European Union (EU) enlargement has seen 10 new member states (NMS) adopt the full range of EU policies. Within this, the rural development arm of the Common Agricultural Policy offers particular points of interest. Member states chose from an extensive list of policy measures developed within the EU15 and intended, in particular, to operationalise the concept of rural multifunctionality within the ongoing CAP reform process. This paper identifies the rural development policy choices made by the eight central and eastern European NMS and develops a taxonomy to ascertain the extent to which the NMS are directing public funds to promote multifunctionality. A number of factors are then identified as helping to influence the policy choices made across countries. 相似文献

Climate change and the projected depletion of fossil energy resources pose multiple global challenges. Innovative technologies offer interesting possibilities to achieve more sustainable outcomes in the energy production sector. Local, decentralized alternatives have the potential to sustain livelihoods in rural areas. One example of such a venture has emerged around heating businesses in rural Finland, and is referred to as heat entrepreneurship. Heat entrepreneurship entails a system where a local forest owner, usually a farmer, provides heat to a small community or local building, such as a school. Heat is produced using local forest resources that would otherwise be unutilized. The purpose of this study is to examine heat entrepreneurship as a potential sustainable alternative for energy production and its multifunctionality. The data was collected by interviewing 15 heat entrepreneurs in the area of Central Finland. The study demonstrates how multifunctional farming-related energy production can provide more sustainable livelihoods for farmers by increasing social, economic and environmental sustainability. This is achieved by diversifying farmers' economic options, enhancing rural areas economically, increasing farmers' social networks and well-being and, to some extent, by boosting local environmental capital. However, the study also points to differences among the farmers and sustainability trade-offs, suggesting for the need to better acknowledge the local perceptions in policy-making. 相似文献

Farms throughout Asia are predominantly small. By nature, small farms use labour‐intensive production methods. The question arises as to the viability of small farms in the face of the rapidly increasing wage rate in most Asian countries. There is also indication that the production efficiency of small farms has declined relative to large farms in many Asian economies, indicating the increasing disadvantage of small farms in Asia. Therefore, this study argues that unless new policy measures are taken to expand farm size, Asia as a whole is likely to lose comparative advantage in agriculture and become an importer of food grains in the future. 相似文献

The economies of size in Norwegian dairy farming are far from exploited. There is increasing pressure on cost savings through faster farm restructuring. Such a structural transition could have severe effects on other concerns (rural employment and social well being, landscape preservation, biodiversity, heritage values, etc.) valued by the society. A simulation model is developed to study effects of alternative rates of structural change on the social costs of milk production, farm employment and farm subsidies. The model is based on economic conditions at the farm level for various size groups and regions. Changes in the model's farm structure depend on the exit rate of existing farms in various size groups and the size of newly established farms. When new farms are substituted for existing farms, a rapid change in farm structure and a new herd size of 60 cows (the largest evaluated) results in the lowest costs. Approximately 60% of the cost savings achieved by larger farms can be attributed to lower labour input, resulting in considerable losses of employment. Job losses will have the greatest negative family and community impacts in areas located far from urban centres, because a large share of the milk is produced is such areas, farms are smaller and there are fewer non-farm employment opportunities. Government support is necessary to preserve small farms’ provision of multiple benefits. The balance between cost-saving pressures and the rationales for retaining small farms under increasingly liberalized market regimes is bound to be a complex issue. 相似文献

Since the legitimization of zoning by the Supreme Court in 1926 the right of American municipalities to enact ordinances regulating land use has become well established. The judiciary has historically supported the supremacy of local level control, a power which is often used to limit or prohibit people from living in nontraditional lifestyles within the community. This paper explores the historical use and meaning of the word family in municipal zoning ordinances. It looks at the development and use of restrictive family definitions which regulate not land use, but the intimate choices of living companions and determines appropriate family composition for municipal residents.Marsha Ritzdorf is an Assistant Professor in the Department of Planning, Public Policy, and Management, University of Oregon, Eugene, OR 97403. Analysis of data provided by a random sample (N=92) of married police officers was used to evaluate the effects of time constraints, job stress, family strengths, family structure, and social networks on men's role evaluations. These men had generally positive evaluations of their income provider, husband, father, and home care roles. Multivariate analysis showed complex relationships between work, family, and network conditions and men's evaluations of their roles. Commuting time, job stress, family strengths, number of children, kin available, friends available and contact with friends effected role evaluations. The centrality of family roles for these men and the patterns of personal gain they received did not support stereotypic images of men's family relationships.This is a revised version of a paper presented at the Annual Meeting of the National Council on Family Relations, November, 1985. There is a new orthodoxy in the field that was once understood as the sociology of the family, and is increasingly understood as the sociology of 'personal life', 'intimacy', 'relationships' and 'families'. The orthodoxy highlights the open-endedness of intimate relations at the expense of the family as an institution; that is, reflexivity over and above convention. This article argues that the new orthodoxy not only overstates reflexivity at the expense of convention, but abdicates understanding to frameworks grounded in biologistic and economistic understandings of human behaviour. The article makes its point through attention to three areas of research at odds with the new orthodoxy: paternity uncertainty, inheritance and family business. It then proposes that conceptualization of the family as an institutional regime gives due weight to the reflexive reconfiguration of family relationships and practices on the one hand, and their institutional embeddedness on the other. 相似文献

