The study is about the characteristics and phenomena of the labour migration that fluxes from, through, and into the East Central European region. The typical groups of migrant workers are emphasized, like the qualified employees, the commuters, the illegal workers, or the migrants according to the family's income optimization. The brain drain is analyzed as a problem of the absence of experts in the region. The tools and possibilities of migration policy are discussed, too, to find suggestions for the state how to turn the direction of migration to the desired way. Through this topic, the countries of destination are introduced with the competitive position of the eastern migrants. The study also reflects on the problem of asymmetric flux of labour out of the region.  相似文献

In this article we examine the determinants of European Union (EU) migration policies. We look at the passage of six pieces of migration and immigrant integration legislation in the fifth European Parliament (1999–2004). Based on the sixty‐one roll‐call votes on these bills we create a “migration score” for each Member of the European Parliament. We then use regression analysis to investigate the determinants of these scores. We find that the strongest determinants of policy outcomes on migration issues in this arena are the left‐right preferences of EU legislators. These are stronger predictors than the economic preferences of national parties’ constituents or the economic interests or political preferences of the member states.  相似文献

This article examines the consequences of the latest round of EU‐Enlargement in May 2004 on irregular migration across Central and Eastern Europe. Drawing on a unique collection of both quantitative and qualitative data related to irregular migration and human smuggling, the article first presents some long‐term trends in irregular migration across the region before taking up more recent developments in 2003 and 2004. While border apprehensions have broadly declined since about 2000 there is ample evidence for an increasing role of human smugglers in facilitating irregular migration. In addition, there are noticeable changes in the modus operandi of human smugglers.  相似文献

This article investigates migratory movements from and into Poland before and after the collapse of communism. The character and scale of these movements are of considerable significance, not only for politicians and societies in the CEE region, but also for European integration. The Polish eastern border is likely to remain one of the few places in Europe where it will be possible to control mobility on the East‐West axis. One cannot discuss East‐West mobility without discussing the emigration of Poles. Because recent immigration into Poland from the East should also be assessed from the perspective of both Poland and the West, the article examines emigration trends from Poland and immigration into Poland as well as the demographic characteristics of migrants. Only official statistical data are considered. Migration pressure from the East induced by the collapse of the system, combined with the restricted migration policy of Western Europe towards former USSR countries, were conducive to the formation of the Central European buffer zone. Poland is probably the best example of a buffer zone country. From the Western perspective it is also the most important country because the future of East‐West migration depends on the extension of the visa regime by Poland. Irrespective of the introduction of new hurdles, there will be other ways of channelling the movement from the East via Poland to the West. Globalization of migration will inevitably increase flows from the East. It is argued that the key to future European migration lies also in the West, more specifically in the employment needs of western labour markets.  相似文献

The article argues that the recent “migration crisis” has been constructed as a security threat to the European Union, which conceals both the multiple causes of forced migrations, and the inability of the Union to respond to the massive influx of people in need of protection. Serbia had taken up a “refugee-friendly” policy, which implied a humanitarian approach. However, due to a change of political discourse in connection with the EU accession, a shift towards the security position occurred. This article sheds light on the actual status of migrants and asylum seekers in Serbia, as well as the state response to the growing challenges in the area of acceptance and protection, following the official closure of the Balkan route. In the conclusion, the authors tentatively plead for return to a balanced humanitarian approach, since there is clear evidence that mixed migration flows will resume in the times to come.  相似文献

Using Catherine Dauvergne's The New Politics of Immigration and the End of Settler Society (2016) as a starting point, this article explores subnational policy dynamics in Canada, Australia and the United States. It considers whether the trends associated with legalization, two-step programmes, rapid policy changes and economic discourses are present in Canadian provinces as well as in U.S. and Australian states. It shows that the forces described by Dauvergne contribute to a further rescaling of policymaking and to the emergence of subnational migration states. However, this article also demonstrates that this common movement varies in its consequences and identifies two central subnational policy responses typical of the new politics of immigration: 1) the “economic subnational migration state” (Canada and Australia) and 2) the “access subnational migration state” (United States). The models and the global trends described in this article have implications for immigration policymaking in federations.  相似文献

This article presents a new business cycle index that allows for cycle-to-cycle comparisons of the depth of recessions within a country, cross-country comparisons of business cycle correlation, and simple aggregation to arrive at a measure of a European business cycle. The data augmentation implied by Gibbs sampling generates posterior distributions for a latent coincident business cycle index. Subsample correlations between an aggregated "Europe" index and the national business cycle indices from France, Germany, and Italy are consistent with the claim that the European economies are becoming more harmonized.  相似文献

