Across the country, lucky patients who got their treatment paid for thanks to grants from the federal government – and never really knew how long that grant would last – are angrily asking why they now have to pay, or be kicked out of treatment, ADAW has learned. It's a communications problem, and a problem of not knowing for sure when and where any more money will be available. We were able to talk to one program which has been handling this situation the right way – but even that is difficult due to lack of guidance.  相似文献

A global gender equality regime has emerged, identifiable by its norms, principles, legal instruments and compliance mechanisms. I suggest that neoliberal theories of international regimes provide insights into the identification of this regime and the conditions for its emergence. They acknowledge the role of transnational networks, international institutions and epistemic communities of experts in shaping state choices. Global women's networks, together with multilateral and bilateral development organizations, have been instrumental in shaping these global norms on gender equality by engaging in a learning process – framing issues, influencing negotiations by the information they provide and monitoring progress. But the neoliberal theories tell us nothing about the norms themselves, their contestation in different contexts and the structures that support them and give them meaning. A second theoretical framework in international relations, constructivism, opens the way to a crucial appreciation of gender as an analytical category, demonstrating how gender norms and identities are constructed, contested and reconstructed in historical, and socio-political contexts. It thus potentially allows us to examine how a "gender equality regime', as defined by its principles, norms and decision-making mechanisms, needs to be further deconstructed and analyzed to reveal how global norms get interpreted, reinterpreted, filled in and contested on a continuing basis within different and sometimes competing institutions. Otherwise, such norms are bound to remain superficial and may obfuscate rather than clarify.  相似文献

The author argues that the June 2012 challenge by the ILO Employers' group to the hitherto generally accepted view regarding the right to strike under the Freedom of Association Convention, No. 87, is at odds with the historical understanding of the framework in which the Convention is embedded. She demonstrates how the ILO constituents have consistently recognized that there is a positive right to strike, which is inextricably linked to – and an inevitable corollary of – the right to freedom of association. The article also analyses the relative roles of the ILO supervisory bodies in this regard.  相似文献

Social movement scholars have long studied actors' mobilization into and continued involvement in social movement organizations. A more recent trend in social movement literature concerns cultural activism that takes place primarily outside of social movement organizations. Here I use the vegan movement to explore modes of participation in such diffuse cultural movements. As with many cultural movements, there are more practicing vegans than there are members of vegan movement organizations. Using data from ethnographic interviews with vegans, this article focuses on vegans who are unaffiliated with a vegan movement organization. The sample contains two distinctive groups of vegans – those in the punk subculture and those who were not – and investigates how they defined and practiced veganism differently. Taking a relational approach to the data, I analyze the social networks of these punk and non-punk vegans. Focusing on discourse, support, and network embeddedness, I argue that maintaining participation in the vegan movement depends more upon having supportive social networks than having willpower, motivation, or a collective vegan identity. This study demonstrates how culture and social networks function to provide support for cultural movement participation.  相似文献

Since the idea of “women's rights as human rights” emerged, there has been a wave of international donors, organizations and transnational feminist activists successfully delivering pressure and resources in the struggle to mitigate violence against women worldwide. Through these transnational networks, decisions regarding which local problems to address and how to manage them are often made at the international level. Most scholarship has rightly celebrated the advances for women's rights that have been made possible due to the impact of international organizations and transnational advocacy networks. However, there are many dilemmas that arise from this North-centric approach to assigning and managing priorities – especially among development aid organizations. Coordination with international donors is often necessary and has been a major source of advances. However, there are still some potentially harmful impacts of having to engage in these networks in order to address violence against women – including a disproportionate focus on short-term results while neglecting long-term goals. This article articulates these dilemmas and explains how international feminist human rights norms can be more successfully translated into a stronger sense of solidarity across borders and more sustainable advances for women. Examples are drawn from the Central American countries of Costa Rica, El Salvador, Guatemala and Nicaragua.  相似文献

Global production networks (GPNs) have become a key framework in conceptualizing linkages, power and structure in globalized production. However, this framework has been less successful in integrating the influence of digital information and ICTs in production, and this problematic in a world where relationships and power are increasingly mediated by digital information flows and resources. We thus look to adapt the GPN framework to allow more substantive analysis of ‘the digital’. Primarily, this is done through a theoretical analysis of the three core categories of the GPN framework – embeddedness, value and networks – to highlight how these categories can better integrate a more dynamic and contested conceptualization of the digital. Illustrations from research on the digitalization of tea sector GPNs in East Africa highlight how these theoretical advances provide new insights on the digital and its expanding role in economic production.  相似文献