Integration of concepts and models from family resource management and family stress theories can provide a comprehensive view of the crisis and stress management process. This article (a) presents and discusses the ABCD-XYZ Resource Management Model of Crisis/Stress, (b) discusses the concepts of coping, resource management, and adaptation as they pertain to crisis and stress, (c) shows how interpersonal resource exchange theory can be used to conceptualize the concept of social support, and (d) suggests how concepts from family resource management can provide better insight into family crisis/stress. According to the ABCD-XYZ model, crisis/stress management involves (a) perceiving the stressor, the demands of the situation, and the available coping resources to formulate a definition of the crisis/stress situation, (b) cognitive coping and managerial decision-making to create, use, or combine coping resources, and (c) activating those decisions through adaptive coping and management behavior.The author wishes to thank two anonymous reviewers for helpful comments and suggestions.David C. Relationships among economic distress, family coping resources and behaviors, and mental health are examined among a sample of 203 married men and 207 married women. Economic distress is negatively associated with mental health. Although family coping resources are lower among those experiencing economic distress and are generally positively related to mental health, their role as mediators of relationships between economic distress and mental health is limited. Economic distress is positively related to family coping behaviors. However, these behaviors do not have positive relationships with mental health and do not counteract the effects of economic distress on mental health. Some coping resources and behaviors have buffering effects on relationships between economic distress and mental health while others have exacerbating effects.This article is a revision of a paper presented at the annual meeting of the American Sociological Association, August, 1986. What does it mean for a private enterprise in China to be embedded in a family? Our purpose here is twofold: (1) use social network analysis to describe what it means for a firm to be embedded in a family, (2) reveal from the application a new kind of firm, not family, yet akin to family. Armed with data on a large probability sample of private enterprises — a third of which meet ownership and employment criteria of being family businesses — we uncover a category of “hybrid family firms” that look modern in the style of firms that exclude family, but operate socially in ways similar to family firms. Our conclusion from summary statistics on the sample is that there are no differences in average performance level or network advantage for the three categories of businesses: family firms, hybrid family firms, and family-excluded firms. The fact that CEOs of family firms and hybrid family firms more often turn to family as key business contacts is a fact about network composition that raises no question about network mechanisms. Whether the CEO turns to more or fewer family contacts, government help is more likely with stronger political connections, and business success and survival are more likely with a large, open network. That said, the look-modern, act-traditional hybrid family firms stand alone in prospering with a CEO embedded in a closed business network. Recognition of hybrid family firms adds to the literature’s illustrations of social network analysis used to distinguish types of businesses and business people, and extends the population of organizations within which governance and strategy are likely to be better understood when viewed through a family logic. 相似文献

In the late 1980s and early 1990s, much attention was paid by British agricultural geographers to the restructuring of the farm sector under pressures of national, European and global change. The need to adopt a perspective capable of looking beyond the farm gate inspired the introduction of modified political economy approaches into agricultural research. One important cornerstone of the empirical application of this thesis was the concept of the ‘farm adjustment strategy’. This attempted to map out the responses, especially those of survival, made by farm family businesses to rapidly changing agrarian conditions. Subsequently, the farm adjustment strategy became remarkable for its popularity as a way to organise research into agricultural change in developed market economies. Following a retreat in the 1990s, there has been something of a recent revival in the use of the term ‘strategy’ relating to agricultural adjustment. Revisiting this concept is therefore timely. Using empirical evidence from studies of farming change in the Welsh Marches, this paper examines two issues. First, it makes a critical re-examination of the concept to resolve differences with interpretation linked to theoretical perspectives so that future misuse can be minimised. Second, an attempt is made to assess the relevance of defined elements of farm adjustment strategies to analyses of farm business change. In so doing, there is an attempt to recover our knowledge of agrarian restructuring and to help situate newly encultured investigations into the likely survival of family labour-based forms of production. 相似文献

