Contemporary news events indicate the continuing relevance of moral panic analysis. Of two versions one is British, formulated by Stan Cohen, exemplified by the 1970s emergence of mugging. The second is American, formulated by Goode and Ben-Yehuda, exemplified by the 1980s missing children campaign. Each model conceptualises the agents and dynamics of moral panics, their causes and consequences. The models have been applied mainly to seven main areas: AIDS, child abuse, drugs, immigration, media violence, street crime and youth deviance. Empirical data have confirmed basic features of the original models and enabled generalisations about the presence and functions of moral panics in capitalist democracies. Critics express reservations about the models' ambiguous terminology, assumptions of media effects, predetermined dynamics, and vague outcomes. Some advocate revision of the models, others their abandonment. Future development of moral panic analysis requires connection to three important sociological themes: discourse, risk and moral regulation.  相似文献

ABSTRACT

This study compares the beliefs held by Center Against Sexual Assault (CASA) workers, psychiatrists, and psychologists about ritual abuse. These beliefs were examined across a number of dimensions, of which five are discussed here: definitions of ritual abuse; number of cases identified between 1985–95; belief of client statements; religious beliefs; and training in therapy for sexual assault. In spite of the literature indicating broad disagreement with the definition of ritual abuse in other studies, results indicate 70% of all counselors agreed with a single definition of ritual abuse, and 85% agreed that ritual abuse was an indication of genuine trauma. There were 153 cases of ritual abuse identified by counselors between 1985-1995. Not one of these counselors believed that any of the claims made by their clients were intentionally fabricated. Overall, the CASA workers were much more likely to believe their client's ritual abuse and marginally more likely to identify ritual abuse cases than other therapists. Religious beliefs had no relationship to the identification of ritual abuse. Training in recognition and treatment of sexual abuse was significantly positively related to the identification of ritual abuse cases.  相似文献

We seek to address criticisms of the concept of moral panics (MPs) by offering a hybrid model of MPs that synthesizes theory and practice of MPs research. A review of the literature on MPs from sociology, media studies and related fields shows a wide variety of usage and lack of conceptual clarity of the term ‘moral panic’. Yet there are few articles explaining how to analyze MPs. We present a theoretical clarification of MPs by addressing elements of scope, intensity and reception, to create distinction from other related theoretical concepts. To develop a working method for researching MPs, one must have an understanding of social conditions that give rise to, sustain and result in the success or failure of MPs, as well as possible lasting effects. We synthesize Cohen’s process-oriented model of MPs and Goode & Ben-Yehuda’s attribution-oriented model of MPs, creating a critical hybrid model of MPs that integrates processes and attributes. We then utilize the hybrid model to offer practical suggestions for researching and analyzing the conditions, processes and effects of MPs, in the hopes of encouraging a more rigorous research agenda for scholars of MPs.  相似文献

The study on which this article is based addressed the issue of the proportion of adult day care centers (ADCs) existing in 1986 that would qualify for Medicare funding under the 1989 U.S. Senate Medicare Adult Day Care Amendments. It also estimated the impact of the criteria on two policy-relevant subgroups of ADCs-that is, Alzheimer's vs. non-Alzheimer's and rural vs. urban-using data from a 1986 national census survey of ADCs. The five proposed Medicare criteria and the percentage of ADCs meeting hem were: services to be provided directly, 14.6%; multidisciplinary team, 20%; services to be provided directly or indirectly, 16%; program activities, 42%; and other, 53%. Only 3% met all five criteria while 13% met four out of five. Alzheimer's centers met the criteria more often than non-Alzheimer's centers, while urban centers qualified more often than rural centers. Based on the findings. implications for Medicare funding policy are discussed.  相似文献

