Nearly 900 European works councils (EWCs), transnational committees for informing and consulting workers, are now active in firms operating across borders inside Europe. How do they help establish a European industrial relations system? How have these new forms of representation been molded into a collective actor that is making itself heard at the EU level, in particular when the firms where EWCs exist are to be restructured? The intent is to see how an “additive logic”, whereby the EWC is the sum of the representatives of the firm's European workers, turns into an “integrative logic”, whereby the EWC becomes the place of a European representation of these workers. This study follows European works councils from the negotiations leading to their creation to their activities in coping with economic restructuring. It shows how they take part in the Europeanization and renewal of collective action in the social Europe under construction.  相似文献

This article is based on an ethnographic study of children’s everyday life in Swedish preschools. The ethnography is used to explore children’s strategies for influencing, defending and constructing the social order of a preschool institution. The focus of our concern is on how the children, in their interactions with each other and with the preschool teachers, manage the collective regulation and how they negotiate their participation in collective activities. There is an inherent tension between free play and the high degree of routinised and collective activities within the preschool institution. The study shows that children are active in playing at the border, acting as if the institution is the children’s place. It also shows how they draw on different strategies as resources for managing the regulations, accounting for personal autonomy and negotiating the social order. In taking a child perspective and acknowledging children as active agents, it is possible to see how they influence and shape their everyday life in a preschool context. In addition, the article illustrates individual children’s strategic and pragmatic use of resources and in doing so contribute to their own childhood and thereby become part of a social and cultural construction process.  相似文献

How to describe work when much of it cannot be observed? This study of the activities of magistrates in a “natural” situation used an ethnological approach to observe cases from registration to hearings. Special difficulties cropped up during one phase: how to observe the deliberation when the judges, after having heard the parties during the contradictory phase of a penal procedure, adjourn and, among themselves, debate the case, weighing the pros and cons, before delivering a decision? The literature usually considers this “duty to hesitate” as an essential phase. But the judges in this survey sat alone on the court. Hesitations and turnarounds might occur; but doubts, inevitably an essential part of their work, arose during a phase of deliberation with oneself that left little empirically observable evidence and did not necessarily leave memories that these judges could easily bring up. How, then, to describe the “duty of hesitation” when it evaporates as we try to observe it in actual fact? This survey's strategy for responding to this situation is presented.  相似文献

A tension between strong individualization and a holistic conception of activities characterizes most of the French state's major administrative corps. By concentrating on the civil engineering corps (Ponts et Chaussées) during the early 19th century, we can see how this tension was resolved. When the Ourcq Canal was to be built, a conflict during the Ponts et Chaussées Assembly, which was responsible for examining plans for public works and making decisions about them, brought to light two contradictory rationales: incarnation and delegation, two ways of relating the individual and collective aspects of civil engineering during the drawing up of plans and their examination. These two rationales, which come into conflict in controversial situations, are normally combined in a “moral economy” — the civilities that enable this corps to relate the individualistic aspirations of the engineer in charge of a project with the collective dimensions of supervision and integration in a whole. In conclusion, the relations between design and execution, between activity and passivity, are examined in order to show how similar the administrative corps’ tense relation with the state is to the individual engineer's relation with his corps.  相似文献

Based on a survey of energy buyers in big industries, this article inquires into the different ways of explaining the actions they perform in situations of high, uncontrolled uncertainty. Describing energy buyers’ activities, the uncertainties and contradictions affecting them, shows how hard it is to explain them, make them visible or justify the decisions made. Energy buyers develop two forms of “accountability”: they claim to have been granted decision-making powers and ask to be evaluated on the basis of their results; or else they “socialize” their activities by involving corporate managers in decision-making. It is argued that “accountability” is stabilized in line with a collective learning process where the experience of uncertainty has a key place.  相似文献

This article deals with the privatization of telecommunications in the three largest Latin American countries, Argentina, Brazil and Mexico. Labor unions have strongly affected the way telecommunications have been privatized in Latin America and its timing, but they have not been able to keep their traditional influence from waning. Comparing Argentina and Mexico brings to light opposite models of labor relations based, for the one, on the denationalization of management and loss of guaranteed jobs for wage-earners and, for the other, on the maintenance of control over telecommunications by local entrepreneurs and the preservation of guaranteed employment. The more recent privatization implemented in Brazil has fueled debate about the consequences on collective action in an era of open-market telecommunications. — Special issue: Latin America.  相似文献

