Governments are actively looking for ways to use public procurement so that it would become more effective in facilitating innovation across public and private sectors. However, a shift towards public procurement of innovation (PPI) has proven to be difficult. Whereas the contemporary debate has mostly focused on how to reduce the barriers of PPI through re-conceptualizing the procurement process, there is a need to take into account also wider strategic factors through which governments create capacity to undertake PPI. By revisiting historic and contemporary policy initiatives, four strategies for the future can be envisioned: PPI as experimental innovation policy, from fiscal policy under austerity to PPI, mission-oriented PPI and shifts in administrative culture towards PPI. Each of the strategies demands different capacities from the entrepreneurial sector, as well as state, policy and administrative capacities from the public sector. These issues should be an inherent part of future policy-making and offer new avenues for PPI-related policy analysis and academic research.  相似文献

Social media influencers (SMIs) represent a new type of independent third party endorser who shape audience attitudes through blogs, tweets, and the use of other social media. A mature public relations literature has identified the characteristics of effective spokespersons, but relatively little is known about audience perceptions of the SMI. A q-sort technique identified core perceived attributes of four sample SMIs. A better understanding of the perceived personality of SMIs provides tools for optimizing an organization's SMI capital.  相似文献

In a 2003 content analysis of scholarly public relations journal articles, Sallot, Lyon, Acosta-Alzura and Jones stated that, although no dominant paradigms had yet emerged, scholarship and theory building in public relations was well on its way. Entering into this project, the authors expected to see public relations at a stage where the majority of public relations research and scholarly journal articles were focusing on a centralized body of theory as the field entered the first decade of the 21st century. The results of the study presented in this article, however, suggest that this expectation was unduly optimistic. The evidence demonstrates that, after more than three decades of scholarly efforts, it is still not the case that public relations has enough of a central focus in its research and theory building to be deemed a mature discipline.  相似文献

Social media sites such as Twitter provide organizations with the ability to interact directly with publics. Previous research has suggested that web-based relationship building is dependent on the level of organizational interactivity with web technology, or how the organization uses the technology to engage with its publics. This study tested if levels of organizational Twitter interactivity affected the quality of organization–public relationships. Findings suggest that an organization's level of Twitter interactivity influences relationship quality.  相似文献

This paper explores the implications of the ‘Mosquito’ Ultrasonic Teenage Youth Deterrent device. It is used in Britain to exclude young people from public spaces despite contravening British law and European and International Human Rights legislation. The paper argues that the device is changing the relationship young people have with public spaces around them. Additionally, the paper discusses how the device has transformed the ways in which specific public space legislation is implemented and enforced to the extent that it can be viewed as a purchasable manifestation of the powers conferred upon police officers through legislative acts. The existing academic literature regarding the Mosquito is to be discussed and utilised. The device is examined against the Anti-Social Behaviour Act 2003 and the Equality Act 2010. The paper argues that the device itself can be labelled as anti-social and contravenes several pieces of UK legislation with regard to anti-social behaviour and discrimination. Finally, the paper critically appraises the impact of combatting youth anti-social behaviour with a device which itself can be labelled as anti-social.  相似文献

The selfie is a contemporary form of self-portraiture, representing a photographic image of the human face. The selfie is created for the purpose of reproduction and to communicate images visually with others from a distance. The proliferation of web 2.0 technologies and mobile smart phones enables users to generate and disseminate images at an unprecedented scale. Coupled with the increasing popularity of social media platforms, these technologies allow the selfie to be distributed to a wide audience in close to real time. Drawing upon Erving Goffman’s approach to the study of face-to-face social interaction, this article presents a discussion of the production and consumption of the selfie. We draw upon Goffman’s dramaturgical approach, to explore how the ‘presentation of self’ occurs in the context of a selfie. Next, we consider how the selfie as a form of visual communication holds critical implications for mediated life online as individuals go about doing privacy. We conclude by reflecting on the role of the selfie and its impact on the boundaries between public and private domains in contemporary social life.  相似文献

An empirical study of Fortune 500 companies suggests that “reputation management” is gaining ground as a driving philosophy behind corporate public relations. Whether the phenomenon is a trend or a fad is not clear, given the lack of consensus in defining reputation, the instability and questionable validity of reputation measures, and unanswered questions about when and how (or even whether) reputation can be “managed.” Besides reputation management, corporate public relations departments in the study embraced a wide variety of other definitions of their function, suggesting that public relations continues to have great difficulty in defining itself. While the study did not find a strong correlation between reputation and overall spending on corporate communication activities, as had a similar study the prior year, it did find some interesting correlations between reputation and specific categories of spending.  相似文献

Public interest relations (PIR) is an approach to public relations scholarship and practice that contributes to the social good by integrating the concept of public interest into organizational goals and values. The need for PIR was emphasized during the COVID-19 pandemic as publics looked to organizations for information about a variety of topics (e.g., symptoms, vaccines). AARP created a series of tele-town halls to communicate with its publics, who are considered to be members of a “vulnerable population” during the pandemic. In order to understand how AARP’s Coronavirus Tele-Town Halls reflected the practices of PIR, I completed a critical thematic analysis of 28 virtual sessions that were hosted in 2020–2021. The analysis, which was guided by the tenets of PIR, found that AARP’s communication (1) highlighted common life course milestones of its publics, (2) emphasized the quality of the information, and (3) provided avenues to engage with the organization and its experts. Based on these findings, I developed theoretical implications that reflect a critical perspective on PIR and suggest future research avenues that seek to build this ethical and socially meaningful approach to public relations.  相似文献

