Comprehensive medical and mental health evaluations of children in foster care are recommended within 30 days of entering care. What constitutes a comprehensive evaluation has yet to be established. This study examines the need to include educational assessment as a component of the comprehensive evaluation. Rates of achievement and language problems for Arkansas school-age children are compared with rates of medical and psychiatric disorders to assess the relative need for including educational assessment.  相似文献

Technology continues to challenge the public relations practitioner to find ways to inform key constituents. The new technology has given rise to the “new journalism” that includes a declining traditional media and exploding internet media filled with websites and bloggers. The question posed by this research asks: Does the public relations practitioner inherit the same protection offered by “qualified privilege” that is most often associated with the traditional “press” or “reporter?” The research lays a foundation with an examination of defamation and the defense of qualified privilege. The research concludes that if information gathered by the public relations practitioner meets the “intent” and “content” tests, the information qualifies as news. Passing the “news” test, the defense of “qualified privilege” also attaches to the public relations practitioner.  相似文献

The 1988 and 1991 Criminal Justice Acts have transformed the law and procedure governing the appearance of children as witnesses in criminal trials. Traditional legal constraints such as the competency test, the requirement of corroboration, the special warning to the jury and the hearsay rule have all been abolished or extensively qualified. In addition, the 1988 Act introduced a major procedural change in the form of the video-link which was designed to make it easier for children to give their evidence. A survey of existing research confirms that children do find the giving of evidence in open court stressful and that the experience may have long-term adverse consequences. A study for the Home Office indicated widespread acceptance of the use of the video-link among courtroom personnel and observational data confirm its effectiveness in empowering children's testimony. The 1991 Act allows pre-recorded video-taped interviews to be admitted as evidence in criminal cases but retains live cross-examination via the link. The legal requirements of such interviews will place heavy demands on interdisciplinary cooperation in training and the establishment of good practice. The impact of this novel scheme on child witnesses and the court deserves rigorous evaluation.  相似文献

Compulsive gambling is a psychiatric disorder — an addiction to gambling in which the substance abused is money. When legal access to money is no longer available, compulsive gamblers will often resort to illegal activities in order to obtain funds with which to support their addiction.Attorneys and judges typically have only minimal training in understanding mental disorders. Few can distinguish between types of gamblers or types of mental disorders. Most often they are unaware of treatment options. Thus the role of the expert witness in compulsive gambling cases becomes multidimensional. The expert witness must not only diagnose the defendant, but often finds it necessary to educate the attorneys, probation officer and judge involved in a criminal action. In order to best serve the client, the expert witness must have a wide range of knowledge and experience: the expert witness must be able to evaluate the defendant, must know the illness, understand the legal and judicial systems, be aware of attitudes of the community, consider options within the correctional system, and know treatment alternatives.Dr. Lorenz is the Director of the Forensic Center for Compulsive Gambling, located at 651 Washington Boulevard, Baltimore, Maryland, 21230. The Framework for the Assessment of Children in Need was introduced by the Department of Health (England and Wales) in 2000. Offering guidance to social workers in child and family settings, it came as a watershed in three main ways. First, it emphasized the connection between child poverty and developmental delay. Second, it advocated a systemic approach to child welfare by drawing on a number of related theories, including Bronfenbrenner's (1979) model of human development. Third, it overturned a restricted preoccupation with child abuse that had dominated much of child and family social work in the past. These developments aside, the systemic basis of the framework is problematic because it fails to explain how power operates within society. Without this understanding, social workers will not be in a position to tackle the inequalities which the framework rightly targets. This paper seeks to remedy these deficits by drawing on the critical systems theory of Jürgen Habermas.  相似文献

Needs assessments require staff with the necessary expertise to design the study, collect the data, analyze the data, and present results. They require money, time, and persistence, because the people one wishes to assess often are difficult to access. This article argues for the centrality of a well-done needs assessment when developing services for LGBTQ youth. Needs assessment methodology and adjunctive uses of the needs assessment data also are discussed. The authors present a needs assessment of LGBTQ youth living in out-of-home care in San Diego, California, as an example of the purpose, practicality, and power of a comprehensive needs assessment. The needs assessment identified several issues, as well as additional data supporting the project's necessity. The data also identified the most significant obstacles youth face in accessing housing and supportive services. Through the data collection process, non-LGBT housing providers better understood their need for additional training, and housing and city leadership communities obtained and spread knowledge of the project.  相似文献

This article describes findings from a series of focus groups conducted with formal kinship caregivers in Maryland. The findings reveal that kinship caregivers are committed to providing safety and stability for the children placed with them. The findings also suggest that caregiving can be a significant adjustment for many kinship caregivers and that expanded support services are needed to enhance their relationship with the child welfare agency.  相似文献

While some scholars have recognized the importance of child care to families in the United States (Kamerman, 2001; Waldfogel, 1998), child care has not been viewed as a core social policy concern in the United States. In this article, we provide an overview of child care needs in the U.S. followed by an analysis of three major federal programs that shape U.S. child care policy. The first, the Child Care Development Fund (CCDF), provides financial child care supplements to low-income parents to enable them to engage in paid labor. The second policy, The Family Medical Leave Act (FMLA), is technically a universally applicable policy enabling people to care for a family member in need, including all parents who choose to spend a few weeks of unpaid leave with a newborn child. The third is the U.S. tax policy, including child care exemptions, deductions and credits. We suggest that, though all of these policies exist to help families care for children, they fail the children and families that they are purportedly designed to help. We then discuss the crucial role that professionals who work with families and children can play in shaping U.S. child care policies.  相似文献

Objective

This article describes empirical results on how practitioners understand the concept of child-centered approach and how it is applied in practice, extending knowledge of the unresearched phenomena in Estonian child protection practice.

Method

A small-scale study included twenty child protection workers from different regions in Estonia, exploring the child-centered approach in assessment practices through in-depth semi-structured interviews.

Results

Results indicate that child-centered approach in the child protection workers' practice is characterized, firstly, by doing work for the child, and less by working with the child, including the fact that some practitioners are somewhat unclear about the meaning of child-centered principle. Majority of the participants underscored the importance of child involvement and partnership in the decision-making process, nevertheless, their case reflections showed that most of them did not include the child in the assessment.

Conclusions and implication for practice

Findings highlight several challenges in Estonian child protection system and suggest a need to find ways to support child protection workers' competence and confidence to conduct comprehensive assessments based on the child-centered approach, including the child in the assessment process.  相似文献

Mumbling is a defense mechanism that is evidenced in therapy as resistance. Although mumbling is frustrating and annoying at times, it may be a helpful clue to some of the client's most anxiety-provoking thoughts or feelings. If the therapist can note the timing of the mumbling or the tone that accompanies it, these may be the first steps in focusing on the client's most resisted areas in therapy.  相似文献
