Issues of the effectiveness of international nongovernmental organizations (NGOs) are becoming critical among a claim that cultural sensitivity to people's needs and the appropriateness of interventions is a competitive advantage of the sector. Here, the cross‐cultural management agenda is set out, particularly in terms of the transferability or appropriateness of management knowledge and development interventions. Research propositions are presented that, if supported through future empirical findings, suggest cultural hybridization is a process that can be managed through greater stakeholder involvement, leading to greater appropriateness as well as effectiveness of international NGOs.  相似文献

Capacity has become a prominent theme in the literature on nongovernmental organizations (NGOs) in the last few decades, due in part to the increasingly global role these organizations play in development. We analyze data obtained from a national sample of local and international NGOs operating in Cambodia, documenting capacity differences between these two groups as well as highlighting overall levels of capacity in the sector. The analysis covers a number of different organizational dimensions that have been associated with capacity, including structural characteristics and concrete management practices. Results suggest that international NGOs generally have greater capacity, but overall levels of capacity are relatively low for a variety of measures. We conclude with an exploratory cluster analysis that identifies four distinctive groups of NGOs based on capacity, providing additional insights into diversity within the sector. These findings will be useful for comparative NGO research and for capacity-building programs, in addition to helping establish an agenda for future research to monitor progress.  相似文献

Since the beginning of reform in the late 1970s, the non-governmental sector in China has burgeoned. This paper analyses its development. It begins by examining competing theories regarding the political impact of the NGO sector. Political scientists employing pluralist or civil society approaches suggest that the development of NGOs is an important force in creating pressures for democratisation. In contrast, those employing a corporatist framework seek to illuminate the mechanisms which the state can use to limit and control the political impact of NGOs. The paper also examines the advantages and disadvantages of close state involvement for the impact of NGOs on socio-economic development. It explicates the legal and regulatory framework for NGOs in China in order to illustrate the ways in which the state seeks to preempt and coopt the formation of autonomous organisations, lending support to the corporatist interpretation. The paper includes case studies of NGOs based on interviews with representatives of NGOs and regulatory organs, published documents and press reports. It places China's contemporary experience with non-governmental organisations in context by comparing it with associational life in traditional China, in developing countries in general, and in communist countries in particular. Finally, the paper analyses the significance of the economic reforms and the impending political succession for NGO development.The author is a graduate student in the Department of Political Science at the University of Michigan. Human service NGOs have become central actors in contemporary welfare states. The broadening of the role of NGOs in Australia as both providers of the human services that are an integral part of the welfare state and as lobbyists or advocates and agents of social change has been widely acknowledged; however, this paper focuses on a recent deepening of the role of human service NGOs in the Australian welfare state by exploring an additional dimension of their growth. Based on a recent study, it is evident that there has been increasing involvement by human service NGOs in the production of social policy knowledge through ‘policy research’ activities. The research mapped policy research activities, policy research infrastructure and policy research resources in human service NGOs, and also captured NGO policy researchers’ perceptions of the rationales and motivations driving NGOs in this direction. It was clear that this shift is based on strong beliefs that researchers located within human service agencies are best placed to produce the kind of knowledge that should form the basis of social policies responding to human need. Other drivers identified by policy researchers suggest, however, that the inclusion of third sector organizations in policy processes cannot simply be understood as the ‘opening up’ or ‘democratization’ of social policy processes to include Third Sector participants. The motivations for human service NGOs moving into social policy knowledge production in Australia are thus complex and diverse. Drawing on the findings of our study, Researching the Researchers, this paper reflects on the implications of this reconfiguration of welfare state politics. Who produces the knowledge that influences, moulds, and even determines the allocation of resources for the delivery of human services, and how this knowledge is produced have been ongoing concerns in social policy scholarship. We suggest, that in the case of human service NGOs in Australia, entry into the field of social policy research can be understood as a reconfiguring of the democratic system of policy determination. It may also be one in which the NGOs become ‘experts’ on citizens’ needs through research practices that are fundamentally less, rather than more inclusive, of the subjects of social policy. The implications of a possible shift in power to influence and in some cases determine who gets what in the welfare state is of deep concern in relation to future models of social protection and ultimately the redistributive and democratic processes of nation states. This paper seeks to question the often-unquestioned ascendancy of the third sector in welfare and asks whether this shift is in keeping with the democratic process and whether it is the best way to determine and satisfy human need.  相似文献

Nongovernmental organization (NGO) networks have become key instruments used by NGOs in Latin America. Because these networks have important roles to play in advocating for the sector, earning public support, and improving the provision of public goods and services, understanding these networks is important to understanding the NGO sector more broadly. The article examines how NGO networks use collective texts to diffuse and adapt managerial practices. NGO networks use elements of managerialism and their adaptations to signal quality, secure recognition in social development, identify strengths and weaknesses of the sector, and define civil society in order to garner sector legitimacy. While looking at managerialism from a critical perspective, the article finds that understanding NGOs networks and the diffusion and adaption of NGO practices can further pinpoint effective sources of sector legitimacy and help to strengthen the sector’s role in social development.  相似文献

