Summary This paper traces the theory and practice of group living inhomes for the elderly in the literature and in the field. Itreviews the current state of research and calls for more workon the comparative evaluation of outcomes. It describes andpresents the results from a longitudinal study of matched samplesof residents in group homes and traditional homes which assessedthe relative changes in their personal functioning over time.The findings suggest that group living arrangements have beenoversold—in so far as they promise more than they deliver.  相似文献

Summary This paper presents the findings of a major follow-up studyof independent living schemes (ILSs) for people with mentalhealth problems and people with learning difficulties. The surveywas undertaken in four local authority areas and covered 171schemes accommodating 481 residents. Information was gatheredon the characteristics of the schemes and their occupants, withparticular reference to the suitability of the ILSs in meetingresidents' needs. It was found that mixed-sex ILSs and ILSsrun by voluntary bodies in cooperation with statutory agencieshad higher than average success rates.  相似文献

Summary This paper presents some of the findings from the Kirklees RelocationProject, an evaluation of a local community care programme forpeople leaving long-stay mental handicap hospitals and socialservices hostels. It concentrates on the views of movers interviewedbefore and after the move using an innovative ‘visualgame’ technique. Argumentsfrom the professional literature both in favour of and againstparental participation were presented. Overall social workerswere found to be largely supportive of parental participationalthough aware of the potential problems. Other professionalgroups involved in case conferences were perceived as beingless enthusiastic about parental participation. Summary Child protection guidance at a national level has predominantlyfocused on the investigation and assessment of child abuse andneglect. Post-registration practice has received little attention,resulting in a variety of local responses. This paper describesthe findings from a national study designed to identify theimpact of the lack of national guidance on local post-registrationframeworks for practice. Data collected indicate that very fewArea Child Protection Committees (ACPCs) have developed policies,procedures or practice guidance which would provide a structurefor post-registration practice. This position is aggravatedfurther as individual professionals are confused about theirown roles and responsibilities and those of colleagues. We considerthe impact of these findings on practice and conclude by suggestinga macro level framework that can be utilized by ACPCs who wishto develop practice in this area.  相似文献

Summary Parents with learning difficulties form an underserved needsgroup whose numbers are steadily increasing and are likely tocontinue to do so as a result of deinstitutionalization, communitycare and the acceptance of ‘ordinary life’ principlesas a basis for service provision. This article reviews the researchliterature on parenting by people with learning difficultiesin order to draw out the lessons for practitioners and to assistthem in developing a clearer view of their aims and approachwhen working with these families. Case vignettes from an ongoingstudy of mothers and fathers with learning difficulties areused to illustrate the common themes. The authors conclude thatservice providers still have much to learn about how best theycan secure and uphold the citizenship rights of these parentsas well as protect the welfare of their children.  相似文献

Summary The following is a discussion paper prepared for a researchteam engaged in a project funded by the Joseph Rowntree MemorialTrust. The problems it sought to address concerned how the teamcould derive a clear statement of clients rights from broadformulations of professional values, and the extent to whichresearch can measure the realization of these rights in socialwork practice. It was found in the research that the practical wisdom (commonsense) of social workers is frequently assumed to be based onprofessionally agreed values, and that—in the pressuresof daily work —values are seldom articulated in ways whichchallenge the procedures and solutions dictated by common sense.Thus, an initial purpose in preparing the paper was to commenton ways in which matters concerned with values become obscuredin practice, and to find ways of linking together values. rightsand practice more strongly. Welfare rights take-up activityhas become an important feature of provision by local authoritysocial services departments, frequently targeted on particulargroups of clients known to experience problems in claiming fullbenefit entitlement. Users of home care services are such aclient group. Take-up work with home care clients is also, however,a product of the impact of community care policy changes andof financial pressures on local authority social services. Thesehave resulted in the introduction of charges for home care servicesby many authorities, and the use of rebates from such chargesto protect low income service users. Welfare rights work hasthus become an important feature of the reconciliation of thesenew charging policies with the continued service needs of poorhome care clients. The research examined a successful take-upinitiative, linked to home care charges, in Sheffield and contrastedthis with similar activities in other authorities throughoutthe UK. The conclusion is reached that levels of non-take-upof social security benefits are particularly low amongst homecare clients and that benefit checks can secure significantadditional income for them, which may also have the indirecteffect of increasing the income to social services departmentsfrom the charges for home care services.  相似文献

Summary In 1973 four probation day training centres were set up in Liverpool,London, Sheffield and Pontypridd as part of an experimentalproject which focused on providing a community based trainingprogramme for offenders who would otherwise have been imprisoned.The experiment, which lasted from 1973 to 1981, has never beenproperly evaluated. This paper, whilst not purporting to fillthat gap, is an attempt to critically review its significancewithin the context of the criminal justice system from botha policy and practice perspective. It further reflects on thereasons for the formulation of the training centre model asa community based semi-institution. It examines its originalpurposes of diverting offenders from custody and helping them,against the charge that they not only failed to achieve thosepurposes but had the unintended consequence of drawing inappropriatepeople into a burgeoning network of state control. Throughoutthe paper a distinction is drawn between the day training centresand the numerous day centres that were established in the probationservice during the late 1970s and the 1980s.  相似文献

