Immigration can evoke two recurring and contradictory social psychology situations: group inclusion and group threat. This ambiguity implies that immigration can bring out either people's communal, egalitarian natures, or their prejudicial, oppressive natures. Further, it means that immigration policies can be framed in ways that appeal to one psychological orientation or the other. Using this perspective, we examined Californians' attitudes toward a fictitious immigration policy. The policy was framed in one of two ways, and participants' values concerning group equality versus group dominance were measured. Results showed that framing the policy as a way of maintaining dominance over immigrants appealed to those high in social dominance orientation, whereas framing the policy as a way of increasing equality between immigrants and members of the receiving society appealed to those low on social dominance orientation. The practical political aspects of promoting immigration policy are discussed.  相似文献

This paper focuses on determinants of public attitudes in Israel toward two policy questions. First, should immigration policy measures be more restrictive toward overseas labor migrants? Secondly, should overseas labor migrants be replaced with Palestinian workers? Based on an attitudinal survey administered to a representative sample of the Israeli population, the findings indicate that support for a restrictive immigration policy is quite prevalent among Israelis. However, the survey reveals only moderate consent for replacing overseas labor migrants with Palestinian commuters. Attitudes toward a restrictive immigration policy are explained by the perceived threat posed by overseas labor migrants to social and economic interests. This threat is explained by the respondents’ socio-economic characteristics. Attitudes toward the replacement policy are partially explained by the sense of threat to the Jewish character of the state posed by overseas migrants, but are also attributed to several personal characteristics. Policy implications of these findings are discussed.  相似文献

The article uses available survey data to depict the depth and spread of anti-Semitic attitudes across Europe. The main assumption is that European anti-Semitism, both currently and historically, is closely tied to issues and crises of national self-identification; for this reason, social identity theory is employed to study the varying configurations of anti-Semitic prejudice. In most European countries, Jews are a small and socially integrated minority. Attitudes toward them are determined less by concrete experiences of cultural differences, or conflicts over scarce resources, but rather by a perceived threat to the national self-image. This leads to an accentuation of the pertinent prejudices that blame Jews to be responsible for that threat. This perspective brings to light considerable differences between Eastern and Western Europe and the continuing influence of national traditions.  相似文献

This paper contributes to the debate on the development of the future common European Union Policy on Asylum and Immigration. It seeks to explain the rationale behind the evolution of the Union's policy outlook on asylum and immigration. It then analyses the most recent Union‐wide policy tools available to address asylum and migration issues, arguing that common European asylum policies thus far have focused on containment of migration flows seen as a threat to the European internal security regime and in response to perceived populist pressures. The return and readmission clauses now being implemented, in agreements with countries outside of the Union, serve to illustrate this point, as does the political willingness to extra‐territorialize asylum processing. However, the focus on eliminating the root causes of migration flows is a relatively new paradigm, developed since the 1999 Tampere European Council. Although off to a slow start, the European Union Neighbourhood and Partnership Instrument may become an institutional outlet to create a more normative framework for asylum and migration. The success of such a framework is contingent upon breaking with earlier conceptualizations of “asylum” as a security threat. Implicit in such a framework is the need to retain a clear distinction between asylum‐ and labour‐related migration. Partnerships must also be granted a budget sufficient for their establishment in real terms with countries of origin and transit. Lastly, there must be changes in modes of governance, as well as institutional reform, if efforts to elaborate a strategy on asylum and migration are to be executed successfully. Curiously, while the proposed Treaty establishing a Constitution for Europe sought to abolish the pillar structure put in place by the 1992 Treaty of Maastricht, it would have retained the institutional inhibitions imposed by long‐existing tensions between national and community administrations and the “inter‐pillar” battles between the foreign policy, humanitarian and development dimensions of the EU apparatus. The current political debate about moving Europe “closer to its people”, following the rejection of the proposed Constitution at national referenda in France and the Netherlands, appears unlikely to solve any of these tensions.  相似文献

High levels of worldwide migration paired with increasingly negative attitudes toward immigrants and immigration in host countries indicate that it is crucial to gain an understanding of the bases of these attitudes. This article discusses one determinant of negative attitudes toward immigrants and immigration: perceived competition for resources. We present our instrumental model of group conflict, which suggests that competition for resources, and attempts to remove this competition, are important determinants of intergroup attitudes and behavior. We then review relevant research on perceived competition and attitudes toward immigrants and immigration. We conclude by discussing the implications of this research for attempts to alleviate tension between immigrants and members of host populations, and for our more general model of group conflict.  相似文献