In this article we unpack the assumptions behind the dominant British research, policy and practice home-school relations consensus that holds parents' involvement and participation in their children's education to be unquestionably necessary and beneficial. It presupposes a one-way relationship between parents and children in which children are implicitly placed as dependent and inert recipients of the decisions and activities of parents and teachers. It does not take account of the impacts of the gender of children and their parents, ethnicity, age or family form. We draw on evidence from a diverse range of sources to show that children do have individual and collective interests and priorities in the process of home-school relations, and that gender is particularly important in this. We argue for research on home-school relations that takes an essentially child-centred approach, treating children as competent informants on diverse aspects of parental involvement in their education.  相似文献

Telework is often considered to be a means for making life at work and at home more compatible. Why do some wage-earners, in particular white-collar employees, choose it? Do they actually make a choice or simply adopt a solution “for want of anything better” in an organizational context with its limitations? In this case, what factors do they weigh against each other? Once they have opted for telework, how do these white collars manage to adjust their occupational and family lives? Is their aspiration to improve the balance between the two satisfied? Or do they run up against unexpected difficulties? Answers to these questions come out of two studies conducted among white-collar employees in different sorts of telework. Given the absence of institutional regulations governing the relation between life at home and at work, telework, far from leading to a more balanced life, jeopardizes the organization’s collective efficiency.  相似文献

The relations between “assistance” and “work” are seen from the viewpoint of the beneficiaries of welfare services for integrating them in the world of work. Material was collected during 70 semi-directive interviews with recipients of the minimal welfare payment program (RMI) who had valid “contracts of integration” in three local authorities in the Île-de-France region between 2005 and 2007. The relations of these persons to work differ as a function of their attachment to the norm of autonomy, their resistance to stigmatization and their guilt feelings. They very much depend on beneficiaries’ sociodemographic characteristics and quite diverse backgrounds and itineraries. Three types of relations to the world of work have been detected that enable us to empirically verify the postulate that the most disadvantaged categories have difficulty appropriating the currently widespread norm of individual autonomy.  相似文献

Pieces of writing about work can be taken to be a cognitive resource for action, especially when the way to act cannot be fully stated beforehand. To prove this, a pragmatic interpretation is proposed of the interactions between writing and cognition in agriculture, a sector where keeping an agenda is a widespread but seldom studied practice. After describing the diversity of the information (mainly technical or economic) that farmers noted from day to day, the functions of remembering on-the-job events are described in relation to farming activities: how this memory serves to follow up on activities, to think about what should be done and when. This detailed study of how agendas are actually used sheds light on the means available to farmers for managing their activities. Sometimes, writing serves to codify operations; sometimes, to make plans and assessments; and sometimes, to routinize an activity. In general, it helps stabilize the farmer’s work environment, splintered as it is among various places and schedules.  相似文献

The writing of a “transversal” report on employment at the OECD is examined by focusing not on the finished product but, instead, on the drafting of the report. This approach allows for exploring the dynamics of power at work inside the OECD. It opens toward broader considerations about how this type of international organization produces knowledge in economics and weaves relations, throughout the long process of drafting the report, with those who requested it. This article analyzes how economic issues are assembled through a succession of intermediate studies and reshaped through an asymmetrical competition between services. By making visible the process of constructing the position of “institutional author”, this analysis repositions on new grounds the problem of “influence”, which usually arises in organizations of this sort.  相似文献

How to apply Jean-Daniel Reynaud's theory of social regulation to market relations? When applied to the results drawn from fieldwork on the supplying of organic and local produce to catering businesses serving public institutions in France, this grid of analysis shows that organizing this supply chain involves many activities of regulation. An explanation is provided about how hard existing regulations make it to search for local produce. Two contrasting cases show the degree to which the parties involved can skirt around existing regulations and also, use certain regulations to construct new ones. The innovative regulations that enter into application are qualified as being “joint”, since they stem from the efforts of the parties in catering and in agriculture to agree about how to organize transactions, which had previously been done through the work of market middlemen. In that case, instead of reasoning in terms of a pre-existing supply and demand, we have to understand how supply and demand gradually take shape through the process of working out regulations.  相似文献

The purpose of this article is to contribute to the sociology of employer organisations, by combining input from work recently conducted in France, with research — notably in the field of Science and Technology Studies — on lobbying and public relations activities pursued by companies to repudiate or downplay the dangers to health or the environment posed by their activities or products. Drawing on a study focused on the Comité des salines de France, an organisation that represents French industrial salt producers, we explore the strategies that industrial firms employ to defend their reputation and that of their products when doubts are cast on their safety. This enables us to demonstrate the existence of a common repertoire of strategies — both trans-sectorial and transnational — employed by these actors.  相似文献

