This paper describes a methodology for the representation of farm household decision-making under conditions of agricultural and rural policy change. The methodology employs a Geographic Information System (GIS) to integrate a range of spatially referenced data describing the internal and external decision environments of individual farmers, and model the interaction of these variables in conditioning adjustment in response to policy change. The difficulties in identifying and representing the detailed interaction of farm and farmer characteristics with the external environment of the household and business are reviewed. From a policy perspective it is, however, of considerable importance that models which are sensitive to the complexity of the farm decision-making process are developed and evaluated, for their potential contribution in supporting policy and resource allocation decisions is considerable. The methodology described here remains highly generalized, but it represents an advance on previous techniques through the representation of economic, social and behavioural factors which interact with farm resources and external constraints to predict the response of individual farm holdings to policy and market shifts.  相似文献

We find that the adoption of numerical fiscal rules reduces government borrowing costs in a sample of 101 advanced and developing countries for 1985–2010. We apply a variety of propensity score matching methods to address the self‐selection problem of policy adoption and find strong evidence that fiscal rules have large and significant treatment effects on lowering government borrowing costs in both international and domestic financial markets. The results are robust to changes in country sample and alternative estimation methodology, and are consistent with fiscal rules helping to build policy credibility by reducing the probability of default and the “risk premium” on government debt that compensates lenders for this possibility. This paper discusses the development of a mixed methods approach to analyse research funding. Research policy has taken on an increasingly prominent role in the broader political scene, where research is seen as a critical factor in maintaining and improving growth, welfare and international competitiveness. This has motivated growing emphasis on the impacts of science funding, and how funding can best be designed to promote socio-economic progress. Meeting these demands for impact assessment involves a number of complex issues that are difficult to fully address in a single study or in the design of a single methodology. However, they point to some general principles that can be explored in methodological design. We draw on a recent evaluation of the impacts of research grant funding, discussing both key issues in developing a methodology for the analysis and subsequent results. The case of research grant funding, involving a complex mix of direct and intermediate effects that contribute to the overall impact of funding on research performance, illustrates the value of a mixed methods approach to provide a more robust and complete analysis of policy impacts. Reflections on the strengths and weaknesses of the methodology are used to examine refinements for future work.  相似文献

There has been relatively little systematic investigation of the sensitivity of policy inferences derived from VAR models to changes in the lag structure. We investigate this issue using a simple macro model consisting of output, prices, money and interest rates. Using six different lag length selection criteria that vary the bias-efficiency tradeoff, we compare the policy inferences derived from the different estimations of our VAR model. The evidence shows that policy recommendations are quite sensitive to changes in the lag structure.  相似文献

In this article we unify the traditional approaches to testing for fiscal sustainability considering the stock‐flow system that fiscal variables configure. Our approach encompasses previous ways of testing for sustainability. The results obtained for a group of 17 Organization for Economic Cooperation and Development (OECD) countries point to weak fiscal sustainability, as well as to the existence of cointegration between deficit and debt, confirming the relevance of the stock‐flow approach. Allowing for structural breaks and multicointegration turns out to be of critical importance to assess whether the fiscal authorities apply their policies looking for sustainability and whether, simultaneously, they try to stabilize real debt target levels. ABSTRACT

This paper sets out to capture the missing voices of fathers in discussions around gender, parenting and work. Using Critical Discursive Psychology (CDP), a qualitative methodology that frames discourse, language and action as socially situated, the paper sets out to understand the complexities of involved fatherhood. Using data from two distinct research projects that considered managing tensions around parenting and paid work, alongside the move to ‘involved fatherhood’, we examine the ways in which different discourses are operating in order to construct stories around gender and parenting. We are particularly interested in the ways in which participants use language and, specifically, discourses of parenting, working and caring. Through the interview excerpts we analysed how simultaneously participants position themselves in the discourses and were also being positioned by the wider societal discourses. We consider how CDP can contribute rich insights into the ways in which fathers are arranging sharing parenting caregiving responsibilities, using these insights to inform the policy landscape. We finish the paper by suggesting that CDP methodology can be mobilised by researchers wanting to capture missing voices in shifting policy landscapes.  相似文献

