The article examines recent developments in social policy and its implications for social work education and practice in South Africa. It traces the changes from the birth of democracy in South Africa to the dawn of the new millennium as these crucial years marked the beginning of a new era in South Africa's welfare history. It examines the challenges to social work and provides an example of the integrated, holistic developmental interventions, which are needed to combat social problems such as crime, AIDS and poverty. It ends with an examination of the implications of developmental welfare policy for social–work education as social workers are called to address mass poverty, unemployment and social deprivation through greater use of diverse social work methods, such as advocacy, community development, empowerment, consultation, networking, action research and policy analysis.  相似文献

As a result of the United Nations Decade for Women (1976–1985) many member states of the United Nations in the South put in place some form of national machinery for the advancement of women. This paper considers that process, identifying three main phases. The first was heavily overlaid by the agendas of international development agencies and coincided with efforts to advance a "women in development" or WID agenda within international development cooperation. The second, explored here in relation to Colombia, saw a shift towards attempts to institutionalize gender awareness in development policy, the so-called "gender and development" or GAD approach. Against this background, the later South African experience is evaluated. It is argued that this potentially represents a third and distinguishable phase in the establishment of national machineries. Here structures were set up in the context of less aid dependence than many other countries and as a result of a process that was largely internally driven. Nevertheless, South Africa enjoyed tremendous support from international women's networks and lessons were learnt from past experience elsewhere, both positive and negative. The South African approach to advancing gender equality is arguably the most progressive to be found anywhere. What remains to be seen is whether it will be possible to implement, given the persistence of poverty and inequality nationally and South Africa's increasing identification with international neo-liberal agendas.  相似文献

Taking the elusive definition of social enterprise as its starting point, this study seeks to understand the impact of government policies on the development of social enterprises in the national contexts of the UK and South Korea. The social construction of target populations is utilised as a theoretical framework in order to identify which factors influence government policy. A comparison of the two countries over a 14‐year period from 1997 to 2010 reveals that, despite very different contexts, governments in both countries have taken an instrumental approach to social enterprise. This tendency is more pronounced in Korea however, where government has limited the input of stakeholders and used an approval system to control access to the social enterprise name. The study concludes by recommending a more value‐oriented approach to social enterprise.  相似文献

The article analyses the Child Support Grant (CSG) in South Africa as a measure of poverty alleviation. Introduced in 1998 amid a great deal of controversy and fanfare, the CSG was a means-tested cash benefit for poor children between the ages of 0 and 6 years, most of whom were located in the poorest of South Africa's nine provinces, i.e. the Eastern Cape, Kwazulu-Natal and Limpopo (formerly known as the Northern Province). South Africa's unique history is discussed to show how the CSG became an important poverty alleviation measure. Debates surrounding the introduction of the CSG are discussed, not least its reliance on effective inter-sectoral collaboration, research and the provision of developmental welfare programmes.  相似文献

This article examines the transformation of social work in South Africa in response to the transition to a developmental welfare approach. Always moulding and shaping itself in response to its social context, social work in South Africa, as elsewhere, is a reflection of the broader political landscape. In South Africa the social work profession has struggled to assert its independence and become self-regulating. It is unique in the Western world in that since 1978 it has been regulated by a legislatively constituted statutory council. While the profession has tried to transform itself in the new democracy, outside pressures have found it wanting and deeply divided. Thus, despite progress in other areas social workers have not yet been successful in forming a strong, united professional association and this severely limits its ability to lobby politicians and advocate on behalf of clients. It seems, however, that the tide is turning and social workers are gaining recognition but, once again, the challenge remains deciding on the extent to which the profession cooperates with the government's agenda for change. Social work educators took the lead in setting education standards in response to higher education policy and are also playing a part in devising practice standards through their involvement in the social work board which falls under the umbrella of the Council for Social Service Professions. However, education and practice are somewhat out of step and professional unity remains a pressing issue on social work's transformation agenda.  相似文献

Child abuse in South Africa is a serious and escalating problem. In this article, the writer reflects on the response of the South African government and civil society organisations to the problems experienced by practitioners in their management of child abuse during the past decade. This response must be understood within the context of South Africa's transition from a past characterised by state-enforced discrimination, exclusion and inequity. The article focuses on the child protection service system and draws attention to a review conducted in the nine provincial departments of social development across the country. It discusses the recommendations of the review in light of international literature on child welfare and lessons learnt over the past ten years. Despite the progress in policy formulation, implementation remains a major problem regarding child protection in South Africa.  相似文献

