Public reaction to the UK's ongoing health sector reform often results in dilution of policy‐makers’ goals. Public participation in health service decision‐making is advocated in policy, but precisely how to do it and what role public opinion should have in formulating reform strategy is ambiguously described. Public opinion is formed through many influences, including media reporting. This paper examines how reconfiguration at a rural maternity unit at Caithness General Hospital in Wick, Scotland, was communicated in national and local media and considers potential implications of media communication on public participation in policy decision‐making. Content analysis of arguments for and against change revealed a high level of reporting of commentators against change in regional newspapers. Qualitative analysis identified emergent themes about how maternity service reconfiguration was portrayed. These included framing opposition between management and local people, and change drivers receiving superficial coverage. Findings suggest that media portrayal of the public role in change may promote an adversarial rather than a participative stance. More finely tuned understanding of the relationship between the reporting of change and public reaction should be attained as this could affect how planned social policy evolves into actual practice.  相似文献

Empirical research on the growing multiracial population in the United States has focused largely on the documentation of racial identification, analysis of psychological adjustment, and understanding the broader political consequences of mixed-race identification. Efforts toward theory construction on multiracial identity development, however, have been largely disconnected from empirical data, mired in disciplinary debates, and bound by historically specific assumptions about race and racial group membership. This study provides a critical overview of multiracial identity development theories, examines the links between theory and research, explores the challenges to multiracial identity theory construction, and proposes considerations for future directions in theorizing racial identity development among the mixed-race population.  相似文献

The Report of the Poverty Commission followed Australian practice and recommended that payments to pensioners and beneficiaries be based on their needs. Two other recent reports, the Woodhouse Report on compensation for accidents and sickness, and the Hancock Report on National Superannuation, suggest an entirely different set of criteria—earnings and earnings-related contributions. It is argued that the latter proposals would discriminate inequitably between different groups of beneficiaries and that Australia should continue on a needs basis moving forward to a guaranteed minimum income scheme.  相似文献

Bronfenbrenner's ecological systems theory (EST) is among the most widely adopted theoretical frameworks for studying individuals in ecological contexts. In its traditional formulation, different levels of ecological systems are viewed as nested within one another. In this article, we use Simmel's notion of intersecting social circles and Bronfenbrenner's earlier writing on social networks to develop an alternative ‘networked’ model that instead views ecological systems as an overlapping arrangement of structures, each directly or indirectly connected to the others by the direct and indirect social interactions of their participants. We redefine each of the systems discussed by EST—micro, meso, exo, macro, and chrono—based on patterns of social interaction, and then illustrate how this alternative model might be applied in the classic context of the developing child. We conclude by discussing future directions for how the networked model of EST can be applied as a conceptual framework, arguing that this approach offers developmental researchers with a more precise and flexible way to think about ecological contexts. We also offer some initial suggestions for moving a networked EST model from theory to method.  相似文献

The relationship between peer‐nominated coolness and academic reputation was examined at two time points spanning the first year of middle school (N = 807; 52 percent female; 52 percent African‐American; 48 percent European American). Students predominantly nominated peers who were from their same gender and ethnic group as being cool. Associations between coolness and academic reputation differed across subgroups, were contingent upon level of disruptive behavior, and changed over time from fall to spring of the academic year. In the fall, patterns differed by gender, not by ethnicity. For both white and African‐American boys, hierarchical regressions evidenced a null association between coolness and academic reputation; for both white and African‐American girls, this association was positive. In the spring, findings for white girls were similar to findings from the fall. For the three remaining groups—white boys and African‐American boys and girls—conditions worsened over time, albeit in slightly dissimilar ways. For white boys, fall coolness did not predict significant declines in academic reputation over time; nonetheless, as a group, the coolness–academic reputation was negative by the end of the year. For African‐American boys and girls, fall coolness significantly predicted declines in academic reputation from fall to spring, although the concurrent coolness–academic reputation association was not significantly negative for either group in the spring.  相似文献

Summary This article reviews the modernizing agenda of New Labour forsocial work which has been articulated in the various changesfor social work and social care announced in the ‘QualityStrategy’. Focusing predominantly on arrangements foreducation and training, the article argues that, rather thanpresenting a coherent strategy, the structures and proceduresare fragmented and unco-ordinated at many levels. Participatory policy making is a contested concept that can be understood in multiple ways. So how do those involved with participatory initiatives make sense of contrasting ideas of participation? What purposes and values do they associate with participatory governance? This paper reflects on a Q‐method study with a range of actors, from citizen activists to senior civil servants, involved with participatory initiatives in U.K. social policy. Using principal components analysis, supplemented with data from qualitative interviews, it identifies three shared participation preferences: participation as collective decision making, participation as knowledge transfer, and participation as agonism. These preferences demonstrate significant disagreements between the key informants, particularly concerning the objectives of participation, how much power should be afforded to the public, and what motivates people to participate. Their contrasting normative orientations are used to highlight how participatory governance theory and practice frequently fails to take seriously legitimate diversity in procedural preferences. Moreover, it is argued that, despite the diversity of preferences, there is a lack of imagination about how participation can function when social relations are conflictual.  相似文献