NGOs have taken up an increasing number of roles and responsibilities in Latin American societies. Based on a study of the multi-stakeholder platform, the Water Resources Forum in Ecuador, this paper shows how through the creation of a broad network of NGOs, academics, grassroots water users organizations and governmental actors; this platform has been able to contribute to the democratization of water governance. This paper analyses the international and national socio-political context in which this platform developed and traces the history and strategies that marked its development. Based on this, it argues that NGOs can play an important role in the development of more democratic and inclusive public policy making in water governance, but that the capacity of NGOs to bring about change greatly depends on the socio-political context and on the networks they are able to forge with grassroots organizations, state agencies, funders and other third sector actors.  相似文献

The proliferation of nongovernmental organizations (NGOs) since the 1970s has generated a wealth of research as to the causes and implications of the rise of this sector. Public awareness of NGOs and their activities has grown as well, at least in part due to increased media coverage of the organizations and the situations to which they respond. Although NGOs are not new to global polity, media attention to them as a sector only really began to take off in the 1990s. Using quantitative and qualitative analysis of two international newspapers from 1985-2010, this study explores the legitimation process of NGOs and examines the role of categorization and labeling in this process. The results show that the establishment of a distinct label in the media served to propel cognitive recognition of NGOs, and that media coverage reflects changes in cognitive legitimacy over time.  相似文献

In multistakeholder sustainability initiatives, nongovernmental organizations (NGOs) need not only to negotiate with actors from other sectors, but also with other NGOs. Taking a framing perspective, this study examines how NGOs engage in framing contests because of their collaborative attitude toward the private sector. Through an analysis of Oxfam's participation in the Shrimp Aquaculture Dialogues, the paper examines the interplay between NGOs that propose and oppose certification as a viable strategy for ensuring sustainability in the farmed shrimp sector. The results show that controversies among NGO groups related prognostic framing (i.e., regarding the proposed solution to a problem) are characterized by specific ontological and normative attributes. The paper offers NGOs strategies for dealing with such controversies and shows that, depending on the nature of the controversy, engaging in framing contests might enlarge or constrain the roles that an NGO is able to play in a multistakeholder setting, particularly, when it comes to preserving its independence while securing interdependence with others.  相似文献

This article investigates how NGOs’ reactions to donors may suggest their potential involvement in the policy process. Without pretending to abridge a multifaceted complicated situation in any singular factor or to make claims for causality and generalizability, the experiences of three NGOs in Lebanon are compared. The analysis reveals that a variation in NGOs’ relationship with the same donor might reflect on different level of involvement in the policy process and interactions with government. Constructing strong, yet balanced, ties with the donor contributes to active involvement in the policy process and cooperation with government. Otherwise, the NGO’s role is marginalized. Abandoning donor funding furthers change in the nature of NGO work, leaning more towards activism and generating confrontation with the government. Donor funding, therefore, is neither a necessary condition for nor a universal effect on NGOs’ potential engagement in public policy processes.  相似文献

The paper analyzes the impact of economic crises on organized civil society. A number of empirical studies have shown that a financial crisis can inflict a serious damage on the nonprofit sector—mainly through a sharp decline in revenues. However, the Greek case shows that a crisis can also have some positive effects on NGOs: many nonprofits introduced reforms that increased efficiency, the number of volunteers reached record levels, and there was a spectacular rise in funding by private philanthropic foundations. However, Greek NGOs continue to be dependent on external funding, unable to raise large sums from their members and the wider public. Organized Greek civil society continues to be turned upside down: dependency on EU and state funds is being replaced by dependency on private foundations.  相似文献

Within academic research, more and more scholars reveal the ambivalence of NGOs—the sometimes constructive, sometimes destructive role they play in solving societal problems. In this paper, we present a discourse analysis that illustrates how NGOs’ campaigning may undermine their reputation and advocacy function. We conclude that such discourse failures are frequently not merely an accidental by-product, but rather a not-intended consequence of deliberate NGOs’ campaigns. By applying ideas from political economy, we make particular note of probable discourse failures when campaigns attempt to deal with complex issues in an environment rife with wide-spread prejudices and where the NGO’s work is transparent. We present collectively institutionalized commitments for NGOs and commitment services enforced by political organizations as instruments that are suitable for increasing public accountability of the NGO sector. In conclusion, we argue that further research can benefit from systematically analyzing the interdependencies between discourses and institutions.  相似文献

The incorporation of team context into research and practice regarding team effectiveness in NGOs projects is a constant challenge. The research seeks to address the gap and identify the critical determinants of team effectiveness in projects undertaken by non-governmental organizations. Using a systematic process, the study involved both literature and focus group discussions to generate the required items. A total of 157 respondents (Team Members and Team Leaders) were part of the study that filled the questionnaires. Using exploratory factor analysis followed by confirmatory factor analysis, both convergent and discriminant validity was established. The present study found that team effectiveness in NGO social projects has a total of seven dimensions namely: Inter team coordination, community social linkage, team performance, knowledge, skills, and attitudes, leadership communication and engagement, decision making and information sharing, and team formation. There is a significant lack of research on team effectiveness in NGO projects. Where considerably large proportion of research on team effectiveness has focused on the corporate sector, the non-governmental teams have been neglected. This study clearly highlights the determinants that make up team effectiveness in NGOs. The determinants identified will help to specifically look at the effectiveness of teams in NGO projects. The study would help NGOs identify the dimensions in which they may be performing in a weaker manner and direct their energies in improving the factors.  相似文献