This article examines changes to non-government social welfare, their impact on service delivery and on the social work profession. To redress the legacy of the past and the consequent inequalities in social welfare, in the first decade of democracy the government allocated the bulk of its welfare resources to transforming the social security system at the expense of social service delivery. As a result, South Africa has a costly social security budget with social services on the brink of collapse, leaving social workers and other social service professionals with low morale in the face of the huge challenge of providing welfare services with scarce resources, especially in the non-government sector. Nevertheless, social work remains an important role player in social development. From its marginalised position in the first decade of democracy, in the second decade it is repositioning itself as a recognised contributor to reconstruction and development in South Africa.  相似文献

This study explores the relationships between social support and social networks of female immigrants married to South Korean men, using two-year data on migrant wives from the Gyeonggi Welfare Panel and an ego-centred network approach. The results suggest that a larger network with less cohesive ties provides more diverse social support for migrant wives. Migrant wives gradually reduce dependence on their family-in-laws and play roles of support givers for those with the same nationality by sharing their experiences in South Korea. The ego-centred network analysis provides a comprehensive understanding of the social networks of married migrant women in South Korea.  相似文献

This article reports on Participatory Action Research with social work practitioners who collaboratively explored the effects on professional practice when practitioners raise their awareness of an ecosocial work approach. Although contemporary research in the profession has contributed to the ongoing development of ecosocial work, there is a notable lack of collaboration with social work practitioners. Using a transformative ecosocial work model of practice, researchers together with social workers from a range of practice contexts met as co‐inquirers to plan, implement and evaluate ecosocial work interventions. As part of a larger international study, this article reports on research outcomes within the Australian context. Overall, results indicate that practitioners incorporated interventions across personal, individual, group and organisational levels of practice, but were constrained by structural elements at broader levels. Continuing the development of ecosocial work requires further collaborative exploration with practitioners, which takes into consideration communities and broader social and political systems. This article critically interrogates the depth and quality of change of post‐apartheid welfare policy and social work practice towards a social development paradigm against the background of inequality and poverty in South Africa. It asks several questions: what kind of welfare system has the current welfare dispensation created? How far has it moved from a residual, ameliorative system to an institutional developmental system, in keeping with the developmental welfare paradigm? To what extent can residual provisions be transformed into developmental processes? What conditions are necessary for this to happen? The answers to questions such as these provide the basis for assessing South Africa's new developmental processes. The article highlights the fundamental contradictions in social development policy imperatives, which call for a marriage of economic and social considerations, and the internal contradictions across and within various welfare policies. Further, it argues that the government does not have the political will to bear the costs of the substantive change that the move towards developmental social work requires, choosing instead limited, individually targeted and ameliorative measures, such as increased social security spending. Thus, it suggests that ideological critique, consciousness raising and participation in public policy debates remain crucial for those who seek long‐term solutions to inequality and poverty in South Africa.  相似文献

This article examines the extent to which social policies in post-War Norway fit three key features of the social development model, namely productivism, social investment and universalism. The historical review shows that the pursuit of a social development model changes in line with economic development and the expansion of the welfare state. It reveals that policies to promote full employment have been central to the country's economic and welfare policies throughout the post-War period. Nevertheless, the extent to which the productivist objective has been emphasised and implemented has fluctuated over time. In contrast to the 1970s and 1980s, the 1990s witnessed a strengthening of the work ethic but also a continued commitment to de-commodification. The extent to which the combination of productivism and social investment is pursued is examined with reference to services for the insured and uninsured. The article concludes that the ways in which the social development perspective understands and defends universalism and social investment only partially applies to the mature Norwegian welfare state.  相似文献

This article redefines the political concept of the 'third way' from a 'third (or voluntary) sector' perspective. It is argued that this differs from both the state-led 'first way' social democratic ideologies and the market-led 'second way' of neo-liberalism and conservatism. The focus is on the distinctive approach taken by the third sector in South Korea, and compares this with recent developments in the UK. Although President Kim's ideology of 'productive welfare' resembles neo-liberal trends, the third sector in South Korea (rather than, as in Western democracies, the state or private enterprise) has played a pivotal role in the application of the 'third way'. Moreover, since the economic crisis of 1997, many third sector organisations in Korea have initiated social job-creation projects. These form a key part of the Korean welfare-to-work system. In examining the future direction of Korea's 'third way', this article suggests the need for the revitalisation of voluntary action in civil society generally and, more specifically, the further development of those organisations led by the 'unemployed poor' themselves.  相似文献

