The families of homeless young people are most often portrayed as a precipitating factor in their homelessness. However, recent studies, particularly those taking a longitudinal approach, have drawn attention to the enabling role of family members and their positive influence on the housing trajectories of homeless youth. Drawing on selected findings from an ongoing longitudinal qualitative study of homeless young people in Dublin, Ireland, this paper aims to build on this relatively fertile area of research. We demonstrate the supportive role of the families of young people who experience homelessness (often as a consequence of difficult family environments) and specifically examine how family re‐engagement is negotiated and achieved. The findings highlight a number of dimensions of transition and change. Prominent among these is the importance of renewed trust and communication. Young people and their parents also had to accept responsibility for areas of life that previously served to undermine their relationships and were implicated in the circumstances surrounding a young person's premature home‐leaving. Tensions and resistances on the part of young people are highlighted, demonstrating the adaptive mechanisms at work as they attempt to re‐engage with family members. The implications of the findings for social work intervention with homeless youth are discussed.  相似文献

Governments have shown an interest in early intervention strategies to reduce youth homelessness, but critics say that early intervention programs lack clear outcomes. This paper investigates what happens when early intervention programs are not in place and young people progress to adult homelessness. The paper assesses the ‘social adaptation’ hypothesis that the longer young people are homeless the more they adapt to homelessness as a way of life. The paper uses information on 1,677 individuals who first became homeless when they were 18 or younger. Three‐quarters of the sample had progressed to adult homelessness (defined as 25 or older) and one‐quarter were now young adults aged 19 to 24. The findings confirm that the longer people are homeless, the more difficult it becomes to get out of homelessness. However, the social adaptation account overstates the extent to which people accept homelessness as a ‘way of life‘. People can return to conventional accommodation if they are given long‐term support. The paper concludes with three policy recommendations.  相似文献

All too often young people are excluded in practice from the general policy and professional consensus that partnership and participation should underpin work with children, young people and their families. If working with troubled and troublesome young people is to be based on family support, it will require not only the clear statement of that policy but also demonstration that it can be applied in practice. Achieving that involves setting out a plausible theory of change that can be rigorously evaluated. This paper suggests a conceptual model that draws on social support theory to harness the ideas of social capital and resilience in a way that can link formal family support interventions to adolescent coping. Research with young people attending three community‐based projects for marginalized youth is used to illustrate how validated tools can be used to measure and document the detail of support, resilience, social capital and coping in young people's lives. It is also suggested that there is sufficient fit between the findings emerging from the study and the model to justify the model being more rigorously tested.  相似文献

Many developing regions are facing a youth bulge, meaning that young people comprise the highest proportion of the population. These regions are at risk of losing what could be a tremendous opportunity for economic growth and development if they do not capitalize on this young and economically productive population, also referred to as the “demographic dividend,” defined as the increase in economic growth that tends to follow increases in the ratio of the working‐age population – essentially the labor force – to dependents. Nations undergoing this population transition have the opportunity to capitalize on the demographic dividend if the right social, economic, and human capital policies are in place. In particular, Sub‐Saharan Africa, the Middle East, and North Africa are at risk of losing the demographic dividend. These regions face high youth unemployment, low primary school completion, and low secondary school enrollment. This results in an undereducated and unskilled segment of the population. The prohibitive costs of education prevent young people from finishing school, thereby entering the labor market unprepared. This article presents a case for youth‐focused financial inclusion programs as one of the antidotes to the masses of poor, undereducated, and low‐skilled young people swelling the labor markets of poor developing countries.  相似文献

The paper contrasts the role and structure of youth work in modern and late modern societies. Modern societies linked citizenship to inclusion in production and youth work helped the transition of young people from childhood to inclusion into the labour market and citizenship. When postwar full employment eased these transition processes then youth work concentrated on leisure provision and dealing with the small numbers of excluded young people. Late modern societies redefine citizenship in terms of market choices but also create increasing risks, which a declining state can no longer manage, and a growing use of social exclusion as a form of social control. These changes demand a new role and structure for youth work.  相似文献

