Daughters from low‐income families who did not receive Aid to Families with Dependent Children (AFDC) are compared to daughters from low‐income families who did receive assistance to better account for family income in the intergenerational association of AFDC. The research models the timing of a daughter's first birth and, for those who become mothers, the number of years a daughter receives any AFDC. Women whose families received AFDC during their childhood are more likely to receive AFDC as adults relative to those women whose families did not receive AFDC. Controlling for family income in a more careful and comprehensive way than past research explains part but not all of the effects of childhood AFDC receipt. Among daughters from chronically poor families, however, parental AFDC use is not associated with additional years of AFDC participation. Although the present research cannot confirm or deny a causal role for parental welfare use, the intergenerational transmission of financial resources does explain part of the intergenerational association of welfare use.  相似文献

Abstract

In this study we categorize welfare duration determinants into those associated with family traits and the social macro environment outside the family. Monthly AFDC-Basic data for Texas from mid-1989 through April 1993 are analyzed using an event history analysis to examine the length of time families receive AFDC benefits and to estimate the effects of the two latent traits that influence the pace of quitting welfare. Results suggest a need for reformulating welfare policies to address the disadvantages stemming from the social structural context of poverty such as urban residence and race membership.  相似文献

This study uses data from the National Longitudinal Survey of Youth to examine intergenerational and program-induced effects of welfare dependency. Three research questions are asked: (a) How do parental Aid to Families with Dependent Children (AFDC) receipt and other family background characteristics affect subsequent dependency on AFDC? (b) How do attitudes about welfare and state AFDC benefit levels affect AFDC dependency? and (c) How do the patterns and factors associated with AFDC dependency vary across racial and ethnic lines? The results suggest that women who grew up in households that received welfare during the woman's adolescence are approximately twice as likely to be dependent on AFDC in young adulthood as women whose families did not received welfare. Further, state AFDC benefit levels are associated with higher risks of AFDC dependency, but the association is significant only for Anglo women. These analyses provide little support for the hypothesis that attitudes toward welfare and low-wage work increase the likelihood of welfare dependency.  相似文献

This paper uses the fact that states introduced Medicaid programs at different times between 1966 and 1972 to estimate Medicaid??s effect on Aid to Families with Dependent Children (AFDC) participation. Using state-level data, we find that the introduction of Medicaid accounted for approximately 10% of growth in AFDC caseloads from 1964 to 1974, a time period during which there was thought to be significant unexplained growth in caseloads. Analysis of individual-level data indicates that Medicaid??s effect on AFDC participation occurred through its effect in increasing the number of eligibles who participated in the program, and not because of increases in eligibility or reductions in workforce participation.  相似文献

Literature analyzing the linkage between welfare and interstate migration is divided. Lack of consistent findings partially depends on sample used and time period when studies are done. Choice of analytical modeling technique has also led to divergent findings. This paper addresses these issues by comparing the effects of welfare and work on poor/nonpoor migration patterns using contemporary structural and household data. Findings offer no support for the welfare magnet hypothesis. Effects of Aid to Families with Dependent Children (AFDC) differ by poverty status at the place of destination for 1985 and 1990. Householders are migrating to states with lower AFDC benefits. Effects of work also differ by poverty status. For 1985, householders are moving to states with lower unemployment rates. For 1990, householders are moving to states with lower wages. In general, householders remain in states with lower AFDC benefits giving more credence to an anchor effect of higher welfare benefits.  相似文献

Recent welfare reform limits welfare recipients to a maximum of five years of cash assistance. This policy change raises the question of whether it is reasonable to expect welfare recipients to be able to leave the rolls within a five year period, regardless of the economic conditions of the state or area in which they live. This article pursues this issue by examining the effects of economic conditions and residential location on a welfare recipient’s likelihood of leaving welfare over time. The analysis uses linked files from the Panel Study of Income Dynamics, the 1970 and 1980 U.S. Censuses, and County and City Data Book data from 1972 to 1994 to determine AFDC exit probabilities. The results indicate that being low-skilled and living within one of the largest U.S. cities dramatically decreases the likelihood of exit from AFDC via increased earnings. The results also show that the job loss within cities has a significant negative impact on AFDC exit probabilities for marriage, increased earnings and all exits for high school dropouts and African American AFDC recipients. However, including city employment variables did not decrease the negative effects of living within large northern cities for earnings exits. These results indicate that negative economic conditions and poor transportation within cities impede low-skilled AFDC recipients from increasing earnings and leaving welfare.  相似文献

