Abstract Food safety governance is shaped by social relationships among the state, the industry, and the public in the food system in a given country. This paper examines the contestation among actors in New Zealand's red meat chain over the implementation of the Animal Product Act of 1999 (APA), which became a cornerstone in the reform of food safety governance. The discussion focuses on the APA's impact on three types of social relations in the red meat chain, those between: (a) the state and the industry; (b) consumers and citizens; and (c) New Zealand and “offshore.” This paper argues that food safety governance is an important element of the moral economy in a given country and poses both policy and ethical challenges in balancing conflicting needs between the global and local agrofood systems.  相似文献

We are struck by a curious paradox: the flourishing discourse on migrant entrepreneurship is replete with references to the regulatory environment; yet the precise ways in which regulations exert influence is rarely spelt out. This task is all the more urgent because policymakers are alighting on the fact that migrants often turn to self-employment to make their way in destination societies. Yet, the extent to which regulations – comprising laws and governmental and non-governmental policy measures and practices – is poorly understood. This special section aims at filling this gap by adopting a theoretically informed analytical perspective to understand the role of regulation in migrant entrepreneurship. Articles in this special section analyse the nature of laws, policies and practices, the factors of success/failure of these, the role of governmental and non-governmental actors, and the effect of different welfare regimes and governance conditions.  相似文献

This article seeks to understand an understudied phenomenon: governmental players joining forces with non-governmental players in contentious actions against policies they want to prevent or redress. This behaviour, which we call ‘governmental activism’, problematizes important assumptions in the social movement literature on state–SMO dichotomies and on seeing ‘the state’ as a homogeneous and unified actor that solely provides the context for SMO activities. Governmental activism also problematizes assumptions on cooperation and ‘new’ modes of coordination in the governance literature. To understand governmental activism, we build on the strategic interaction perspective from social movement studies and on third-phase institutionalism from political science. In our analysis, we show the particulars of governmental activism. Our arguments are illustrated by empirical material on a case of municipal amalgamation in the Netherlands.  相似文献

There is no international regime to comprehensively govern transnational migration in all of its facets. But scholars and policymakers acknowledge and study the existence of the global governance of migration. Though most have focused on disaggregating the global governance of migration into its separate regimes (refugees, labour, travel, etc.), I argue here that much of this architecture addresses the phenomenon of mixed migration. I define the global governance of mixed migration as involving a range of legal regimes impinging on actors simultaneously; shared understandings about the nature of mixed migration, including motivations and drivers; and the existence of different bilateral, regional and global arrangements for addressing the phenomenon. I critically review the interdisciplinary research agenda on the global governance of mixed migration, covering its emergence over the last twenty years, its broad empirical and conceptual dimensions, the major debates and promising directions for future research.  相似文献

How do takeovers affect workers?? wages and job security in the short-run? What role does the labor union play in mitigating these effects? I answer these two questions by analyzing wage and employment outcomes of over 4,000 public firms that were acquired between 1981 and 2002, using establishment-level data from the U.S. Census Bureau. I find that target establishments exhibit a net contraction in wages and employment, relative to comparable establishments after takeovers. Targets?? establishments in more unionized industries experience worse wage and employment outcomes after takeovers. These adverse effects are exacerbated when the establishment is located in a state with Right-to-work laws where unions face a less favorable bargaining environment. These findings indicate that target firms?? employees are negatively affected by takeovers and that their labor unions do not mitigate these negative effects.  相似文献

Drawing on ethnographic data, this article explores migrant women’s relationships and encounters with the state in South Africa’s largest city, Johannesburg. Focusing on the experiences of people in this marginal location, the article re-examines the notion of ‘urban governance’, which is often understood as the realm of formal urban institutions in which the state asserts its authority and regulatory powers. Through the everyday lives of migrant women we see that local urban practices are not simply shaped by the formalism of state rules and regulations, or their informal illegal counterparts. The way migrant women navigate the city, trade on the streets, and interact with the state and other urban actors illustrates that governance is co-constructed by a multitude of regimes, legal and illegal, visible and invisible. Indeed, women’s lives collapse the dichotomy of the official and unofficial, governed and ungoverned city, in ways that allow us to rethink how we conceptualise the city.  相似文献

