Over the past decade, a new and intriguing phenomenon developed in Israel: close to 60,000 Israelis applied for citizenship in the Central and Eastern European countries from which their families immigrated. Typically, these new dual citizens have no plans to “return” to Germany or Poland, nor do they feel any identification with their countries of origin. Instead, they are mainly interested in obtaining a “European Union passport” and in gaining potential access to the European common market. The paper presents statistics on this unconventional case of dual citizenship, surveys the historical and legal circumstances that produced it and uses material from interviews to explore the meanings and uses that European‐Israeli dual citizens attribute to their European passports. Dual citizenship, the findings show, is used by Israelis in various and sometimes unexpected ways: as enhancer of economic opportunities, “insurance policy,” intergenerational gift, and even as an elitist status symbol. This modality of state belonging can be termed “passport citizenship”: Non‐resident citizenship here is stripped of its national meaning and treated as an individual piece of property, which is embodied by the passport and obtained for pragmatic reasons.  相似文献

While the concept of citizenship has received considerable scholarly attention in recent years, few studies focus on the increasingly prevalent reality of dual citizenship, or full membership – with its respective rights, privileges, and obligations – in two different countries. The main objective of this article is to conceptualize, measure, and classify variation in dual citizenship in the countries of the European Union. I start by recounting the historical opposition to dual citizenship and by describing its emergence in recent decades. I then develop a “Citizenshi Policy Index” that accounts for some of the intricacies associated with citizenship policies in general and dual citizenship policies in particular. I go on to apply these measures to the fifteen “older” EU countries in both the 1980s and the contemporary period – thus allowing for an analsis of the changes that have taken place over the past two decades members. Overall, the findings point to surprisingly resilient national differences that stand out in contrast to the EU's institutional “harmonization” in so many other areas.  相似文献

Abstract

In this paper, I describe how feminists in countries of the Middle East and North Africa are challenging their second-class citizenship largely institutionalized in patriarchal family laws-and are calling for an extension of their civil, political, and social rights. I use the term “feminist” to denote de jureand de factofeminists working to advance women's rights. The paper seeks to make theoretical sense of contemporary rights-based movements and discourses in the region through an application of theories of citizenship. It highlights the role of women's organizations in the regional call for democratization, civil society, and citizenship and it provides an empirical content to the discussion of citizenship, state, and civil society. Data and information are gleaned from a close reading of the literature by and on women's organizations in the region, and from personal observations and interviews.  相似文献

This article seeks to problematize the relationship between military service, masculinity, and citizenship, from the perspective of lower-class soldiers who serve in blue-collar roles in the Israeli military. Introducing class and ethnicity into the “taken for granted” equation of men, military, and the state reveals counter-hegemonic conceptions of masculinity and citizenship, and exposes tense and often contradictory relationships between them.

Based on in-depth interviews, I argue that blue-collar Israeli soldiers simultaneously accept and challenge the hegemonic Zionist conceptions of both masculinity and citizenship. Unlike the combat soldiers, blue-collar soldiers demonstrate gender and national identities that are not anchored in military life. Rather, these soldiers present an alternative version of “home-based masculinity,” which grants the family superiority over the military and the state. This masculinity is expressed through two recurring themes: ongoing resistance to military discipline and authority, and an emphasis on the role of the provider over the role of the soldier. Through these daily military practices, the soldiers express their rejection of the republican “principle of contribution” as a criterion to one's belonging to the collective. However, their conception of citizenship emphasizes a militant ethno-national discourse. The discrepancy between their antimilitaristic practices and their militant patriotism reflects their ambivalent socio-political location in Israeli society between their preferred location as Jews and their marginal location as Mizrachim of lower classes. These ambivalent identities reveal that a mutual affirming connection between the military, masculinity, and the state exists only for hegemonic groups. For non-hegemonic groups, the relationship between masculinity, military, and citizenship is ridden with conflicts and inner contradictions.  相似文献

The introduction to this special issue traces class at the interface between migration policy and migrant strategies. Scholarship on the politics of migration and citizenship has thus far largely neglected class. In contrast, we contend that discourses on migration, integration and citizenship are inevitably classed. Assessed through seemingly heterogeneous criteria of “merit” and “performance”, class serves as an analytical connector between economic and identity rationales which intersect in all migration policies, including those regulating family and humanitarian admission. Class‐selective policy frames can function as constraints maintaining some aspiring migrants into immobility or channeling different groups of migrants into separate and unequal incorporation routes. Yet, policy frames can also serve as resources to strategize with as migrants navigate and perform gendered and classed expectations embedded into receiving‐country migration regimes. We conclude that connecting policy with migrant strategies is key to reintroducing class without naturalizing classed strategies of mobility.  相似文献

