Contemporary strategies for rural development in Australia are based upon notions of self-help and bottom-up, community-based initiatives which are said to `empower’ the individual from the imposing structures of government intervention. While such strategies are not entirely new to Australia, they have, it seems, been inadequately theorised to date and are generally regarded, in rather functionalist terms, as indicative of attempts to cut back on public expenditure. Harnessing itself to the `governmentality’ perspective, this paper explores government and `expert’ discourses of rural community development in Queensland and suggests, instead, that these strategies are indicative of an advanced liberal form of rule which seeks to `govern through community'. With this in mind, three basic research questions are identified as worthy of further exploration; how are the notions of self-governing individuals and communities constructed in political discourse; what political rationalities are used to justify current levels of (non) intervention and finally; what are the discourses, forms and outcomes of empowerment at the local level? The paper concludes by arguing that while the empowering effects of self-help are frequently cited as its greatest virtue, it is not so much control as the added burden of responsibility that is being devolved to local people. Given the emphasis of the governmentality perspective on strategies for `governing at a distance', however, these conclusions can hardly be unexpected.  相似文献

Chinese reforms initiated at the end of 1970s have brought a profound change to its rural economy. The rapid economic growth and restructuring over the last two decades spurs the interest of many scholars in studying the nature and process of change in rural China at different scales and from a variety of perspectives. Using Yuhang in Zhejiang Province as a case, this study reveals dynamic processes and operating mechanisms of rural economic changes at a local level, and the interweaving relationships among the state, local governments, and peasants under the reformed institutional framework of rural development. The political economy of decentralisation and liberalisation, local government initiatives, and spontaneous coping strategies of peasants have penetrated the entire process of economic growth and restructuring, as evidenced in the displacement of the agricultural sector and in the shift of the role played by township enterprises, villages enterprises, and household enterprises in Yuhang. The pattern of change unveiled in the case of Yuhang neither confirms nor denies entirely the experience of the Sunan, Wenzhou, or Zhujiang models studied extensively in the literature. What is involved in this restructuring process at the local level are the changing relations between peasants and the land, individuals and collectives, and peasant workers and rural enterprises.  相似文献

The recent Rural White Paper represents an extensive statement on government analysis of rural issues and its approach towards rural policy in England. It is an important document in demonstrating the extent to which the accepted premises have shifted over the past fifteen years. It shows in considerable detail many local initiatives that have been taken, especially within the private sector, and the role of government in stimulating and disseminating information on good practice. However, it fails to analyze fully the major forces underlying change, generally originating beyond rural areas and commonly from outside of the U.K., which will have major significance in determining the prospects for those living in rural areas and for the quality of the rural environment.  相似文献

Social innovation is attracting increasing attention in research and policy, heightened by continuing austerity across Europe. Therefore, this paper examines earlier research into community-led local development (CLLD) initiatives in rural areas of Europe to develop our understanding of the meaning and scope of rural social innovation. We draw on a Schumpeterian view where innovations emerge from new combinations of resources that bring about positive changes and create value in society. A Schumpeterian social innovation framework is derived as the basis for re-analysing data from previous evaluations of LEADER policy in five different national contexts. This elicits a clearer understanding of social innovation in a rural development context, identifying different processes and outcomes that create social value. As the CLLD agenda and the demand for innovation in Europe gather pace, our aspirations are to inform future research and other initiatives on how to integrate social innovation into the design and evaluation of new rural development policies and programmes.  相似文献

This qualitative study critically explores the barriers experienced by diverse rural community stakeholders in facilitating environments that enable age-friendly social participation. Twenty-six semi-structured interviews were conducted across two rural Australian communities with stakeholders from local government, health, social care, and community organizations. Findings identify that rural community stakeholders face significant difficulties in securing resources for groups and activities catering to older adults, which subsequently impacts their capacity to undertake outreach to older adults. However, in discussing these issues, questions were raised in relation to whose responsibility it is to provide resources for community groups and organizations providing social initiatives and whose responsibility it is to engage isolated seniors. These findings provide a much-needed critical perspective on current age-friendly research by acknowledging the responsibilities of various macro-level social structures—different community-level organizations, local government, and policy in fostering environments to enable participation of diverse rural older adults.  相似文献

