Donors and governments are increasingly calling for more collaborative relationships between humanitarian organizations (HOs), to improve the efficiency and effectiveness of humanitarian operations by exchanging information, knowledge, and resources. This study examines the relative efficacy of partners' characteristics (i.e., compatibility and resource complementarity) and partners' relationship management capability on collaborative relationships, incorporating mutual trust and reciprocal commitment as two mediator constructs. We use Partial Least Squares to examine the proposed hypotheses using a sample of 191 respondents. Data are collected through a web‐survey of international humanitarian non‐governmental organizations (NGOs) in countries across Africa, Asia, and South America. The results reveal that (i) resource complementarity and relationship management capability are significant factors influencing collaborative performance through their effects on partners' mutual trust and reciprocal commitment, and that (ii) partners' compatibility (i.e., missions, values, and operational methods) does not significantly drive success or failure of collaboration between international NGOs. These results suggest that given the present diversity of HOs' characteristics, the success of collaboration is associated with the partners' level of understanding of each other's objectives, operations, and values, and to the extent to which organizations efficiently communicate and coordinate their joint activities. The managerial implications of the findings are also discussed.  相似文献

Humanitarian supply chains involve many different entities, such as government, military, private, and non‐governmental organizations and individuals. Well‐coordinated interactions between entities can lead to synergies and improved humanitarian outcomes. Information technology (IT) tools can help facilitate collaboration, but cost and other barriers have limited their use. We document the use of an IT tool to improve last‐mile supply distribution and data management in one of many camps for internally displaced persons after the January 2010 earthquake in Haiti, and we describe other current uses of technology in camp management. Motivated by these examples and the interest among humanitarian organizations in expanding the use of such tools to facilitate coordination, we introduce a cooperative game theory model and explore insights about the conditions under which multi‐agency coordination is feasible and desirable. We also outline an agenda for future research in the area of technology‐enabled collaboration in the humanitarian sector.  相似文献

Abstract

Over the past decades, there has been increasing interest in studying humanitarian operations management. The mismatch between global humanitarian needs and the resources available, together with chronic vulnerability in many parts of the world, continues to have a direct bearing on the lives of millions of people in need of assistance. It also means that donors have to re-double their efforts to respond to disasters in a more efficient and effective manner. International humanitarian organizations (IHOs) often deal with a mix of disaster response and development programmes simultaneously. This operational mix entails disaster cycle management challenges such as project and programme planning of multi-objective global logistics, balancing earmarked donations for disaster response with budget needs for development programmes, and determining the push-pull boundaries in the supply chain, particularly with the increase in cash transfer programmes. The main purpose of this special issue is to report on research in humanitarian operations management. This special issue attempts to explore and examine the above topical issues at strategic, operational and technical levels.  相似文献

Different procurement decisions taken by relief organizations can result in considerably different implications in regards to transport, storage, and distribution of humanitarian aid and ultimately can influence the performance of the humanitarian supply chain and the delivery of the humanitarian aid. In this article, we look into what resources are needed and how these resources evolve in the delivery of humanitarian aid. Drawing on the resource‐based view of the firm, we develop a framework to categorize the impact of local resources on the configuration of humanitarian supply chains. In contrast to other papers, the importance of localizing the configuration of the humanitarian supply chain is not only conceptually recognized, but empirical investigations are also provided. In terms of methodology, this article is based on the analysis of secondary data from two housing reconstruction projects. Findings indicate that the use of local resources in humanitarian aid has positive effects on programs’ overall supply chain performance and these effects are not only related to the macroeconomic perspective, but benefits expand to improvements related to the use of knowledge. At the same time, it was found that local sourcing often comes with a number of problems. For example, in one of the cases, significant problems existed, which were related to the scarcity of local supplies. Both housing reconstruction projects have indicated the continuous need for changes throughout the programs as a dynamic supply chain configuration is important for the long‐term sustainability of reconstruction aid.  相似文献