Since the 1980s, much has been written about the importance of including women in environmental decision making. However, when and how women are included remains an issue. The goal of this article was to explore how the historical exclusion of women from the production of conservation visual narratives continues to have an influence on conservation networks. We surveyed 121 National Geographic Society-affiliated conservation/wildlife photographers, which produced a usable sample of 98 photographers, to assess whether there is evidence of the historical legacy of female exclusion in contemporary elite conservation photography networks. Using network analysis, we find a strong network among 67 conservation photographers, with eight subgroups. Our analysis shows that there are formal networks among conservation photographers, but these networks are sparsely populated with women. Of the women who are present, they mostly engage in the same subnetworks. Our findings provide evidence to support the notion that the historical exclusion of women from the production of visual conservation narratives has had a lasting impact on the network of conservation image producers, which may influence the way conservation is depicted to the general public. Homelessness holds a longstanding place on the sociological research agenda, and has become particularly prominent in sociological literature since the 1980s. Recent literature reviews have summarized this research, but have only briefly considered the body of work focused on the experience of homelessness. I use this literature review to provide a more complete summary of this work on the daily lives, activities, subcultures, social relationships and networks, and social interactions of homeless individuals. I then explore variations in these experiences across important characteristics – such as gender, race and ethnicity, family status, and sexual orientation – as well as within three particular contexts that have been studied by sociologists: the streets, shelters and other service organizations, and social movements and collective action. I also consider how the homeless encounter and manage stigma and salvage the self. In addition to reviewing this literature, I consider how this work contributes to sociological understandings more broadly, and potential future research directions.  相似文献

This article examines the interplay between photography and universal exhibitions, two modern phenomena which, in different ways, have allowed for the world to be seen and reconfigured in unprecedented ways. It considers world exhibitions not just as sites of movement but also as systems that crucially rely on the circulation of photographic images. Focusing on a specific, and so far unexamined, case study – the Pavilion of Portugal at Brussels Expo 58 –, this work combines historical reconstruction and critical analysis to demonstrate how photography and exhibitions are mutually affected and transformed by the contexts in which they are made available. Particular attention is paid to the way humanism has been photographically integrated into the national discourse, and to the role invisibility plays in both exhibition and propaganda processes. Moreover, it is argued that despite the profusion and impressive scale of the photomurals in the pavilion, photography occupied a significantly subordinate role in the broad exhibition programme. Investigating how photographs functioned at different levels and purposes, before, during and after the exhibition, this article excavates several discourses, networks, and photo-textual interactions, to evidence how the history of photography and the history of exhibitions are often inseparable from one another.  相似文献

In this paper we examine how a third-party – Grameen Bank in Bangladesh – created social capital that has been a boon to the explosive growth of Microfinance in Bangladesh and elsewhere. Using Putnam's definition, we show how Grameen Bank created social capital by forming horizontal and vertical networks, establishing new norms and fostering a new level of social trust to solve the collective action problems of poor people's access to capital. The fact that a Microfinance Institution (MFI) can create social capital has strong policy implications. Since social capital is a public good – non-excludable and non-rivalrous – the market will underprovide such good. This paper shows that Microfinance corrects another type of market failure—under provision of a public good, in addition to correcting the failure of the credit market. The social capital building aspects of an MFI need to be taken into account in the whole debate about the need for subsidy.  相似文献

Social networks influence social movement recruitment and individuals' ongoing participation in social movement organizations. In this article, we use a qualitative approach to explore the meaning of social networks for environmental movement participants in British Columbia, Canada. Our analysis draws on interviews with 33 core members of the movement. Environmental group participation creates multiplex social networks, encompassing work, leisure and friendship. Social movement networks are conduits for information exchange among environmental groups and they amplify the political power of individual participants. Ties to government workers and forest company management are more intense – based on frequency of contact – than ties to forestry labour or First Nations groups. However, forestry workers and First Nations are viewed more positively than government or forest company management. This illustrates how the intensity of social network ties can be distinguished from the subjective meanings attached to them by network participants.  相似文献

The aim of this paper is to examine inclusive education in multicultural contexts from an interaction networks perspective. The paper is based on the idea that inclusive education can be better understood by studying how native and non-native students interact, and what kinds of networks they establish in school. To do so, we assume two premises: (a) class-group dynamics can have a socially inclusive impact and (b) the composition of classroom social networks often plays a significant role in educational achievement, especially in classes with students with different cultural backgrounds. Starting from these premises, we firstly discuss the relevance of research and theory on social and personal networks regarding both social inclusion and academic performance. We subsequently review recent literature on ‘social support’ as a factor that is directly related to the inclusion of minority cultural groups in school. We then discuss the importance of the relationships developed among them and their influence on academic performance. School relationships – student networks in and out of school and classroom dynamics – can be developed and shaped in many different ways and across numerous opportunities to enhance educational performance in inclusive multicultural environments.  相似文献

