industrial relations mechanisms and policy; and workers’ formal [union] and informal efforts to represent their interests in the workplace. The strongest themes in the reported experience of the women include: manufacturing conditions for unpaid work; increasing management and state dependence on unpaid care work; fostering loose boundaries; and limiting respect and autonomy as aspects of care work. The article extends the feminist political economy by analysing the links between the policies noted above and frontline care work. Building on gendered organizational theory the article also introduces the concept of non‐job work and suggests a fourth industrial relations institution, namely the needs and gendered expectations of residents, families and workers themselves, operating within the liminal spaces in care work.  相似文献