The work of mailmen is mainly defined by the delivery routes to which they are assigned. Since this special organization of work grants them broad autonomy, the processes for delimiting, defining, and conducting routes must be analyzed by taking into account observations from three levels. The first one focuses on the French Post Office’s managerial standards, which, though increasingly determined by objectives for making a profit, have little impact on mail deliverers’ activities. The second centers around this occupational group’s own regulations, which stem from a hierarchy based on seniority and control over mail delivery and routes. The third level of observation takes into view the strategies for delivering mail that postmen adopt on their routes. These strategies reflect different relations to managerial objectives and to customers; and they reveal contrasting conceptions of the job of delivering mail. Emphasis is laid on the fact that the situations for working at lower levels in the service sector cannot be separated from the factors defining and organizing these situations.  相似文献

As is known, large numbers of writings circulate within every kind of professional environment. As a result, there is extensive research on the formats, uses and roles of writings in work. However, the approach taken here is not to describe what is done with writings in work. The central hypothesis rests on a performative vision of writings, one that gives them the power to act, agency. It can be summed up as follows: what do writings “do” to work? Studying work through its writings is a way to connect two dimensions that are too often kept separate: situated activities on the one hand, organizational functions on the other. Indeed, writings are material and robust — though not always lasting — traces of concrete activities, and they provide a handhold for the rigorous analysis of work as close as possible to its conditions of realization. However, writings travel and circulate. They form links between workers, groups, workshops, services, firms, without which production could not take place. They stretch work beyond its source. To track them is therefore to shift the field of enquiry to moments other than the present of the observed situation, and also to other nearby, surrounding workspaces. This brings out the procedural and interactive dimensions of organizations, their integrating capacity. Exploring what writings do to work is therefore not only to place oneself at an intermediate level between situated action and organized action. For the sociologist, it is a way of connecting these two perspectives “on paper”, by embedding the analysis of the actual work in spatially and temporally broader collective actions, and by documenting organizational analysis on the basis of observed work situations. It is a way of contributing to a more extensive ecology of activity, more clearly anchored within its organizational envelope.  相似文献

Managerial literature sometimes uses an ideal-type of contingent labor to describe what it imagines to be future changes in organizing work and labor. These changes would entail a shortening and, therefore, multiplication of labor contracts. Statistics on the intermittents du spectacle (an administrative category in France referring to performers as well as stagehands who work for the duration of a project in show business, television and the performing arts) are analyzed to show that the conception of work in the media industry, as reflected in the aforementioned writings, cannot account for the actual plurality of relations between these part-time employees and their employers. In the media industry labor market, two types of labor relations can be distinguished. The one is close to the ideal-type of an intermittent employee who has occasional relations with his employer, whereas the other is based on a “hard core” of employers with whom an employee has recurrent relations. This core significantly affects the number of engagements of these performing artists and contributes decisively to the stability of their careers.  相似文献

How to test for the existence of a new model of production based on the firm lending an ear to customer demands and valuing the individual and collective intelligence of its work force? The facts for putting this model to the test of reality come from an analysis of two Argentinean automobile-makers, subsidiaries of Toyota and Volkswagen. Various aspects of their organization policy provide evidence of their capacity for making adaptations by “hybridizing” the parent firm’s model with the rationales inherent in the network of local actors (suppliers and labor unions, in particular). A neo-elitist interpretation of the relations between the governmental and administrative elites helps us understand new power relations at the top of the French state. Light is shed on the formation, during the last twenty years, of a “welfare state elite”, which has arisen around decision-making in the social service sector. An analysis of changes in social policies shows how an elite that has shared the same purposes in collective action has gradually asserted its identity as a group. With a very coherent view of public policies and of relations with the authorities exercising oversight (Cour des Comptes, IGAS), this elite has proven capable of exercising a strong influence over policy-making. Its institutionalization is corroborated by the long careers in this sector that lead to controlling professional know-how. In brief, a unified elite has arisen that might well leave lasting marks on the future of the French welfare state.  相似文献

The transportation of freight by truck has been fully deregulated and opened to competition in the European Union, without any quotas or restrictions since 1July 1998. This deregulation has caused problems, mainly due to the delay in adopting common fiscal and social measures, road checks and sanctions for firms that commit offenses. Unscrupulous companies have used this legal vacuum in the EU to factitiously “outsource” activities and dodge national rules and regulations about taxes, labor relations and welfare. As a result, working conditions have worsened as barriers have been lifted. By definition, turnover is high among wage-earners. Truck drivers, semi-skilled, have become interchangeable on the EU marketplace. They can be profitably replaced with drivers from eastern Europe (Poland, Romania, Bulgaria), who are much cheaper and less protected. The spread of such practices is a cause of concern for labor organizations in Europe. Shipping by truck is a textbook case for analyzing how the EU is trying to counter the devious effects arising out of the deregulation of a branch of the economy.  相似文献