This paper introduces the concept of place‐defending and articulates its implications for locality‐based social policy. Place‐defending is the protection of one's local area from unfavourable assessments, in this case of being labelled or perceived as a racist space. Place attachment and identifications with place are drivers of place‐defending. Person‐place relationships and their implications for locality‐based social policies have not yet received sufficient consideration in the literature—a significant oversight considering the current policy focus in Australia and the United Kingdom on locality‐based social policy. In this study of local anti‐racism in the Australian context, place‐defending involved the denial of racism and performances of place that reproduced the discourse of tolerance. Print media coverage of the release of national data on racism was analysed alongside a series of interviews with individuals working on anti‐racism at both local and state/federal levels. Four tools of place‐defending are discussed: direct action to defend place; spatial deflections; use of minority group members to discredit claims of racism; and critiques of those who make claims about racism. The tools of place‐defending operated to construct localities as places of tolerance, potentially undermining the case for anti‐racism.  相似文献

In recent years, several countries have experienced widespread, intense debates about morality issues such as the death penalty, abortion, ART/stem cell research, same-sex marriage, and euthanasia. Assuming the distinctiveness of morality policies from other policy fields, this article analyses three alternative institutional models for explaining variations in the amount of conflict over these morality issues across 24 Western democracies. Is either the US-developed “policy type” model or the European-developed “two worlds” of morality politics, based on religious and secular party systems, applicable more broadly? Are there regional patterns (Europe and non-Europe) to any institutional findings? How does each model contribute to our understanding of morality policy comparatively across Western democracies? We find broader cross-national support for the policy type model, with the two worlds model largely restricted to Europe. The US has more morality policy conflict because of its unusual combination of a political party targeting religiously oriented voters within an institutional framework of multiple venues. The US and other non-European countries have similar patterns of institutional deliberation through decentralization, and the US also has similarities in multiple venues with religious party systems in Europe. Secular European party systems with centralized institutions have the fewest venues for morality policy debate.  相似文献

Previous scholarship suggests that the effect of perceived intergenerational mobility on attitudes related to social justice, inequality and redistribution is more salient than the effect of individuals' objective intergenerational mobility. However, virtually no studies have attempted to link individuals' perception of experiencing intergenerational mobility and their support for different welfare state programmes. In my study using nationally representative and comparative survey data for 33 Western European welfare democracies and post‐socialist transition societies, I found that perceived intergenerational mobility is associated with support for certain welfare state programmes. Results from multilevel linear probability models indicate that subjectively downwardly mobile individuals are less likely to support education and healthcare expenditure and more likely to prefer targeted assistance of the poor, while subjectively upwardly mobile individuals oppose extra spending on housing and old‐age pensions. The described associations are more vividly manifested in post‐socialist societies than in the analysed Western European democracies.  相似文献

This paper uses data from the European Social Survey regarding 18 European countries to test the relationship between modernization and malaise. Trust in government institutes (TGI) is used as a proxy measure of malaise. The explanatory power of three theories explaining trust is compared to that of the theory of symbolic society. This theory sees detraditionalization as a shift in the mode of social control. From a situation in which the conduct of conduct is based on tradition, threat of scarcity and belief, societies shift to social control on the basis of a set of new or expanded socializing institutions. Societies in which this shift occurs are called symbolic societies. We observe that TGI is higher the more highly developed symbolic society is and that individual characteristics that are adapted to the new mode of social control have a positive influence on TGI and have stronger effects the more symbolic society is developed.  相似文献

The authors "explore the 'single-parent family' phenomenon in Western Europe, the factors that account for the growth in the numbers of these families, how these families are perceived and the policy responses in the different countries; we also note some patterns." This paper explores practical and ethical dilemmas for professionals when securing the protection of children in the complex non‐clinical setting of individual families. It is based on a cross‐country study on cultural encounters in interventions against child physical abuse and neglect in four countries (England/Wales, Germany, Portugal, and Slovenia). Drawing on national reports of legal‐organizational frameworks and socio‐cultural backgrounds of European child protection systems, it also presents the results of a series of focus groups with professionals. Data were analysed to identify implicit and explicit discursive constructions as well as normative representations and from this deriving the key ethical issues and dilemmas. Despite a shared normative framework across Europe, intervention cultures vary across the four countries and between the different stakeholder groups. Although each child protection system faced widespread mistrust, policy approaches differ, some relying on strong and detailed guidance whereas others stress professional skill and judgement. We conclude that despite a shared commitment to the protection of children, deliberations and perceived ethical dilemmas suggest interdependency between differences in system cultures and policy approaches that inform the character of professional interventions in the four countries.  相似文献