Abstract

The growing number of large-scale relief operations and humanitarian aid initiatives is stretching the resources – financial, material and human – of humanitarian actors to their limits. Challenges to collaborate both within international humanitarian organizations, and among their direct and indirect supply chain partners often contribute to the inefficient use of resources, or ineffective operations. In this research, we discuss collaboration in humanitarian supply chains, and analyze causes of their dysfunctional operations. Furthermore, we develop an experiential learning approach that can sensitize humanitarian supply chain actors to causes of information distortion. The simulation approach was implemented in the field and instructional design cycles yielded insights into how staff apply their learnings under the specific conditions of humanitarian relief work.  相似文献

This study analyzes the trade‐off between funding strategies and operational performance in humanitarian operations. If a Humanitarian Organization (HO) offers donors the option of earmarking their donations, HO should expect an increase in total donations. However, earmarking creates constraints in resource allocation that negatively affect HO's operational performance. We study this trade‐off from the perspective of a single HO that maximizes its expected utility as a function of total donations and operational performance. HO implements disaster response and development programs and it operates in a multi‐donor market with donation uncertainty. Using a model inspired by Scarf's minimax approach and the newsvendor framework, we analyze the strategic interaction between HO and its donors. The numerical section is based on real data from 15 disasters during the period 2012–2013. We find that poor operational performance has a larger effect on HO's utility function when donors are more uncertain about HO's expected needs for disaster response. Interestingly, increasing the public awareness of development programs helps HO to get more non‐earmarked donations for disaster response. Increasing non‐earmarked donations improves HO's operational efficiency, which mitigates the impact of donation uncertainty on HO's utility function.  相似文献

This article aims to identify optimal vehicle procurement policies for organizations engaged in humanitarian development programs and to derive general insights on the characteristics of these policies. Toward that end, we follow an inductive approach. First, we study the operations of the International Committee of the Red Cross (ICRC) in three representative countries: Sudan, Afghanistan, and Ethiopia. Using a linear programming (LP) model primed with field data provided by the ICRC, we calculate the optimal vehicle fleet size and compare it with the policies actually implemented. Second, drawing from results of the LP model, we develop a stylized quadratic control model and use it to characterize the general structure of the optimal policy under different demand scenarios and operational constraints. After demonstrating that the results of the control model are consistent with those of the LP model in the specific context analyzed, we discuss the optimal policies and the applicability of the former as a practical tool for strategic asset planning.  相似文献

An implicit assumption in distributing and coordinating work among independent organizations in a supply chain is that a focal organization can use financial or contractual mechanisms to enforce compliance among the other organizations in meeting desired performance objectives. Absent contractual agreement or financial gain, there is little incentive for independent organizations to coordinate their process improvement activities. In this study, we examine a health care supply chain in which the work is distributed among independent organizations. We use a detailed case study and an abductive reasoning approach to understand how and why the independent organizations choose to coordinate and collaborate in their work. Our study makes two contributions to the literature. First, we use well‐established lean principles to explain how independent organizations achieve superior performance despite highly uncertain and variable customer demand—a context considerably different from the origins of lean principles. Second, we forward relational coordination theory to explain why the organizations in this decentralized supply chain coordinate their work. Relational coordination includes the use of shared goals, shared knowledge, and mutual respect for one another's work as primary mechanisms to explain process improvement in the absence of any contractual incentives. Our study constitutes a first step in generating theory for work design and its improvement in decentralized supply chains.  相似文献

Existing research focuses on the positive returns to operational performance of firms’ supply chain integration (SCI) with suppliers, buyers, and customers. We draw on differentiation‐integration duality and contingency theory to suggest that manufacturing firms should seek to achieve both integration through supply chain coordination activities and differentiation through modularity‐based manufacturing practices (MBMP). Using a sample of 261 manufacturing firms, we identify an inverse U‐shaped relationship between SCI and operational performance. Furthermore, we find support for the importance of differentiation‐integration duality as a fit between high levels of SCI and high levels of MBMP results in enhanced operational performance. We find support for a contingency perspective as fit is especially critical at higher levels of environmental uncertainty. Implications for theory, practice, and further research are suggested.  相似文献

