In this article, we discuss the development of a conceptual evaluation framework to design and assess gender equality interventions and their effects in research and innovation. The conceptual framework presented herewith embraces the complexity, gender-sensitive and theory-based evaluation approaches ensuring that design and evaluation of gender equality interventions consider the complex systems that constitute the context in which the interventions operate. The evaluation framework offers a non-linear concept, where the notion of contribution - not attribution - to achieve impact is central to the integration of team, organizational and system factors in policy design and evaluation. The paper opens the “black box” to address the question of how and why a policy intervention works and in which context and discusses a systematic process on how to approach the interwoven linkages between input, implementation and effects in gender equality interventions in research and innovation, accounting for context sensitivity and methodological pluralism. The evaluation framework may serve as reference for researchers, evaluators, policymakers and other stakeholders in designing and assessing gender equality interventions, and in further developing their evidence, and theoretical and methodological base.  相似文献

Gender equality and gender mainstreaming in research is one of the six European Research Area (ERA) priorities. Integrating the gender dimension in research content and teaching is one of its three objectives. It is arguably the objective where least progress has been made. In this article we contribute to the evidence base by applying the EFFORTI evaluation framework to three empirical case study interventions that aim to integrate the gender dimension in tertiary education and research content. Comparison is based on an evaluation of the design of the intervention, those factors that have enabled/ hindered its implementation as well as an assessment of outcomes and impacts. The findings of the case studies highlight the importance of design, specifically regarding resources, legal status and the definition and operationalisation of the gender concept. Implementation hinges on top-level institutional commitment and mainstreaming gender studies with support of a central unit and crucially gender competence. A lack of recognition and status of gender studies and subsequent innovations was seen to hamper implementation. Outcomes and impacts included an increased awareness and interest in gender, increased gender competence, a push towards gender equality regarding representation and organisational change as well as an improved accreditation process and more and better research.  相似文献

Despite decades of efforts to achieve gender equality in research and innovation (R&I), all EU member states still face remarkable difficulties in driving forward the development of their innovation system while at the same time improving gender equality by using all the available research potential. In this paper we focus on the development of the share of women researchers in four national innovation systems, i.e. in Austria, Denmark, Hungary and Spain in the time period 2005-2015. The four selected cases represent countries with significant differences in their innovation capacity, gender regimes and progress of gender equality in R&I. A qualitative comparative analysis (QCA) is carried out to conduct a sector program evaluation based on statistical data and qualitative studies to understand the dynamic development of the proportion of women researchers. The study aims to provide insights into the aggregated gender equality interventions and policies implemented in the four countries studied and their contributions to the development of the proportion of women scientists at the structural level. The analysis reveals that the development of the share of women researchers during the studied period has been particularly influenced by contextual factors, namely the relative size of the business enterprise sector and the share of women among holders of tertiary education. While this is the case, it is found that gender equality interventions need to be more widespread and more effectively designed to be a strong contributing factor to an increasing representation of women in R&I.  相似文献

This article analyses the facilitating and hindering factors that have affected the implementation of gender equality interventions in research and innovation in Europe. It applies the evaluation framework developed in the EFFORTI project that recognizes the complexity of evaluating gender equality interventions in R&I, the importance of factoring in context to any sound evaluation as well as the need to distinguish between the design and implementation of interventions in evaluations. It is based on the analysis of 19 empirical case studies carried out throughout Europe and focuses on those structural and procedural factors that have either facilitated or hindered the implementation process of these interventions. Findings include how the governance framework; top-management commitment; bottom-up participation; framing synergies with other initiatives, strategies for tackling resistance; resources; sustainability of actions; gender competence, experience and knowledge and transparency, targets, standards and monitoring; and accessible data and information all contributed to the successful implementation of the interventions.  相似文献

Being European with a long standing research interest in evaluation of gender policies, I could not begin my assignment as Editor in Chief with a better task. Readers will forgive me for these few biographical notes. Before presenting this special issue, I owe many thanks to Jonny Morell who involved me in its design as early as June 2018. I also want to thank Susanne Bührer, Clemens Striebing, Evanthia Kalpazidou Schmidt, Rachel Palmén, Sybille Reidl, Florian Holzinger and Jörg Müller, who invited me at the 2019 conference in Brussels, where the final results of the European initiative ‘Evaluation Framework for Promoting Gender Equality in Research and Innovation’ (EFFORTI) were critically debated.1 And drawing on the outline and comments I pointed out on that occasion, in this short introduction, I highlight why this special issue is politically relevant and theoretically innovative.  相似文献

