This paper develops a common framework for benchmarking and ranking units with DEA. In many DEA applications, decision making units (DMUs) experience similar circumstances, so benchmarking analyses in those situations should identify common best practices in their management plans. We propose a DEA-based approach for the benchmarking to be used when there is no need (nor wish) to allow for individual circumstances of the DMUs. This approach identifies a common best practice frontier as the facet of the DEA efficient frontier spanned by the technically efficient DMUs in a common reference group. The common reference group is selected as that which provides the closest targets. A model is developed which allows us to deal not only with the setting of targets but also with the measurement of efficiency, because we can define efficiency scores of the DMUs by using the common set of weights (CSW) it provides. Since these weights are common to all the DMUs, the resulting efficiency scores can be used to derive a ranking of units. We discuss the existence of alternative optimal solutions for the CSW and find the range of possible rankings for each DMU which would result from considering all these alternate optima. These ranking ranges allow us to gain insight into the robustness of the rankings.  相似文献

Benchmarking of electricity distribution utilities has been widely used as a means to contribute for the adoption or reinforcement of enhanced competitiveness and innovation practices to optimize costs, increase customer satisfaction, improve corporate image and maximize profits. The purpose of this paper is to present a benchmarking study for the maintenance and outage repair activity carried out by a Portuguese electricity distribution company, EDP Distribuição (EDP-D), using the value-based DEA method, which builds on links between data envelopment analysis (DEA) and multiple criteria decision analysis (MCDA). This study illustrates the impact of the incorporation of managerial preferences in the classification and ranking of 40 network areas served by EDP-D, confronting the results with a previous study based on a BCC DEA model. In order to deal with the underlying uncertainty, the value-based DEA method for performance evaluation is adapted to include the concept of super-efficiency. Besides identifying best practices, sources of inefficiency, gaps relatively to best practices and opportunities for improvement, this analysis supports the introduction of corrective measures and informs decisions about future goals.  相似文献

This paper proposes an integrative approach to feature (input and output) selection in Data Envelopment Analysis (DEA). The DEA model is enriched with zero-one decision variables modelling the selection of features, yielding a Mixed Integer Linear Programming formulation. This single-model approach can handle different objective functions as well as constraints to incorporate desirable properties from the real-world application. Our approach is illustrated on the benchmarking of electricity Distribution System Operators (DSOs). The numerical results highlight the advantages of our single-model approach provide to the user, in terms of making the choice of the number of features, as well as modeling their costs and their nature.  相似文献

The present study fills a gap between the benchmarking literature and multi-output based efficiency and productivity studies by proposing a benchmarking framework to analyze total factor productivity (TFP). Different specifications of the Hicks–Moorsteen TFP index are tailored for specific benchmarking perspectives: (1) static, (2) fixed base and unit, and (3) dynamic TFP change. These approaches assume fixed units and/or base technologies as benchmarks. In contrast to most technology-based productivity indices, the standard Hicks–Moorsteen index always leads to feasible results. Through these specifications, managers can assess different facets of the firm's strategic choices in comparison with firm-specific relevant benchmarks and thus have a broad background for decision making. An empirical application for the Spanish banking industry between 1998 and 2006 illustrates the managerial implications of the proposed framework.  相似文献

This paper estimates total productivity change with regard to the Lisbon Police Force and decomposes it into technically efficient change and technological change with data envelopment analysis (DEA). The benchmarking procedure implemented is an internal benchmarking, in which police precincts are compared against each other. The aim of this procedure is to seek out those best practices that will lead to improved performance throughout the whole force. We rank the precincts according to their total productivity change for the period 2000–2001, concluding that some precincts experienced productivity growth while a small number experienced productivity decrease. Economic implications arising from the study are considered.  相似文献

