This article traces the development in Britain of research on information and communications in relation to trends in Sociology and this discipline's relations with Cultural Studies. It observes at the outset the seminal contribution of Daniel Bell's conception of Post-Industrial Society, characterizing it as blending theory with empirical observation while providing an account of the most consequential features of change. Sociology in the UK during the 1980s largely ignored macro-level analysis and focused on work and employment, took its starting point as opposition to the technological determinism associated with this first wave enthusiasm for the 'microelectronics revolution', and produced localized and textured studies. Manuel Castells' conception of the Network Society, while distinctive, signalled a return to the scale and scope offered by Bell, notably in being a macro analysis that combined theory and empirical evidence. Castells' contribution coincided with a second wave of technological enthusiasm associated especially with the Internet. Alongside this Sociology in Britain has experienced the rise of Cultural Studies, a field that has competed for important parts of what might have been considered Sociology's terrain. Indeed, Cultural Studies has outpaced Sociology in response to recent changes in the information domain. Its emergence expressed little concern with technological determinism, embracing 'virtuality' and being more open to the exploration of expanding culture. Nonetheless, Cultural Studies remains methodologically flawed while, like so much sociological research on ICTs and information, seemingly incapable of combining theory and empirical evidence that identify and explain the major contours of change.  相似文献

This article interweaves the ideas of sustainable development, sustainable societies, and the power of advanced information technologies toward developing recommendations for social science research on information technology in society. Worldwide concern has arisen over the potentially catastrophic consequences of global climate and environmental change. As a result, sustainable development (i.e., the simultaneous protection of both the global environment and the global economy) is receiving considerable attention. Necessary for achieving sustainable development are sustainable societies, which are capable of designing, implementing, managing and evaluating long-term environmental programs. This article presents ten characteristics that describe sustainable societies and discusses how information technologies, from wireless personal digital assistants to intelligent agents to multi-media database systems, could support the evolution of sustainable societies. Topics for social science research related to designing and ameliorating the negative consequences of eight hypothetical computer-based systems are presented. Bruce E. Tonn is leader of the policy systems analysis group at Oak Ridge National Laboratory and co-principal investigator of the National Center for Environmental Decision-making Research. His research interests include environmental and energy policy, computers in society, decision making, and futures studies. He is past president of the Social Science Computing Association. This paper examines information networks on social media to draw conclusions about influence relationships among members of the mass media. The project considers social networks and information patterns using Twitter data, first at the newspaper level and second at the journalist level. Using a computational approach, we look for evidence of elite-directed information flows, as well as exploring whether we find evidence of an increase in the democratization of newsmaking. This study finds that elite voices continue to dominate information networks in the digital age; however, it also finds evidence that information can move expeditiously from journalists in local and regional outlets to elite ones, and vice versa. We move further to explore the content of tweets among the journalist network, finding that there are substantial, direct interactions among elite and regional and local journalists. Our results taken together uncover new network patterns and provide a novel insight on the role of information technologies in newsmaking in the digital age.  相似文献

The term “information” has become a universal and omnipresent keyword in almost all areas of our modern world—be it in science or society in general. This is not only obvious from the naming of whole scientific branches like Information Theory, Information Science or Informatics but even more from common speaking—characterising our present time and society as information age viz. information society. However, what “information” might mean, is by no means clear and there is a wide range of interpretations covering, among others, its technical, communicational, educational, mental, and scientific aspects. But is the use of the same term justified when adopted in Biology, Physics, Archaeology, Law, Communication Technology, and Informatics (to list just a few of the involved scientific branches) or do its different uses at least have some common characteristics—some sort of common denominator? Is information natural, e.g. manifesting itself as a material phenomenon residing in organisms, stars, atoms, or genes, or is it just a cultural product of human communication, thinking, and interpretation? In this article, we try to clarify some of the most important interpretations, discuss and contrast them with the Informatics point of view. Interpretations range from taking information as material, transferable signals (following Shannon’s Information Theory or the genetic approaches), treating it as a sign (following a semiotic approach), as a commercial product (now common in Web-based Information Business) to considering it a pure mental phenomenon bound to humans or human-like individuals or even to groups and societies. Based on these interpretations, we shall throw a critical glance on current trends in human science and society—focusing on the now popular concept of “information society”—and then derive some theses and guidelines for further research escorting the growth and dispersal of information technology. As it will turn out, an information society which defines itself through the number of computers, internet connections and network links is based on a very narrow, techno-centric concept of information. However, a reflection on the educational and cultural aspects of information might lead to a better-qualified society consisting of responsible and critical citizens.  相似文献