A variety of animals occupy the bad side of the Arluke‐Sanders (1996) socio‐zoological scale, including “invasives.” We contribute to the literature on animals and social problems by examining the societal reaction toward invasive Burmese pythons, focusing on the claims‐making process that culminated in the construction of a moral panic about these snakes. We seek to enhance sociological and public knowledge about social problems involving invasive species—a category of non‐human animals, plants, and organisms that attract significant scientific, political, and public attention. We draw from the work of, among others, Arluke and Sanders (1996), Nagy and Johnson (2013) and Jerolmack (2008) and argue that problematizing some animals, especially invasive species, involves the use of claims about ecological and physical harms. However, these claims do not come from the same sources or arouse similar responses. For strategic purposes, claims‐makers may rely on assertions that an animal is physically threatening, rather than ecologically threatening. They may emphasize the dangerousness or lethality of the animal to create fear and generate momentum toward a desired policy response, typically involving control or eradication of the animal. The goal is to restore the boundary between humans and nature which the animal's presence has disrupted.  相似文献

Abstract

Recognition of the deleterious effects of domestic violence on women's mental health has highlighted the potential benefits for women of collaboration between mental health and domestic violence services. Yet the different histories, knowledge bases, and organisational cultures of the mental health and domestic violence sectors present formidable challenges to the development of effective collaborative work. This article draws on a large research enquiry, involving four separate but related studies, which explored aspects of collaboration between these two service sectors. It focuses particularly on data collected in interviews with practitioners from mental health and domestic violence services who were participants in an action research study (one of the four studies), which was aimed at discovering the factors that contributed to enhanced collaboration and the benefits of this for women who experience both domestic violence and mental health issues.  相似文献

This historical summary demonstrates that concern about elder abuse and neglect in long-term care facilities has played a vital role in the development and expansion of the Long-Term Care Ombudsman Program (LTCOP). Some 15 years after the Older Americans Act mandated ombudsman services in all nursing homes, the 1989-1990 state LTCOP reports were analyzed for information about abuse and neglect of elders in nursing homes nationwide. Following a brief review of the nursing home abuse literature, this paper reports on the findings from the 1989-90 reports about complaints of abuse and neglect and their implications for future research.  相似文献

This study uses meta‐analytic procedures to examine the relationship between growing up in a violent home and subsequently becoming part of a violent marital relationship. Our meta‐analysis examines published and unpublished research studies that investigate the relationship between witnessing or experiencing family violence in childhood and receiving or perpetrating violence in an adult heterosexual cohabiting or marital relationship. The findings of this meta‐analysis suggest there is a weak‐to‐moderate relationship between growing up in an abusive family and becoming involved in a violent marital relationship. Differential effects of gender and sample type are also discussed.  相似文献

This paper presents a brief definition of ritual abuse, drawn from a process of conversation and reflection between practitioners and academics of various kinds. The authors' aim has been to work towards a definition which is clear and concise in its expression, yet very broad in its range of application. The definition itself therefore concentrates on distilling out the essence of ritual abuse from the cases known to us, and avoids making any assumptions about motivation, effect, type of belief system or symbolic network, number of people involved, etc.; indeed, anything which might unnecessarily rule out an empirical instance from consideration. In effect, we have assumed that we do not know the full range of instances which might be termed ritual abuse, and so have resisted the temptation of universalizing the details of concrete cases known to us. In this way, we hope that we have come up with a theoretical definition which might allow us to recognize empirical instances which do not conform to our expectations based on past experience. We have, however, included some observations based on the experience of the group. These detail what we believe to be common aspects of ritual abuse as it has so far been identified in cases of which we are aware. The observations do not form part of the definition proper, but should aid the recognition of ritual abuse, if read together with it.  相似文献

Recent law changes in New Zealand allowing for the detention of a “mass arrival” of asylum seekers reflect a concerning international rhetoric and associated policy trend in Australia and the United Kingdom towards those seeking asylum. This paper argues that, although the New Zealand public has not (yet) reached a “moral panic” that is prevalent within international contexts, there are concerns about a “culture of indifference” in relation to asylum seekers. By providing a policy analysis about asylum seekers and an examination on the associated discourses utilised in international contexts, this discussion presents the New Zealand context through the process of risk signification. The paper discusses how the social work profession can respond to this culture of indifference through addressing collusion (often through silence) with oppressive asylum policies, the need for stronger advocacy and action, and the associated role of social work education.  相似文献