This article examines the ways in which travel serves as an analytic to understand citizenship and the production of noncitizens after the Berlin Wall. This production is linked to a shift in the post-Wall German and European discourses and practices of asylum, which are significantly renegotiated and restricted shortly after the Wall falls. It is not only the law that changes, but also the mobility of the subjects perceived not to belong. The production of non-citizens is also related to official and unofficial articulations that attach Germanness to “Whiteness.” “Black” subjects must not only negotiate their citizenship via real histories of mobility and displacement but also because their skin itself signifies travel and adventure. In the end, I write about the space that this imagination of travel and adventure through “Black” bodies both opens up and closes off for a politics based on “Blackness.” I turn from normative accounts to the voices and bodies of “Black” subjects themselves.  相似文献

This study addresses for the first time in Greece the issue of levels and patterns of mortality among natives and immigrants, using vital statistics and census data by citizenship. Life tables are constructed for the two most numerous communities, Albanians and Bulgarians as well as for all immigrant populations combined; standardized mortality ratios are estimated for smaller migrant groups. Albanian males have a slight mortality advantage compared to natives; all other groups experience higher mortality. Some support for the “selectivity of migrants” hypothesis is provided as immigrants in several cases have significantly lower mortality compared to their countries of origin. Implications for public health policy in Greece are discussed.  相似文献

This paper examines the development of employment-oriented family policy in Germany and Japan, two countries united by conservative welfare legacies and very low birthrates, through a close analysis of discourse. Why have recent reforms in Germany moved well beyond those in Japan despite remarkably similar “human capital” discourses? The relative strength of interpretative patterns—in this case, discursive patterns that successfully frame family policy reform as an economic imperative—and the role of employers are identified as critical explanatory factors. Further comparative attention is called to the role of the state as a guarantor of new family policy entitlements.  相似文献

Temporary migration programmes have re‐emerged as a preferred mechanism for regulating labour migration in many migrant‐receiving countries in the past decade. In this paper, I consider the role of shifting Canadian immigration policies, notably the expanded streams for temporary workers, in the changing flow of migrants from Trinidad to Canada. Temporary programmes can bring workers to Canada relatively quickly, but they limit access to permanent residency and citizenship, in sharp contrast to most of Canada's earlier immigration policies. Ethnographic fieldwork reveals that Trinidadians actively seeking to make the move to Canada have little interest in new temporary work programmes. Rather, they continue to plan futures in Canada that they expect to be years in the making. I consider some reasons for this apparent refusal to submit to the new migration realities. I show that present‐day Trinidadian emigrant desires and practices are deeply connected to individual, familial and national emigration and immigration histories. Trinidadians are declining to participate in new immigration regimes and are restricting their migration practices to those forms that are historically familiar and have been proven successful. I attempt to show how ethnographic approaches that take seriously migrants' agency can assist in developing a fuller understanding of the ways in which migration flows are changing. These approaches reveal what are otherwise the silences and invisibility surrounding those whose previous access to permanent migration streams has been diminished through neoliberal restructuring of migration policy. I argue that temporary worker policies disregard long‐standing histories of migration and engagement with capitalist processes for people in particular regions of the world, rendering them, for policy purposes, effectively “people without history” (Wolf, 1982).  相似文献

Radical “Westernizing” transformations in extra-European countries, from Peter I’s Russia to Meiji Japan, are traditionally presented as a response to pressures from the more militarily and technologically advanced European powers. This corresponds to the general tendency to view war as the driving force behind early modern state-building. However, the question remains: how exactly did such transformations happen, and what explains their timing? Why did some countries, such as Russia, embark on radical institutional restructuring that threatened large sections of the traditional military classes in the absence of any obvious existential threat, while in others even clear and immediate dangers failed to ignite a full-scale “Westernization”? This article seeks to complicate the “bellicist” narrative of “Westernizing” transformations and to generalize about the role of elite conflict in propelling “self-strengthening” reforms. It argues that “Westernizations” in extra-European polities were enabled by breakdown of domestic political balance and driven by “challengers” emerging in the course of these conflicts, as they strove to maximize their power. Factional struggles accompanying “Westernizations” are interpreted here not as a conservative reaction against reforms, but as a process that preceded and enabled institutional restructuring.  相似文献

