With the demise of agricultural productivism, that set of economic and political arrangements which made food production the overriding aim of rural policy, new forms of regulation have come into existence. These are linked to new patterns of development in rural areas which have arisen as economic actors seek to exploit the opportunities presented by the crisis in agriculture. Both development and its regulation have become localised — that is, detached from the national regime associated with productivism. This is leading to increased differentiation. We examine three land development sectors — minerals, farm building conversion and golf — to illustrate how the processes of differentiation are driven by a variety of economic, political and social actors. These are assessed using the notion of ‘arenas of representation’. Two arenas are identified — those of the market and regulation — showing how uneven development of the countryside can be understood as arising from action-in-context. Such differentiation, or the emergence of new rural spaces, is inevitable in the post-productivist era.  相似文献

`Community’ has a long history in both lay and academic discourses, but as contemporary rural societies are recognised to be both diverse and rapidly changing, one may ask whether `community’ is still relevant to notions of rurality. This paper extends both recent studies of rurality and discourse to consider how small and rapidly changing “communities” in Australia and New Zealand still subscribe to (and practice) forms of `community'. It proposes that a reworking of the concept of `community’ can embrace both the discursive and socially diverse nature of rural societies. In so doing the paper draws upon a framework for reading `communities’ published earlier in this Journal (Liepins, 2000a. Journal of Rural Studies, forth coming) and illustrates its application with case studies from Australia and New Zealand. Results show that `community’ is still an important notion for many rural dwellers and that it is constructed and maintained through a wide set of meanings, practices and spaces. Moreover, these analytical features are seen to be related in processes which maintain or challenge any case-specific notions of `community'; thus creating a sense of the term as a fluid and negotiated phenomenon.  相似文献

The article critiques Halfacree's conceptualisation of rural space for masking the workings of power within ‘black boxes’ such as structural coherence and trial by space. One consequence is that rural change's social activities and also their social and personal consequences are cloaked, thereby rendering the localised fault lines of rurality analytically out of reach. Halfacree's conceptualisation is developed further by attaching a conceptual extension comprising three hubs: an immaterial hub, a material hub, and a personal hub. This is done as an attempt to give Halfacree's tool for deconstructing the social production of rural space analytical sensitivity to the actors engaged in the processes implied by social production. In order to demonstrate the analytical potential of the extended Halfacree approach, the conceptual model is applied to a case study: data from two communities undergoing rapid change, as they shifted from being dominated by primary industry to becoming tourism destinations.  相似文献

Since the mid-1990s, the number and diversity of ‘quality-certified’ products has increased dramatically. This article examines labor practices and regulatory spaces within 3rd party quality certification and suggests that this distinct configuration be termed ‘just-in-space’ production. A privileging of space derives, on the one hand, from the character of qualities certified. ‘Extrinsic’ qualities, such as biodiversity conservation or fair-trade labor practices, may only be introduced into the commodity through monitoring of labor at the point of production and along the commodity chain to retailer venues. This monitoring, accomplished via inspections and document production on a track that parallels the commodity movement, occurs within a semi-public space and results in an uneasy tension between a social interest in open inspections of ecological and socially-just production and retailer interest in controlling certification information about ‘green’ products. At the same time, transnational institutional regulation of certification (e.g., ISO), together with popular support for quality certification, limits the power of retailers and activists to alter certification practices and sustains the semi-public character of this space. Using a literature review and research on certified organic coffee, this paper examines practical and theoretical implications of just-in-space production, and concludes that while this configuration facilitates public action in support of social-justice and environmental conservation, it is also susceptible to manipulation by large retail firms that chose to evade 3rd party certification by setting up private certifications.  相似文献

This paper examines voluntarism as a response to the challenges faced by people growing old in rural communities that are themselves being transformed in fundamental ways, both socially and demographically. Informed by evolving theorisations within the rural aging and geographies of voluntarism literatures, we outline the key processes in space and consequent impacts in place that have affected the experience of growing old in rural communities. We identify the changes in service systems that have led to concerns about ‘vulnerable people in vulnerable places’ and explore this idea in regional contexts ranging from the agricultural heartland to the resource hinterland of Canada. We argue that a distinction needs to be made between the impacts of long and short cycles of change flowing across rural space and attention paid to voluntarism as a critical process at the intersection of broad shifts in service and settlement systems and particular changes in rural communities. Specifically, we suggest that the ‘local dynamics of voluntarism’ involving the activities of voluntary organisations, community groups and individual volunteers in particular communities can be understood, at once, as a ‘barometer of change’, a ‘mechanism of adjustment’ and a ‘space of resistance’, and we draw on recent case studies of rural voluntarism to illustrate this three-part distinction. In considering the transformative potential of voluntarism for the experience of aging in place, our findings suggest that public discourse, as reflected in media coverage, tends to romanticise voluntarism at the expense of a more nuanced and critical appreciation of its importance to the future of aging rural communities and their elderly residents. The research raises timely questions about academic-versus-popular conceptions of aging in evolving rural spaces and changing rural places.  相似文献