The “melting pot” policy intends to create a new generation of migrants that will assimilate with the native population. The instruments used by the policy makers are fiscal and educational policies, which are intended to eliminate disparities between the migrants and the native population. The aim of this paper is to examine the success of this policy among second generation Israelis. In other words, the question of interest is whether the second generation is more similar to the natives, or to their own parents. The methodology used is ANOGI – ANalysis Of GIni – which is similar to ANOVA except that it offers an additional parameter – stratification between groups. We compare two classifications: in the first, the second-generation Israelis were classified as Israelis, while in the second they were classified as belonging to the country of origin (of their parents). We find that the latter classification is more stratified than the former. This suggests that the melting pot policy did not achieve its declared targets.  相似文献

This article examines the question of whether and how the intersectional oppression of sexism and racism can be challenged by government policy. It draws on a case study of an Indigenous policy strategy in Australia to argue that, in contrast to concerns expressed by feminist policymakers, gender equality is not inevitably neglected when the target for remedial action is institutional racism. Our study suggests that successful action on Indigenous emancipation necessarily mobilizes a methodology for moving past one‐dimensional category distinctions. Therefore, focusing on the task of translating declared policy goals into action can provide a way out of the impasse over whether ‘diversity’ or ‘gender’ is the better vehicle for mainstreaming equity policy. To develop its case, the article draws conclusions about the politics of methodology from gender mainstreaming debates, intersectionality theory and institutional ethnography, then uses our conclusions to analyze the political and methodological effectiveness of the Indigenous policy strategy.  相似文献

Self-regulation, self-management, and coping skills are essential personal attributes for social work graduates who often work with clients with complex and traumatic histories. This study explored self-management skills in students applying for extensions of time to complete assignments. Participants were 117 students enrolled in a second-year undergraduate social work subject. Requests were analyzed in two ways: (1) did the request meet the university policy criteria for approval; and (2) thematic analysis of requests that did not meet criteria to identify the reasons students were providing to support their request. A quarter of students in the course applied for an extension. The overwhelming majority of requests did not meet the university’s policy criteria for approval, with only two having a valid reason and the required documentation. The primary reason for extension requests in this cohort was poor self-management skills, specifically time-management and coping. Despite not meeting university policy requirements, all requests were approved. The results from this study confirm that most students applying for extension requests are not eligible for an extension. The reasons provided demonstrate problems coping with course requirements because of self-management problems. Implications for supporting students and staff are discussed.  相似文献

The aim of this paper is to analyze empirically the interaction between monetary and fiscal policy in a small open transition economies: the case the Republic of Macedonia. This paper employs SVAR methodology to examine jointly the impact monetary and fiscal policy on real GDP and prices. The result reveals that the monetary policy counteracts the effects of fiscal policy and persists until the effects of fiscal policy changes disappear. This causes a crowding out effect. In addition, the result shows that the best fiscal policy for stimulating the economy appears to be one of tax-cuts. The empirical research, in jointly analyzing fiscal and monetary policy also provides an additional, possibly interesting result. The sizes of the responses of real GDP and prices to monetary shock are not significantly reduced when fiscal shock is included into monetary SVAR.  相似文献

Current efforts to better integrate Community Health Workers (CHWs) into the health and social service systems are promising, but may be less effective if they fail to support the role of CHWs as social change agents. The way CHWs are trained influences the roles they play. In this article, we review the literature on CHW training and summarize lessons learned to date. We describe how the Community Capacitation Center in Oregon uses a combination of content, methodology, and values to prepare CHWs to make an optimal contribution to health. Recommendations for CHW training programs and policy makers are provided.  相似文献

The introduction to this special issue traces class at the interface between migration policy and migrant strategies. Scholarship on the politics of migration and citizenship has thus far largely neglected class. In contrast, we contend that discourses on migration, integration and citizenship are inevitably classed. Assessed through seemingly heterogeneous criteria of “merit” and “performance”, class serves as an analytical connector between economic and identity rationales which intersect in all migration policies, including those regulating family and humanitarian admission. Class‐selective policy frames can function as constraints maintaining some aspiring migrants into immobility or channeling different groups of migrants into separate and unequal incorporation routes. Yet, policy frames can also serve as resources to strategize with as migrants navigate and perform gendered and classed expectations embedded into receiving‐country migration regimes. We conclude that connecting policy with migrant strategies is key to reintroducing class without naturalizing classed strategies of mobility.  相似文献