Despite not being grounded in the classic nation-building dynamic of citizenship identified by T.H.Marshall, EU citizenship offers social rights and welfare protection to non-nationals on a principle of non-discrimination. We narrate a creeping process of retrenchment by which European member states have used policy strategies to undermine this principle, by transforming the unique idea of free movement of persons in the EU to just another form of “immigration” which can be subject to selectivity and exclusion. As Europe’s multiple recent crises have unfolded, political resources were found to effect this transformation tangibly via reshaping access to welfare for EU citizens. Focusing on the cases of the UK and Germany, we discuss how, despite their distinctive welfare regimes and labour market systems, these two countries have led the way toward a dismantling of non-discrimination for EU citizens and effectively the end of the anomalous ‘post-national’ dimension of European citizenship.  相似文献

This article uses the case studies of Australia and Malaysia to examine how diverse states in the Asia-Pacific region approach asylum seekers in practice and in discourse. Using a social constructionist approach to identity, the article highlights how governments in each country have grappled with “irregular” migration and the challenges it poses for national identity through processes of “othering” and “exclusion.” This comparison shows that the process of excluding asylum seekers on the basis of identity is not a Western phenomenon, but one extending to countries across the region. It is maintained that state discourses around asylum seekers within the two countries are framed in similar arguments centred around the concepts of “irregular” mobility, “national” identity, and “exclusive” citizenship. More specifically, it is demonstrated that both the Malaysian and Australian governments have projected asylum seekers in the public realm primarily as “illegal” through their undocumented mobility, and within this discourse as “threats” to national identity and security and therefore “unworthy” of citizenship privileges through resettlement or local integration. It is argued that each government has used trajectories specific to their own nation-building process to make their arguments more relevant and appealing to their constituents. A key premise of this article holds that an understanding of the rationale underpinning each government's asylum approach will contribute to establishing more open and constructive regional dialogue around the asylum issue.  相似文献

From 1870 to 1952, naturalization legislation in the United States of America restricted citizenship to “free white persons” and “persons of African nativity” or “African descent.” Individuals categorized as “members of the Mongolian race” or as of neither “free white” nor “African descent or nativity” were excluded from membership in the American political community and designated “aliens ineligible for citizenship in the United States.” Examination of the appellate and Supreme Court adjudications of these matters reveals a juridical rhetoric that functioned to marginalize all those declared ineligible for civic status. Although the reasoning process employed by the courts was not dissimilar from that arising whenever individual disparate aggregates must be classified according to a limited set of categories, in the situations under study, it produced and legitimated an invidious hierarchy of peoples, a race-prejudicial sense of vertical group position, and a fundamental departure from the universalistic and individualistic claims that defended America as a thoroughgoing civil society.  相似文献

The European institutions picture EU citizens as important actors in the process of transforming EU citizenship into a “tangible reality”. By knowing and practising EU citizenship rights, EU citizens are supposed to give meaning and depth to the otherwise hollow concept of EU citizenship. What EU citizenship means for mobile citizens themselves and how EU citizens practice and evaluate their rights (“lived citizenship”) is generally not a central theme in reports and studies on EU citizenship. In this article the value of EU citizenship will be discussed by applying a qualitative research approach and by focusing on retired EU citizens’ perspectives and practice of, in particular, free movement. This article applies a comparative approach and includes EU citizens who move or return from the Netherlands to Spain or Turkey after retirement. Four groups of EU citizens move between these countries: Dutch nationals who move to Spain, Spanish nationals who return to Spain, Dutch nationals who move to Turkey and Turkish dual-nationals who return to Turkey after retirement. This article shows that migratory background, country of origin, country of retirement and the way in which EU citizenship is acquired determine retirement migrants’ perspectives and practice of EU citizenship.  相似文献