Historically, justifications for the seclusion and physical restraint of hospital patients have stereotyped individuals with mental illness as “dangerous” to themselves and others (Huckshorn, 2004a). It can be argued, however, that it is the policies that regulate the use of seclusion and physical and chemical restraints that are dangerous. This article analyzes the Patients’ Rights section of the Hospital Conditions of Participation (CoPs), Part 482 of CFR 42, including sub-sections: e. Standard: Restraint or seclusion; f. Standard: Restraint or seclusion: Staff training requirements; and g. Standard: Death reporting requirements. The set of CoPs regarding Patients’ Rights are analyzed from a value-critical, process-oriented perspective. This article proposes the following six-point framework as uniquely suited to evaluating 42 CFR 428.13: 1) introduction to the background and historical significance of the problem; 2) evaluation of the clarity and measurability of the goals and objectives of the policy; 3) overview of the intended impact of the policy; 4) examination of the value criteria; 5) examination of existing power struggles for those impacted by the policy; and 6) examination of the actual impact of the policy. Results of the policy analysis suggest that the policy does not go far enough to reach its stated goals and objectives in full. In the conclusions, suggestions for further protection of patients’ rights are provided. Examples of alternatives to restraint and seclusion are discussed. Finally, the grave importance of reshaping the culture of mental health care, in terms of life-and-death consequences, is considered.  相似文献

SUMMARY. Using the experience of a study of childhood in Denmark, Norway, Finland, Iceland and Sweden, this article explores the now common situation of children growing up in two settings: their families and day care centres. In Denmark, where almost all mothers work and where good quality care is widely available, the family and day care centres are seen as having important complementary roles in supporting children's social development. The child learns to both integrate and separate the experience of these two worlds, more or less successfully depending on how well he or she is developing at home, and the relationship between the home and the day care centre. Day care should be seen as a positive support for family life: dual-socialisation through family and day care is, and will remain, part of the lives of most children.  相似文献

The World Health Organization (WHO), concludes that child maltreatment is a global concern calling for a multi sectoral interdisciplinary approach. School professionals, such as social workers, teachers, and health care professionals are in positions to discover and report maltreatment enabling social workers to intervene. However, a variety of reports reveal an evident gap between incidences and frequency of number of cases reported. A review of relevant research indicates that the problem of “not reporting” suggests that moral conflicts are activated in the process of decision-making. The aim was to gain a deeper understanding of school professionals’ experiences of reporting suspected neglect and abuse to the Social Welfare Board. In a mixed method approach 32 school professionals, such as teachers, social workers, nurses and psychologists participated in interviews and responded to questionnaires. Findings from the qualitative content analysis were compared to the quantitative analysis in a meta-analysis. Moral conflicts occur when faced with making decisions about how to best deal with a child’s situation. Thoughts about the child’s best interest and relationship with his/her parents as well as the informants´ own safety, were central. The comparative meta- analysis of both data sets revealed these conflicts commence with a moral sensitivity of possible negative consequences for the child. Moral sensitivity can be viewed as a “good” personal attribute, it paradoxically might lead to moral stress despite an open ethical climate. Based on the results of this study, further research on the interpersonal aspects of dealing with moral conflicts involved in reporting suspected child abuse is indicated.

This study compares abuse rates for elders age 60 and older in three care settings: nursing home, paid home care, and assisted living. The results are based on a 2005 random-digit dial survey of relatives of, or those responsible for, a person in long-term care. Nursing homes have the highest rates of all types of abuse, although paid home care has a relatively high rate of verbal abuse and assisted living has an unexpected high rate of neglect. Even when adjusting for health conditions, care setting is a significant factor in both caretaking and neglect abuses. Moving from paid home care to nursing homes is shown to more than triple the odds of neglect. Furthermore, when computing abuse rates by care setting for persons with specified health conditions, nursing homes no longer have the highest abuse rates.  相似文献
