Before 1949, China's population development was noted for its high birth rate, high death rate, and low natural growth rate. After 1949, the death rate showed a large-scale decline, the birth rate was maintained at a high level, and natural growth rate also remained high. Between 1949 and 1973, the natural growth rate was kept above a 2% annual rate. Since then, the need for population control has become increasingly obvious. The theory and methods of China's population policy can be summarized in the following points: (1) material production has to keep up with the pace of population growth, and that means the quantity and quality of the population have to match athe production of materials needed for life and consumption; (2) in a Socialist society, material production and population growth have to develop with well-designed plans; (3) the population question has a direct impact on social and economic development; (4) through enforcement of a national policy, cooperation from different individuals, and ideological education, family planning will gradually be accepted by the general public for the well-being of the country.  相似文献

Survey data collected in 1985 from birth histories of women in 2 provinces, Shaanxi and Hebei, and 1 city, Shanghai, show remarkable success for China's population policy. The total fertility rate fell from 1.9 to 1.1 in Shanghai, and from 5.0 and 4.6 to 2.5 and 2.2 in the provinces in the last 15 years. The infant mortality rate fell 73% in Shanghai and 50 and 59% in the provinces during the period. The proportion of babies delivered in hospitals or clinics rose; the proportion of those delivered by health professionals increased; the proportion of prenatal check-ups rose; and the immunization rate increased 49 to 96%. The mean birth weights of newborns was 3350, 3250 and 3150g in these provinces and in Shanghai. Length of lactation stood at 20.2 and 20.4 months in the provinces with no decline. Lactation lasted mean 12.4 months in Shanghai, a decline of 3 months in 10 years. Women interviewed expressed a desire for 2 or fewer children: proportionally more wanted only 1 child at younger ages. Most stated that their reasons were to curb population growth, although 10-20% believed that small families protect maternal and child health. These data show that broad masses of rural and urban residents support the government's population policy.  相似文献

On July 1, 1982 China's 3rd national population census reported the population of the 29 provinces, municipalities, and autonomous regions on the mainland at 1,008,175,288, showing a net increase of 460,000,000 or 84% over the 548,000,000 recorded at the end of 1949. At this time China's population is about 1/4 of the world. Its population policy must conform to her national conditions and will be successful only to the extent that it does so. Discussion focuses on the main features of China's population policy. In 1953 the State Council instructed the Ministry of Health to support birth control by providing contraceptives. It also ratified provisions concerning contraception and induced abortions. In 1962 the State Council issued "Instructions on Conscientious Advocacy of Family Planning." China not only advocates and publicized family planning but also takes specific measures. Special administrative organizations were established in 1964 to oversee scientific research, production, and supply of contraceptives and to provide couples of childbearing age with free contraceptives. An all round attack on family planning work in 1966 led to unchecked childbirth resulting in rapid population growth. In 1971 Premier Zhou Enlai reiterated the importance of population control in 1971 and asked that it be incorporated into the 4th Five Year Plan for the development of the national economy. Family planning was incorporated into the Constitution in 1978. China's 20 years of experiences with family planning suggest that a country's population policy becomes effective only with repeated efforts. The 10-year period of turmoil undermined the enforcement of the population policy. Recently the State Family Planning Commission organized a nationwide fertility survey which indicated tremendous successes for China's population control drive. The total fertility rate dropped from 5.29 in the 1950s to 2.63 in the 1980s. The population census shows that the momentum of China's population growth cannot be checked without strict measures because the population is characterized by a huge base figure, a young age composition, and a fertility rate much higher than a population replacement level. China's population policy is formulated in line with her national conditions. Specific provisions for family planning reflect different ways to deal with different people.  相似文献

A professor of the Institute of Population Research of the People's University of China attempts to project the future population development of China so that stabilization of the birth policy can be assessed. He divides China into the economically developed and population-controlled area (29% of the population), the economically subdeveloped and population fairly-controlled areas (59% of the population), and the economically less-developed areas where fertility is high (12% of the population). China's population is expected to increase because of the baby boom to 1.25-1.3 billion by the year 2000. Between 1996 and 2000, the growth rate is expected to decelerate and reach zero growth. After 2010, if growth is held at the replacement rate of 2.1, the population will still continue to grow slowly. Around 2100, China's population should be around 1.45-1.59 billion. This would cause a decrease of 27% of arable land. With a decline in fertility rate comes a rise in the amount of the aged population (4.9% in 1982 vs. 5.5% in 1987). The proportion of aged citizens is expected to rise with the stabilization policy until around 2040 where it can be held at about 18%. China's GNP by the year 2000 is expected to be US$1183.8 billion with the per capita GNP about US$934 (providing the population is controlled). Compare this figure with the per capita GNP of the world (US$30,100) and of developed countries (US$10,700) in 1988, and one can see that China is far behind the rest of the world in economic growth.  相似文献