State and federal governments in Australia have developed a range of policy instruments for rural areas in Australia that are infused with a new sense of ‘community’, employing leading concepts like social capital, social enterprise, community development, partnerships and community building. This has encouraged local people and organisations to play a greater role in the provision of their local services and has led to the development of a variety of ‘community’ organisations aimed at stemming social and economic decline. In Victoria, local decision-making, before municipal amalgamations, gave small towns some sense of autonomy and some discretion over their affairs. However, following municipal amalgamations these small towns lost many of the resources—legal, financial, political, informational and organisational—associated with their former municipal status. This left a vacuum in these communities and the outcome was the emergence of local development groups. Some of these groups are new but many of them are organisations that have been reconstituted as groups with a broader community focus. The outcomes have varied from place to place but overall there has been a significant shift in governance processes at community level. This paper looks at the processes of ‘community governance’ and how it applies in a number of case studies in Victoria.  相似文献

Using a case study from County Clare (Ireland), this study critically analyses notions of ‘local’ rural production. It investigates where rural businesses source the different components of their products and how these interrelate with the locality, how local businesses use the notion of ‘local’ in their product branding, and what the socio-economic and political constraints and opportunities are for businesses seeking to foreground the ‘local’ in their business marketing. Echoing critical studies on the notion and use of ‘local’ in rural product branding (e.g. Burnett and Danson, 2004; Ilbery and Maye's; Feagan, 2007; Darby et al., 2008; Giovannucci et al., 2010), we argue that even remote rural areas such as County Clare in western Ireland have become so embedded in globalised economic and decision-making pathways that the ‘local’ in rural product branding only remains ‘local’ as a relic process associated with past localized rural production activities.  相似文献

Rural New Zealand has been transformed in the last decade. Policies progressively introduced by the state since 1984 have led to significant changes in the economic and social fabric of rural places. While macro-economic changes have attracted comment, the local impacts on some groups have not been widely documented and are not well understood. This paper seeks to reveal some of the effects of ‘restructuring’ on the rural elderly by reporting comments on individual life experiences. Two intentions underlie this endeavour; to make evident and valorise the lived experience of a group often overlooked in rural places and to comment on the reflection of this lived experience in contemporary approaches to rural studies.  相似文献

This article develops a situational approach to understanding urban public life and, in particular, the production of urban territories. Our aim is to examine the ways in which city space might be understood as comprising multiple, shifting, mobile and rhythmed territories. We argue that such territories are best understood through attending to their everyday production and negotiation, rather than handling territory as an a priori construct. We develop this argument from the particular case of the street‐level politics of homelessness and street care. The experience of street homelessness and the provision of care in the public spaces of the city is characterised by precarious territorial claims made and lost. We describe some of the ways in which care work with rough sleepers is itself precarious; ‘homeless’, in lacking a distinct setting in which it might get done. Indeed, outreach work takes place within and affirms homeless territories. The affirmation of territory is shown to be central to the relationship developed between the workers and their rough sleeping clients. We also show, however, the ways in which outreach workers operate on territory not their own, twice over. Outreach work is precarious in that it is practised within, and can run counter to, other territorial productions in which the experience of urban need and the work and politics of care are entangled. In sum, this article aims to move beyond static and binary understandings by developing a mobile and situational approach to city space which recognises the intensive yet overlooked work of territorial production.  相似文献