Poll data showed that African Americans perceived more racism in the response to Hurricane Katrina than did White Americans. In this article, we consider claims about racism in Katrina-related events in light of (a) our program of experimental research on group differences in perception of racism and (b) the meta-theoretical perspective of Liberation Psychology (LP). First, this analysis suggests that White Americans may perceive less racism in the Katrina disaster because they are less likely than African Americans to know about historically documented acts of past racism (e.g., following the Mississippi flood of 1927). Second, group differences may arise because African Americans and White Americans face divergent motivations regarding perception of racism. Whereas African Americans may have motivations to be vigilant for the possibility of racism, White Americans may be motivated to deny racism because it constitutes a threat to social identity and to the legitimacy of the status quo.  相似文献

In recent years, somewhat drastic pension reforms have taken place in all European countries. The pension systems developed in the last century are no longer considered to be suited to the changing demographic constellations in European countries, and the financial sustainability of these systems is under threat. Moreover, the changing political and economic set‐up in European countries is also used to justify reforming the different pension systems. Different reasons can be given to explain the various pension reform measures without, however, there being any integrated coherence. We suggest that a politics of social policy, and of pension policy in particular, based on a life‐course perspective, facilitates the understanding of the whole range of pension reform measures. In the past, the elaborated pension systems were attuned to a normative standard biography. A new standard biography, with different phases and more transitions and combinations, enables one to understand the variety of the ongoing pension reform measures. Such a life‐course perspective integrates sequences of learning, working and caring considered necessary for the polity. In other words, it is based on a conception of human potential, and it integrates, to some extent, the previously separate domains of labour market policy, education policy, care policy and pension policy. However, recent theoretical and empirical studies of the life course lead to a critical evaluation of the new standard biography, with the conclusion that the new standard is one‐sided and scientifically unsound, entailing challenges for social policy.  相似文献

In recent years, families with children from the Northern Triangle countries of Central America constitute a large and growing proportion of migrants and overall filed asylum claims. In an effort to deter overall immigration through the U.S.–Mexico border, the executive branch under the Trump administration has made substantial changes to federal immigration and asylum policy in recent years. Given the sensitive nature of early development and the hardship and trauma that many migrant children have experienced, immigration policies that do not prioritize child wellbeing, and in fact, neglect or harm it, can have lifelong negative consequences on physical and psychological wellbeing. In light of the scope of children and families affected by these policies and potential magnitude of their effects, the present review aimed to: 1) outline federal immigration policies under the Trump administration that primarily impacted migrant children and families; 2) review the research base regarding the effects of these policies on physical safety and health, development, mental health, family wellbeing, and education; and 3) provide policy recommendations to prevent further harm, mitigate the great harm already done, and prioritize child wellness moving forward. Findings from the review indicate that even short experiences of detention, particularly when children are separated from parents and caregivers, are associated with serious, lasting negative effects across every domain of functioning. The practices of separation, detention, and removal to temporary encampments compound traumatic experiences that migrant families are often fleeing, which in turn may set up already vulnerable children for a trajectory of continued marginalization. Future directions for research and implications for policy and practice are discussed.  相似文献

Contemporary debates are increasingly pessimistic about the impact of ethnic diversity on support for the welfare state. A growing number of analysts argue that greater ethnic diversity in Western democracies is weakening public support for redistribution, and that this underlying tension is exacerbated by the adoption of robust multiculturalism policies. The purpose of this essay is to summarize early findings from several studies that bear on the questions at the heart of such debates. These studies analyse the implications of immigration and multiculturalism policies for the welfare state across OECD countries, and also focus more closely on the experience of two distinctively multicultural countries, the United States and Canada. The evidence points to more complex relationships than often assumed. OECD countries with large foreign‐born populations have not had more difficulty in sustaining their welfare states than other countries. The extent of change does seem to matter, however, as countries in which immigrant communities grew rapidly between 1970 and the late 1990s did experience lower rates of growth in social spending. But despite the warnings of some critics, robust multiculturalism policies do not systematically exacerbate this tension. Moreover, the United States and Canada reflect different patterns. In the US racial diversity does weaken support for redistribution; but Canadian experience suggests that immigration, multiculturalism policies and redistribution can represent a stable political equilibrium. These contrasting narratives from North America stand as a warning against premature conclusions based on the US experience alone. There is no inevitability at work, and policy choices do seem to matter.  相似文献