ABSTRACT

In the United States, sex trafficking victims have been identified at ages across the lifespan but young persons (under age 25) have been found to have unique vulnerabilities. At-risk youth, such as those who run away from home or those experiencing homelessness, are also at an increased risk of sexual exploitation. To better understand the scope and complexity of sex trafficking among these at-risk youth, a convenience sample of 131 homeless youth aged 12 to 25 years old experiencing homelessness recruited from Kentuckiana youth service providers completed an enhanced version of the Youth Experiences Survey (YES). Univariate and bivariate analyses were conducted. Results indicated that 41.2% of the homeless youth were victims of sex trafficking. The sex trafficked youth were more likely to report previous self-harm behaviors, suicide attempts, and substance use. This study not only provides support for improved service delivery, but also provides essential statistics that should inform internal policy and procedures for youth serving agencies in Kentucky and Indiana. Findings highlight a need for trauma-informed interventions designed to treat not only females but also males and LGBTQ youth. Additionally, service providers should consider partnering with victim providers and clinicians to offer therapeutic groups, individual therapy, and supportive services that increase prevention, education, and wraparound care for clients. In regards to future research, findings point towards a need to better understand the role that trauma and adverse childhood experiences may play in making young people vulnerable to sex trafficking, and encourage the need for testing prevention and early intervention practices among vulnerable youth.  相似文献

This article examines the nexus between professionalism and the representation of social problems among some young people. It considers how policy and professional interventions involve problem-setting as well as problem-solving activities. A central argument is that a primary effect of both professional activities and of major changes to the youth labour market has been an extension of dependency for many young people. No matter how young people experience the disappearance of the youth labour market, the fact remains: most young people have been permanently excluded from full-time work. As we reach the close of the twentieth century and without essentialising ‘youth’ it seems that more and more young people are unable to live autonomous lives that resemble adulthood until their mid-twenties. For some young people staying on in education, remaining out of the full-time labour market until their mid-twenties may not mark a dramatic shift in their experiences, but for other young people such trends have a dramatic impact on their life-worlds.  相似文献

The unique challenges faced by transition-aged youth have received considerable attention in the literature, but few developments for aftercare support interventions have followed. The Aftercare Support Program (ASP) is a group-based intervention designed for such youth. ASP was developed as a zero budget, low-intensity intervention delivered by volunteers from a local college/university and youth-serving agencies to encourage transition-aged youth to pursue postsecondary education and vocational training by utilizing existing community resources and services. The underlying theoretical concepts are derived from solution-focused brief therapy and a strengths-perspective in social work. Case vignettes, including feedback from participants and lessons learned are offered, along with implications for the ASP model and other aftercare support models for transition-aged youth at a time when public and private funds for such programs are limited.  相似文献

The constant decline of political trust has been shown in political sociology. Young people in particular seem to display lower levels of political trust, which is a challenge for the sustainability of democracy. Still, these levels of political trust among youth differ greatly from one country to another. This article therefore seeks to answer the following question: How can we account for cross‐national diversity with regard to young people’s political trust? To answer this question, I performed multilevel analyses based on data from the European Social Survey. I show in the article that cross‐national diversity stems from the institutional arrangements that structure entry into adulthood, i.e., what I call ‘youth welfare citizenship regimes’: The more inclusive is the youth economic citizenship and the more individualised is their social citizenship, the higher is young people’s political trust – which could buffer the decline in political trust.  相似文献