Data envelopment analysis (DEA) can be interpreted as a natural generalization of elemental practices for efficiency and performance evaluation used in diverse areas, some of which have evolved independently of each other and of the traditional efficiency framework of Charnes et al. [Measuring the efficiency of decision making units. European Journal of Operational Research 1978;2(6):429–44]. The paper aims to show that some standard “real-world” procedures employed by practitioners in the fields of retailing, finance, and social science can be interpreted as unconscious applications of DEA, and that such analyses could be enhanced by the explicit use of DEA. A supplementary aim is to demonstrate that DEA can be derived from concrete examples and first principles. The choice of the examples covers the two typical returns to scale environments of constant returns to scale (CRS) and variable returns to scale (VRS). Motivating and deriving DEA as a generalization of established performance evaluation practices will help to explain and disseminate this methodology to practitioners and to those who find their methods familiar.  相似文献

As demonstrated in several recent studies, data envelopment analysis (DEA) is a useful tool for evaluating and comparing the performance of nations competing in the Olympic Games. Assurance regions (ARs) have been used to further refine the DEA results. These AR DEA models assume that ARs apply uniformly across all nations. Such models can have shortcomings in the sense that different nations may impose different ARs, as nations may value gold, silver, and bronze medals differently. This paper extends previous DEA studies by incorporating multiple sets of nation-specific ARs into the DEA. By doing so, we establish fair models for measuring and benchmarking the performance of nations at six summer Olympic Games.  相似文献

We evaluate the efficiency of decision making units (DMUs) in a World Bank supported Social Risk Mitigation Project (SRMP) in Turkey through context-dependent and measure-specific data envelopment analysis (DEA) approaches. The results suggest that the efficiency evaluations with context-dependent and measure-specific DEA play various roles in an organization such as setting attainable targets to DMUs, setting long and short term targets to DMUs separately, grouping of DMUs, and improving internal competition between DMUs. Four main contributions of this study can be summarized as follows. Firstly, the study shows the applicability of context-dependent and measure-specific DEA methodologies in a World Bank supported large scale project to increase the effectiveness of the project. Secondly, it outlines some important managerial conclusions of context-dependent DEA clustering approach. Moreover, we propose an alternative approach for attractiveness scores computations in case of exogenous group formations. Finally, the study proposes and applies measure-specific version of context-dependent DEA approach.  相似文献

This paper presents an improved measurement tool for evaluating performance of branches within a major Canadian bank. While there have been numerous previous studies of performance in the banking industry, particularly at the branch level, this study is different in a very significant way: specifically two kinds of data are used to develop the model. The first type of data is that related to standard transactions, available from any bank; such have formed the basis of numerous previous studies. The second type of data, obtained from the site studied, is classification information, based on branch consultant/expert judgment as to good and poor performance of branches. The purpose herein is to present a modified version of an existing benchmarking model, data envelopment analysis (DEA), and to show how this tool is applied in the banking industry. The mechanism used herein to incorporate expert knowledge within the DEA framework is to first apply a discriminant or classification tool, to quantify the functional relation that best captures the expert's mental model for performance. The outcome of this first phase is an orientation of variables to aid in the definition of inputs and outputs. The resulting orientation then defines the DEA model that makes up the second phase of the model.  相似文献

A number of studies have used data envelopment analysis (DEA) to evaluate the performance of the countries in Olympic games. While competition exists among the countries in Olympic games/rankings, all these DEA studies do not model competition among peer decision making units (DMUs) or countries. These DEA studies find a set of weights/multipliers that keep the efficiency scores of all DMUs at or below unity. Although cross efficiency goes a further step by providing an efficiency measure in terms of the best multiplier bundle for the unit and all the other DMUs, it is not always unique. This paper presents a new and modified DEA game cross-efficiency model where each DMU is viewed as a competitor via non-cooperative game. For each competing DMU, a multiplier bundle is determined that optimizes the efficiency score for that DMU, with the additional constraint that the resulting score should be at or above that DMU 's estimated best performance. The problem, of course, arises that we will not know this best performance score for the DMU under evaluation until the best performances of all other DMUs are known. To combat this “chicken and egg” phenomenon, an iterative approach leading to the Nash equilibrium is presented. The current paper provides a modified variable returns to scale (VRS) model that yields non-negative cross-efficiency scores. The approach is applied to the last six Summer Olympic Games. Our results may indicate that our game cross-efficiency model implicitly incorporates the relative importance of gold, silver and bronze medals without the need for specifying the exact assurance regions.  相似文献