There is a growing interest in individual time and risk preferences. Little is known about how these preferences are formed. It is hypothesised that parents may transmit their preferences to their offspring. This paper examines the correlation in offspring and parental time and risk preferences using data from an annual household survey in Australia (the HILDA survey). Both time and risk preferences are examined and we explored whether the correlation in time and risk preferences varies across the distribution of preferences and across the across the four parent–child dyads (mother/daughter, mother/son, father/daughter, father/son). The results show that there is a significant relationship between parents and their young adult offspring risk and time preference measures. The correlation varies across the distribution of time preferences. The correlation was largest for longer planning horizons. Risk averse parents are more likely to have risk averse children. Except for the father/daughter dyad risk seeking parents are more likely to have risk seeking offspring. Some gender differences were found. The association in parental and offspring time preference was larger for mothers than fathers. Daughters are more likely to be influenced by their mother’s risk preferences, however, sons are equally influenced by both parents. The results of this study suggest that the transmission in preferences is more nuanced than previously thought and parental gender may be important.  相似文献

In the context of recent federal initiatives to increase the affordability, accessibility, and quality of child care for the working poor, this article examines the degree to which expanding the supply of publicly subsidized child care in local communities may promote, through employment, the independence from welfare and economic self-sufficiency of Aid to Families with Dependent Children (AFDC) recipients with preschool-aged children. In a telephone survey of a random sample of 232 AFDC recipients who participated in a larger federally sponsored demonstration project in Mecklenburg County, North Carolina, many respondents reported the lack of available child care as a barrier either to employment or to the attainment of a preferred job. Although it is concluded that increases in the availability of subsidized child care should be a component of any strategy to increase the level of employment participation, continuity, and success for this population, the results underscore the need for a multi-faceted intervention strategy to reduce the welfare dependency and to increase the economic self-sufficiency of these parents. Not all groups compete equally in the labor market. Here, we focus on women's competition with men for jobs. This competition assumes that women's employment is affected by men's, and vice versa. We use two statistics—female labor force participation and share—to uncover this competition. 1990 U.S. census data on 281 metropolitan statistical areas were analyzed using weighted least squares regression. Supply-side explanations of female labor activity (education, children, household headship, and government assistance) receive more support than demand-side explanations (poverty, industrial mix, and region). Evidence of competition along gender and race lines is found. Men's employment is buttressed in metropolitan areas by higher wages, less poverty, and more women with children. Welfare benefits (AFDC) and deindustrialization lower black women's employment, while only white women benefit from advanced education and a "feminized" occupational structure. Implications for future research and policy are discussed.  相似文献

The authors investigated changes in household outsourcing, the practice of spending on services that replace household labor, from 1980 to 2010. During this time, women's labor force participation, increased and economic, household bargaining, and time availability theories predict increased spending during this period. To test these predictions, the authors used data on spending on housekeeping, day care, babysitting and nannies, gardening and lawn services, eating out and pre‐prepared foods from the 1980–2010 Consumer Expenditure Surveys using 327,903 household‐quarters from the interview survey and 86,877 household‐weeks from the diary survey. The results indicate that changes in income predicted increases in housekeeping, child care, and gardening services. Changes in household characteristics predicted little change in food outsourcing, although food outsourcing did increase. Changes in women's earnings predicted little change in most outsourcing. The authors conclude the article with a discussion of the changing context for outsourcing.  相似文献