This article evaluates the relationship between highly skilled mobility (especially by individuals with university‐level degrees) and migration policies. Data from the European Union (EU) and Portugal (in particular) provide the empirical basis of the research. EU policies regarding the free circulation of individuals which aim to build the “common market” for economic factors (including labour) are reviewed, as are the more specific recognition of diplomas policies for professional and academic purposes, and recent levels of international mobility in both the EU and Portugal. The article also enumerates the main obstacles that, from a political and legal or social and cultural perspective, explain the low mobility revealed by those figures. Obstacles include the broad denial of citizenship rights; the necessity of assuring a means of sustenance; linguistic and technical exigencies for diploma recognition; the social attributes of work (more explicit in the service sector); and the institutional nature of national skilled labour markets. The main exception to the low mobility rule – movements of cadres in the internal labour markets of transnational corporations – together with flows in other multinational organizations, are also reviewed. In these, migrations are relatively exempt from political constraints and, significantly, avoid the recognition procedures adopted by the EU. In other words, it seems that the entry of highly skilled individuals in a transnational corporation, and not their citizenship in a Europe without frontiers, is what enables them to achieve effective mobility.  相似文献

This paper explores the importance of occupational downgrading in explaining the pay gap of New Member States (NMS) immigrants to Ireland by taking advantage of two data sources, the Census and the Survey on Income and Living Conditions (SILC). The study identifies biases in the coverage of NMS immigrants in SILC that dampen their estimated earnings disadvantage. Corrections to population weights are suggested. These adjustments have a significant impact on results, increasing both the size of the wage penalty of NMS immigrants and the extent to which the pay gap can be explained by occupational downgrading. A replication of published results for the UK reveals similar patterns of penalties for NMS workers in both countries. Factors that may explain the concentration of NMS workers in low‐skill/low‐wage occupations are discussed.  相似文献

Some of the features of public private partnerships (PPPs) are outlined. The arguments that PPPs provide additional investment are critical examined, and the way in which the accounting treatment may influence the use of PPPs examined. The costs of PPPs are compared with ‘conventional’ public investment and it is argued that PPPs are a relatively expensive way of undertaking public investment. The idea that PPPs effectively transfer risk from government to private companies is assessed. Issues relating to the nature of contracts under PPPs, the transactions costs and the implementation of the contracts, are briefly considered. For the New Member States, it is suggested that national accounting rules and perceived constraints on budget deficits may encourage the use of PPPs, even if that use is not warranted in terms of costs of public investment.  相似文献

The issue of immigrant spatial concentration and the possibilities for immigrant dispersion through migration features in at least three interrelated debates about immigration. First, the ethnic enclave literature centers on the question of whether spatial concentration improves or harms the economic well‐being of immigrants. Second, spatial assimilation theory links immigrant relocation away from residential enclaves to socioeconomic gains. Although framed at an intra‐urban scale, we suggest that similar assimilation logics infuse thinking and expectations about immigrant settlement and spatial mobility at other scales. And third, immigrant clustering links to anxieties about the threats posed by non‐European origin newcomers to the traditional cultural fabric of the nation. In the current wave of immigration, research on questions of settlement geography and spatial mobility has so far been restricted to the first generation. But as the current wave of immigration matures there is a growing population of adults who are the children of immigrants. This article investigates the migration behavior of these adult children, specifically the 1.5 generation, seeking to answer the question of whether they will remain in the states in which their parent's generation settled or move on. It also assesses whether the out‐migration response of the 1.5 generation in states of immigrant concentration is similar to that of their parent's generation or the U.S.‐born population.  相似文献

The present paper describes some aspects of ‘school-to-work’ transition by analyzing the employment situation of individuals as a function of the time elapsed since the completion of education or training. Our perspective is interdisciplinary, comparative and dynamic, with special focus on the patterns in southern European countries. In the literature, most of the studies have had the basic approach of constructing indicators based on retrospective information on the time of first leaving continuous education, and current information on status and characteristics of the person's economic activity – expressing the status of activity as a function of the time elapsed since leaving continuous education. In this approach, essentially cross-sectional (though in part retrospective) information is interpreted as if it pertains to real cohorts. Much of this comparative analysis of school-to-work transitions in EU countries has been based on the EU Labour Force Survey, the 2000 round of which incorporated a special module to collect information on the subject. Our basic approach is to use the longitudinal data from the European Community Household Panel to identify, at the time of each wave, the person's most recently completed education and training, and study this in relation to the person's current employment situation and other characteristics as a function of the time elapsed since that completion. Hence, in form at least, our approach is similar to that of earlier studies based on the LFS, though there are considerable differences in substantive content and statistical methodology resulting from the use of different types of data. We also demonstrate how data from a panel survey may be cumulated over time to obtain a more adequate sample size.  相似文献