Our work with children whose rights have been violated, with their families devastated by family violence and where the majority have been left out of the sociocultural systems and experiencing serious economic and educational difficulties, has taken us to our professional limit. The solitary and individual work, in the dim light of the office, left us without tools. As therapists, we can say that it has been necessary to break with our own mental schemes and to take a leap into the territory, the terrain itself. The learned university theories were questioned, forcing us to include a more humanising and less judgmental look at the work. A psychology of the trench was born for us. This paper articulates a work process that required something more than specific training in our subject matter. It summoned us as human beings capable of hosting suffering. From this starting point, and with an open mind and heart to go through its stages, this process is presented as a journey with advances and setbacks in its intervention modalities, systematising programs in permanent construction. Systematising practices is not an easy task. Familias Cuidando (Caring Families) and Adoptar es Posible (To Adopt is Possible) are the developmental spaces of our trench practices, practices that aim to accompany children, adolescents, and their families through the system of promotion and comprehensive protection of their rights. From Vicente López, a district in the province of Buenos Aires, our psycho-socio-educational and legal approach tries to be a link within collaborative and supportive practices; establishing ties, networks, and dialogues to strengthen the new paradigm aiming to support listening to the voice of children and adolescents; rescuing their childhoods, resignifying the different family models, and accompanying the construction of a life project for each one, in which we all fit.  相似文献

This paper considers the responses made by the Education Welfare Service to school non-attendance, or truancy’ The historical development of the service is examined, along with Victorian discourse on schooling. This discourse provided the rationale for the introduction of compulsory schooling, and contributed to the pathologisation of truancy. The development of a ‘pathology of truancy’ over the past century has involved, firstly, the categorisation of truants, and secondly, the regulation of truants and their families. The dichotomy between ‘care’ and ‘control’ measures is central to an understanding of these two processes of categorisation and regulation. These processes are discussed with reference to the Education Welfare Service in a city in the North Midlands. The article concludes with an exploration of possible future developments within the national service, in the light of the Children Act 1989.  相似文献

Within studies of ageing, rurality and family relations, the prevalent “point of view” is based on the perspectives of adults, particularly older people themselves. However, taking seriously the reciprocal nature of kinship relations also challenges researchers to find ways to explore younger people's views and experiences of intergenerational ties. The study on which this paper is based addressed this challenge, by considering the dynamics of ageing in rural families through the lens of young people's experience. In the South Island of New Zealand, Area Schools serve families in rural regions specifically defined in terms of a catchment area based on distance from any other state school. This research study selected five (from 16) of these schools, and invited the classes of Year 7 and 8 students to take part in a classroom activity, led by the researcher with support from the class teacher. The activity involved a total of 98 young people (aged 11–13) in written completion of a survey which outlined their relationships and contacts with the people they know as grandparents, along with basic demographics of their own age, gender, family and household situation, and length of attendance at the school. From this survey, information was derived about 380 grandparents (of whom 73 were no longer alive), the nature and frequency of their contacts, and the types of activities they shared with these grandchildren. Around 40 percent of the students have daily or weekly contact with a grandparent, one third “regularly do things together”, and one fifth say they have “a special relationship” with a grandparent. By controlling the age group of the grandchild, and focussing on rural families, this study adds insights and detail to a growing body of research interest in understanding the roles and contributions made by grandparents to New Zealand families, in particular those in rural communities.  相似文献

Considerations of lay discourses of the rural - people's everyday interpretations of rural places and ideas of the rural - have become increasingly evident in some key articles addressing the theory and practice of academic rural studies. A major element of the retheorization of rural studies, which itself is set within the broader contexts of recent developments in social theory, considerations of lay discourses have concerned themselves with the nature and implications of everyday interpretations and constructions of the rural, and, in some cases, how academic discourses are complexly bound up with such processes. This paper sets out to review some of the key examples of how and why lay discourses are being used in academic approaches to the rural, and how some of these are also addressing the key question of the problematic relationship between lay and academic discourses. It then aims to develop these initiatives, firstly, by suggesting some clarification of what lay discourse is; how other discourses, particularly popular and professional, should be identified; and why close attention should be paid to how they link up. Secondly, drawing on qualitative case study material gathered from an academic incursion into lay discourses of a small village in south west England, it is suggested that the very different nature of lay discourses has not been fully appreciated, and this has led to only partial success in some academic attempts to assimilate them into new approaches to rural studies, particularly in the ongoing debate about definitions of the rural. It is shown that lay discourses of the rural, such as they are, can be expected to be both spatially and conceptually complex and incoherent to an extent that will make it difficult for them to be incorporated into established (modern) academic rural approaches and thus leads to conclusions that in part support Murdoch and Pratt's (1993) concept of the ‘post-rural’.  相似文献
