Planning authorities in Scotland are obliged to consult the public before finalising policies and proposals to be included in their development plans. Community councils are intended to operate as ‘the voice of a neighbourhood’ and this paper analyses an attempt by a regional planning authority to use community councils as a vehicle for consulting the public in the preparation of a structure plan for a rural area. The paper concludes that the attempt was unsuccessful because the community councils were not clear about the role they were expected to play; nor were they adequately prepared for their role. The authors believe, however, that the involvement of community councils has potential for promoting greater public participation in the preparation of development plans.  相似文献

The statutory function of local health councils in Scotland (and of community health councils in England and Wales) is to represent the interests of the public in the health service. This article, based on data from a four-year research project financed by the Scottish Office, examines official and participants' assumptions and claims about the legitimacy of health councils, as at present constituted, to carry out this function. Clarification of the basis of their legitimacy would assist, it is argued, in the resolution of a central dilemma: How are councils to represent the interests of the public? The conclusion is reached that inadequate thought was given to developing theoretically sustainable arrangements. Several interpretations of representation are admixed in the rationale for the present system and they cannot be aggregated to produce a coherent defence of it.  相似文献

This study examines boundary conflicts between urban and rural local authorities in Israel. It focuses on three basic questions: what are the reasons for urban-rural boundary conflicts?; do these reasons vary across time and space?; and, what are the underlying structural causes that shape these variations? The study is based on a quantitative and qualitative analysis of boundary conflicts involving Israeli rural regional councils between the 1960s and the early 1990s. It demonstrates that macro-societal structural processes are at the root of urban-rural boundary conflicts. Mounting pressures on regional councils have arisen from political, economic and ideological processes which have shaken the foundations of the councils and produced unprecedented pressures on their territory. Processes of counter-urbanization have played a substantial role, but have been deeply intertwined in a political-ideological context. These processes may either lead to: (1) further fragmentation and contraction of areas managed by rural local government; (2) transformation of rural local governments into entities of a new type; or (3) formation of new forms of urban-rural regional co-operation.  相似文献

Many studies have highlighted the phenomenon of rural decline in parts of the developed world, summarised as a loss in agricultural employment leading to a decline in the number and size of rural settlements. This study of small towns in part of Australia’s inland rural “heartland” employs the concepts of interactional rural community of place and rural resilience to identify how farmers perceive their interactions with their local town. This study suggests that robust levels of ongoing engagement between farmers and town communities are important in maintaining rural populations and services along with both a strong local economy and environment. Face-to-face interviews with 115 farmers in two rural regions of New South Wales, Australia, highlight the importance of the local economy and jobs, the quality of the local environment and a strong sense of belonging, in contributing to a strong sense of local community and potential for resilience.  相似文献

This qualitative study critically explores the barriers experienced by diverse rural community stakeholders in facilitating environments that enable age-friendly social participation. Twenty-six semi-structured interviews were conducted across two rural Australian communities with stakeholders from local government, health, social care, and community organizations. Findings identify that rural community stakeholders face significant difficulties in securing resources for groups and activities catering to older adults, which subsequently impacts their capacity to undertake outreach to older adults. However, in discussing these issues, questions were raised in relation to whose responsibility it is to provide resources for community groups and organizations providing social initiatives and whose responsibility it is to engage isolated seniors. These findings provide a much-needed critical perspective on current age-friendly research by acknowledging the responsibilities of various macro-level social structures—different community-level organizations, local government, and policy in fostering environments to enable participation of diverse rural older adults.  相似文献

This analysis examines the formation and development of a Jockey Club and an annual race carnival in a small country town in northern New South Wales, Australia, beginning in the mid-nineteenth century. These institutions are discussed in terms of their role in bestowing status and legitimacy upon the town of Grafton, as well as in terms of their importance in local political, social, and economic life. Comparisons are made to similar organizations in Britain and the United States. The seemingly disproportionate power and prestige associated with the Jockey Club is examined in terms of its broader role in establishing purpose and self-image to the rural community.  相似文献

The completion of the Single European Market, the availability to regions of EC assistance and the growing volume of EC legislation to be implemented at the local level have begun to lead to important changes in the roles and responsibilities of many U.K. local authorities. The power of sub-national government in most EC states is likely to be enhanced by the move towards a ‘Europe of the Regions’. However, there are constraints on British local authorities which may render them less able to respond to the challenges and opportunities presented by closer European integration than their counterparts in other parts of the Community. Authorities in rural areas face particular problems, not shared by metropolitan areas. However, some of the recent approaches which have been taken by rural authorities in the U.K. demonstrate ways of overcoming the difficulties they face in responding to Europeanisation. Similar strategies might usefully be adopted by other authorities which have not as yet been closely involved with EC initiatives and programmes.  相似文献