Summary This article presents the findings from a major survey of staffattitudes and caring practices in homes for the elderly in Fife.The survey was carried out in the wake of the Wagner Reportto examine the diffusion of good practice ideas among residentialstaff and to see how far these ideas are reflected in actualcaring routines. The study points to the existence of a ‘coolingeffect’ whereby adherence to good practice lessens thecloser one gets to operational reality. E-mail: g.j.robinson{at}sheffield.ac.uk Summary ‘Technicality’ is a theoretical construct which,in the context of professional practice, refers to those aspectsof the work which can be prescribed, ‘programmed’or subject to routine practices. This paper considers the purportedrise of technicality in probation practice, with particularreference to the relationship between increasing technicalityand perceptions of ‘professionalism’. The paperpresents a case study of one ‘technical’ initiativein the probation context: namely, a structured risk/needs assessmentinstrument. The case study examined the implementation of thisinstrument in two area probation services, with a view to establishingits impact both on the exercise of professional judgement (‘indeterminacy’),and on perceptions of professionalism among users and theirmanagers. On the basis of the case study it is argued that,contrary to many recent commentaries, neither significant reductionsin indeterminacy nor an inevitable process of deprofessionalizationcan be automatically ‘read off’ from attempts tointroduce greater structure and/or standardization to socialwork and probation practice. The tentative conclusion of thispaper is that the professional future lies not in a wholesalerejection of technicality, but rather in achieving a positive,workable balance between technical and indeterminate aspectsof practice.  相似文献

Summary The article explores the condition of state social work in Englandtoday. It is based on interviews with experienced social workersemployed by local authority social services departments acrossthe north of England. These front line state social workersprovide a penetrating insight into the diverse ways in whichtheir work has been transformed and degraded and the mannerin which the needs of clients have been largely ignored. Fromtheir perspective, the election of a Labour government in 1997proved to be a massive disappointment and many social workersreported that it has further undermined state social work practice,workers and clients. The paper seeks to offer an explanationby noting the neo-liberalism of Labour's social policy and thedire consequences which flow from New Labour's fixation withwaged work as the principal solution to social exclusion andpoverty. Above all, it seeks to provide an opportunity for theviews of front-line state social workers to be heard.  相似文献

Summary Some aspects of the triangular relationship between the state,the university and social work are explored. Is it appropriatefor social work to be taught in a university? What are the implicationsof the fact that well over 90% of social workers are employedby the state? And what above all, is the nature of the relationshipbetween critical analysis as the corner-stone of scholarshipand the need to prepare the social work student to functioneffectively in the real world? It is argued that the respectiveattitudes of higher education and government towards socialwork are influenced by the nature of social work's relationshipwith sociology, but that this in turn has not been fruitfulfor practice development.  相似文献

Summary Using a natural history model, this paper attempts to understandand explain why the problem of child abuse was recognized inBritain when it was and in the manner in which it was. It tracesits development from the initial discovery in America. Particularemphasis is given to the work of the NSPCC battered child researchunit, Sir Keith Joseph, the Tunbridge Wells Study Group andthe media in contributing to the social reaction to the caseof Maria Colwell, which established non-accidental injury asa major social problem in Britain. Summary The recommended knowledge base of social work is seen to bewide-ranging on the one hand, and subject to divides and tensionson the other. This state of affairs is reviewed briefly. Anargument is then developed which maintains that only certaintypes of activity within the considerable range often identifiedas social work, offer a clear suggestion that the job whichis being described is that of social work. These various activitiesand practices appeal to different kinds of theory and knowledge.As the knowledge base and practical possibilities of the jobhave become increasingly elaborate and extensive, an argumentwhich recommends that social workers recover a simplier notionof what they are about also entails the idea that social workis a job which is seen to have necessary and definite limitsto its practice and theory.  相似文献

Summary Doubts raised by research evaluation of traditional caseworkhave been increased by the perception by radical social workersthat some clients' difficulties derive from their involvementwith state machinery rather than personal capacity or circumstances,and that many can be helped by working collectively with othersin their community rather than striving alone in a dependentrelationship with a caseworker. Radical aspirations, however,assume that all clients have the capacity to overcome theirdifficulties and that none are so damaged as to be able realisticallybarely to cope with them. The radicals' doubts about the usefulnessof individual support and emphasis on collective self help raisethe danger of neglecting those who are unable to participateeffectively and gain from such efforts.  相似文献

E-mail: J.Harris{at}warwick.ac.uk Summary Marshall's formulation of ‘social citizenship’ embodieda depoliticized understanding of what was seen as a given, progressiveand irreversible stage of societal development, which encompassedthe provision of state social work. A consequence of this approachwas the failure to situate social citizenship in a specificpolitical and policy context; in Marshall's case, the post-warBritish social democratic welfare state. Within this, a morecentral position was secured for state social work, throughits unification and incorporation into bureau-professional regimeswhich were made responsible for responding to citizens' socialneeds as clients of the state. The New Right's attack on theinstitutionalization of social citizenship in bureau-professionalregimes included the accusation that state social work had infringedservice users' rights and produced a passive, dependent clientele.The New Right's alternative formulation of the ‘consumer-citizen’led to the development of a new political consensus on socialcitizenship. Beginning from an acceptance of this consensus,procedural rights are seen as one way of extending social citizenshipin state social work and as a precursor to the possibility ofwider participation by service users in its provision.  相似文献