Teenage parenthood is an often-discussed topic in family economics since it has been shown to affect many outcomes for the teen, child, and household. Using a nationally representative longitudinal panel of American teenagers and their parents, two questions related to the probability of teenage parenthood are examined. First, how do predictions of this occurrence made by the teenager’s parents vary across the population? Second, how does the accuracy of these predictions vary? The actual prevalence and variance of teenage parenthood are also examined, and the determinants of its occurrence are estimated. Among other results, expectations and their accuracy are found to differ substantially across socioeconomic status and some demographics such as race and religion. The average American parent underestimates the probability their child will become a teen parent by only a small amount, but within certain demographic groups this outcome is considerably underestimated, and in others it is overestimated. These differences help explain the variability in teen parenthood effects, and more broadly, the analysis serves as a test of parents’ ability to judge their childrens’ future outcomes.  相似文献

Abstract

Why have relatively few countries joined the Hague Convention on Protection of Children and Co-Operation in Respect of Intercountry Adoption? Have countries that send children to the United States been more likely to join? The United States has joined this convention and prefers sending countries to do so also. However, our findings show that countries that send children to the United States are not more likely to join than other countries. In addition, countries with large “orphan” populations are less likely to join the convention. These findings have implications for the potential of the Hague Convention to improve transparency and accountability in intercountry adoption.  相似文献

The paper derives a normative model for partial fiscal equalisation based on a number of axioms and makes special allowance for the existence of a specific fiscal need in the jurisdictions. A simple version of this idealised equalisation scheme relates net contributions to the equalisation funds to deviations of a jurisdictions gross income from average gross income and a jurisdictions specific needs from average specific needs. The theoretical model is then empirically tested for the case of the European Union using data from 1986–97. It is found that most restrictions of the model appear to hold, in particular, relatively richer countries contribute more and those with greater fiscal needs, approximated by the importance of the agricultural sector, pay less. However, in the EU, an adjustment of net payments to changes in the actual importance of the specific fiscal need for a country is lacking.The paper was presented at the CESifo Area Conference on Public Sector Economics 2001 in Munich and at a research seminar in Berlin. Recognizing that the current conceptualizations of men's and women's undeclared work derive almost entirely from a limited range of small‐scale studies of specific localities, sectors and occupations, this article begins to resolve this dearth of evidence by reporting the findings of an extensive cross‐national survey of undeclared work conducted in 2007 across 27 European Union (EU) nations. The outcome is fresh and extensive EU‐wide evidence that extends existing conceptualizations of the gender differences in terms of participation, sector, contract type and pay. However, the recognition that undeclared work is conducted for closer social relations and sometimes for motives other than financial gain, is shown to apply not only to women, as previously contended, but to men as well and to constitute most of the undeclared work in the EU. The result is a call for a fundamental reconceptualization of the nature of undeclared work that recognizes the heterogeneous work relations involved.  相似文献

According to the relevant literature, the relationship between government and the private foundation sector in Germany is marked by a paradigm of conflict very similar to the one that has often dominated the U.S. discussion of government/nonprofit relationships in the past. More specifically, scholars often hold that the development of foundations in Germany is largely hampered by an administrative and regulatory climate that weakens rather than strengthens the foundation community. Two main arguments are brought forth in this context: First, the expansion of the state bureaucracy into traditional activity fields of foundations crowds out the foundation sector; second, the structure of tax regulations is detrimental to a sound development of foundations. However, while these arguments figure prominently in the policy debate, they have neither empirically nor analytically been substantiated as of yet. Borrowing from organizational theory, this article critically evaluates the arguments in the light of available evidence in an effort to contribute to a better understanding of foundations in an international context.  相似文献

The Feldstein–Horioka thesis was considered one of the greatest puzzles in economics. Formulated to measure international capital mobility, it has known a process of immunization to be conformed to empirical evidence and respect econometric knowledge. We apply to EU countries a formulation of this thesis which is adequate to test external sustainability and measure international capital mobility. Applying appropriate econometric methods we can accept the hypothesis of external unsustainability for the EU before the enlargement. The enlargement allows the external sustainability of the new EU. The lesser mobility of capital in the countries of the enlargement must be considered as a positive shock on EU industry of financial services.  相似文献