This study deals with the tensions and contradictions between resource governance, welfare policies, and the constitutionally recognized rights of nature and the indigenous peoples in Bolivia and Ecuador. We have identified a certain reductionism in current debates on these issues and propose a more systematic analytical focus on class and the class-ethnicity duality, as expressed in historical and contemporary indigenous struggles, and also confirmed via our ethnographic material. Drawing on the double bind as expressed in Joseph Heller’s Catch-22 wherein the protagonists face situations in which they do not have any choice to achieve a net gain, this article centres on how national governments have to choose between the protections of rights – in this case ethnic and environmental rights – and welfare provision financed by extractive revenues. From the perspective of ecologically concerned indigenous actors, the Catch-22 is articulated in the choice or compromise between universal welfarism on the one hand, and ethno-environmental concerns on the other hand. The article draws primarily on ecosocialist arguments and on indigenous-culturalist perspectives on Good Life (Sumak Kawsay or Vivir Bien). A central finding is the existence of awareness among involved actors – oppositional movements and government authorities – that the Catch-22 quandary and joint class-ethnic concerns are unavoidable ingredients in their discourses, struggles, and understandings of Good Life.  相似文献

This article will briefly examine the establishment of the Independent Living Fund (ILF) and set it in a political and historical context, describing general political developments and those specific to disabled people. Central to the discussion will be legislative and policy developments since the start of ILF and attempts – or lack of – to quantify the impact of the ILF. In tracking the ‘life’ of the ILF I shall examine what made it distinctive, why disabled people have been keen to retain it, and how, why and when it fell from political favour, leading to its closure despite that keenness.  相似文献

This article depicts everyday family genealogy as a vehicle for the sociological imagination that links personal biography to social–historical contexts across generations. As genealogists construct current from past identities, they engage a sociological imagination that potentially enables them to grasp how intersectionality – gender, race, ethnic, sexuality, nation, class, and age relations – is articulated through history. The key aims here are: (1) to provide background conditions behind the growth of genealogy; (2) to reveal how doing and studying family genealogy engages a sociological imagination that can be a vehicle for perceiving the intersectional underpinnings of social memories. Genealogy can be seen as a political practice where race-class-gender within social memories can contribute to diverse stories from new standpoints in American history.  相似文献

Australia has been aggressively pursuing skilled migrants to sustain its population and foster economic growth. However, many skilled migrants experience a downward career move upon migration to Australia. Based on a survey of recent skilled migrants, this study investigates how individual (age, years of settlement, qualifications), national/societal (citizenship and settlement), and organization-level (climate of inclusion) factors influence their career success. Overall, we found that: (1) age at migration matters more than length of settlement in predicting skilled migrant career success; (2) citizenship uptake and living in a neighbourhood with a greater number of families from the same country of origin facilitate post-migration career success; and (3) perceptions of one's social/informal networks in the workplace – a dimension of perceived organizational climate of inclusion – also have a positive impact on migrant career outcomes.  相似文献

The Kazakhs are the largest minority group in Mongolia, a relatively homogenous country dominated by Khalkh Mongols. Since 1991, Mongolia has transitioned politically and economically and witnessed significant changes in internal and international migration flows. The large-scale movement of ethnic Kazakhs from Western Mongolia to Kazakhstan represents one such emerging international flow. This migration is influenced by economic motivations, historical cultural ties to Kazakhstan, and immigration policies of both countries. This paper assesses the local and national circumstances that shape migration decision-making in Western Mongolia during the transition years and highlights changes in the characteristics and directions of migration flows during this time. We identify three periods of migration with each period characterized by changing economies and national policies in Mongolia and Kazakhstan, as well as changes in communications technologies and extensiveness of social networks among prospective migrants. These periods illustrate how transnational migration flows evolve through time and are affected by national, local, and individual circumstances.  相似文献

In this article I argue that disabled people in the United Kingdom have been tipped into an abyss of counterfeit citizenship. They have been smeared as ‘false mendicants’ – an old trick well documented in the historical archives of ableism. Neoliberalism has used this repertoire of invalidation – its noxious taint of cunning and fraud – as the ‘moral justification’ for welfare reform and for the pillory and notoriety into which the entire disabled community has been placed. Austerity – through the neoliberal politics of resentment – has made disabled people its scapegoat. I argue that a historical precedent for the contemporary demonisation of disabled people as counterfeit citizens can be found in the early modern period in the mythology of the ‘sturdy beggar’.  相似文献

This article is a social historical analysis of a specific vacation propaganda campaign run in Finland in the late 1940s. The analyses of four propagandist short film narratives are opened up with a specific three-step socio-semiotic close reading. This article identifies which ways of spending one's holidays were regarded as ‘proper’ and worthy and how the imagined audience was defined, as well as towards whom vacation propaganda was aimed and in what ways. The ‘proper’ holiday ideology for Finnish people – to receive annual leave for rest and recreation – was pursued in the short films by various methods of verbal and visual argumentation. The interpretations are presented together with a case-connected social historical contextualisation. In post-war Finland the economic and political situation was very unstable. For this reason, the vacation propaganda can be defined as integration propaganda, where the people's work and patience were to be rewarded in the future with the promise of upward social mobility and a better standard of living.