How to determine weights for attributes is one of the key issues in multiple attribute decision making (MADM). This paper aims to investigate a new approach for determining attribute weights based on a data envelopment analysis (DEA) model without explicit inputs (DEA-WEI) and minimax reference point optimisation. This new approach first considers a set of preliminary weights and the most favourite set of weights for each alternative or decision making unit (DMU) and then aggregates these weight sets to find the best compromise weights for attributes with the interests of all DMUs taken into account fairly and simultaneously. This approach is intended to support the solution of such MADM problems as performance assessment and policy analysis where (a) the preferences of decision makers (DMs) are either unclear and partial or difficult to acquire and (b) there is a need to consider the best "will" of each DMU. Two case studies are conducted to show the property of this new proposed approach and how to use it to determine weights for attributes in practice. The first case is about the assessment of research strengths of EU-28 member countries under certain measures and the second is for analysing the performances of Chinese Project 985 universities, where the weights of the attributes need to be assigned in a fair and unbiased manner.  相似文献

Abstract

In this paper, we develop an assessment framework to evaluate the systemic greenness of a tyre manufacturing unit by capturing the interactions between the green practices implemented. By reviewing the existing literature, we propose a stakeholder-based green practices framework comprising of operation strategy practices, process practices, employee practices, regulatory practices, customer practices, competition practices, social practices, and supplier practices. The empirical data on the interactions of green practices between and within stakeholders are collected by conducting a detailed case study of a large radial tyre manufacturing unit in India. We use graph-theoretic approach to incorporate the interactions between different green practices and assess the systemic greenness of the case organisation. Based on the systemic greenness attained, we rank the green practices within stakeholders and also between the stakeholders. We conduct scenario analysis to develop a systemic greenness index and a scale to assist practitioners in evaluating and benchmarking the greenness performance. We also discuss implications for theory and practice along with the inherent limitations.  相似文献

In this paper, we address several issues related to the use of data envelopment analysis (DEA). These issues include model orientation, input and output selection/definition, the use of mixed and raw data, and the number of inputs and outputs to use versus the number of decision making units (DMUs). We believe that within the DEA community, researchers, practitioners, and reviewers may have concerns and, in many cases, incorrect views about these issues. Some of the concerns stem from what is perceived as being the purpose of the DEA exercise. While the DEA frontier can rightly be viewed as a production frontier, it must be remembered that ultimately DEA is a method for performance evaluation and benchmarking against best-practice. DEA can be viewed as a tool for multiple-criteria evaluation problems where DMUs are alternatives and each DMU is represented by its performance in multiple criteria which are coined/classified as DEA inputs and outputs. The purpose of this paper is to offer some clarification and direction on these matters.  相似文献

We investigate the adoption of operational management “best practices” in multinational corporation (MNC) subsidiary plants in the Western Balkans. Building on the Practice-Based View (PBV), we suggest that subsidiary plants are more likely to operate according to widely recognized best practices, if these practices are already common in the MNC home country. We also examine the degree to which the MNC can facilitate best practices in their plants by allocating organizational and human resources. We test our hypotheses using survey data from subsidiary managers and secondary company data (n = 129), supplemented with manager interviews (n = 14), collected from European, U.S., and Asian MNCs with subsidiary plants in Bosnia and Herzegovina, Croatia, Serbia, and North Macedonia. Results indicate that the subsidiary plants adopt practices that are common in the MNC home country. They do so to a greater extent when the MNC commits organizational resources to the plants, such as codified written procedures and trainings. Contrary to our expectations, there is no benefit to allocating human resources, such as expatriates and business travelers. We provide insights into the transfer and implementation of best practices in the Western Balkan context, enhance our understanding of the PBV by presenting a specific application of this theoretical perspective, and provide practically relevant results for managers and policymakers.  相似文献