The age composition of Chinese population is analyzed via data collected in the 1982 census, which has been the basis for planning the social and economic life of 1 billion people. The census reflected complete population age composition, by birth, mortality and growth rates, from the time of the Liberation in 1949. The 10% sample, based on the national age composition, did not include the 4,240,000 people in military service which, as .42% of the total population, did not constitute a large differential. The population has grown rapidly since 1949. A few years before and after 1960, growth was reduced due to economic conditions, but the overall growth trend remained unchanged. The census showed that since 1970, growth has experienced a downturn, but the decrease was not related to the sudden drop before and after 1960. The census also showed China's population had changed from 1964's primarily young population to an adult population, but the process of population aging is only beginning, with a still relatively young population. China's population is not a stable one. This increase and decrease were greatly influenced by the changes in social and economic conditions. The disparity in age composition caused by these changes has created problems in social life, education, employment, marriage, housing, health, transportation, and cultural facilities. There are large differences in age composition between regions and ethnic groups. The decreases in birth and growth rate of the eastern coastal provinces were more rapid than those of the southwest and northwest regions. The age composition of minority nationalities is considerably younger than the Han people. Factors that influenced age composition characteristics included reduction of the neonatal mortality rate, the rises and falls of economic development, and the work in planned fertility.  相似文献

A correct population policy is very crucial to the solution of the population problem, economic development, and social progress. The real situation in China now is a large population, a high rate of population growth, and low level of productivity. Facing this situation, China's population policy should include control of population growth in quantity, a promotion of population quality, and a match between population growth and social and economic development for the final realization of the Four Modernizations. In recent years, under the leadership of the National Committee on Family Planning, together with cooperation from various offices at the local level, a great change has taken place in China's population situation. The fertility rate has declined gradually, and late marriage, delayed births, and a reduced number of births have also become popular. A change in the age structure of the population has also slowed the pace of population growth. A reduction in the ratio of women of childbearing age is also helpful in the control of population growth, and the natural growth rate for the population has declined. This change shows that family planning is working in China and great results have been achieved. To come closer to the national goal of population control, practical work should be focused on rural areas. The rural population constitutes about 80% of total population and the fertility rate in rural areas is much higher than that of the cities. If population control can be achieved in the rural areas, the overall goal of population control for the country can then be achieved more easily.  相似文献

There have been numerous projections on China's population at the end of century. Their differences are due to different estimations on the effects of fertility determinants. 2 simulation models have been developed, both from micro and macro levels, to estimate the population at the end of the century on the basis of 6 different fertility patterns. 3 possible options for fertility patterns are discussed. 1.) The 1 child per family option means that every couple has 1 child by the year 1989, the population of China will be 1.2 billion in the year 2000. Even if this is a ideal situation, it would not be a feasible policy, as the pressure from the rural population to have more than 1 child has been increasing in recent years. Nevertheless, it is still possible for urban couples to accept having only 1 child. Therefore, encouraging more people to have 1 child should be held as a basic policy. 2.) Under the option of 2 children per family with 2 or 3 years of spacing, the total population in the year 2000 would be 1.2 - 1.4 billion, which is unacceptable in terms of the development situation. 3.) Following a differential fertility policy towards urban, rural, and minority populations would mean that urban couples would have 1 child, rural couples whose first child is a girl or those who are in special circumstance would have 2 children. Minorities would have 2 or 3 children. AMong the above options, number 3 is more likely to be achieved in view of current socioeconomic, cultural, and demographic factors.  相似文献

Summary China has a consistent and well-defined policy to regulate the growth of her population. Population policy is considered as an integral part of overall social and economic development policy. It promotes the reduction of the growth rate in densely populated areas but encourages the increase of population in sparsely populated areas and among national minorities. A series of planned internal migration policies has regulated the spatial distribution of population. Main factors affecting the implementation of China's population policy are the establishment of an effective organization and communication system, the participation of the masses in the work, the socialist transformation of the national economy, the changes in the structure and functions of the Chinese family, the changing status of Chinese women, the development of public health services and the campaign for late marriage and family planning.  相似文献

The current population policy of China, which emphasizes one child per family, is facing considerable challenge brought about by socioeconomic reforms. The principal challenge is greater individual freedom created by the reforms. The present article examines this conflict.Based on cohort-period fertility analysis, the author proposes a policy of a constand stream of births which ensures a moderate growth rate and a smooth age structure while enabling each couple to have at least two children. Simulation suggests that, in order to achieve the two goals of limiting population size (to about 1.2 billion in 2000 and 1.4 billion in the 2050s) and allowing more individual fertility choice (2.2 children per family), the annual stream of births should be around 20 million and the mean age of childbearing has to increase from 26 to 30 over the next 10–15 years.The author concludes that, if the policy proposed here succeeds, some social and economic problems associated with the conflict between the reforms initiated by the government and its one-child policy will be mitigated.Paper presented at the 1989 meeting of the Population Association of America.  相似文献