The aim of this article is to analyse the labour market integration of previously unemployed youth in a life course perspective. 'Work, Lifestyle and Health' is a longitudinal panel survey following a sample of nearly 2,000 individuals who are representative of the Norwegian cohorts born between 1965 and 1968. The survey was first conducted in 1985 with follow-ups in 1987, 1989, 1993 and again in 2003. Unemployment among young people does not necessarily lead to marginalisation and social exclusion. Long-term effects will be dependent upon how the youths cope with unemployment, the duration of the unemployment period, their mental health status and educational qualifications. Many young unemployed people are not entitled to unemployment benefits because they lack work experience. Consequently, they are dependent on support from their family and/or social assistance. However, there is still much to learn about the long-term consequences of youth unemployment, e.g. whether or not the youths have received social assistance and what are the long-term consequences for their future labour market career and labour market integration.  相似文献

This paper introduces a systemic methodology for reviewing professional responses to abuse between young people. The approach, “contextual case reviewing,” draws upon constructivist structuralism to assess the extent to which safeguarding practices engage with the social and public contexts of abuse. The paper conceptually compares the methodologies of contextual case review and other serious case review methods before drawing upon findings from 2 studies, which used the contextual case review methodology to explore the extrafamilial nature of peer‐on‐peer abuse and the ability of child protection practices to engage with this dynamic. Thematic findings from these studies regarding the practical interpretation of “significant harm” and “capacity to safeguard,” as well as their use within child protection assessments, are used to challenge conclusions of other case reviews, which imply that child protection procedures are sufficient for safeguarding young people. Contextual case reviews suggest that safeguarding practices, and the legislation that underpins them, are culturally, procedurally, and organisationally wedded to the context of the home, whereas insufficiently engaged with extrafamilial contexts of significant harm. The application of these issues require interrogation if social work systems are to provide sufficient mechanisms for safeguarding young people and families at risk of significant harm.  相似文献

Young people who are unable to find and sustain employment are at risk for long‐term social and economic exclusion. Active labour market policies (ALMPs) addressing the problem of youth unemployment have focused on building the employability skills of young job seekers to expand their employment opportunities. Yet research exploring how young people navigate the job‐search process is limited. Drawing on interviews with young Australian job seekers and their employment consultants, this article addresses the questions of how young people navigate entry into employment through the job‐search process and what challenges they face. The study revealed three common frustrations experienced by the young people during their job‐search: employers' expectations of relevant work experience in the young person's preferred occupation, being required to apply for jobs not aligned with their career aspirations, and the impact of personal factors on their ability to confidently present themselves to prospective employers. The findings highlight the need for ALMPs and employers to facilitate positive employability support mechanisms that will build a stable platform from which young people can build a trajectory towards sustainable employment to reduce long‐term youth unemployment.  相似文献

International policy trends favour personalised approaches to housing support for people with disabilities. Previous research is inconclusive about whether these approaches are effective compared to group home support in the way they use government resources and benefit clients, partly because it does not usually consider the experiences of people who use the support. In this research we compared six new, innovative case studies of personalised housing support to previous research about group home support. We included qualitative data about client experiences, in particular regarding social networks, decision making, community service use and participation in domestic tasks. We found that client outcomes were positive in all four categories, while the financial costs to clients and government were similar to group home support. The results offer evidence that current, personalised approaches to housing support can be an effective policy option that allows people with disabilities to make choices about how to live and participate in their communities, without increasing the cost to government.  相似文献

The quasi-revolutionary events of May 1968 have come to symbolize the generation gap between young people and their elders in France, and of contestation over social values, freedom and control. This article demonstrates that this discontent was apparent earlier in the decade, although politicians in charge of youth affairs either did not see it or chose not to publicize its existence. It focuses on debates relating to sport – and its incorporation into the teaching of physical education in lycées – because of its importance both within formal schooling and as an extra-curricular leisure activity. In 1966 François Missoffe, Minister of Youth Affairs and Sport, launched a huge inquiry into the problems facing young people, leading to the publication of an official report in 1967 which, perhaps surprisingly, had nothing to say about unrest among young people. This article aims to access the voices of young people in French lycées by mining the contents of over 2600 files of evidence that were collected during the course of the Missoffe inquiry. We argue that it is important to measure the gap between what the political and educational decision-makers presupposed about the sporting needs of young people and the views these same young people actually expressed. The article highlights examples of young people’s disillusionment with the teaching of sport and physical education, demonstrating that this not only conveyed signs of discontent with educational institutions as a whole but also a wider desire for social change that anticipated the views of angry lycéens (school pupils) in May 1968.  相似文献