Pundits of information technology stress that the Internet opens new arenas for nonprofits through the ability to share information both locally and globally. New technology also changes funders' and other evaluators' expectations regarding proposals. Although new technology makes life easier for organizations with budgets, time, and familiarity with technology to buy and use these new tools, nonprofits that lack these resources fall even further behind in their quest to support and improve their programs. Based on ethnographic research in Kenosha, Wisconsin, this article explores the role of changing technology in the ability of small nonprofits to succeed in implementing their organizational mission. Using case studies, this article compares the experience of nonprofits and church mission projects based in the African American and Latino communities in this small city to that of two mainstream organizations in gaining funding and the general perception of those agencies in the local community. The article argues that expectations about the use of technology increase the gaps between a community's haves and have‐nots. Kenosha organizations based in communities of color are particularly at risk due to already low funding and lack of staff familiar with new technologies. The article demonstrates that the key is often not access to technology or technical assistance but the time to make the best use of available technology.  相似文献

This paper explores popular attitudes toward the Internet (and computer-mediated communication more generally) by mapping some of the more threatening, transgressive and 'monstrous' images associated with cyberspace. An account of risk consciousness is developed in three parts: (1) comparisons with earlier information technologies reveals similarities and differences with regard to public attitudes toward cyberspace and its risks; (2) the development of a model of contemporary teratological space derived from images of boundary-dissolving threats, intrusive alterities and existential ambivalences created by the erosion of binary distinctions and hierarchies; and (3) possible historical and sociological explanations of cyberpanic drawing on recent theorizations of globalization (capitalism/information society theory, risk society theory, reflexive modernization theory, and alterity theory).  相似文献

Conclusion Information technology leaders recognize that the greatest impediments to success are often people related rather than information, technology, and systems related (Roepke et al., 2000). Obviously, the human component is a central concern when organizations introduce technology to the performance-management process. After all, combining people and technology successfully is critically important to firms. While the potential for accelerating positive HRM outcomes through various technology applications clearly exists, implementation that fails to consider trust, fairness, system factors, objectivity, personality, or computer literacy and training (among other concepts) has negative implications for an organization’s distinct and inimitable human component. Possible gains in efficiency, objectivity, or accuracy that a high technology approach to performance management produces could turn out to be costly for firms if they bring about user dissatisfaction leading to diminished job attitudes, poor performance, or increased turnover.  相似文献

Extreme processes of social and cultural acceleration lie at the heart of the information age but social theory, for the most part, continues to be a slow and patient affair. In view of this, this paper asks how such theory is to respond to the speed-up of social life and culture. Should it attempt to keep pace with a world that is changing faster than ever? Or is the strength of theory that it is a slow, detached and reflective form that lies outside the accelerated logic of contemporary capitalist culture? In an attempt to address such questions, this paper considers two main alternatives: first, that theory should follow the speed-up of the world by technologizing itself (as argued by Scott Lash and Peter Lunenfeld), and second, and seemingly contrary to this, that in times of cultural speed-up theory should either call for social and cultural slow-down (Marshall McLuhan, Paul Virilio), slow down itself (Jean Baudrillard), or perhaps both. In considering these alternatives, media theory (associated with the above figures) is used as a resource for questioning the focus and form of social theory today.  相似文献

