This article stresses the need for a more rigorous scrutiny of the power structure in which an expert network produces its ‘expert knowledge’. It defines a pioneering multinational expert network in the Asia‐Pacific region in the interwar years as a prototype of an epistemic community, and examines how far it challenged the state‐centred and North Atlantic‐centred dominant structure of international politics, and became ‘global’. In this article I argue that this particular network largely reinforced the dominant structure. This meant that it remained inter‐national and colonial, and served the interests of the state/empire, neither becoming global nor advancing a universalist cause for the global civil society. The failure owes a lot to historical circumstances. Yet this case study also demonstrates that the structure in which the expert network produced specific knowledge is still dominant and that a constant scrutiny of the role of an expert network remains critical.  相似文献

Abstract

The social-aid institution has been analyzed almost exclusively from a social problems approach, aiming at the understanding of social aid clients as a social problem. This article views them from a different angle, as a sociological category occupying a unique position in society. Following Simmel, we deal here with those who are poor in a social sense, i.e., anyone receiving public assistance. It is the acceptance of social assistance which makes clients into a specific sociological stratum. The specific kinds of rules and roles involved in any society's public assistance system are thus seen to produce the sociological position of the clients. With goalmotivated assistance, clients tend to be by-passed. With relationship-motivated assistance, the increasing formalization of modern society has made clients and practioners equal in one important sense—both are subordinated to the same rules and regulations.  相似文献

The process of globalisation, that is, the increasing interdependence of world society, is a controversial movement supported by some because of the potential cross-national benefits, but criticised by others because of the fragmented or uneven distribution of those benefits. As many social workers interact with clients who may be affected by globalisation processes, we were interested to investigate their practice views on this topic. Sixty-six social workers completed a questionnaire that explored the relationship between local and international issues. Practitioner responses indicated a strong interest in the topic and widespread agreement that, in their daily practice, there is a link between local and global issues affecting clients. How this perspective is incorporated into practice, however, was not so clear, and there was some variation within the group of respondents. The paper concludes with some suggestions to further enhance the knowledge on this topic among social workers.  相似文献

Using qualitative content analysis of newspaper articles, Web site matter, and newsprint advertisements, the authors analyze the nuances of Know Your Power (KYP), a corporate Astroturf campaign created in 2007 to challenge the permitting of the Red Rock coal‐fired facility in northern Oklahoma. Employing a risk society framework, the study contributes to literatures on Astroturf campaigns, the social construction and definition of risk, discourse on the contentious politics of energy, and corporate use of false grassroots coalitions in an environmental conflict. Findings indicate that KYP utilized an educational framework, neighborhood expert knowledge, themes central in the risk society, and the impression of a grassroots coalition to convince lay publics and regulatory actors that “Red Rock is wrong.”  相似文献

Youth work seeks to rehabilitate juvenile delinquents for re-entry into mainstream society and to prevent youths-at-risk from falling into delinquency, thus necessitating that youth workers assiduously monitor their clients. With the avid use of social media by youths, youth workers must also adopt these communication platforms to reach out to their young clients. Drawing from interviews with youth workers, this study analyses how they use Facebook to communicate with their clients and monitor their activities. Surveillance forms a key thrust of youth workers' professional use of Facebook, enhancing their ability to oversee these youths' personal development for the purposes of mentoring and rehabilitation. Contrary to dystopian, power-centric conceptions of surveillance, the study finds that the youth workers' surveillance of their clients is undergirded by care and beneficence, better understood using Foucault's concept of pastoralism. Through mediated pastoralism via Facebook, these youth workers can derive a more extensive picture of their clients, including their emotional state and peer interactions. With this knowledge, the youth workers can then calibrate their interventions more strategically and only step in when their clients engage in behaviour that poses significant risks or danger. In so doing, the youth workers foster sustainable social capital with their clients that they can still leverage over time. Facebook communications also help the youth workers to bridge communication gaps with these youths. The study also examines how the youths resist the youth workers' oversight in various ways.  相似文献

Limited empirical information exists on whether or not marriage and family therapists are having sexuality-related discussions with their clients. When helping professionals ignore client sexuality, the potential for unintended negative outcomes increases. The researchers surveyed 175 clinical members of the American Association for Marriage and Family Therapy to assess how their clinical training and education, their perceived sexual knowledge, and their comfort with sexual material influenced their willingness to engage in sexuality-related discussions with their clients. The results indicate that sexuality education and supervision experiences are the cornerstone for a therapist's base level of comfort. It is through sexuality education and supervision that sex knowledge is acquired and comfort levels are increased. Once comfort with sexual discussions increases, then therapists are more likely to engage in sexuality discussions with their clients.  相似文献

Values may be conceived along three basic dimensions which would account for the major value orientations shared by social workers and related to all aspects of their professional practice. These are: preferred conceptions of people, preferred outcomes for people, and preferred instrumentalities for dealing with people. Distinguished from “knowledge,” and adequately refined, these categories of values might constitute a guide for planning and action in social work practice and education. The predictability of professional behavior which might then result would also define the expectations of clients and society with respect to what the social work profession stands for and what it does.  相似文献