This Special Report/Issue Brief examines the universe of state and local retirement plans. It describes how these plans have developed and continue to evolve in a number of areas, including plan features, regulatory framework, governance, and asset management. While these retirement programs differ in many respects from private-sector plans, the disparity in some areas has narrowed. This report also includes a discussion of trends and the underlying forces for change. Public-sector retirement programs provide an important source of pension coverage in the United States, and are a significant part of the total retirement market: Combined public-sector retirement assets (state, local, and federal governments) comprised 29 percent of the $11.2 trillion U.S. retirement market in 1998. State and local plans are dominant in the public-sector retirement market, holding $2.7 trillion in assets, compared with $696 billion held by federal plans (both military and civilian). More than 16 million individuals are employed by state and local jurisdictions in the United States. State and local retirement plans share certain common features because of the environment in which they operate. Legal statutes, governance, and tradition all play a role in defining what is sometimes referred to as a "public-sector culture." Despite common features, there is considerable diversity among public-sector retirement plans. To attract and retain a skilled work force, public-sector employers have increased their use of defined contribution (DC) plans to supplement defined benefit (DB) plans (or, to a lesser extent, replace or serve as an alternative to them) and improve cost-of-living adjustments. At the same time, a combined federal-state regulatory framework has encouraged certain plan design features, unavailable in the private sector, which include multiple tiers for successive generations of employees in a single plan and different strategies to increase portability. State and local retirement plans reflect an increasing role by the federal government in pension system design and operation, which has led to greater complexity in such areas as Social Security participation and deferred compensation arrangements. Complexity can be expected to increase with the recent passage of P.L. 107-16, the Economic Growth and Tax Relief Reconciliation Act of 2001. The latest full-year data included in this report are for 1999 and in some cases 2000. After this report went to press, the Federal Reserve issued significantly revised quarterly data for state, local, and federal retirement plan assets, which were not incorporated in this Issue Brief.  相似文献

Over the last 15 years dedicated markets for halal meat have emerged in a number of European countries. While ethnic stores still constitute the major retail outlet for halal meat in most countries, ‘halal’ labelled meat and meat products are increasingly available in supermarkets and fast food restaurants. Market expansion has also facilitated the rise of new certification bodies, each with their own marketing strategies and interpretations of what constitutes authentic ‘halal’, who question the reliability of certification policies that allow the practice of stunning before slaughter.  相似文献

Civil society strengthening programs aim to foster democratic governance by supporting civil society organization (CSO) engagement in advocacy. However, critics claim that these programs foster apolitical and professional organizations that have weak political effects because they do not mobilize citizen participation. This literature focuses on how donor programs lead to low legitimacy of CSOs with citizens, limiting the means to develop agency toward the state. Here I investigate the influence of CSO legitimacy with donors and citizens on civic agency. Empirical research was conducted in Bosnia–Herzegovina on CSOs considered legitimate by donors, citizens, and both. I found that different forms of legitimacy were associated with different strategies and agency. CSOs with both forms of legitimacy, which have not received much attention until now, turned out to be of particular interest. These CSOs demonstrated agency as intermediaries between donors, government, and citizens, which enabled greater agency and broader outcomes.  相似文献

Abstract

President Bush's Executive Orders to establish Centers of Faith-Based and Community Initiatives have encouraged the use of faith-based organizations (FBOs) as service providers in a range of federally funded programs. New federal rules and regulations are removing barriers so that FBOs can participate in these programs. Yet, there is no centralized information system that accumulates data related to performance standards or outcome measures. This article analyzes the scope and scale of services provided by FBOs and the diverse approaches to studying the outcomes from these services.  相似文献

Prior research has identified fundamental cultural and normative concepts—including wa, enryo, giri, and amae—that are typically argued to be integral to Japanese society. We advance this line of research by discussing how these traditional cultural concepts may influence labor market relations and thereby constrain the degree of income inequality in Japan relative to the U.S. Collectivist cultural attitudes are embedded in Japanese work organization, and are naturally inherited social constraints when compared to more unbridled labor market relations of the “New Economy” in the U.S. While studies of rising inequality in the U.S. and Europe consider how governmental policies impinge upon market forces in order to moderate labor market outcomes, our analysis suggests how culture may sometimes directly constrain income inequality without imposing legal regulations or instituting official programs.  相似文献

This paper explores the widely accepted view that Wal‐Mart causes significant harm to the traditional, small “mom and pop” business sector of the U.S. economy. We present the first rigorous econometric investigation of this issue by examining the rate of self‐employment and the number of small employer establishments using both time series and cross‐sectional data. We also examine alternative measures and empirical techniques for robustness. Contrary to popular belief, our results suggest that the process of creative destruction unleashed by Wal‐Mart has had no statistically significant long‐run impact on the overall size and profitability of the small business sector in the United States. ABSTRACT

This article investigates the role of the welfare state in maintaining state authority by testing the relationship between participation in state social programs and the espousal of ideals that reject the sovereignty of the existing state. We use the case of Puerto Rico, drawing on surveys of residents of Puerto Rico regarding their participation in social welfare programs and their views on the legitimacy of the U.S. state, distinguishing between means-tested and universal social programs. The research demonstrates that the form and extent of social citizenship programs affect the continued acceptance of authority of the U.S. federal government over the island’s territory and population. Specifically, the use of means-tested social benefits predicts a greater acceptance of the authority of the sovereign state. These findings may be considered broadly informative to the power of social welfare programs in garnering quiescence among minority populations, expanding the existing literature to illustrate differences in opinion of state legitimacy based on the type of social benefits one receives.  相似文献