A well-known and respected attempt to theorize interdependence in the field of international relations is complex interdependence. In Power and Interdependence , Robert O. Keohane and Joseph S. Nye, Jr define interdependence as reciprocal effects among actors resulting from 'international transactions - flows of money, goods, people and messages across international boundaries'. Though much research has been done on the effects of interdependence on the first three, the flows of messages have been studied less often. Keohane and Nye addressed the issue in a 1998 article in Foreign Affairs , discussing changes in the global environment resulting from the information age which have had an impact on their ideas. This article proposes to go deeper into complex interdependence. The world is becoming increasingly 'information interdependent' and this essay is an attempt to apply the assumptions and concepts presented in complex interdependence to the information age. In the final analysis, complex interdependence complements research from the field of communications, that information flows should be understood as underlying mechanisms and processes that facilitate contextual understanding of issues. It maintains the integrity of the assumptions of complex interdependence, while adding an understanding of the nature of information and information flows.  相似文献

The aim of this article is to introduce the concept of infomedia literacy, which refers to the ability to process critically all kinds of written information, sound, images, graphics and values transmitted by the new technology. This article argues that when information technology merges with communication technology, there is a need for a new form of literacy. The article is divided into two parts. The first part uses empirical data from Hong Kong to illustrate the necessity of providing infomedia literacy training to young people in schools. Adopting the perspective of socially constructed technology, the second part attempts to conceptualize infomedia literacy and define its rationales, aims, scope, key components and characteristics. A socially participatory approach of infomedia education is proposed. It is suggested that infomedia literacy as a life skill in the new information age has several components: (1) an understanding of the nature and functions of infomedia and critical awareness of their impact on individuals and society; (2) the skill of critical analysis of information transmitted through infomedia technology; (3) the skill of efficient search and selection of information; (4) knowledge to use infomedia technology for self-expression; (5) aesthetic appreciation; and (6) social participation by influencing the development of infomedia technology.  相似文献

This study identifies new pedagogical techniques used in teaching public relations. A case study method was carried out among three groups of the mass communication-graduating seniors at Ain Shams University School of Women. The research findings showed that students look for more practical course work rather than theoretical knowledge. Furthermore, it was found that the most suitable technique for teaching public relations is the use of workshops and internships programs at media corporations. Evidently, public relations education is much more affected with gaining computer skills and good command of the English language.  相似文献

Challenges to traditional public sector approaches to urban government have had an impact on various aspects of governance and management, including political arrangements, decision making processes, ways of ensuring accountability, the allocation of roles and responsibilities between public sector agencies and other potential service providers and between different levels of government, and the mobilisation and allocation of financial resources for urban development. These are discussed, drawing in particular on recent research on urban poverty and governance in ten cities in the South. The changing approaches to urban government and management have been accompanied by attempts to define criteria by which urban governance arrangements and performance can be assessed, which are summarised and critically evaluated. Finally, the potential value of a particular set of tools (GIS) for emerging approaches to urban governance is assessed. Their potential for improving the information available to all governance actors is recognised. However, because of their cost and technological and managerial demands, as well as the limited effectiveness of spatial planning and inequalities in access to information, plans for their use must be financially, institutionally and politically realistic.  相似文献

This article develops an institutional spatial theory of presidentialappointments to administrative agencies that falls within thespirit of a recent line of theoretical research toward an institutionaltheory of the presidency. We show that when bureaucrats implementpolicy that results from negotiation with constituents, theally principle—appointing political allies—holdsonly as a knife-edge condition. Presidents are better servedby appointing administrators whose preferences partially offsetthe influence of organized interests. The incentives describedhave implications for the selection of a whole range of bureaucraticpersonnel at various levels, generating significant implicationsfor the study of public management on issues such as personneladministration, representative bureaucracy, and the devolutionof administrative authority.  相似文献

In this article, we explore ways to advance public relations approaches to nation building by drawing insights from stateless nations and by deploying two sets of theories uncommon in the field: the information society and noopolitik. The theoretical discussion is grounded in a study of Catalonia and we conclude by arguing for a shift of emphasis from nation-state governments to governance for both public and private actors.  相似文献