In this article an attempt is made to evaluate Indonesia's population redistribution policy—transmigration—from 1969 onwards. In addition to population redistribution, transmigration also has socio-economic and political objectives. In spite of the fact that in monetary terms transmigration has become one of Indonesia's main development programmes and the budget per transmigration family has increased enormously since 1969, it is established that for several years the ambitious targets could not be realized. In addition, studies show that in several cases the many promises of the transmigration authorities could not be met. With respect to the objective of population redistribution, it is concluded that so far transmigration has hardly influenced Indonesia's population distribution; only in specific receiving areas have the effects of transmigration been significant. Furthermore, it is shown that there is reason to doubt the role which the agriculturally-oriented transmigration programmes can play in the regional development process. China's 1982 census is described. The purpose was to contribute to the modernization of socialism. It was based on current conditions in China and conducted under government supervision using the international experience of the US, Canada, the Philippines, and Japan and with UN assistance for census sampling methods and computer data processing techniques. The census was taken with a strong emphasis on procedural quality control. Its target was Chinese citizens living in China and its territories; each individual was to be registered in his own domicile. The 1982 census listed 19 category items, over twice as many as the 1953 and 1964 censuses. Added to the basic information items of name, relationship to head of household, sex, age, ethnic origin, and education, were new items including employment, marital status, total number of births, number of children still living, and number of births, deaths and age at death in the previous year. The new categories instituted progressive approaches such as recording children of unwed mothers; and in education, recognizing experience level of older workers having little formal education but considerable practical expertise, including temporary employees in employment categories. Major difficulties were encountered in the data collection process: wide differences in education level among residents of the various geographical locations; registration of permanent residents using the household registration; registration of the transient population and people living on boats; determining employment classifications; and rendering the data suitable for data processing. However, the census was performed scientifically; census-takers interviewed each family and individual, and data was meticulously collected, calculated, and processed twice.  相似文献

The national census conducted in 1982 provides the most up-to-date statistics on China's population. The following are some characteristics of China's population at the present time, based upon preliminary analysis: (1) The total population figure has passed the one billion mark, but the growth rate has been declining since the 1970s; (2) The population density is higher than other countries of the world, but the distribution is uneven. The percentage of the city population is low, and changes in urban and rural distribution are slow; (3) The population growth of ethnic minorities is higher than average, and the ratio of the minority population is increasing; (4) There are slightly more men than women-an impact of traditional society; (5) The age structure of the population is still young, but sharp change is in the process of developing; (6) Fertility has declined on a large scale, but is still far from reaching the goal of population control; (7) The death rate has remained at a low level for a long period of time, and average lifespan is gradually becoming prolonged; (8) The marital status has remained stable, and people normally marry between the ages of 20 and 30; (9) The cultural and educational level of the general public has been promoted, but still not enough for modernized construction; (10) The employment rate is high, and most of the working population is employed with the departments of material production. The percentage of employment of a service nature is small. A high percentage of the working population is related to agriculture, fishing, and animal husbandry. The precentage of workers in manual labor is much higher than that for mental labor.  相似文献

This article is based upon a speech delivered by the author to a conference on population theory in memory of the centennial celebration of the death of Karl Marx. The conference was organized by the Institute of Population Theory of the Chinese People's University. According to the author, the only correct way to study population theory is to use the Marxist population theory as a guiding principle and integrate it with China's reality, and the format of dogmatism should not be adopted. The work on population theory studies should be established on a political and scientific foundation. The Chinese people should have a clear understanding of the goal of limiting China's population figure to under 1.2 billion at the end of this century. To reach this goal, the general public must be educated and understand to close relationship between family planning and the economic and social development of all of China. Family planning is a absolute necessity for the fundamental interests of China as a nation and as a people. Technical personnel and scientific theorists should be trained and organized in order that their work may satisfy the needs of China's reality. This discussion of some problems regarding the policy of controlling population growth in China focuses on the formation and the development of the policies of planned population growth control, how demands of modernization require a policy of only 1 child for each couple, and the need for ideological education as well as essential economical and administrative measures. The process of forming and developing the population control policies of China can be divided into 3 phases: the mid-50s to the early 1970s; the early 1970s to March 5, 1978 -- the date the new constitution became effective; and March 5, 1978 to the present. The 1st formal policy on planned popultion control emerged in 1956 at the 8th national meeting of the Communist party. The necessity for propagating planned birth control and advocating planned birth was recognized at this time. During the 2nd phase, the planned birth program was almost stopped by interference from an anti-revolutionary group. The maladjustment between population development and economic development were getting worse during the 1966-1971 period. Health services in both rural and urban areas were developed, and maternal and child health care services were reinforced in order to lower the death rate and to increase the practice of birth planning. The objective was to adjust the birth rate by improving production development and the living coinditions of the people. The new constitution indicated that the country should advocate and practice planned birth. The special committee on planned birth of the State Council, meeting in June 1978, established guidelines for the national planned birth program. The population policy of only 1 child for each couple was proposed for the longterm benefit of China and its people and because of the urgent demand of the 4 modernizations. The indication of the achievement of the 4 modernizations by the end of the 20th century is a per capita income of 1000 United States dollars. To reach the $1000 figure, the per capita income needs to be increased 3-fold. This is a difficult task, and to realize it effort must be placed on both material production and population control. Problems that may result from the advocation of only 1 child for each couple are reviewed. The way to promote the exeuction of the policy of planned control of population growth is to apply ideological education as the major method and to integrate it with economical and administrative measures.  相似文献

The author notes that these involve a planned regulation of population to the point that the population remains stable and is of high quality.