Abstract

Coordination, the process of interaction that integrates a collective set of interdependent tasks, is a central purpose of organizations. In this review we begin by discussing the origins of interest in coordination, tracing some of the classic perspectives. We present a review of recent literature on coordination in organizations arranged according to the mechanisms that help achieve it. We then go beyond this review to provide a framework to understand what different coordination mechanisms and activities accomplish. We propose that coordination mechanisms (such as routines, meetings, plans, and schedules) impact the work of organizations by creating three integrative conditions for coordinated activity: accountability, predictability, and common understanding. We end by examining the implications of such a perspective for future research on coordination in organizations.  相似文献

Abstract

Cash transfer programmes (CTPs) are revolutionizing humanitarian supply chains (HSCs), yet just how CTPs are to be understood as innovation, and how they impact on HSCs, remains unclear. Innovation in the humanitarian context more often than not stems from outside humanitarian organizations – that is innovation occurs in their supply chain. The aim of this study is to further the understanding of supply chain innovation (SCI) in the humanitarian context. Based on empirical evidence this article suggests a supply chain innovation model (SCIM). This SCIM is useful because it allows different processes to be understood and compared, by providing guidance on how innovations progress. The contribution of this research is threefold: First, the research presents a SCIM for the humanitarian context. Second, this is the first application of a SCIM to the humanitarian environment. Finally, the research is field based and grounded in empirical observations thus adding to the literature and offering insights to practice.  相似文献

The procurement of maintenance, repair, and operating (MRO) goods has remained a relatively understudied topic in the literature. Though vital cost efficiencies can be extracted from procurement processes through investments in e‐procurement systems, there is little empirical work that addresses how such systems should be deployed within organizations. In this study, we focus on the role of e‐procurement systems in MRO procurement and study two critical aspects of infusion. The first dimension captures the depth of e‐procurement use within the procurement function, while the second dimension depicts the breadth of use. We argue that these two dimensions of e‐procurement use, and their interaction, will be related to the performance of the MRO procurement process. Using survey data from 193 service organizations and structural equation modeling techniques, we show that the two infusion dimensions are significantly associated with improved process performance. Additionally, we show a substantial substitutive effect between the two use dimensions on performance. Our work has significant implications for managers who seek to gain efficiencies by the deployment of Internet‐based technologies within operational processes. Our conceptualization of e‐procurement infusion along two dimensions provides a more fine‐grained analysis of performance benefits accruing from the infusion of information technologies within organizations.  相似文献

Humanitarian aid agencies deliver emergency supplies and services to people affected by disasters. Scholars and practitioners have developed modeling approaches to support aid delivery planning, but they have used objective functions with little validation as to the trade‐offs among the multiple goals of aid delivery. We develop a method to value the performance of aid delivery plans based on expert preferences over five key attributes: the amount of cargo delivered, the prioritization of aid by commodity type, the prioritization of aid by delivery location, the speed of delivery, and the operational cost. Through a conjoint analysis survey, we measure the preferences of 18 experienced humanitarian logisticians. The survey results quantify the importance of each attribute and enable the development of a piecewise linear utility function that can be used as an objective function in optimization models. The results show that the amount of cargo delivered is the most valued objective and cost the least important. In addition, experts prioritize more vulnerable communities and more critical commodities, but not to the exclusion of others. With these insights and the experts’ utility functions, better humanitarian objective functions can be developed to enable better aid delivery in emergency response.  相似文献

Abstract

This article is inspired by some of the challenges faced by non-governmental organizations in the distribution of humanitarian relief to vulnerable rural communities. A major concern of these organizations is to warrant that relief is distributed in an impartial and transparent way, which gives rise to the notion of fairness. This article thus discusses the importance of fairness in relief distribution and how it can be defined, especially in a context where delivery of vital items must be ensured periodically. We also propose some performance indicators to measure fairness, which can be useful to organizations that are held accountable for the impartiality of their decisions. Finally, an empirical study of an academic case, inspired by a rural aid distribution problem, is used to analyse how different mathematical formulations may contribute in helping crisis managers integrate fairness or equity in their decisions.  相似文献