Proponents of the new structural poverty thesis contend that "overly generous" meanstested transfer payments increase poverty by encouraging female headship and welfare dependency. Skeptics of this view concede that transfer programs have serious faults, but argue that their overall effect is to reduce poverty. Focusing on states' Aid to Families with Dependent Children (AFDC) programs, this article examines how well these competing hypotheses account for changes in poverty since 1960. AFDC contributed to the substantial poverty reduction of the 1960s. By the next decade, however, such effects attenuated, in part because the most generous programs began to encourage slight increases in female headship, which exacerbates poverty. The new structural poverty thesis may offer some understanding of the feminization of poverty in recent years, but the argument that AFDC transfers generate poverty is unfounded.
The welfare system is anti-work, anti-family, inequitable in its treatment of the poor and wasteful of taxpayers' dollars. It provides incentives for family breakup. It discourages work. (Carter 1977)  相似文献

Abstract

Through in-depth interviews, Kentucky welfare case managers compare their experiences working under Temporary Assistance to Needy Families (TANF) with their experiences working under Aid to Families with Dependent Children (AFDC). Interviewees unanimously agreed that TANF is more ambiguous, complex, and stressful than AFDC, both for clients and managers. Although case managers embrace the self-sufficiency goals of TANF, the strict work requirements, overwhelming paperwork and limited education and training opportunities create conflicting goals and barriers that frustrate case managers, leading to suggestions of a return to some rules of AFDC while retaining the TANF goal of independence from the welfare system.  相似文献

A simple economic model of criminal behavior shows that welfare payments will reduce the time allocated to illegal activities under risk aversion and other reasonable assumptions. This theoretical prediction is confirmed by the empirical findings: using a set of cross-sectional U.S. state data for 1987, it is found that cash or in-kind welfare programs have a negative and often significant effect on property crime. More general programs such as public housing seem to have a larger effect than those aimed primarily at women (AFDC). Medicaid and school lunch programs apparently have little effect on property crime.  相似文献

This paper examines whether states’ elimination of child support disregards for welfare payments after welfare reform caused non-custodial parents to increase in-kind support. I use longitudinal data from the Survey of Program Dynamics and take advantage of state and year variation in child support disregard policies before and after the 1996 welfare reform to identify effects of the disregard on in-kind support. I find that a $100 decrease in the disregard corresponds to a 3.2 percentage point increase in the probability a child will receive in-kind child support.  相似文献

Households who work full-time at minimum wage jobs earn more than the phasein range of the Earned Income Tax Credit (EITC). This means that the EITC mainly acts as a negative income tax. However, most families are eligible to receive the EITC for a relatively short time. Seventy-four percent of new EITC families will lose their eligibility in two years or less. Sixty-one percent of families already on the EITC will lose their eligibility in three years or less. EITC families are much more mobile than AFDC families. The main reason that families gain or lose EITC eligibility is changes in earnings.  相似文献

When considering reunification, child welfare caseworkers are faced with the difficult challenge of predicting which caretakers will be able to provide a safe environment for their children once they return home. Unfortunately, although an increasing number of studies have examined maltreatment recurrence during investigation and following case opening, little is known about the factors that predict maltreatment recurrence following reunification. Using a case-control design and information gathered from a child welfare administrative database and client case records, the current study examined the factors that predict short-term (i.e., within 60 days) maltreatment recurrence among 174 families with children returning home from their first stay in substitute care. From a variety of child, caretaker, placement, family environment, and service provision characteristics, seven variables uniquely added to the prediction of maltreatment recurrence: 1) child age, 2) caretaker mental illness, 3) number of placements, 4) type of placement, 5) length of time in placement, 6) number of children in the home at reunification, and 7) the interaction between household structure at reunification and the presence of siblings returned home with the index child. The implications of these findings for child welfare practice and future research are discussed in detail.  相似文献

