The purpose of the current study was to assess a structural level explanation of racial disparity in child maltreatment. Using data from Florida counties (1998–2001) and the 2000 census, the effects of poverty, concentrated poverty, and female‐headed families in poverty on Black, White, and the difference between Black‐White rates of child maltreatment were assessed (N= 67). Results suggested that the structural covariates of maltreatment vary by race and that differences in female‐headed families in poverty can explain some, but not all, of the Black‐White racial disparity in child maltreatment. Increasing programs that focus on reducing poverty among female‐headed Black families and the exposure of Black families to concentrated poverty should decrease some of the overrepresentation of Black children in the child welfare system.  相似文献

Using U.S. Census and child maltreatment report data for 2052 Census tracts in Los Angeles County, California, this study uses spatial regression techniques to explore the relationship between neighborhood social disorganization and maltreatment referral rates for Black, Hispanic and White children. Particular attention is paid to the racial–ethnic diversity (or ‘heterogeneity’) of neighborhood residents as a risk factor for child welfare system involvement, as social disorganization theory suggests that cultural differences and racism may decrease neighbors' social cohesion and capacity to enforce norms regarding acceptable parenting and this may, in turn, increase neighborhood rates of child maltreatment. Results from this study indicate that racial–ethnic diversity is a risk factor for child welfare involvement for all three groups of children studied, even after controlling for other indicators of social disorganization. Black, Hispanic and White children living in diverse neighborhoods are significantly more likely to be reported to Child Protective Services than children of the same race/ethnicity living in more homogeneous neighborhoods. However, the relationships between child welfare system involvement and the other indicators of social disorganization measured, specifically impoverishment, immigrant concentration child care burden, residential instability, and housing stress, varied considerably between Black, Hispanic and White children. For Black children, only housing stress predicted child maltreatment referral rates; whereas, neighborhood impoverishment, residential instability, and child care burden also predicted higher child maltreatment referral rates for Hispanic and White children. Immigrant concentration was unrelated to maltreatment referral rates for Black and Hispanic children, and predicted lower maltreatment referral rates for White children. Taken together, these findings suggest that racial–ethnic diversity may be one of the more reliable neighborhood-level demographic indicators of child welfare risk across different racial/ethnic groups of children. However, many of the other neighborhood characteristics that influence child maltreatment referrals differ for Black, Hispanic and White children. Consequently, neighborhood-based family support initiatives should avoid a one-size-fits-all approach to child abuse prevention and strategically consider the racial/ethnic make-up of targeted communities.  相似文献

Although multiracial youth represent a growing segment of children in all American families, we have little information on their well‐being within single‐mother households. This article examines multiracial children's level of poverty within single‐mother families to identify the degree to which they may stand out from their monoracial peers. Using data from the 2006–2008 American Community Survey (3‐year estimates), we explore the level of racial disparities in child poverty between monoracial White children and monoracial and multiracial children of color. Fully adjusted multivariate logistic regression analyses (n = 359,588) reveal that nearly all children of color are more likely to be poor than White children. Yet many multiracial children appear to hold an in‐between status in which they experience lower rates of poverty than monoracial children of color. The high level of variation across groups suggests that the relationship between race and childhood poverty is more complicated than generally presumed.  相似文献

The purpose of the study is to examine racial/ethnic disparity among children and families that are involved with the child welfare system. Specifically, the authors explore whether or not disparity levels and long-term changes in disparity in California child welfare systems are significant. In addition, the study investigates how county characteristics such as child poverty rates, unemployment rates, and rurality are associated with levels of disparity and changes in racial/ethnic disparity over time. Using a Latent Growth Curve (LGC) modeling approach, the study estimated the trajectories of county-level Disparity Index (DI) scores (Shaw, Putnam-Hornstein, Magruder, & Needell, 2008). African American and Hispanic/Latino children were compared to Caucasian children for two phases of the child welfare process: substantiated allegations and entries, between 2005 and 2008. The results demonstrate that racial/ethnic disparity between African American and Caucasian children was significant at both phases of the child welfare process in 2008. However, disparity between Hispanic/Latino and White children was not significant. Levels of disparity between African American and Caucasian children remained constant over time. Regarding the effects of county characteristics, higher child poverty rates, higher unemployment rates and rurality were related to lower levels of disparity. In addition, unemployment rates were associated with increasing rates of change in entries disparity between African American and Caucasian children. And urbanicity was associated with increasing rates of change in substantiated allegations disparity between Hispanic/Latino and Caucasian children. The study's implications for future research are discussed.  相似文献