ABSTRACT

Responses to the Great Recession are varied across welfare states and gendered in their consequences. Combining gender, social policy and social movement scholarship, this paper investigates how the differential policy responses to the Financial Crisis in three European countries shaped gender-differences in anti-austerity demonstrations. We compare the involvement and characteristics of women and men in anti-austerity protests using data collected at street demonstrations (2010–2012). We conduct cross-national multi-level analysis of demonstrators from countries representing different gender regimes (Spain, Sweden and the United Kingdom). Our results show that gender regimes have a significant impact on women’s and men’s involvement in anti-austerity protests. We thus make an important contribution to research on gender differences in participation in anti-austerity demonstrations post-Great Recession. Our comparison of women’s and men’s participation in anti-austerity street demonstrations suggests that at the country or regime level resources matter more than grievances, but that grievances matter at the individual level. This innovative paper links scholarship on gender regimes with research on protest participation. Resources and experiences of grievances are shaped by gender regimes which provide access to decision-making and social support. We reveal novel insights into the connection between gender regimes and demonstration participation.  相似文献

ABSTRACT

This article presents a new methodology, Gender Knowledge Contestation Analysis, and uses it to examine the processes under way when transformative gender equality policies, such as gender mainstreaming are implemented. Drawing on data gathered in the European Commission, the findings show the processes linking high-level rhetorical policy statements, strategic policies, and daily working practices. This analysis enables exploration of the mechanisms through which indifference to and nonawareness of gendered policy problems are collectively constituted and methods through which they can be challenged. Findings thus deepen our understanding of barriers to the implementation of gender mainstreaming and the steps required for its effective implementation.  相似文献

Women are extremely under-represented in top management and professional positions in all countries, although cross-national variations exist. Women from minority ethnic and racial groups suffer from greater under-representation than do majority group women. The “Glass Ceiling” is a metaphor that describes the gender barriers that produce these patterns. This article suggests that “Inequality Regimes” is a more accurate metaphor, as it stands for gender, race and class barriers that obstruct women's opportunities for advancement at all levels of organizational hierarchy. The article discusses the components of inequality regimes and briefly assesses some efforts to change these practices.  相似文献

ABSTRACT

At Oxfam, we have spent much of the last two years talking about feminist principles. In the context of the #Metoo and #Aidtoo movements, the presence (or absence) of these feminist values and principles is increasingly – and rightly – under the spotlight. In this article, we reflect on what it takes to embed these values in our research practice within the monitoring, evaluation, and learning (MEL) function of an international non-government organisation such as Oxfam. These values shape our understanding of the purpose of carrying out MEL activities as a tool for bringing about social justice, through examining gender and power relations, why they exist and how they change. We reflect on the successes and challenges we have faced while utilising evaluation for greater gender equality. By doing so, we aim to start shedding light on the structural changes needed to bring about social changes through MEL, and research more broadly.  相似文献

ABSTRACT

When HIV/AIDS was first addressed by the UN Security Council in 2000, it was seen as the culmination of a successful securitization process and a pivotal moment for introducing human security. However, concern for the epidemic was paired with problems in including a nonmilitary issue on the Security Council’s agenda and the fear that peacekeepers were vectors of HIV. Reports of peacekeepers being involved in sexual exploitation and abuse added to these problems. This article aims to understand how gender has informed the efforts to address these issues and to rehabilitate peacekeeping forces and the Security Council from the legitimacy challenges that arose in this context. The article argues that including nonmilitary issues on the Security Council agenda requires adjustment to fit a war/peace logic. Drawing on feminist theories on security and protection, the analysis shows that the security narrative on HIV/AIDS did not form a coherent protection logic until the 2011 reformulation, when HIV/AIDS was constructed as part of the problem of wartime rape. This reformulation is interpreted as an appropriation of gender equality to reproduce a military security doctrine.  相似文献

ABSTRACT

Do women really improve conditions for gender equality after becoming heads of states? This study investigates if having a woman at the helm of country’s decision making processes leads to better indicators on women’s conditions. Using time-series observations for the period 2000–11, we test the hypothesis with the Liberian experience. We analyse six main gender indicators: gender equality, equality of representation in rural areas (basic community), economic rights of women, participation of women in active life, political rights of women and legislations for the protection of women against violence. Our findings do not show substantially significant changes between the first mandate of Ellen Johnson Sirleaf and the period before. In essence, we only notice positive and statistical ruptures for equality of representation in rural areas and the economic rights of women. Policy implications are discussed.  相似文献

This article investigates the premise that it is possible to transpose organizational approaches to equal employment opportunity (EEO) from western countries to Muslim majority countries (MMCs). Drawing on policy interviews and documentary evidence from public sector organizations and international development agencies engaged in the promotion of gender equality in Turkey and Pakistan, we question the effectiveness of diffusion of gender equality policies and practices to and among these two MMCs. Our investigation reveals the primacy of context over essence in developing effective ways to construct EEO policies and practices which can be adopted in MMCs.  相似文献

This article presents a focused comparative analysis of the institutionalization of two governance practices in the European Commission that levy distinct challenges to the gender status quo: gender mainstreaming (which overtly challenges gender bias) and evaluation (which does not have explicit feminist aspirations). With reference to five dimensions, we identify evaluation as relatively strongly institutionalized, and gender mainstreaming as relatively weakly institutionalized. We draw on the explanatory power of feminist institutionalism to unpack these findings, arguing that a feminist institutional perspective can shed light on this variation, as it provides greater insight into the formal and informal institutions that constrain, enable and shape the implementation of evaluation and gender mainstreaming. We assert that the notion of path dependency, the logic of appropriateness, and the concept of layering serve as useful tools to understand the gendered nature of the European Commission. This research provides insights into the institutional factors that impact the implementation of gender equality strategies (such as gender mainstreaming). In turn, this contributes to the development of more effective strategies to promote institutional change toward greater equality.  相似文献