The results of The Picture of Health demonstrate that differences exist between African Americans and Non Hispanic Whites in recall of verbal and visual themes of televised AIDS public service announcements. These differences are anchored in a complex relationship among emotions, attitudes, and opinions about the place of science and technology in society, and the “how we say it” elements used to create an individual PSA. The data suggest that effective healthcare communication campaigns require a focused thematic strategy, tactically organized to different combinations of “how we say it” elements to communicate effectively with a diverse, active audience.T.N. The article departs from an overarching research question: How does young people's engagement in different Internet spaces affect the development of their public orientation during adolescence? It analyses longitudinal panel data in order to explore how young people's public orientation develops during a phase in life (13–20) which is critical for political socialization. Data are derived from three waves of data collection among young people who were 13–17 years old at the time for the first data collection. The concept public orientation is measured by three indicators: young people's values, interests and everyday peer talk. These indicators are analysed with reference to respondents' Internet orientations, which we conceptualize as four separate but inter-related spaces (a news space, a space for social interaction, a game space and a creative space). The results primarily emphasize the importance of orientations towards news space and space for social interaction. Overall, the findings strongly suggest that orientations towards these spaces are related to adolescents' public orientation. The findings confirm the centrality of news and information in political socialization, but they also challenge the idea that social media facilities – such as Facebook, Twitter and blogging – enable forms of social interaction and creative production that have an overall positive impact on young people's public orientation.  相似文献

Based on my own experience of parenting a child with mental disability, I raise the question of how disability unfolds in the spatial organization of work environments, specifically that of academic offices. I scrutinize the role of family pictures placed in offices for public display, and the way this element functions when pictures show your child is disabled. I do so in a provocative and contrasting manner to highlight the point that families with a disabled relative, especially a child, are deprived of a presence in a collectively shared symbolic reality that supplies structure, meaning, and meaningfulness to individual workplace lives. I argue that non-disabled spaces require daily repeated practices and narratives which images of disabled children disrupt.  相似文献

The labor market integration of immigrants is a top political priority throughout the Organization for Economic Cooperation and Development (OECD) countries. Social and fiscal gains, as well as sustained future labor supply make governments search for effective policies to increase employment among the mostly disadvantaged. The author studies SIN, a Swedish pilot workplace introduction program targeting these groups, using very detailed individual data and allowing for effects through several channels. The results show increased transitions from unemployment to work experience schemes and improved future employment probabilities for those who entered these schemes. A rough calculation suggests that each job year created cost about Euro 30,000.  相似文献

ABSTRACT

This article aims to explore the link between civil society and the public sphere in present-day Russia by studying a recent library reform project in Moscow. In 2013, a comprehensive reconstruction of Moscow's network of 448 public libraries was initiated by a group of intellectuals, architects and urbanists. The project team aimed at modernizing Moscow's city libraries by making them more accessible and appealing to the public. The reconstruction gained support from the city administration that sought to strengthen the function of public libraries as cultural and educational institutions and, at the same time, improve the city's image in the eyes of its citizens. The article poses the question of whether this reform has been successful in making Moscow's city libraries more open, accessible and inviting for the public, and whether the reform has contributed to the development of a public sphere in the city by providing new spaces for participation and civic engagement. The article explores the reform process based on interviews with key informants and document analysis. It looks into the project objectives, its implementation process and its legacy. The analysis of the library reform project revealed contradictory results, as the reform did not develop beyond the pilot phase, but was stopped due to fading support from the city administration. Overall, the library reform thus remained an unfinished process. For developing the public sphere, the legacy of the reform project is ambivalent. On the one hand, the project has proved that creating new public spaces in Moscow is possible. On the other hand, it showed that the public sphere remains limited in today's Russia, as civic initiatives cannot develop beyond a cultural niche project. Due to a lack of political support for societal pluralism, a true autonomous public sphere remains beyond reach in present-day Russia.  相似文献

The statutory function of local health councils in Scotland (and of community health councils in England and Wales) is to represent the interests of the public in the health service. This article, based on data from a four-year research project financed by the Scottish Office, examines official and participants' assumptions and claims about the legitimacy of health councils, as at present constituted, to carry out this function. Clarification of the basis of their legitimacy would assist, it is argued, in the resolution of a central dilemma: How are councils to represent the interests of the public? The conclusion is reached that inadequate thought was given to developing theoretically sustainable arrangements. Several interpretations of representation are admixed in the rationale for the present system and they cannot be aggregated to produce a coherent defence of it.  相似文献

Analyzing data from a telephone survey of South Korean respondents, we explored public campaign strategies for relationship building between South and North Koreas. We examined three important questions essential for the relationship building: What are the typical images of the North that South Koreans find in the media? How do South Koreans perceive North Koreans? Do such perceptions guide their intention to integrate with North Koreans? Our findings may provide important insights in developing communication agenda and message strategies, particularly for policy makers and public communication practitioners, whose efforts aim to build a favorable relationship between the South and the North.  相似文献

The enforcement of accessibility today has faced several difficulties, such as intervention in historic buildings that now house public services and cultural activities, such as town halls, museums and theaters and should allow access, on equal terms to all people. The paper presents the application of a method for evaluating the spatial accessibility conditions and their results. For this, we sought to support the theoretical foundation about the main issue involved and legislation. From the method used--guided walks--it was possible to identify the main barriers to accessibility in historic buildings. From the identified barriers, possible solutions are presented according to the four components of accessibility: spatial orientation, displacement, use and communication. It is hoped also that the knowledge gained in this research contributes to an improvement of accessibility legislation in relation to the listed items.  相似文献