Abstract

This article examines the ethical dimensions and implications of recruitment and human resource development that face both local and international aid agencies operating in the context of an emergency response. Focusing on post-tsunami Sri Lanka it contends that, although the rapid proliferation of humanitarian organizations responding to the disaster created a boom in employment opportunities with international agencies, it also resulted in a human resource crisis for local ones and consequently the erosion of national emergency response capacities. It argues that the current recruitment and HRD practices of humanitarian organizations are insensitive to the disaster response needs of local agencies. It concludes with a call for international aid agencies to be more aware of the implications of their recruitment and HRD strategies in disaster-affected countries and recommends a number of ways in which practices could be improved to support, rather than diminish, local capacities.  相似文献

This study extends prior research on supply chain planning and integration by examining the underlying capabilities by which firms exploit the information they gain from integration activities. We use organizational information processing theory (OIPT) to develop hypotheses that identify the comprehensiveness of an organization's supply chain planning capabilities as an important mediator in the relationship between its supply chain integration activities and its operational performance. Further, our interpretation of OIPT suggests that an organization's usage of technology‐enabled supply chain management systems (SCMS) moderates these effects. Using survey data from 445 global firms, we estimate the corresponding moderated‐mediation structural model. The results indicate that usage of SCMS enables organizations to better utilize the information they gain from external integration efforts (relationships with customers and suppliers), thus improving the comprehensiveness of their supply chain planning capabilities. In contrast, the use of SCMS appears to be a partial substitute for internal integration as a driver of planning comprehensiveness. Most importantly, the results suggest that planning comprehensiveness is a significant generative means by which integration and technology investments produce superior operational performance. These findings provide a richer and more theoretically grounded explanation of relationships between supply chain integration, supply chain planning, and operational performance.  相似文献

Failure modes and effects analysis (FMEA) is one of the most frequently used tools in process and product design: it is used in quality and reliability planning, and event and failure mode analysis. It has a long history of use and is a formally prescribed procedure by a number of prominent standards organizations. In addition, it's popular use has evolved as a less formal and widely interpreted tool in the area of Lean/Six Sigma (LSS) process improvement. This paper investigates one of the most important issues related to FMEA practice—the quality of individual vs. group performance in ranking failure modes. In particular, we compare FMEA rankings generated by: (i) individuals, (ii) group consensus, and (iii) non‐collaborative aggregation of group input (a synthesized group ranking). We find that groups outperform individuals and that synthetic groups perform as well as group consensus. We explain the implications of this result on the coordination of the design of products and processes amongst distributed organizations. The increasing distribution of product design efforts, both in terms of geography and different organizations, presents an opportunity to improve coordination using distributed synthetic group‐based FMEA.  相似文献

通过分析来自223家非营利组织的问卷调查数据,开发并检验了中国本土化的非营利组织市场导向量表,包括顾客导向、信息收集、内部协调、行动反应和强调生存5个维度.同时借鉴平衡计分卡的思想,开发了非营利组织绩效评价问卷,为研究非营利组织市场导向与绩效间的关系提供了可信赖的测量工具.实证结果显示,非营利组织市场导向对绩效有正向的影响作用,并且市场导向的不同组成维度对绩效的影响存在差异性.  相似文献

Changes in the global economy and technological advances are stimulating increased geographic distribution of new product design and development efforts. For large organizations that design and develop complex products, this geographic distribution has added a new layer of complexity to product development operations. In this empirical study of a large auto manufacturer, we examine the operational performance implications of splitting the design of vehicle subsystems across multiple geographic locations. Our results indicate that global distribution diminishes the chance of completing tasks on time and degrades subsystem design quality. Finally, by examining the interplay between subsystem centrality and global distribution, we found that higher centrality in the product architecture amplifies the impact of global distribution on subsystem error rates.  相似文献