In recent years, many work-family scholars and practitioners have called for expanding the analysis of work and family to include community. This paper uses the ecological systems approach as a framework for selecting and reviewing community concepts thought to be relevant to the analysis of work, community, and family. Based on the work-family literature and the review of community concepts, the paper creates a set of common categories of characteristics for the analysis of relationships among community, work, and family. The development of such categories is a first step in understanding work, community, and family as interrelated domains. Hopefully, they will be useful for developing and testing hypotheses regarding interrelationships among work, community, and family and the effects of work, community, and family characteristics on domain quality and individual well-being. On a vu, au cours de ces dernières années, de nombreux professeurs et praticiens demander que soit étendue l'analyse du travail et de la famille pour inclure la communauté. Cet article utilise l'approche des systèmes écologiques comme base de sélection et d'étude des principes de communauté considérés pertinents dans l'analyse du travail, de la communauté et de la famille. Ensuite, en s'appuyant sur la littérature visant le travail et la famille, ainsi que sur l'étude des principes de communauté, l'article établit un jeu de catégories communes des caractéristiques permettant l'analyse de rapports entre communauté, travail et famille. L'établissement de telles catégories constitue un premier pas envers une meilleure compréhension de l'interrelation entre les domaines du travail, de la communauté et de la famille. Using in‐depth interview data on nominal marriages – legal marriages between a gay man and a lesbian to give the appearance of heterosexuality – this paper develops the concept of performative family to explain the processes through which parents and their adult children negotiate and resolve disagreements in relation to marriage decisions in post‐socialist China. We identify three mechanisms – network pressure, a revised discourse of filial piety and resource leverage – through which parents influence their gay offspring's decision to turn to nominal marriage. We also delineate six strategies, namely minimizing network participation, changing expectations, making partial concessions, drawing the line, delaying decisions and ending the marriage, by which gay people in nominal marriages attempt to meet parental expectations while simultaneously retaining a degree of autonomy. Through these interactions, we argue that Chinese parents and their gay adult children implicitly and explicitly collaborate to perform family, emphasizing the importance of formally meeting society's expectations about marriage rather than substantively yielding to its demands. We also argue that the performative family is a pragmatic response to the tension between the persistent centrality of family and marriage and the rising tide of individualism in post‐socialist China. We believe that our findings highlight the specific predicament of homosexual people. They also shed light on the more general dynamics of intergenerational negotiation because there is evidence that the mechanisms used by parents to exert influence may well be similar between gay and non‐gay people. 相似文献

This secondary study looked at the importance of ethnicity and gender in influencing the relationship between Family Group Conferencing and (FGC) recidivism. The FGC is a mediation procedure involving offenders, their families, and victims of their crimes in which outcomes of material and emotional restitution are sought. Offenders, randomly sampled to participate in a control or experimental group, were sampled via mail, telephone, and in-person interviews. Data from court records were utilized to obtain recidivism rates over an 18-month period. Multivariate analysis indicated a statistically significant difference between the re-arrest rates of FGC participants and non-participants. Female offenders were more likely to avoid arrest than their male counterparts. This study found that ethnicity was not a statistically significant indicator of re-arrest. The FGC has efficacy for juvenile offenders as (1) a cost-effective method to intervene with offenders in their own communities (2) provides alternatives to formal adjudication for vulnerable populations—females and people of color.The present study was conducted from data collected from the Bethlehem, Pennsylvania Police Department and the Community Service Foundation. 相似文献

This article examines employee experiences with family and medical leave policies at an urban public transportation union work site in the United States. The case study focuses on the leave experiences among a sample population of 91 primarily African-American women transit workers, including reasons for taking or not taking leaves, decisions regarding how much leave time to take, and work impacts experienced after returning from leaves. The case study found that all respondents with new babies or ill children took leaves, as did 78% of those with illnesses and 39% of those with ill family members. Among those eligible to take leaves, the most frequent reason for not doing so was the lack of wage replacement. Knowledge of leave policies was minimal and not associated with the likelihood of leave-taking. These findings are discussed in terms of their workplace and community implications, including the need to expand the length and types of family leave coverage, the need for government-mandated paid leave, approaches for increasing employee knowledge of leave rights, and the need for continued research into leave experiences of minority populations. 相似文献

This paper looks at current struggles of Iranian gay men to form new sexual identities that are directly tied to family structure and based on values of emotional bond and commitment to a same-sex partner. Based on fieldwork conducted among Iranian gay men in 2012–2014 and through looking at Iranian gay men’s terminologies, Hamjensgara and Gay in particular, I will clarify how Iranian gays, in a way different from that of Western LGBT activists, are trying to portray a positive image of their sexuality in relation to local family standards so they can be integrated into the Iranian family structure, which is the central space of regulating identities in Iran. 相似文献

Whilst child protection systems are concerned with removal of children from their families in the interests of safety, the capacity of child welfare systems to return children safely to their families of origin is of central importance. The multidimensional standardised assessment tool, the North Carolina Family Assessment Scale—Reunification (NCFAS-R) was used by practitioners to assess family strengths and needs in case planning and reunification decision making. This paper discusses the part-time professional career option, a career alternative thought to promote work-family integration, and asks whether this alternative would increase responsiveness to fluctuations in the demand for professionals. For illustrative purposes, we focus on the current oversupply of physicians in the United States, and discuss: (a) existing strategies to reduce this supply; (b) how current full-time schedules restrict professionals' ability to successfully combine work and family; and (c) the potential consequences of promoting part-time careers for the professional community and for families.