数据包络分析是进行效率评价最重要的方法之一。传统的数据包络分析理论主要寻找有效前沿面上的最远距离投影,在极大化无效性指数的同时也面临着效率改进的巨大难度和高额成本。对于具有两阶段内部生产结构的决策单元,本文从考虑最小改进难度的视角出发,提出了最近距离投影的两阶段效率评价方法。该方法首先得到所有强有效决策单元的线性组合,且这些组合均占优于被评价的两阶段决策单元。然后建立了两阶段范围调整效率评价模型,在确定具有最近投影距离的占优组合的同时,得到了两阶段评价效率。最后,本文运用我国32家上市银行的年度数据对所提出方法进行了应用验证。  相似文献

基于具有输入输出指标偏好信息的数据包络分析模型评价中国纺织工业的效率,给出了描述规模报酬不变和规模报酬可变假设的DEA模型及其对偶规划的一种形式。模型克服传统DEA模型应用中常见的决策单元权重为零进而高估决策单元效率的不合理现象,有效地测算了中国31个地区纺织工业的经济运行效率,并分析了地区间效率水平差异的原因。利用各决策单元在经验生产前沿面上的投影点,估计了中国纺织工业的随机生产前沿函数,最后用效率弹性线性递减模型分析了销售收入、人均资产、台港澳和外商投资对各地区效率的微观影响关系。  相似文献

DEA can be interpreted as a tool for the identification of “frontier outliers” among data points. These are points that are potentially interesting because they exhibit extreme properties in that the values of their attributes, either alone or combined, are at the upper or lower limits of the data set to which they belong. A real challenge for this type of frontier analysis arises when data stream in at high rates and the DEA analysis needs to be performed quickly. This paper extends DEA into this dynamic data environment. The purpose is to propose a formal theoretical framework to handle streaming data and to answer the question of how fast data can be processed using this new framework. Potential applications involving large data sets include auditing, appraisals, fraud detection, and security. In such settings the situation is likely to be dynamic with the data domain constantly changing as new entities arrive in the course of time. New specialized tools to adapt DEA to deal with streaming data will be explored.  相似文献

Simulation is a powerful tool for modeling complex systems with intricate relationships between various entities and resources. Simulation optimization refers to methods that search the design space (i.e., the set of all feasible system configurations) to find a system configuration (also called a design point) that gives the best performance. Since simulation is often time consuming, sampling as few design points from the design space as possible is desired. However, in the case of multiple objectives, traditional simulation optimization methods are ineffective to uncover the efficient frontier. We propose a framework for multi-objective simulation optimization that combines the power of genetic algorithm (GA), which can effectively search very large design spaces, with data envelopment analysis (DEA) used to evaluate the simulation results and guide the search process. In our framework, we use a design point's relative efficiency score from DEA as its fitness value in the selection operation of GA. We apply our algorithm to determine optimal resource levels in surgical services. Our numerical experiments show that our algorithm effectively furthers the frontier and identifies efficient design points.  相似文献

The performance of a decision making unit (DMU) can be evaluated in either a cross-sectional or a time-series manner, and data envelopment analysis (DEA) is a useful method for both types of evaluation. In order to eliminate the inconsistency caused by using different frontier facets to calculate efficiency, common-weights DEA models have been developed, under which a group of DMUs can be ranked for a specific period. This study proposes a common-weights DEA model for time-series evaluations to calculate the global Malmquist productivity index (MPI) so that the productivity changes of all DMUs have a common basis for comparison. The common-weights global MPI not only has sound properties, but also produces reliable results. The case of Taiwan forests after reorganization shows that the MPIs calculated from the conventional DEA model produce misleading results. The common-weights global MPI approach, on the other hand, correctly identifies districts with unsatisfactory performance before the reorganization and those with unsatisfactory productivity improvement after the reorganization.  相似文献