Faced with economic uncertainty and declining retirement security, older adults have increasingly tried to remain in, or return to, the workforce in recent years. Unfortunately, a host of factors, such as ageism and changing skill requirements, present challenges for older adults seeking employment. Low-income older adults, in particular, may lack necessary education and skills and have limited access to job opportunities and training. In this review, we examine factors that inhibit and support employment for low-income older adults and explore the role of social work in facilitating their inclusion in the workforce.  相似文献

A report of child sexual abuse leads to a multi-agency investigation that often reveals other maltreatment and dysfunctional behaviors within the family. Due to recent developments in this field, the emphasis of the investigation has shifted to the child’s history rather than information from the parent or accused, or the presence of injuries. In the last 10 years Children’s Advocacy Centers have become a central component to the investigation of child sexual abuse and provide a means for long-term follow-up of referred families. The idiosyncrasies of this investigative and advocacy system have provided an in-depth view of the families of sexually abused children.Four family types emerge: safe and secure, safe and insecure, unsafe and enmeshed, and unsafe and insecure. The characteristics of child sexual abuse, the response to the child’s disclosure of abuse, and the prognosis for the child victim vary among the different family types. An innovative long-term program of wrap-around services for sexually abused children and their families provides counseling, peer activities, family mentoring, and child mentoring while tracking the symptoms and behaviors of the child victims. The identification of a child victim of sexual abuse can be a tragic crisis and an opportunity for intensive and timely intervention.  相似文献

While social cohesion has become a commonly accepted policy goal and framework in many ethnically diverse societies, there is a general concern in some academic literature that it can be a form of governmentality that constructs manageable subjects and communities, represses diversity and distracts attention from the social, political and economic production of inequalities. Drawing on ethnographic fieldwork in two rural Australian towns with ethnically diverse populations, this article engages with these criticisms of social cohesion while simultaneously asserting that social cohesion is viewed by local practitioners as a desirable objective for both strengthening intercultural community and addressing issues of social justice and inequality. We also aim to bring some needed clarity to relevant debates in the literature in distinguishing between social cohesion discourses used for normative and/or homogenising purposes versus frameworks developed in the academic literature with a concern for social justice and equality among diverse populations.  相似文献

The passionate pursuit of authorships is fuelled by the value they represent to scholars and scientists. This article asks how this value differs across scientists and how these different processes of valuation inform authorship articulation, strategies, and publication behavior in general. Drawing from a qualitative analysis of authorship practices among nutrition scientists employed at universities, contract research organizations, and in food industry, I argue that two different modi operandi emerge when it comes to authorship. These different ways of working produce different collaborative approaches, different credit distribution strategies amongst collaborators, and different value placed upon (the pursuit of) authorship. These different valuation processes are neither explicit nor recognizable to those reading (and judging) author lists. As a consequence, in the politics of authorship, the names standing atop a scientific publication in nutrition science represent different types of value to both the individuals and employing organizations.  相似文献

A private health insurance system has existed in Chile since 1981 and has covered over a quarter of the population of that country since 1995. This article examines that system in economic terms. The analysis focuses on the incentive effects of state regulations governing the formulation of private health insurance policies and the relationship with the state health service. The imbalance in policy termination rights and the unrestricted possibility to return to the state system emerge as central functional elements. The article postulates that the private system represents, for many, not a full coverage scheme but an additional policy for outpatient benefits, regardless of its officially stated aims.  相似文献

This article examines three policy statements on informal carers published in the UK in 1999—the National Strategy for Carers, the report of the Royal Commission on Long Term Care and the note of dissent by two members of the Royal Commission. These three documents contain two rather different approaches to policy for carers. On the one hand, the National Strategy and note of dissent emphasize respite care or short-term breaks for carers, and are concerned with sustaining the well-being of carers as well as ensuring the continuation of caring itself. The Royal Commission, on the other hand, emphasizes support for the older or disabled person who is being cared for, as a means of supporting the carer, and advocates carer-blind services. It is argued that this policy contains within it the potential to substitute for or replace the carer and that this represents a radical new departure for social policy for carers in the UK. The advantages and disadvantages of the two policy approaches are explored. It is argued that policies for carers should include both services specifically for carers, like breaks from caring, and services provided for the cared-for person, like domestic and personal care services. Wider issues about the proper boundary between family and state care are explored.  相似文献

Subadditive time discounting means that discounting over a delay is greater when the delay is divided into subintervals than when it is left undivided. This may produce the most important result usually attributed to hyperbolic discounting: declining impatience, or the inverse relationship between the discount rate and the magnitude of the delay. Three choice experiments were conducted to test for subadditive discounting, and to determine whether it is sufficient to explain declining impatience. All three experiments showed strong evidence of subadditive discounting, but there was no evidence of declining impatience. I conclude by questioning whether hyperbolic discounting is a plausible account of time preference.  相似文献