In North America and elsewhere it is frequently asserted that changes in rural society have led to an economic and social ‘decoupling’ of agriculture from the wider rural community. Casual analysis of contemporary media reporting and popular discourse would suggest that interactions between the two spheres are as often characterized by neglect or conflict as by complementarity and collaboration. However, scholarly interpretation of evolving relations between farming and the wider rural community, and whether these constitute a trend to relinking or decoupling, has remained elusive and problematic. This paper advocates for and articulates a case study approach to the analysis of ‘ambiguous interdependency’ at the local level. Specifically, it is argued that much can be learned from a comparative analysis of farm and town views of sector-specific development trajectories and of implications for agriculture–community linkages. Insights obtained from in-depth interviews with 68 farm and town residents of South Huron County, Ontario, suggest a strong tendency for farmers to undervalue their importance and influence within the local community, but also highlight certain consequences of ongoing agricultural change and recent municipal restructuring that point toward the continued reshaping of agricultural community linkages. The research suggests both points of convergence and divergence that may be valuable in understanding, and perhaps managing, future development at the local scale and beyond.  相似文献

Since 1979 the local state in Britain has experienced a period of considerable restructuring in which the power of elected local government has been severely diminished. As a new system of local governance, characterized by self-organising networks transcending the state, private and voluntary sectors, has emerged, so elected local government has had to re-imagine its role. This paper suggests that one strategy that has been adopted has been to re-position local councils as ‘pressure groups’, lobbying external actors on behalf of local interests. Furthermore, it is argued that in rural areas the restructuring of the local state has coincided with a wider social and economic restructuring and hence an intensified contesting of rurality. As such, it is argued that rural local government has become concerned not only with advocating local interests, but with advocating particular discourses of rurality. These assertions are discussed in the context of a case study concerning strategic planning for housing development in the district of Taunton Deane in Somerset.  相似文献

SUMMARY. This article is based on the results of the first stage of a study of the Children Act (day care and preschool education), and looks at how the Children Act 1989 has been put into practice with respect to services for children under eight, in rural local authorities in England and Wales. It considers the duties given by the Act to local authorities from a rural perspective, including providing a range of services for children in need, reviewing the services that are available for all young children, and setting standards for day care services provided by the voluntary and private sectors. It concludes that although the Act has helped to focus attention on the needs of children in rural areas, there is a danger that nothing will be done to meet them because of the principle of targeting resources on children who are most in need. Rural isolation was rarely specified as an indicator of need, and other criteria often had an urban bias which may work against the development of services in rural areas. The article also argues that there is a particular need to develop new models of service delivery and ways of providing training and support to early years workers which are appropriate for rural areas.  相似文献

In China, how does the proportion of local-born residents in a community shape the local identity of rural migrants who do not have the local hukou that would allow them to enjoy the local benefits and welfare provided by the government? Our findings show that despite their socially marginalized status, the migrants' level of local identity is strongly related to community composition. Our study is based on data collected recently in Guangzhou, a major city in southern China that has been a popular destination for rural migrants. We found that living in a community with a high percentage of local residents significantly improves the local identity of rural migrants. However, frequent social interaction with local residents mediates this relationship in a community where about half of the residents are local. We also found that the migrants' subjective perception of socioeconomic status positively mediates the relationship between the proportion of local residents in the community and the local identity of rural migrants.  相似文献