Religion is a dominant force in private and public life in most developing countries. Based on fieldwork in Nigeria, where Christianity and Islam are the two major religions, this article looks at ways in which religion interplays with development and gender equality, and what this means for development policy and practice. First, it explores conflicts and challenges, looking at how religious and indigenous customary values converge as powerful influences, affecting all areas of women's lives. The article goes on to examine the impact of these influences on individual women's choices and aspirations in the context of Nigerian development policy on gender equality. Against this backdrop, it highlights opportunities that can stem from religion, pointing to the ways in which Nigerian faith-based women's organisations are beginning to use religion as a basis for challenging male bias and promoting holistic development.  相似文献

Abstract

This article examines the limits of national discussions on gender equality in Rwanda from the perspectives of disabled young women. Based on 16 in-depth interviews and three focus group interviews with disabled Rwandan young women, this article points out that the barriers to gender equality are interpersonal and institutional. The empirical analysis reveals that gender biases at Rwanda’s largest inclusive secondary school are reinforced by wider cultural and religious norms, which endorse the subordination of disabled girls and young women in school. The study suggests that the equality rhetoric/reality gap will remain in Rwandan schools and society if the wider cultural and religious institutions are not examined and transformed.  相似文献

This article discusses policymaking from a gender+ equality perspective. It connects the knowledge from various subfields ranging from development planning, to feminist policy studies, to works on gender mainstreaming. By connecting different but convergent feminist subdisciplines, it draws a picture of the field of gender+ and policymaking. Central in this analysis are the questioning of gender+ bias in the policy process and the development of strategies to mainstream gender into policymaking. By delineating the boundaries of research on gender and policymaking, the article addresses existing challenges and reflects on gaps and promising terrains of study that could further develop and establish the field of feminist policy studies.  相似文献

ABSTRACT

Official Spanish policy seeks greater gender equality by, among other things, encouraging men’s use of their legal rights to parental leave and requiring employers to implement equality plans. This article contains a first-ever analysis of the extent to which company equality plans are used to improve upon the legal provisions governing parental leave and whether those improvements actually encourage greater leave use by men, help to degender leave use and promote fathers’ co-responsibility for childcare. The improvements implemented by companies are analysed against a backdrop of economic crisis (2007-2016), during which public policy underwent no substantial change. An analysis of the gender equality plans in place among 107 ‘gender equality employers’ (GEEs) revealed that most included no enhancement of the existing legislation and only a few work organizations provided incentives for men to use leaves as part of their work-life balance strategies. Substantial progress in this regard can only be expected through increasing government provision of parental leave aimed at men and/or increasing government pressure on companies to encourage leave taking by men.  相似文献

ABSTRACT

Close to 17,320 workers participate in the Seasonal Worker Programme, a temporary migration scheme between Australia and selected island countries in the Pacific. This article looks at the ways in which seasonal migration affects the social lives of migrants from Tonga and Vanuatu, in their households and communities. It explores the various barriers that women face as a result of this scheme, highlighting, in particular, imbalances in the gendered division of labour caused by the absence of males due to migration. It argues that focusing solely on the economic development discourse of seasonal labour programmes is problematic because it fails to take into account the normative dynamics and general context of seasonal workers. Such an approach also fails to take into consideration the rights of migrants to live with their families, and not to have to make choices that are shaped by physical separation from their families and communities. The article concludes with recommendations for policy reform that address the existing gender inequalities of seasonal worker programmes in the Pacific by putting work, care, and the everyday maintenance of the seasonal worker household at the centre of its analysis.  相似文献

Feminist scholars have challenged the neutrality of policymaking processes and the outputs resulting from these processes. However, some elements of policymaking have not been studied as well as others. In this article I explore the concept of evaluation from a gender+ perspective as an essential step for a complete gender mainstreaming strategy, which can help to identify gender issues that should be integrated into the content of evaluated policies and to ensure gender does not get lost in the policymaking process. The quota rule in employment is a legal tool to promote gender equality in professions and positions where women are underrepresented. An accompanying assumption is that gender diversity positively affects one of the aspects of team performance in form of group cooperation. However, it is unclear whether this positive effect can be achieved if diversity increases due to a quota rule. In two fully incentivized experiments involving a real-effort task (N1 = 188 and N2 = 268), we examined the impact of quotas as compared to performance-based promotion on group cooperation. We thereby categorized participants either with regard to gender or to an artificial category that was randomly assigned. Cooperation within groups declined when promotion was based on quota compared to performance-based promotion, irrespective of the categorization criterion. Further analyses revealed that this negative effect of quota rules on cooperation is not driven by procedural fairness perceptions or expectations about performance of the promoted group member. Implications of the results for the implementation of equality and diversity initiatives are discussed.  相似文献