We focus on the scarcely researched concept of internalized racism (INR), conceptualized as the internalization by blacks of white stereotypes about blacks, to investigate the extent to which it is impacted by education. Samples were drawn from two countries in Southern Africa, Swaziland (N = 308) and Zimbabwe (N = 319). We examined the contrasting socio-political contexts of a history of apartheid in Zimbabwe, and the absence of de jure segregation in Swaziland, the levels of INR, and the relationship of education to INR in both societies. Analysis showed that there was no difference in the levels of INR. Education, our variable of main interest, was negatively related to INR in both societies, and age, and a “sense of helplessness” were positively related to INR also in both societies, although the latter was marginally significant in Swaziland. We discussed the unexpected similarity of INR levels in these societies, and the potential of education to mediate negative psychological effects in both socio-political contexts.  相似文献

This historiographical essay provides an overview of extensive recent work on the history of cycling to show the diverse ways in which the bicycle was adopted and experienced across western societies. Two key aspects are explored. First, it discusses the complex relationship between cycling and modernity, including tensions between ideas about cycling as liberating and as a vehicle of social conformity (in relation to gender as well as social class and status). Second, it highlights distinct differences in cycling levels, patterns of use and cycling cultures between nations. It is argued that these differences, which have been historically constituted, explain present-day cycling trends as well as the success or failure of policy initiatives across western countries.  相似文献

Since the increase in the numbers of asylum‐seekers arriving in Europe in the early 1990s, European countries of asylum have been implementing new and increased controls over entry and making conditions more difficult for asylum‐seekers while they are waiting for a decision on their case. This paper explores the ways in which four European asylum regimes use the deportation, detention and dispersal of asylum‐seekers in an attempt to control and exclude them from national societies and territories. Germany, France, Italy and the UK have different migration histories and have introduced different asylum policies at different times; but all have in common the increasingly draconian response to asylum‐seekers since the 1990s. The paper looks at the stated rationale for introducing and extending dispersal, deportation and detention. EU governments have introduced these measures, arguing that they will deter “fraudulent” asylum claims. While the number of claims has fallen in the last five years to the lowest level since 1988, there is no evidence that this is due to such policies. It is clear, however, that these policies penalize all asylum‐seekers, breach their human rights, damage the receiving societies as a whole, and as such should be abandoned.  相似文献

Western societies promote home ownership in the belief that it provides a means to build up individual welfare and security, potentially offsetting the inadequacy of social security to meet needs in retirement. Some East Asian economies have long focused on advancing ‘asset building’ through housing policy. These efforts have two purposes: to use housing investment to drive economic development and to build family assets throughout life as a component of income protection for old age. These purposes work well in some countries but not as well in others. In policy terms, the common element among them is that governments promote home ownership as a component of social policy or as a complement to mainstream welfare. This article examines how home ownership fares as a form of asset-based welfare in selected East Asian countries (Singapore, Hong Kong and Japan) and considers the implications for understanding the role of institutions in development.  相似文献

In this paper, we describe recent trends in attitudes toward immigration in North America, and we suggest how these attitudes are likely to be affected by the September 11, 2001 "Attack on America." We begin by explaining why public attitudes toward immigration are important, and describe recent trends in these attitudes in the United States and Canada. Then, we apply psychological perspectives to predicting how these attitudes are likely to change in response to the events of September 11th. In particular, we describe expected short-term changes in immigration attitudes and expected long-term trends. We conclude by suggesting that an understanding of the psychological processes underlying unfavorable attitudes may assist in counteracting these effects; we also suggest that policy makers will be faced with the difficult task of balancing the need for a sense of security for members of the national group, and maintenance of the positive features of current immigration policies.  相似文献