The present study examines the associations between poverty status, receipt of public assistance, service use, and children's mental health. Using a sample of children with serious emotional disturbances, findings from logistic regressions indicated that although no significant associations were found between poverty status and emotional or behavioral problems, families living below the poverty threshold were more likely to receive fewer services, even after controlling for receipt of Medicaid or SSI. Significant associations were also found for child's age, race/ethnicity, caregiver education, Medicaid and TANF receipt, child and family mental-health-risk factors. Poor families were more likely to have older children, be non-white, have fewer years of education, receive public assistance, and have more family mental-health-risk factors, but less child mental-health-risk factors. While a higher percentage of nonpoor families received medication management and residential treatment services, more poor families received support services such as transportation and flexible funds. Implications for the findings are discussed.  相似文献

Upwards of 50% of youth reported to the child welfare system (CWS) do not receive mental health services, despite need. While children of color are less likely to receive services than Caucasians, the mechanisms through which disparities are sustained remain largely unknown. Data come from two nationally representative cohorts of youth who were referred to the CWS in 1999 and 2009. Results showed that while need for mental health services decreased, significant differences in the number of children who received services was not detected between cohorts. African American youth were less likely to receive services compared to their Caucasian counterparts, even after controlling for age, gender, type of maltreatment, and placement instability. However, after taking into account urbanicity, poverty, and the organizational-social context, the disparity between African American and Caucasian youth dissipated. Service disparities between Latino and Caucasian youth were not detected. The odds of service receipt were lower among youth nested within stressful organizational climates and urban (versus rural) counties, and the organizational-social context did not moderate the relationship between race and service receipt. Findings underscore the need to develop and implement strategies to increase access to services in urban counties and to promote an organizational climate conducive to reducing racial disparities.  相似文献

This article provides preliminary tests of the hypothesis that welfare and child support policies designed to accommodate the needs of women (and children) impoverished by fathers who discontinue financial support of children following marital dissolution, have adverse effects on family formation among young unwed parents who were poor even before their children were born. The tests are preliminary because there is too little variation among our policy variables to control for selection. We derive a generalized logit model of the mother' planned and actual family formation outcomes, allowing for her to choose no father involvement, father involvement, co-habitation, and marriage. We estimate this model using baseline data (seven cities) of the Fragile Families and Child Wellbeing Study. The results indicate that more generous welfare benefits and aggressive child support enforcement, increase the odds that disadvantaged unwed mothers' will move from to more stable planned and actual family formation (father involvement, co-habitation, marriage) with the fathers of their children. Besides the effects of these direct policy variables, the fathers employment status, which could also be influenced by policy, also has a large, positive effect on mothers' planned and actual family formation.  相似文献

Internationally there is a broad literature on risks for child custody placements. In contrast, very little is known about their outcomes on parents. The topic is relevant not only for parents themselves but also for children placed outside their homes, as many children keep contact with their birth parents or return to live with them. In a retrospective cohort study setting we analyze child custody placement outcomes (social assistance receipt, unemployment and work disability) for mothers whose children had been taken into custody between 1997 and 2004 in Finland. Data from a child placement register were merged with several administrative social insurance registers. Comparison groups of population mothers are included in the study. The procedure yielded an internationally unique database. According to the results of our study, mothers whose children are taken into custody are more often unemployed and in need of social assistance than mothers in the comparison group. Furthermore, they are also more often on a disability pension, due to mental health problems in particular, than mothers in general. While considering the results, we examine family policy and general welfare policy implications of support to families whose children have been taken into custody.  相似文献

Caregiver substance use and mental health problems have long been discussed as concerns in promoting positive child welfare outcomes. Yet the absence of longitudinal data focused on racial/ethnic differences in service needs and substance use has limited child welfare systems in their ability to address potential disparities. This study examines racial/ethnic trends in service needs and patterns of substances used among child welfare-involved caregivers over a 15-year period (2000–2015) from a large, urban county located in the Midwestern United States. Substance use service needs showed an increase over time among White non-Hispanic individuals, and declined over time for all racial/ethnic minority groups. Mental health service needs increased over time, with White non-Hispanic individuals experiencing the largest increase. Co-occurring service needs showed a moderate increase for all groups. Trends associated with service needs across the lifespan were relatively similar across racial and ethnic groups, with needs peaking between ages 30 and 35. When examining specific substances used, cocaine use decreased over time for all individuals. However, marijuana use increased substantially for Black/African American individuals, while opioid use increased substantially for White non-Hispanic individuals. These results highlight key areas where trends among child welfare-involved caregivers differ from population-based trends and suggest that improved coordination between child welfare agencies, mental health and substance use treatment providers may be a key step in reducing the disparities observed.  相似文献