This paper discusses the rural dimensions of the objectives and activities of Local Enterprise Companies (LECs). These form a network of local economic development agencies that operate as part of regional policy under the umbrella of the ‘regional’ development agency, Scottish Enterprise. It is argued that to more fully understand the operation of such regional and local development agencies, it is necessary to consider the broad external environment within which LECs operate, together with their characteristics, objectives, policies and activities and how they implement them. Key issues in the external environment are the inter-related and changing natures of rural economies, regional development policies and the wider socio-economic, technical and political factors. The issues of the decentralisation of power from central government to the ‘private-sector-led’ LECs and of accountability are also discussed. LECs focus upon improving the operation of markets by combining ‘market failures’, usually acting as enabling organisations rather than directly providing services, and give importance to the role of acting in partnership with others. The paper provides lessons both for rural economic development partnerships and for the possible setting up of other regional development economic development agencies.  相似文献

Rural development in the United States places considerable weight upon the contribution of leadership in small communities to bring about local regeneration. This effort draws upon the theory and practice of capacity building processes. The application of this approach is examined through the experience of the Colorado Rural Revitalisation Project which was initiated in 1988 as a collaborative venture between two universities and a state agency. It concluded in 1992 having worked with 47 rural communities. The outcomes of the partnership programme related to learning and action are discussed and the results of an evaluation exercise are presented. A suite of local, institutional and national issues arising from the Project is identified. It is concluded that there is merit in greater interest being taken in initiatives like the Colorado Rural Revitalisation Project by policy makers, educationalists and rural communities in Europe.  相似文献

Change in rural activities is frequently seen as: (1) reaction to changes in other areas and sectors, and (2) negative. This downplays the role and importance of entrepreneurs, both farm and non-farm, in sustaining the vitality of rural areas. The notion of entrepreneur can be extended to entrepreneurial activity by other people, e.g. local government activity, which is an integral part of rural community economic development. Both the entrepreneur and the quasi-entrepreneur in local government are critical leaders in urban fringes and other rural areas alike. Their activity in an area is partly dependent upon the broader political, social and economic environment which influences: (1) the need to change and (2) whether any “benefit” can be derived from entrepreneurial activity. A framework is presented in this paper to place entrepreneurs and entrepreneurial activity into the context first, of decision-taking generally in the rural environment, and second, of the broader “enabling” environment. It is argued that constraints originating in this broader environment are often necessary, but they may have unforeseen side-effects in discouraging innovation. Changes in such constraints or in the manner in which they are implemented may be a necessary ingredient to maintain rural vitality through encouraging entrepreneurial activity.  相似文献

Currently, within the European Union increasing emphasis is being placed on devising innovative development strategies for rural areas. Considerable stress is laid on integration, participation and empowerment. Integration implies a need for cross-sectoral harmonisation of developmental objectives as well as increased co-ordination between agencies involved in the developmental process. Participation implies consultation with those most directly affected, namely rural dwellers, hence increasing the level of involvement of local people in the development process. Empowerment suggests a greater degree of influence being wielded by local residents and, thus, some shift in the power balance between ‘centre’ and ‘periphery’ and between ‘professionals’ and ‘amateurs’. In practise, this has resulted in a plethora of initiatives which, to a greater or lesser extent, espouse the idea of a more locally attuned ‘bottom-up’ approach to rural development stressing the importance of involving local communities. This approach is seen as a more appropriate mechanism than traditional ‘top-down’ strategies. Within Ireland, a number of programmes have been in operation since the late 1980s. This paper presents some evidence from on-going research on LEADER II in Ireland suggesting that there are a number of issues which need to be teased out with regard to current initiatives. Power relationships at both national and local levels need to be explored. While there may well be beneficial outcomes, the nature and extent of participation is quite variable. It may well be more valid to view current developments in terms of a process of incorporation rather than a move to a ‘bottom-up’ participatory model. While current strategies may represent a positive move, there is a need to ensure that the rhetoric being employed is translated into reality.  相似文献