In Punishing the Poor, I show that the ascent of the penal state in the United States and other advanced societies over the past quarter‐century is a response to rising social insecurity, not criminal insecurity; that changes in welfare and justice policies are interlinked, as restrictive “workfare” and expansive “prisonfare” are coupled into a single organizational contraption to discipline the precarious fractions of the postindustrial working class; and that a diligent carceral system is not a deviation from, but a constituent component of, the neoliberal Leviathan. In this article, I draw out the theoretical implications of this diagnosis of the emerging government of social insecurity. I deploy Bourdieu’s concept of “bureaucratic field” to revise Piven and Cloward’s classic thesis on the regulation of poverty via public assistance, and contrast the model of penalization as technique for the management of urban marginality to Michel Foucault’s vision of the “disciplinary society,” David Garland’s account of the “culture of control,” and David Harvey’s characterization of neoliberal politics. Against the thin economic conception of neoliberalism as market rule, I propose a thick sociological specification entailing supervisory workfare, a proactive penal state, and the cultural trope of “individual responsibility.” This suggests that we must theorize the prison not as a technical implement for law enforcement, but as a core political capacity whose selective and aggressive deployment in the lower regions of social space violates the ideals of democratic citizenship.  相似文献

This study uses interview and survey methods to describe the International Baccalaureate (IB) Diploma Programme's (DP) development of students' “academic civic mindedness” and “model citizenship” at four public schools in California. Results indicate that the DP pedagogy enables students to develop many of the skills that are necessary for civic advocacy and that the DP places a strong emphasis on students' knowledge of issues related to public policy. The DP develops students' citizenship through promoting their awareness of political and social issues and required active engagement with a local or global issue. Most IB students and teachers feel that the DP develops students' academic civic mindedness and model citizenship to a considerably greater extent than other curricular alternatives. Finally, teachers feel that the strongest limitation to their prioritization of students' citizenship development is their lack of clarity on how to frame the civic implications of what they teach.  相似文献

This article analyses how Roma are represented in official policy narratives in Italy and Spain by comparing the four cycles of the Framework Convention for the Protection of National Minorities in the two countries. By tracing the representations that the Italian and Spanish governments hold (and make) about the Roma, I sketch out the different categories that EU‐ropean countries recur to as organizing principles to “other” underprivileged minorities. Based on the tailored‐approaches in which both Italy and Spain engage in framing Roma as either a “national” minority or not, I suggest that constructing or “producing” a minority in our imagined communities as characterized by national, cultural, social or migrant characteristics relies more on political expediency than on objective analytical categories.  相似文献

This article explores the migration of Taiwanese immigrant entrepreneurs to Canada and their transnationalism. Their presence in Canada is documented and described with statistical data on their demographic characteristics, human capital, and economic capital. An assessment of their transnationalism is provided by primary qualitative data gathered through in‐depth interviews. Overall, the review of the literature on Taiwanese migration to various countries, and their transnationalism, indicates that research has primarily been conducted in Australia and the United States, while it remained understudied in Canada. The article makes a case for contextualizing Taiwanese entrepreneurial migration in terms of a global immigration marketplace and the specific business migration programmes in Australia, United States, and Canada. Further, the article argues for the appropriateness of conceptualizing these Taiwanese entrepreneurs as operating within the theoretical framework of transnational social space. The findings on transnational social space include the importance of transnational familial networks, transnational business circuits, and transmigration. Transnational familial networks constitute a form of “capital” as the dispersal is a “resource”. The transnational business circuits include three types: (1) Asian production‐North American distribution; (2) retail chains; and (3) import‐export, all spatially distributed with their multiple national sites. In selected areas of the presentation and discussion of the data the policy implications of the findings are explored. These include discussion of the implications of this transnationalism on Canadian policies such as immigration, multiculturalism, business development, international trade, economic development, and citizenship. There is clearly a lack of harmonization among migration policy and other social and economic policies in Canada. While Canadian multiculturalism policy facilitates transnationalism, Canadian citizenship policy is shown to conflict with and discourage transnational practices.  相似文献

This study extends the application of place attachment, which is widely used in environmental science research, to the field of political and civic studies. It compares place attachment between citizens with different political orientations and citizenship identities. In addition to its “cognitive” aspect, this study includes an “affective” dimension that has rarely been featured in the extant literature. Our findings, based on a telephone survey of 607 Hong Kong residents, confirm that place attachment is composed of both cognitive and affective dimensions. Besides, the mean score of self-identified “localists” and “Hong Kongers” on place attachment was significantly lower than that of “centrists” and those with no political orientation, as well as those who identified themselves as “Chinese Hong Kongers,” respectively. The weak place attachment among the localists amid Hong Kong's tremendous social and political challenges is most alarming, which highlights the need for policy makers to quickly address the issue.  相似文献