This study examined the effects of U.S. Welfare-to-Work programs on the employment outcomes of Temporary Assistance to Needy Family (TANF) recipients. Using the Survey of Program Dynamics and the Welfare Rules Database, the present study followed unemployed TANF recipients who participated in Human Capital Development (HCD) and Labor Force Attachment (LFA) programs from 1997 through 2001. The analyses examined how program participation affected recipients’ employment while holding the effects of the state economy and various TANF rules constant. The results showed that, unlike the assumption of the work-first strategy in the welfare reform, participation in HCD programs was associated with a higher probability of obtaining and maintaining employment than participation in LFA programs.  相似文献

NGOs have taken up an increasing number of roles and responsibilities in Latin American societies. Based on a study of the multi-stakeholder platform, the Water Resources Forum in Ecuador, this paper shows how through the creation of a broad network of NGOs, academics, grassroots water users organizations and governmental actors; this platform has been able to contribute to the democratization of water governance. This paper analyses the international and national socio-political context in which this platform developed and traces the history and strategies that marked its development. Based on this, it argues that NGOs can play an important role in the development of more democratic and inclusive public policy making in water governance, but that the capacity of NGOs to bring about change greatly depends on the socio-political context and on the networks they are able to forge with grassroots organizations, state agencies, funders and other third sector actors.  相似文献

Decision makers typically face uncertainty in determining whether the outcomes of promising child welfare interventions justify the investment. Despite repeated calls for cost analysis in child welfare, original studies that evaluate the costs and effects of child welfare programs have been limited. Moreover, no cost analyses have focused on family reunification programs that address the needs of substance-affected families. The purpose of this study was to evaluate the costs and effects of a federally funded implementation of the Strengthening Families Program (SFP), a 14-week family training curriculum, on time to reunification with a substance-involved child welfare population. Based on event history analysis, we find the typical child participating in SFP spends 190 fewer days in out of home care when compared to a propensity score matched comparison group of children in out-of home care receiving treatment as usual. Re-entry rates between the two groups were not significantly different at follow-up. At an average out-of-home care rate of $86 per child per day in this state, SFP saves approximately $16,340 per participating child in out-of-home care costs. From a cost–benefit perspective, every $1 invested in SFP yields an average savings of $9.83 in this Midwestern demonstration.  相似文献

According to this analysis of the dynamics of competition in six school zones in Europe (Charleroi, Budapest, Lisbon, London, Lille and the Paris area), secondary schools pursue “logics of action” that are shaped by an interdependence between local establishments. Parents’ strategies for choosing a school rank establishments and lead to a competitive interdependence with a pattern and intensity that vary depending on the place — the major issue being the capacity to attract and retain pupils. A typology of these “logics” is proposed: establishments pursue a logic of conquest, profit from the status quo, diversification or adaptation depending on their local position and the intensity of competition. Questions are raised about the potentials and limits of public interventions for regulating this competitive interdependence. Competition, along with its deviant effects (segregation and inequality), arises out of the shortcomings and limitations of public interventions and out of the fragmentation of local regulations. A lack of coordination between the authorities in charge, between districts and between the public and private supply of education affects the development of opportunistic tactics by certain establishments. The conclusion draws attention to the need for coordinating regulations.  相似文献

The governance of civil society organizations (CSOs) is a crucial determinant of organizational legitimacy, accountability, and performance. International nongovernmental organizations (INGOs) are a subtype of CSOs and have received a lot of attention as actors in global governance. Research suggests that INGOs can follow a membership model, where the board is elected by the membership, or a board-managed model, where the board is appointed to represent major stakeholders. Following resource dependency theory, we argue that the choice between these two models depends on the INGOs different sources of funding and the degree of volunteer involvement: As donors and volunteers provide important resources, they are in turn granted the right to nominate board members or to sit on the board. In our quantitative study we show that individual members, regional member organizations, and governmental donors hold a stronger position in the governance of INGOs than philanthropists, foundations and volunteers. Our results inform research on CSO governance by highlighting the relevance of board nomination modes and by showing how CSOs can incorporate stakeholders into their governance mechanisms.  相似文献

Contemporary state policies in European and American societies mark a shift from older forms of governance focussed on the centrally concentrated state toward strategies that aim to limit governmental intervention by getting people to govern themselves. This means that individuals and communities are charged with carrying out roles and functions that were traditionally performed by the state. In this article I examine the conditions in which local people in an urban neighbourhood in the United Kingdom who were the objects of this new mode of governance came to negotiate and resist its policies and structures. Residents and community workers came together in opposition to the local Council to make demands that they considered to be of interest to the members of their neighbourhood across ethnic, racial, gender, and class boundaries. In so doing they crafted a multiracial neighbourhood identity that was more inclusive than the categories deployed by the state. This examination of collective initiatives that resist and challenge the state's strategies for local governance illuminates some of the complexities, contradictions, and limits of the contemporary state.  相似文献