This study introduces a novel framework for building company bankruptcy models and a methodology for assessing the vulnerability of industrial economic activities. We consider the identification of bankruptcy as a classification problem and assume that bankruptcy criteria differ across industries. We build highly accurate industry bankruptcy models by constructing separate models for each industry. We also propose a method of analyzing the vulnerability of industrial economic activities in various countries and industries using new indicators we call “expected potential loss,” which we obtain using the predicted likelihood of bankruptcy and company information. Responsive and appropriate disability policy is ideally developed through the participation of individuals with disabilities. Using a case study methodology, we have examined the policy review process for a disability income programme in Alberta, Canada. We examined questions of participation and consultation and compared individual and agency involvement. Participation was characterized by sustained interactions with government, face‐to‐face collaboration and transparency. Consultation involved short‐term interactions by invitation only, limited input and was more typical in policy construction. In this study individual involvement was more likely to be consultative, while agency involvement was more participatory. In terms of policy outcomes, neither model was more effective. Instead, the government adhered to its original intent, responding in terms of neo‐liberal ideals of independence and autonomy.  相似文献

The author presents a detailed review of policy criteria recommended by the National Institute of Justice. The author proposes 2 unique criteria not found in the National Institute of Justice report for consideration for a comprehensive campus sexual assault policy. CONCLUSION: The template provides an inclusive system to benchmark campus sexual assault policies. Conforming to the template provides compliance with federal laws and demonstrates that the campus fosters a climate that does not tolerate sexual violence.  相似文献

Theory-based evaluation (TBE) is an effectiveness assessment technique that critically analyses the theory underlying an intervention. Whilst its use has been widely reported in the area of social programmes, it is less applied in the field of energy and climate change policy evaluations. This paper reports a recent study that has evaluated the effectiveness of the national biofuel policy (NBP) for the transport sector in Malaysia by adapting a TBE approach. Three evaluation criteria were derived from the official goals of the NBP, those are (i) improve sustainability and environmental friendliness, (ii) reduce fossil fuel dependency, and (iii) enhance stakeholders’ welfare. The policy theory underlying the NBP has been reconstructed through critical examination of the policy and regulatory documents followed by a rigorous appraisal of the causal link within the policy theory through the application of scientific knowledge. This study has identified several weaknesses in the policy framework that may engender the policy to be ineffective. Experiences with the use of a TBE approach for policy evaluations are also shared in this report.  相似文献

Existing analyses of the effects of fiscal policy in general equilibrium models have typically been conducted under the assumption that the long-run supply of capital is perfectly elastic at a fixed rate of time preference. These analyses have shown that the long-run response of the capital stock to changes in fiscal policy is crucial to generating the potential for “multiplier” effects in these models. In this paper we ask, what are the implications of relaxing the assumption of perfectly elastic capital supply for the analysis of fiscal policy? We show that with less than perfectly elastic capital supply, the potential for multipliers is actually enhanced. (JEL E62, D90)  相似文献

The role of science in modern democracies has long been a topic of heated debate. Recent scholarship has increasingly focused on the social construction of the science–policy–politics nexus. For understanding both the local specificity of concrete configurations and general trends much is to be gained from an analytical framework. In a first introductory section we describe already existing categorizations and typologies, identifying a research gap: a framework for reconstructing the discursive forces shaping the science–policy–politics interface based on both mutually exclusive and exhaustive categories. Our answer is the concept of knowledge orders. Building on already existing scholarship in this field, we define knowledge orders as discursive orders structuring the production of expertise. We distinguish between three levels of knowledge orders: the generation and communication of science-based expertise, the regulation of these processes, and reflexive discourses in which the epistemic authority and the political relevance of science-based expertise are (de)legitimized and renegotiated and the regulation of the science–policy–politics nexus debated. Each level can be analyzed in terms of the criteria based on which competence is attributed (social dimension) and at when political or scientific criteria of relevance and validity are to be applied (procedural dimension). The framework is illustrated by referring to both well-known examples in science studies and our own research on science–policy–politics arrangements in the field of food safety and employment policy.  相似文献

In the aftermath of the recent debt crisis, many countries are implementing nonlinear fiscal policy rules, whereby the government's responsiveness to debt strengthens at higher levels of debt. This paper examines how a nonlinear fiscal policy rule affects the possibility of future insolvency in a small open economy. We find that (1) the criteria for a nonlinear fiscal rule to eliminate explosive behavior should be tighter than the ones proposed by Bohn (1998); (2) a country that adopts a nonlinear fiscal rule could substantially reduce the probability of a solvency crisis; and (3) a nonlinear fiscal rule allows a country to reduce the possibility of insolvency without large initial responsiveness.