Social workers are routinely required to make finely balanced judgements on matters defined by subjectivity and uncertainty. Often, these judgements have to be made on the basis of information which is incomplete, inconclusive and contested. The way in which social workers make sense of such information is a crucial component of effective assessment and intervention. This ethnographic study of judgements in a social work office describes some of the practices which practitioners employed in making sense of information about children and young people's needs. The findings suggest that initial statements in dialogue may potentially act as signposts for preceding intuitive sense‐making. Observations offer insights into the way in which individuals construct professional responsibility. The study also suggests that sense‐making is not necessarily an individual activity but can be an activity which is shared between people and across teams. The findings indicate the importance of emotional intelligence and intersubjectivity in social work judgements.  相似文献

A prospective study of youth suicide was carried out to determine the causes of the dramatic increase of suicide rates in males 15 to 25 years of age. Comprehensive information was collected through coronial enquiries on all 148 cases of completed youth suicide in Victoria during a 16 month period. Similar data were obtained through in-depth interviews of 105 hospitalised and 101 non-hospitalised attempters. In this paper only social and familial aspects of youth suicide are covered. Whilst the family setting of youth who attempted or completed suicide was similar to that of the general population, a higher proportion were homeless or living alone. Contrary to common assumptions, family relationships were much closer among completed than among attempted suicides. The unemployment rates were not higher than in all young people, and few subjects named unemployment as cause, but a relatively high number of them were neither studying nor looking for work. A high proportion of those who completed suicide had prior contact with the police. In conclusion, social factors do not significantly affect suicidal behaviour in young people.  相似文献

Literatureto date has focused on the development and underpinning principlesof child and youth advocacy, which is a necessary starting pointfor establishing good practice. However, while policy and legislationpromote the view that young people are actively involved indecision making, their advocates can be placed in a passiveposition, effectively denying young people a position as socialactors. This paper argues that the problemitizing of independentadvocacy as unprofessional can serve to further marginalizeyoung people and render advocates impotent. It suggests thatwhile it is structurally necessary for adults to take on theadvocacy role, this must be undertaken in a way that activelyresists the oppression of young people. Through considerationof accounts of advocacy activity, by way of illustration, thepaper takes the debate beyond the principles of participation,empowerment and rights to a consideration of strategies thattake into account the complexities of advocacy practice in childwelfare.  相似文献

The structural approach to direct practice in social work assumes that opportunities and resources are unequally distributed and that members of deprived and vulnerable populations are social victims. Thus, the basic thrust of the social worker is to change oppressive situations instead of the people trapped in them. Disenfranchised, powerless, and oppressed people need a fairer share of basic economic and social goods. This makes advocacy a key practice role involving both work with groups of clients and with others who can make things happen for clients. The paper describes and illustrates instances of advocacy as the structurally oriented social worker applies six basic principles to help meet the needs of clients.  相似文献

ABSTRACT

Adolescent empowerment has been used to develop programs addressing a variety of issues that put young people at risk. Empowerment has been associated with positive outcomes in youth, including increases in resilience, self-efficacy, self-esteem, and civic engagement. This article reviews a selection of applications of empowerment with adolescents to identify how the concept is defined, applied, and measured. Key challenges to implementing adolescent empowerment programs are identified. Based on the review, social empathy is proposed as a framework for adolescent empowerment program developers. Using social empathy as a framework allows for consistency in definition and flexibility in application to apply to diverse groups of youth in various settings. A social empathy framework also establishes key outcomes that can be measured to ensure program effectiveness. By employing social empathy as a framework, service providers can draw on the value that empowerment, both as a process and an outcome, brings to their work with adolescents.  相似文献