This paper addresses work–family articulation and gender issues in a generational context. The goal of the paper is to gain insight into the potential for change in time-squeezed dual-earner families through research intervention at the level of the household in ways responsive to gender equality. It draws on qualitative interviews with men and women whose parents participated in a research experiment in Norway in the 1970s. The couples who participated in the experiment were supposed to share domestic responsibilities and both spouses were to hold part-time jobs. The paper explores memories about growing up in experimenting families. It raises the question of whether innovative work-sharing strategies were reproduced when the next generation started having children. Childhood memories were found to be very positive, and the next generation shared the egalitarian values of their parents. The part-time/work-sharing model was, however, reproduced in only a few cases for a short period. The paper argues that generational transmission had a rather weak formative impact on a practical level, while opportunity structure in accordance with welfare state measures tended to direct the work–family articulation of the next generation.  相似文献

Research suggests that early care and education (ECE) services, particularly center-based ECE, may help prevent child maltreatment and also mitigate some of the negative developmental outcomes associated with child maltreatment. There is also preliminary evidence to suggest that ECE could reduce the likelihood that maltreatment allegations will be substantiated by child welfare authorities and/or result in children being placed in out-of-home care. However, little is known about rates of ECE participation among children receiving child welfare services, nor the factors that determine ECE participation for this population. Data from the first wave of the National Survey of Child and Adolescent Wellbeing II, a nationally representative sample of children referred to the United States (U.S.) child welfare system (CWS) for suspected maltreatment, were used to measure the frequency with which 0–5 year olds participate in center-based ECE. Additionally, logistic regression analyses explored the effects of maltreatment type, substantiation, and children's living arrangements (i.e., with parents, relatives, or foster parents) on this outcome, controlling for a range of child and family covariates associated with ECE participation in the general population. Results indicate that less than a third of 0–5 year olds receiving child welfare services in the U.S. are participating in center-based ECE. Among the various categories of maltreatment type measured, being reported to the CWS for suspected physical abuse was associated with decreased odds of center-based ECE participation; however, other types of maltreatment, substantiation, and living arrangement were unrelated to center-based ECE participation. These findings suggest that, despite recent efforts by the U.S. federal government to promote ECE participation for CWS-supervised children, the vast majority of young children in the U.S. CWS are not receiving center-based ECE, and physically abused children are particularly disadvantaged when it comes to accessing these services.  相似文献

Having a child with a disability is considered a barrier to self-sufficiency among welfare recipients. This study examines the impact of children's educational disability on single-mother families' welfare exits and re-entries for a cohort of children in a metropolitan region in Missouri, who were born between 1982 and 1994, and received AFDC/TANF at least once from 1990 through 2008 (N=4,928). A semiparametric proportional hazards model for recurrent events is used to analyze the relationship between a child's educational disability and family welfare exit and re-entry. Results show that families with children with disabilities (the disability group) are less likely to exit and more likely to re-enter the welfare system than families with children without disabilities (the nondisability group). After the 1996 welfare reform, the welfare exit rate increases more for the disability group than for the nondisability group, while the welfare re-entry rate decreases less for the disability group than for the nondisability group.  相似文献

Behavioral parent training programs have documented efficacy for improving behaviors among parents and their children and are frequently used by child welfare agencies to prevent removal of a child from the parental home or to facilitate reunification. Although an ideal time for parent training might be during supervised visits where parents may practice skills with their children under the guidance and support of a therapist or caseworker, this is not typically the case. Most often, parents within the child welfare system receive parent training in small groups without their children present, and to date, few studies have examined effects of behavioral parent training interventions during supervised visitation. In this study, concurrent multiple baseline across behaviors design was used to examine effects of a behavioral parent training program, Filming Interactions to Nurture Development (FIND), on parental skill acquisition with four mothers who had lost custody of their children but were being considered for reunification. Children emitted little or no problem behaviors during baseline or intervention, so parenting behavior was the primary dependent variable. Results obtained across participants documented a clear functional relation between implementation of the FIND intervention and increases in developmentally supportive parenting behaviors. Results of social validity and contextual fit measures suggest the intervention was perceived by mothers to be positive, feasible, and appropriate within the child welfare context. Practical and conceptual implications, limitations of this study, and directions for future research are discussed.  相似文献