In our search for guiding principles out of which to conduct therapy, we encounter two temptations: temptations of power and certainty. When therapists do not adequately account for the position of our clients, we fall prey to the temptation of certainty. When we attempt to impose corrections from such certainty, we fall victim to the temptation of power. Colonization occurs in therapy when our commitment to "expert knowledge" blinds us to the experience in the room. This paper offers suggestions for sidestepping power/certainty by constrating therapies of power and certainty with therapies of curiosity and empowernment.  相似文献

In wrestling with the precariousness of their legitimacy and reputation, diviners in China have developed their own approaches to legitimating and professionalising their business and occupation. This paper discusses the strategy of incorporating the occupation of divination into modern knowledge production and expert systems by forming academic associations and purchasing professional certificates. Diviners’ imitation of professionalism is interpreted as a struggle towards gaining membership of modern society. The efforts of diviners to seek legitimacy also provide an opportunity to observe how a marginalised social group whose behaviour is generally stigmatised justifies their role in society.  相似文献

This study aims to provide insight into public affairs professionals’ role conceptions and perceived influence on political decision making. We conducted a quantitative online survey with 238 corporate public affairs professionals in Germany who worked either “in-house” at a corporation, for an industry association, or in a public affairs consultancy firm. Based on their main stakeholder orientation (clients, political actors, or society) and primary objectives (mediator, expert, or advocate), a cluster analysis categorized the professionals into four main roles: persuaders, advisors, coordinators, and mediators. Although acting in line with ethical norms and being transparent about their practices were deemed important for all roles, there were differences regarding the balancing of positions and loyalty toward the client. Finally, a regression analysis showed that financial resources, information sovereignty, and ethical considerations were the strongest predictors of public affairs professionals’ perceived influence on political decisions. Implications and avenues for future research are discussed.  相似文献

Expert knowledge is an essential component of modern society. It is also a potentially difficult topic for sociology because of the importance sociology attaches to culture and context. The sociology of science has emphasised the continuity between scientific expertise and more traditional forms of knowledge. Whilst this suggests an increasing 'democratisation of expertise' is desirable, it also risks erasing the idea of expertise itself. This might be particularly detrimental for sociology as it restricts the role of sociological inquiry to examining how expert status is attributed rather than understanding what expertise is. This paper describes these developments and contrasts them with other approaches in which expertise appears less important. It concludes by setting out a new approach to expertise that respects the role of culture in generating knowledge but, by stressing the importance of socialisation and experience, argues for a more nuanced conception of expertise as both real and unequally distributed.  相似文献

Critical discourse analysis (CDA) is employed to analyze discourses of knowledge and the knowledge society in the Sustainable Development Goals (SDGs). Discourse analysis is a collective name for a number of scientific methodologies for analyzing semiosis, namely how meaning is created and communicated though written, vocal or sign language. Employing a genealogical approach which locates discourses in the field of prior discourses, two prior discourses of the knowledge society are identified in the key document of the SDGs. The concepts knowledge and knowledge society are found to have a marginal position within the main policy document “Transforming our world,” adopted by the United Nations in September 2015. The techno‐scientific‐economic discourse is found to be dominant at the level of implementation and of goals, while there is some evidence of the pluralist‐participatory discourse at the level of vision and strategy. Analysis of some of the policy advice provided by international organizations and civil society indicates that more pluralist‐participatory discourses on knowledge were represented when the SDGs were being formulated. Developed countries and the corporate sector were very influential in determining the final text and were probably instrumental in excluding more transformational discourses and maintaining the status quo.  相似文献

This article considers the relationship between the identity of social work and the neoliberal political project. Reference is made to a small but carefully structured quantitative research study in Auckland, New Zealand which examined the knowledge applied and produced in the practice of social work. This study found evidence consistent with Philp’s [(1979). Notes on the form of knowledge in social work. Sociological Review, 27(1), 83–111] theorisation of a specific ‘form of knowledge’ for social work which is produced and reproduced as a function of relational engagement between social workers and those who are constructed as ‘clients’ in an unequal society. This discourse casts the ‘failing subject’ as socially located and inherently redeemable in direct contrast to populist neoliberal constructions of personal responsibility and moral deficit. With reference to dialectical theory it is suggested that this resilient discourse, embedded in ‘every-day’ practice, is inevitably a source of resistance to the imposition of neoliberal practice and policy design. This resistance provides hope for the progressive voice of social work in the current contest of ideas in relation to the future development of social work.  相似文献

Abstract

This paper reflects on and discusses the relationship between social work knowledge and practice in the context of work with narcissistically-oriented clients. Two subtypes of narcissism postulated in the literature are discussed in relation to the pattern of narcissistic internal claims about self and associated relational expectations. Key messages for social workers are that greater knowledge of the dynamics of narcissism may lead to: accepting and adapting practice based on the idea that narcissistic dynamics have a certain intentionality; applying empowerment models more carefully with this group; better understanding of how to effectively engage clients without reinforcing strong narcissistic tendencies or “results”; and protection of social workers' wellbeing by being able to identify and understand how narcissistic dynamics impact in practice situations. Social workers are urged to critically reflect on and to develop deeper, social work-specific, understandings of personality psychology in the interests of greater practice effectiveness.  相似文献