This paper focuses on the development of nongovernmental organizations (NGOs) in Poland, as a case study of the sector's development in the Central and Eastern European countries of transition. It is argued that, in this situation, the development and growth of the NGO sector though shaped, as in the West, by a set of legislative, political, economic, cultural, and historical forces, nevertheless is circumscribed by the specific conditions of political transformation. The nature of and the power with which legislative, fiscal, or organizational forces condition the development of the sector varies according to the scale at which they operate (local, national, or international). Moreover, it is argued that the position of NGOs is significantly regulated by the state's political ideology, and the formative and evolving character of the latter translates into instability in states' actions vis-à-vis the nonprofit sector.  相似文献

In the last few decades, nongovernmental organizations (NGOs) have become influential actors in creating awareness of international social, political, environmental and economic causes in global society. However, NGOs have not received much attention in research on international public relations. This study contributes to filling that gap by analyzing how NGOs manage public relations according to the generic principles of excellence in global public relations and how they coordinate strategic communication between headquarters and local units. An online survey of 440 practitioners revealed 2 excellence clusters and 4 clusters of organizations with differing degrees of centralization. Excellent NGOs were found to assign more resources to public relations and more frequently considered cultural context in their communication programs. Thus, the study gives significant insights into international public relations practice in the global civil society sector and reveals further need for modifying and extending public relations theory in that respect.  相似文献

Information and knowledge have re-emerged as essential resources in the fight against poverty, with new opportunities for their dissemination seen to empower the poor and the agencies that work with them. While optimism is high, little empirical evidence exists as to the actual effect of these changes within localized development contexts. This article contributes to overcoming this lacuna by exploring the role of local non-government organizations (NGOs) in Uttarakhand, North India. It examines how the promotion of information and knowledge as development goods have changed the way NGOs understand poverty and their own roles within the sector. I propose the metaphor of NGOs as ??peddlers of information?? to draw attention to the current emphasis on awareness, sensitisation and assemblage of information about the grassroots as the primary??and in many cases only??development work NGOs undertake. This metaphor provides an analytical device through which to assess the roles of NGOs in immanent and intentional development.  相似文献

This paper examines the role of development NGOs (nongovernmental organizations) in furthering the political participation of the poor, with data from Bangladesh and Nepal. The topic is discussed from three aspects: the role of NGOs in prodemocracy movements, the issues raised by antiglobalization movements, and the extent of NGO involvement in local government elections. The paper draws on fieldwork conducted in two villages—one in Bangladesh and the other in Nepal. It is concluded that development NGOs tend to contribute more to elite interests than to the democratic political participation of the poor.  相似文献

Relationships between nongovernmental organizations (NGOs) and government agencies have been variously described in the nonprofit literature as cooperative, complementary, adversarial, confrontational, or even co‐optive. But how do NGO–government relationships emerge in practice, and is it possible for NGOs to manage multiple strategies of interaction at once? This article examines the experience of three leading NGOs in Mumbai, India, involved in slum and squatter housing. We investigate how they began relating with government agencies during their formative years and the factors that shaped their interactions. We find that NGOs with similar goals end up using very different strategies and tactics to advance their housing agendas. More significant, we observe that NGOs are likely to employ multiple strategies and tactics in their interactions with government. Finally, we find that an analysis of strategies and tactics can be a helpful vehicle for clarifying an organization's theory of change.  相似文献

This paper assesses the contribution of South African nongovernmental organizations (NGOs) to the process of democratic consolidation. By drawing on a 1998 survey conducted among 270 NGOs, on several expert interviews, and on an analysis of the structures and programmes of the umbrella body of South African NGOs (Sangoco), the author presents a multi-faceted picture of the activities of the South African NGO sector. The focus is on the NGOs' role as (1) schools of democracy, (2) in bridging societal cleavages, and (3) in providing channels of interest representation for the most marginalized sections of the population. The paper concludes that the contribution of South African NGOs to the process of democratic consolidation is significant, but highly dependent on an enabling external environment.  相似文献

Much of the research on the factors that draw individuals to nonprofit careers is based in Australia, Western Europe, and the United States, and research on the role of faith in career choice focuses largely on Christian organizations. This article examines the factors that draw individuals to work in the nongovernmental organization (NGO) sector in the developing countries of Bosnia and Herzegovina, Lebanon, and Sri Lanka. It also looks at whether faith offers similar motivations for NGO workers in Buddhist, Druze, Sunni Muslim, and Shiite Muslim NGOs as it does for workers in Christian NGOs. Much like nonprofit workers in other studies, the individuals interviewed chose their jobs based on their personal commitment to an organization's work.  相似文献
