European Union Member States have so far tackled the problem of irregular migration in Europe by adopting common policies which aim to prevent irregular arrivals on the EU borders. In their EU‐level policies, they have neglected regularization as an alternative EU‐level policy addressing irregular migration. This represents a contrast to regularizations which are performed by many EU Member States. However, the EU Commission has gradually adopted a more positive stance about regularization. This article will discuss the principles of an EU‐level regularization scheme through the analysis of the Commission's ideas on the issue. It will be argued that, rather than adopting a common policy, the flexible set of measures, which guide Member States in formulating regularization mechanism for protection/humanitarian reasons, can be formulated at the EU level.  相似文献

In this article we examine the determinants of European Union (EU) migration policies. We look at the passage of six pieces of migration and immigrant integration legislation in the fifth European Parliament (1999–2004). Based on the sixty‐one roll‐call votes on these bills we create a “migration score” for each Member of the European Parliament. We then use regression analysis to investigate the determinants of these scores. We find that the strongest determinants of policy outcomes on migration issues in this arena are the left‐right preferences of EU legislators. These are stronger predictors than the economic preferences of national parties’ constituents or the economic interests or political preferences of the member states.  相似文献

"In a country such as the United States, the contribution of net international migration to overall population change overshadows the contribution of natural increase.... Some analysts have assumed that if the same number of people leave and enter the country each year, then the effect of net international migration will be zero. This article examines that assumption and shows that it is fallacious. Examining the direct, indirect, total, and negative demographic impacts of zero net international migration through simulations with demographic data, we demonstrate that zero net international migration is not the same and therefore does not have the same demographic results and implications as zero international migration. We conclude that zero net international migration should not be confused with zero international migration."  相似文献

Adopting a policy of migration can be one possible adaptation strategy against climate change. It has been forecasted that if the worst predictions regarding climate change and sea level rise become reality atolls around the world could become submerged in the future. This would render them uninhabitable and could lead to questions about whether Atoll Island States could still be considered as States. The international community has been avoiding any commitment to create a convention that would protect people displaced by climate change. In order to solve such potential problems, the authors will argue that a framework of bilateral agreements, initiatives, and national policies could constitute a viable solution for the various interested parties. The article will discuss the characteristics of Atoll Island States, touching on possible solutions for climate change displacement which have been discussed by the governments and civil society of the affected States.  相似文献

European social enterprises’ participation in the public procurement process is low, even if the European public procurement law allows using special provisions for these entities. Encouraging the participation of social enterprises in the public procurement process is an important part of the effort to modernize the EU social policy. This paper demonstrates that, despite the great importance of social enterprises for the European economy, strategies on the access of social enterprises to the EU’s public procurement market are less known by the employees of the public contracting authorities in EU Member States.  相似文献

Thus far, there has been a dearth of studies that systemically examine the relationship between diaspora philanthropy, the development community and securitised migration regimes. This article addresses this by responding to the research question, “How coherent are securitised migration policies with diaspora philanthropy and the transformative development objectives that characterise the Sustainable Development Goals (SDGs) agenda?” The analysis is based on the concept of policy coherence for development (PCD). The article compares the simultaneous regionalization and securitization of European Union and United States migration policies and contends that these policy strategies undermine diaspora philanthropy, development partnerships and transformative development. Normative change must be introduced in order to establish coherence between globalized migration policies and diaspora philanthropy objectives. Normative coherence for development can be achieved by introducing principles from the SDG's and the Busan Development Partnership Agreement amongst other international development agendas, into migration policy‐making at the national and regional levels.  相似文献

This article analyses international policy discussions on migration and development (M&D) and contrasts these with the actual M&D policies and practices of 11 European countries who were among the main proponents of this international discourse. Desk research of public documents and accompanying information sought from these 11 governments as well as in the European Commission (EC) provide the basis for a comparative analysis of their overall M&D policies and strategies, and institutional settings for formulating and implementing these. The comparison shows that M&D policy and practice remains in a tentative and experimental phase, and that countries experience difficulties reflecting their international positions in their own policies, as well as in learning from their own efforts and those of others. While stressing the developmental potential of migration in international discussions, most of the countries’ policies still reflect an understanding of migration as a problem and a preoccupation with short‐term domestic interests.  相似文献

The objective of this article is to assess a potential dual role of public expenditures in R&D upon economic growth and employment, using these dimensions as partial representations of the socioeconomic state of affairs in European Union’s Member States. First, we look into direct, short-term impacts arising from R&D expenditures, much in the sense of a multiplier effect. Second, we analyse impacts from the stage of development of National Innovation Systems (NIS) upon the macroeconomic conditions of interest, assuming that current stages of development are products of previous commitment to innovation, that is, a structural, long-term outcome of innovation-oriented investments. In order to empirically test our propositions, we have analysed 28 EU Member States (1990–2013) through three sets of econometric (static and dynamic panel data) models. Results highlight that EU countries’ governmental commitment to their respective innovation systems catalyses current and prospective economic growth and employment levels, suggesting a complementarity between Neo-Schumpeterian and Neo-Keynesian perceptions over governmental R&D involvement. This can bring innovation efforts closer to the macroeconomic debate on monetary and fiscal policies and function as a criticism to austerity measures, as this may not only affect the present socioeconomic situation, but also generate the cornerstone for a perennial state of divergence among EU Member States.  相似文献