This article reports on a comparative study that examined the political participation of social workers in KwaZulu-Natal province in South Africa, the state of New South Wales (excluding the Hunter region) in Australia, and New Zealand. Each of these contexts had roughly the same number of social workers, that is, approximately 1,200. It was found that social workers in New Zealand tended to be more politically active than their counterparts in New South Wales and KwaZulu-Natal, and the reasons for this are examined. In the process, New Zealand is presented as a case study of the way in which social work has responded to its political context. Finally, conclusions are drawn as to the engagement of social workers in the policy cycle and of the need for them to become more active politically.  相似文献

Although the notion of developmental welfare is not new, it is only in recent times that its central premises have again attracted attention in social policy circles. Since developmental welfare offers an opportunity to challenge the neo-liberal claim that social expenditures harm the economy, and that economic development requires retrenchments in state welfare, more information about this approach is needed. This article discusses the developmental welfare approach with reference to neo-liberalism's current hegemonic influence on social policy. It traces the historical evolution of developmental welfare, discusses its theoretical implications and outlines its practical proposals.  相似文献

The article seeks to present a theoretical framework for defining class-competence in social work practice. Social work has made significant progress in enhancing practice competence with respect to contextual factors that transcend social class such as gender, culture, race and ethnicity. But this positive development in overcoming the rigid view, which framed class as the sole explanation of diversity, has obscured the current impact of social class differences in social work practice. This article takes a critical look at the historical approach of the profession to class issues, extends the boundaries of the social class concept beyond its narrow economic dimensions, discusses the relevance of addressing class issues in light of current challenges in social work practice and, lastly, proposes a preliminary definition of class-competent social work practice.  相似文献

ABSTRACT

Australia, like all developed Western countries, is experiencing a demographic shift resulting in an increasing proportion of the population being over the age of 65 years. Contrary to stereotypes, the vast majority of older people live independently in communities. This article explores the potential of social work practice informed by community development principles to enable socially disadvantaged older women to live in vibrant and supportive communities, in which they feel safe and are able to access the support services they need. It argues that participation in social action not only builds older women’s well-being but also enables them to become (or continue to be) agents for social change in local communities. Adopting a community-based research methodology, this article draws on a decade of community development practice with the Concerned Older Women’s (COW) Group. This data suggests that community development practice based on participation, empowerment, and social action founded on respectful relationships may accrue significant benefits to individuals and the broader community. This social work practice creates the social conditions to facilitate older women’s capacity to work collectively to achieve social change, challenging ageist stereotypes.  相似文献

Social development is a massive undertaking that has spawned a multitude of organisational forms. It nevertheless remains an ambiguous term and ill‐defined area of work, though some social development practitioners have succeeded in making small‐scale local differences in particular situations. While largely a tool of the status quo, some believe that social development has transformative potential and provides valuable space to confront inequalities and deprivation. In this article, I argue that in contemporary neoliberal environments social development is being co‐opted by Third Way politics and professionalisation processes. As it professionalises through the creation of professional structures and educational systems, it is becoming increasingly like social work, despite arguments that it is as an alternative approach to poverty and social exclusion. In the process, it is losing its transformative, critical edge, and morphing into a neoliberal, social investment approach that absolves government of its responsibility for the welfare of citizens.  相似文献

This study examined the relationship between social capital and life satisfaction in an Asian context, focusing on South Korea and Taiwan. We considered two components of social capital – networks and trust – and argue that the ability of social capital to increase life satisfaction depends on the context. Using the national Life and Society survey data from South Korea (N = 978) and Taiwan (N = 1,200), our analysis found that, when several control variables, such as subjective social status, self‐reported health condition, sex and belief in individualism, were considered, social capital was positively related to life satisfaction in Taiwan, while there was no significant association between social capital and life satisfaction in South Korea. The South Korean case revealed that social capital is not a good predictor of life satisfaction in a context in which being successful is overwhelmingly emphasised.  相似文献