This study examines the relationship between welfare dependency and the attitudes of female residents in poor urban neighborhoods. The analysis focuses on their attitudes about relationships, children, home ownership, and welfare, and how these attitudes are affected by race/ethnicity, neighborhood poverty, religion, close friendship ties with welfare recipients, and kin networks. Using the Urban Poverty & Family Life Survey and multiple and logistic regression analysis, the findings show that welfare dependency has a negative impact on attitudes but is diminished by a variety of cultural and social indicators. Results further illustrate that, for some residents in severely impoverished areas, consistent welfare receipt may counteract negative effects on attitudes experienced by their counterparts who do not receive welfare.  相似文献

We examine the effects of mothers' strategies of combining employment and welfare receipt during the first 3 years of their child's life on the child's cognitive development, behavior problems, and home learning environment at ages 5 to 6. We compare the child outcomes of those mothers who were continuously employed and received no welfare with (a) those who worked some or all of the 3 years and also received public assistance and (b) those who were totally dependent on public assistance. We studied children in single‐parent families (N= 1271 ) living below 200% of the poverty threshold using data from the National Longitudinal Survey of Youth—Child Supplement. No negative association was found on most child outcomes with a mother's employment whether or not it was combined with public assistance. However, mothers' not working at all and receiving financial support solely from AFDC was associated with negative child outcomes. We discuss the implications of these findings for the possible effects of the new welfare laws on families and young children.  相似文献

This study examines whether previous findings of an immigrant schooling advantage among Blacks in the United States reflect a declining significance of race in the enrollment patterns of immigrants’ children. Using data from the 2000 US census, the study finds that, despite their advantage within the Black population, the children of Black Africans are collectively disadvantaged relative to the children of White Africans. Disparate enrollment trajectories are found among children in Black and White African families. Specifically, between the first and second generations, enrollment outcomes improved among the children of White Africans but declined among Black Africans’ children. The results also suggest that among immigrants from African multi-racial societies, pre-migration racial schooling disparities do not necessarily disappear after immigration to the United States. Additionally, the children of Black Africans from these contexts have worse outcomes than the children of other Black African immigrants and their relative disadvantage persists even after other factors are controlled.  相似文献

Although not part of its stated aims, current welfare legislation is assumed to benefit children through increased parental employment and self-sufficiency. Research findings on the extent to which parental welfare participation improves child well-being are inconclusive. This study investigates the behavioral outcomes of young children whose mothers have received TANF using data from the Fragile Families and Child Wellbeing Study (N = 2169). Controlling for maternal demographic characteristics, current financial status, and health risks, we found that the difference between children's externalizing behaviors in families of former TANF recipients relative to children of mothers who had never been on welfare decreased the longer mothers had been off welfare. However, overall, externalizing behaviors were significantly higher among children of former TANF recipients relative to children whose mothers had never received welfare. The findings suggest that ensuring healthy development for children requires long-term supports to help mothers as they transition off welfare.  相似文献

Previous studies indicate that the proportion of culturally diverse children to White children is increasing in public social service agencies. In addition, culturally diverse children are more likely to receive more intensive and punitive services, are more likely to stay within the system for longer periods of time and are reported more often to Child Protective Services. The purpose of the study was to explore how child welfare practices with Hispanic children are different from those applied with White non-Hispanic children. This study was a retrospective, two year, longitudinal, survival analysis of differential child welfare placement outcomes of White non-Hispanic and Hispanic children/families which had substantiated cases of abuse/neglect (n=1001).Findings demonstrate that although cases reported for abuse/neglect are relatively proportionate between Hispanic and White non-Hispanic children, substantiated cases are more likely to occur with Hispanic children. These children are more likely to be placed out of the home more quickly and for longer periods of time than their White non-Hispanic counterparts. The current study demonstrates the need for increased cultural awareness among Child Welfare professionals, especially in terms of assessment and case decision making, and the need for the development of culturally sensitive training modules for CPS and case management personnel.  相似文献