Despite the structural characteristics of international migration in most European countries, the persistence of prejudice and negative attitudes towards immigrants represents an unsolved problem that erodes social cohesion. European institutions continue to be concerned about the spread of xenophobia, especially among young generations. This article aims to shed light on the crucial role of intergroup friendships, considered a key factor in reducing the hostility toward immigrant groups. In particular, the aim is to verify the effects of intergroup friendships on prejudice, using data derived from an international survey carried out in France and Italy, two emblematic European countries as regarding the experience of international migration. 1,642 French and Italian adolescents, selected by a rationale choice sample, were involved: multivariate analysis confirmed the hypothesis that adolescents who hold intergroup friendships show lower levels of prejudice. The influence of the intergroup friendships on the decrease of intolerance is evident especially on socioeconomic and security issues while for the identity matters its effects are moderated by the country of residence of the participants. Considering these results, positive contacts among local and immigrant populations are recommended in order to reduce social fragmentation and foster social cohesion.  相似文献

"The purpose of this article is to carry forward the examination of potential labor force supply and replacement of men in Mexico into the 1980-1990 and 1990-2000 decades so that the possible future course of international migration between that country and the United States may be better anticipated. In addition, to provide a degree of developmental perspective, trends in potential labor force supply and replacement in Mexico since 1930-40 are presented." As a contrast, "ratios of potential labor force supply and replacement in the southwestern United States--the states of the Mexican Cession and Texas, which were formerly part of Mexico--also are shown for the 1980-1990 and 1990-2000 intervals." The results suggest that "in Mexico, the projected number of males entering the labor force ages will be about 48 percent larger in the 1980s than in the 1970s.... Fertility declined significantly in Mexico in the 1970s, and therefore the number of new entrants to the labor force ages in the 1990s will decline...." The implications for international migration between Mexico and the United States are considered.  相似文献

This article discusses a number of the ways in which marriage and migration interacted in European sending areas for migration in the nineteenth and early twentieth centuries. It also speculates as to some of the ramifications of those changes in marriage and migration patterns. In particular, it uses sources from the Netherlands in the late nineteenth and early twentieth century to illustrate a few patterns, some quantitative ones already well known to scholars of demography and some qualitative ones which have received less attention, and poses some hypotheses which other researchers can pursue for other emigration regions and periods. Unlike international migrants from many sending regions, where single men dominated the migration of this period, those from the Netherlands at the turn of the century tended more often to move in family units. In discussing these issues, this article demonstrates the degree to which marriage in the sending country was affected by migration, offering a variety of insights into the way in which these changes were of a gendered nature.  相似文献

This article examines the developmental consequences of international labour migration in a Bangladeshi village. The data are from Hoglakandi, a village 30 kilometres south-east of Dhaka, capital of Bangladesh. A structured questionnaire with both open-ended and closed category questions was used among 50 Singapore returnees, supplemented with additional in-depth interviews. International labour migration has often been seen by many sending countries as a short cut to development because of its role in unemployment relief, balance of payments relief, and capital formation at national level. The study argues that the causes and effects of emigration can better be understood only when the process is placed within its local context, since what may prove to be advantageous at the national level may prove to be detrimental to a household or community or vice-versa. It demonstrates how the contribution of labour migration is merely the transformation of labour into a structural component of the international political economy. The Hoglakandi experience reveals that labour migration does not fuel the local economy from an external pipeline of remittances and skill acquisition, rather it drains local resources that retard the development.  相似文献

Psychosocial factors influencing behaviour play a central role in health research but seem under‐explored in migration research. This is unfortunate because these factors, which include knowledge, attitudes, beliefs, intentions and personality traits, provide essential and potentially effective handles for linking migration and migrant‐integration policies. We demonstrate that the health belief model (HBM) conceptualization of behavioural intentions contributes constructs that can further our understanding of migration intentions, thereby broadening the foundations for migration policies. We adapt the HBM to migration behaviour and then test it empirically by using survey data on international migration from West Africa and the Mediterranean region to the European Union. The results confirm that indicators of “perceived threat to living conditions”, “perceived benefits” and “perceived barriers to migration”, “cues to action” and “self‐efficacy” contribute considerably to the explanation of migration intentions. We conclude that psychosocial factors deserve greater prominence in migration theories and empirical research, and we recommend that migration surveys consider this framework to identify relevant indicators of psychosocial factors of international migration and develop appropriate survey questions to measure them.  相似文献