Despite increasing policy commitment by government to the inclusion of children with special educational needs in mainstream services, significant numbers of disabled children continue to be placed away from their family home and community in residential schools. Reliable statistical information on them is elusive and there has been a dearth of research on how placement decisions are made and what the experience of such placements for disabled children and their families is like. This article reports on the policies and practice of 21 education and social service authorities in England in this area, the patterns of residential placements and the apparent reasons for them. It also highlights points of concern in relation to the protection and promotion of the welfare of disabled children in residential schools, and the apparent lack of clarity on the part of local authorities with regard to their duties in this area. Children's services in England are undergoing a radical reorganisation. New arrangements for local authorities and statutory partners impact significantly on organisations in the voluntary and community sector that are encouraged to deliver more public services. Rural communities across Britain are witnessing local level social, political and economic developments within the broader context of a general contemporary restructuring of the countryside. Changes such as in-migration, a loss of young people in search of employment, a declining agricultural economy and the closure of public services act to question long-standing ideas of the countryside that encompass a lifestyle bound up with community and belonging. It seems then that the traditional community is disappearing in the face of modernity. However, this paper argues that the traditional community was held up as an important reference point in a north Wales market town when faced with social change. As a response to the issue of in-migration local people constructed their version of what can be termed an imagined traditional community. What is clear from the research is that even in a symbolic sense, this imaginary dimension of community was still a powerful determinant in shaping perceptions and motivating actions at the local level.  相似文献

Global and national developments have brought into question traditional ways of asserting identity, as it is argued that society becomes increasingly homogenised. At a local level, communities have responded to such change (global meets local) by asserting identity through processes that have a direct bearing on their everyday lives. In the context of a market town in rural North Wales, the conceptual value of rurality and a cultural identity embedded in the landscape is no longer the primary marker that it was once perceived to be. Concepts of ‘traditional community’ and local (Welsh) culture are believed to be under threat from the in-migration of people from other areas. Local people have responded to such a change by utilising categories of criminal, deviant or disordered behaviour as signifiers which may determine one's cultural belonging and identity. It is a response that cuts across the whole community, and young people are one group, where this response is evident in terms of disordered and deviant behaviour.  相似文献

This paper aims to develop a framework for approaching the negotiation of planning gains — private sector contributions towards public facilities — from the perspectives of both planning authorities and developers. Previous assessments of planning gain have located it within corporatist modes of intervention, which demands various assumptions about the relationship between planners and developers. A comparison of the arguments used to define the bounds of legitimate gain suggests an alternative model of competing professional cultures. A case study of proposals for new settlements in the countryside is used, in order that the specific way in which the rural local state tackles the issue of developer contributors may be assessed.  相似文献

Private motorization has accompanied unprecedented urbanization in China, as a matter of public policy. Planning at the provincial and city levels has supported the rapid build-up of the private car fleet in major cities through the development of regional and urban highway networks, higher capacity local streets and much higher standards for car parking in new developments. By contrast, urban planning until 1994 concentrated on the building of community and the support for a non-motorized lifestyle. Guangzhou experienced particularly rapid city-building during this period because it was at the centre of the market reforms launched in 1978. The communities that were built form a broad ring around the historic core of the city, constituting one of the most significant obstacles to government ambitions to maintain the recent growth rates in car ownership. Guangyuan and Jiangnanxi are examples of such middle-class, home-owning communities where daily life remains almost exclusively non-motorized. Self-organized groups in the community are increasingly vocal and active in their demands to enhance local environmental quality and restrict local motorization. Local municipal authorities, although increasingly active and autonomous, try to strike a balance between government objectives and local demands. The application of motorization illustrates the growing gap between high-level policy and grassroots urban planning in Guangzhou.  相似文献

ABSTRACT

This paper examines the decentralisation of decision-making processes in local government. Empirically, I analyse how Brazilian housing movements are included in participatory processes by examining the ways in which participatory models integrate social movements in spaces of decision-making. I argue that the rules and focus on incremental policy-making limits the participation of social movements. Findings suggests that unequal power structures at local councils, barriers to the participation of citizens, and the lack of transparency of government decisions all prevent social movements from having a more influential voice in decision-making. Although previous studies in Brazil examined the integration of citizens in government institutions, this paper contributes to the literature in two ways: firstly, it provides new evidence on the impact of decentralisation in local government. Secondly, by examining the attitudes of housing council members towards popular political participation, it provides new insights into the limits of decentralisation and participatory governance in contemporary Brazil.  相似文献

Between 1995 and 1998, most of British local government was reorganised, leading to the creation of more, generally smaller, local authorities. Although social services were then the direct responsibility of local government, the potential impact of reorganisation on social work departments and partner organisations was barely considered prior to reorganisation. This article explores the consequences of reorganisation for children's services provided by voluntary sector organisations in Scotland, England and Wales. Drawing on two separate but complementary studies, the paper reviews the impact on funding, boundary problems, changing structures and the fragmentation of local authorities. It concludes that although some advances may be stimulated in the medium term by reorganisation, the overall short‐term impact for projects and their users is likely to have been damaging.