Understanding the source of disparities found at decision-making points along the child welfare pathway is essential to understanding and addressing the overrepresentation of African American children. Although research has documented the existence of disparities, it has been less successful in identifying the explanatory factors behind them. Critiques of research examining these disparities have suggested that poverty is likely a stronger explanatory factor than race, yet analyses that include measures of poverty using data from child welfare systems have largely not been conducted. This study uses data from the Texas child welfare system to identify the factors contributing to disparities at the substantiation decision. Given the relationship between poverty and child maltreatment, the analyses control for the effect of family income, as well as other factors related to maltreatment, to better understand the effect of race on this decision-making point. Findings indicate that when family income is controlled, race is not a significant factor in the substantiation decision. However, when also controlling for caseworker perceptions of risk, race emerges as the stronger explanatory factor. This suggests not only an important relationship between race, income, and risk assessment, but also that disproportionality in the child welfare system is a complex phenomenon that cannot be explained by a single factor. These results further demonstrate that the effect of racial bias on decision-making remains an important consideration in understanding the overrepresentation of African American children.  相似文献

The recent UK media clash between Katie Hopkins and Katie Price in the reality TV show Celebrity Big Brother 2015 regarding Price’s receipt of welfare benefits for her son, Harvey, has reopened old debates about welfare support for the so-called deserving and undeserving poor. Nowhere is this more evident than in the classed moralities of motherhood with the harshest criticisms aimed at the ‘chav’ poor and working-class families and their children whose lifestyles and moral respectability may be called into question for causing or even fabricating particular disabilities in the first place. Alongside these characterisations of parental deficits and immorality associated with working-class and poor parents, connections between ‘invisible’ disability, poverty and poor parenting continue.  相似文献

There is a growing and robust child welfare literature on service users' perspectives. However, little attention is paid to the experiences of Afro-Caribbean mothers and youth as service users. The author argues that this lack of attention is problematic given that the literature consistently shows an overrepresentation of Black children in the child welfare system. This article reports on some of the findings of a study that was conducted in Toronto with Afro-Caribbean service users about their experiences in the child welfare system. Findings reveal themes that are common to both groups of service users: mothers and youth, though some themes are unique to each group. Themes generated from interviews with service users show the challenges of structural inequalities and the complexities of racism, classism, sexism and cultural differences on child welfare involvement for Afro-Caribbean families in Toronto. Interviews with child welfare workers also revealed themes that supported service users' perspectives. The article concludes by arguing that research is needed to explicate the relationship between structural inequalities, including culturally different parenting practices on the experiences of Afro-Caribbean services users in the child welfare system in Toronto. Such exploration has the potential to reduce the number of Afro-Caribbean children entering the child welfare system.  相似文献

Children in the child welfare system have a high prevalence of health problems, making pediatric health service use critical. Latino children represent a growing proportion of the child welfare system, and are at increased risk for health problems. Many have argued that Latino caregivers can provide Latino children with the least disruptive out-of-home placement, but little is known about how caregiver factors might relate to health services utilization or child health status within this population. This study assessed relationships between caregiver psychosocial factors, health care service utilization, and health status for children in the child welfare system. This sample featured 48 Latino caregivers involved in child welfare. Logistic regression models were used to test for relationships between caregiver psychosocial factors and appointment adherence and child health status. Problem-focused coping was positively related to well-child status. No psychosocial factors were related to medical appointment adherence. Case workers may help improve child health outcomes by promoting problem-focused coping skills among Latino caregivers.  相似文献

This article examines the effect of child care subsidies on the standard work decision of single mothers. Results suggest that child care subsidy receipt is associated with about a 7 percentage point increase in the probability of working at a standard job. When the effect of subsidy receipt is allowed to differ between welfare recipients and nonrecipients, results indicate that subsidy receipt has a large and positive effect among welfare recipients, whereas the effect on nonrecipients is much smaller. These findings underscore the importance of child care subsidies in helping low-income parents, especially welfare recipients, gain standard employment. ( JEL J13, I38)  相似文献

During the late twentieth century, the US social safety net was transformed to incentivize work by providing generous wage subsidies for low-income workers and reducing federal assistance to able-bodied unemployed adults. Following the transformation and during the economic boom of the 1990s, welfare rolls and annual poverty rates plummeted, especially for children. Despite the economic boom, there were still many persistently poor children living with parents who did not work, and little is known about how the reforms impacted these children's finances. In this paper we compare rates of persistent child poverty before and after the welfare reforms and examine how federal assistance received by persistently poor children changed as a result of the reforms. We find that federal assistance to persistently poor children declined following the reforms, but with divergent results depending on parental employment. While persistently poor children with employed parents benefited from increased income via the Earned Income Tax Credit, those with chronically unemployed parents did not and also experienced substantial reductions in cash welfare and food stamps. These findings demonstrate how persistently poor children fared financially in the years following the reforms and suggest possible implications for the current period of high unemployment.  相似文献