This article is based on a qualitative research project about how the professional lives of family therapists affect their private relationships. The overarching research question was: How does your professional work as a family therapist affect your private relationships? To answer this question, semi‐structured qualitative interviews were conducted with four therapists from two different Family Counseling Services. Through the use of interpretative phenomenological analysis, three main findings were identified: (1) family therapists’ knowledge and values are a basis for interpersonal encounters; (2) participants describe resonance in relation to clients’ stories; and (3) therapists can be challenged in managing confidential knowledge particularly where they belong to the same communities as clients. The study also explores societal expectations and discourses that accompany the role of therapist, which can affect therapists’ freedom of movement in their private lives. These issues are discussed in relation to family therapy theory and relevant research.  相似文献

This paper investigates the recent proliferation of appeals to ‘dialogue’ as a solution to problems in a broad spectrum of different organisational settings Instead of top‐down management and expert‐driven public services, we are told we need ‘dialogue‐based’ management, health treatment, elder care, social counselling, and so forth. Dialogue is often presented as a tool that will reverse the stifling dominance of authoritative expertise and leadership, liberating the energy of employees, clients and patients. However, by viewing the dialogue as a ‘governmental technology’, we emphasise that it is not simply a tool that can be used by some to liberate or govern others, or to dominate nature. A technology is rather a structuring of actions that implies that also ‘the governors’ inevitably exercise power over themselves. The paper demonstrates how dialogue technology re‐structures organisational domains of speech and hereby contributes to reconfiguring inter‐relations and self‐relations within key institutions of modern society.  相似文献

The aim of this article is to develop a framework within which the role and social construction of knowledge in International Relations can be understood and theoretically underpinned. In order to do so, the article discusses post-structuralist and neo-Gramscian answers to the structure–agency debate and argues that the role of knowledge remains rather implicit in both understandings on how structure and agency are mutually constituted. The main argument of the article is that the social construction of knowledge can only be understood, if International Relations are analysed in terms of a dialectically constituted relationship between structure and agency visible in and through processes whereby science and expert knowledge are referred to as true and policy relevant. On this basis, the article develops the concept of “epistemic selectivities”, which describes how the use of science and expert knowledge to underpin strategic action leads to hegemonic patterns in the way in which (scientific) expert knowledge is related to particular claims of policies and facts.  相似文献

The need for interdisciplinary expert groups from different regions of the world to be involved in the fields of sustainability science and environmental change research is increasingly recognised. The Intergovernmental Platform on Biodiversity and Ecosystem Services (IBPES) was established in 2012 as a science-policy interface and has gone beyond previous initiatives in its articulation of a clear commitment to inter- and transdisciplinary approaches that mandate a diversity of genders, disciplines and regional backgrounds within its expert groups. The first IPBES work programme, carried out between 2014 and 2018, has been supported by 17 expert groups, comprising over 1000 experts, who have been selected from over 2000 government and stakeholder nominations through formal procedures. In this paper, we present and critique the framework through which IPBES identifies and selects experts to participate in its processes. In addition, we synthesise and carry out a quantitative analysis on the expert nomination and selection data relating to the first assessment activities of IPBES. Identifying that the balance of regions, genders, disciplines and knowledge systems represented within these expert groups is still disproportionally dominated by male natural scientists from the Global North, the paper makes recommendations of how to better engage knowledge holders from different disciplines and diverse knowledge systems in future iterations of the IPBES work programme.  相似文献

This article expands the research on abnormalisation and the construction of social deviance of minorities. It focuses on the relationships between state practices, policies and expert knowledge addressing the Roma in Italy; it does so by first contextualising recent ethnographic findings on Turin authorities’ social inclusion practices addressing Roma within the history of national and regional policies for Roma; it then contextualises those policies within the history of expert knowledge about Roma. Unlike what other studies on abnormalisation suggest, we argue that the abnormalisation of Roma in Italy is not primarily predicated upon the idea that they are at present unfit to follow the norms of the majority; rather, it stays upon a historically rooted representation of Roma oscillating between the poles of potential re-educability and potential dangerousness. In the conclusion we encourage further comparative research on abnormalisation, especially including practices and knowledge addressing other European minorities such as the Jews.  相似文献

This article analyzes professional discourse on masturbation to illustrate how child sexuality serves as a site for symbolic ideological struggles. Sex instruction manuals written in central Europe in the nineteenth century Palestine and Israel in the twentieth century are the basis for broader discussions on religious and scientific discourse on child and adolescent sexuality within the Jewish communities. By tracing the development of new forms of expert knowledge, we show how expert discourse on masturbation gradually transformed it from a symbolic moral evil into a medical disease and a psychological problem, before declaring it a legitimized behavior.  相似文献