Classical learning recognizes no role for international law in affecting migration policy and practice, but in modern times the salutary effects are increasing, although they remain modest. International law influences migration policy primarily through effective invocation of various forms of "soft law" in internal and international political forums. More limited prospects exist for beneficial changes enforced by international institutions and domestic courts. The article cautions against inflated expectations in the latter settings, however, particularly because overly ambitious claims can be counterproductive. It then offers a few predictions about near-term effects of international law, having to do with departures from a country, refugee law, and the integration of migrants into their new homelands.  相似文献

Results of a survey which sought to provide a profile of international Dominican migrants indicate that international migration from the Dominican Republic is primarily a middle class urban phenomenon, with rural unemployment representing only a small segment of the migration flow. The strongest reasons for emigrating were economic, and most migrants tended to leave the Dominican Republic at the peak of their productivity. The profile of the migrant which emerged from the survey does not fit the stereotype of an illiterate, unskilled, and unemployable individual who decides to emigrate to receive welfare. Results also show that about 40% of migrants had returned at the time of the survey, and suggest that the poorer the migrant, the less likely it is he/she will return. Most persons migrating in order to study tend to return after their studies are over, and a large number of migrants have trouble adjusting to a foreign society. Finally, international net migration does not seem to be increasing; in fact the findings suggest that net migration declined considerably in the 1970s, after reaching a peak in the 1960s.  相似文献

This article describes five major factors that are affecting patterns of international migration among nurses who work in long-term care settings: DEMOGRAPHIC DRIVERS: The aging of the populations in developed countries and the low to negative growth in the working-age population will increase the demand for international workers to provide long-term care services. GENDER AND RACE: A dual labor market of long-term care workers, increasingly made up of women of color, is becoming internationalized by the employment of migrating nurses from developing countries. CREDENTIALING: The process of credentialing skilled workers creates barriers to entry for migrating nurses and leads to "decredentialing" where registered nurses work as licensed practical nurses or aides. COLONIAL HISTORY AND GEOGRAPHY: The colonial histories of many European countries and the United States have increased migration from former colonies in developing countries to former colonial powers. WORKER RECRUITMENT: Efforts to limit the recruitment of health care workers from some developing countries have had little effect on migration, in part because much of the recruitment comes through informal channels of family and friends.  相似文献

Abstract Recent data suggest that nonmetropolitan America is experiencing an outmigration trend. Between 1998 and 2004, more people have moved out of nonmetropolitan areas than moved into these areas. This net outmigration trend presents a fundamental challenge to nonmetropol‐itan areas and contradicts the predictions of social scientists who argued that the rural renaissance of the 1970s represented a clean break with earlier patterns of internal migration. Using annual data from the 1989– 2004 rounds of the Current Population Survey March Demographic Supplement, this paper analyzes recent trends in metropolitan/nonmetro‐politan migration. It demonstrates that highly educated nonmetropolitan youth are leading contemporary nonmetropolitan outmigration. Contrary to the clean break theory, this paper argues that economic incentives continue to be relevant to current nonmetropolitan/metropolitan migration patterns.  相似文献

This article challenges the view of many commentators that the capacity of liberal democracies to regulate international migration has been significantly compromised by the growth of international human rights norms and the role of independent judiciaries in enforcing those norms. Focusing on three Australian case studies that deal with deportation, mandatory detention of refugee claimants, and judicial review of migration decisions, the article concludes that international and domestic legal constraints still leave very substantial latitude to liberal democratic States to regulate the size and composition of international immigration flows. With only modest qualifications, migration policy remains “the last major redoubt of unfettered national sovereignty.”  相似文献

This paper analyzes the impact of the financial and economic crisis on migration within Europe and towards Germany. The crisis has triggered a diversion of migration flows from the new EU Member States to prospering countries such as Germany rather than a large increase of migration from the mainly affected countries. Novel estimation procedures, which consider systematically conditions in alternative destinations, show that the overwhelming share of the migration surge in Germany can be attributed to the deterioration of economic conditions in alternative destinations. Furthermore, micro data from the new IAB-SOEP migration sample demonstrate that the share of individuals who did not immigrate from their birth countries in all arrivals has significantly increased since the begin of the crisis. The share of individuals, who have been non-employed before their arrival in Germany, has not increased in the course of the crisis. However, average education levels of new arrivals have declined.  相似文献

"The United Nations has recommended the measurement of types of international migration using demographic criteria, including length of stay and purpose of travel. Information systems at the U.S. Immigration and Naturalization Service (INS) have the potential to provide a basis for documenting these demographic characteristics, in particular, length of stay of temporary migrants to the United States. This article analyzes these characteristics of selected categories of nonimmigrant aliens. The results of the analysis are used to produce series of estimates of alien immigration that conform more closely to the U.N. recommended definitions and better represent demographic concepts of long-term immigration. A strategy for measuring emigration of aliens from the United States using INS information systems is also described."  相似文献