Rural governance in the UK and elsewhere has undergone far-reaching changes, as partnerships and other collaborative approaches have emerged to address the challenges of rural sustainable development. The legitimacy of this ‘new rural governance’ is purportedly grounded in deliberation between stakeholders, but this is problematic—it is not clear how ‘legitimacy’ is to be understood now that the criteria of legitimacy appropriate to representative democratic government are not obviously applicable.Here we propose an analysis of legitimacy as situated—that is, given meanings by actors in specific contexts—and continuously constructed through discursive processes, where it also plays a reciprocal, highly political role in shaping those processes. We use this framework to analyse decision making in three distinctive deliberative arenas for sustainable transport policy making in the Peak District National Park in England. Legitimacy claims were found to be significant elements in each arena, but no single, overriding legitimacy discourse was successfully established. Instead, each arena's legitimacy was a hybrid, justified through a complex mix of competing rationales.While no single conclusion can be drawn about the legitimacy of ‘the new rural governance’, the strongest legitimising principles remained those grounded in representative democracy. In contrast, the ‘new’ approaches rely on deliberative norms accepted only by (some of) the relatively limited circle of stakeholders directly involved. More generally, if such norms are to become accepted principles for legitimate rural governance, then more work is needed to discursively establish their acceptability both in networks of governance and with the wider population.  相似文献

Taking the differentiating countryside as a major feature of rural spatial change, this paper explores some of the key development spheres which are influencing the process of differentiation with reference to the British case. Combinations of local and non-local networks, supply chains and regulatory systems incorporate different rural spaces. Four particular development spheres: mass food markets, quality food markets, agriculturally related changes and rural restructuring implicate, in their different combinations, the different rural spaces. This analytical framework raises some important concerns for the governance of differentiating rural space in its regional context. In particular, it suggests that notions of integration and holism of rural spaces will be difficult to achieve; and that governance and regulation becomes highly variable according to the relative significance of local/non-local networks. In conclusion, the implications of the analysis are examined in relation to the growing rural development policy discourse. This suggests the need for more regionally and spatially orientated policy which is more customized to the internal and external conditions different regional-rural spaces experience.  相似文献

Various attempts at rural community economic development in the west of Ireland are reported and analysed in this paper. The efforts of one particularly interesting rural community to establish a knitters' co-operative are reported on in the first part of the article and a variety of initiatives undertaken by twelve other communities under the auspices of a Community Enterprise Programme operated by the Shannon Free Airport Development Company are then examined. The total set of experiences provides valuable insights into what communities can do to promote local development and the manner in which this task might best be undertaken. The development of community capacity to function effectively on a self-help basis over a protracted period is identified as a necessary precondition for the establishment of successful community business.  相似文献

Using a case study from County Clare (Ireland), this study critically analyses notions of ‘local’ rural production. It investigates where rural businesses source the different components of their products and how these interrelate with the locality, how local businesses use the notion of ‘local’ in their product branding, and what the socio-economic and political constraints and opportunities are for businesses seeking to foreground the ‘local’ in their business marketing. Echoing critical studies on the notion and use of ‘local’ in rural product branding (e.g. Burnett and Danson, 2004; Ilbery and Maye's; Feagan, 2007; Darby et al., 2008; Giovannucci et al., 2010), we argue that even remote rural areas such as County Clare in western Ireland have become so embedded in globalised economic and decision-making pathways that the ‘local’ in rural product branding only remains ‘local’ as a relic process associated with past localized rural production activities.  相似文献

This article analyses the results of a European ‘research and demonstration’ project promoting multifunctional and sustainable agriculture in Alpine regions through a participatory approach. It focuses in particular on initiatives undertaken by a local farmers group in the Italian Alpine area of Val di Sole, the purpose being to draw attention to the role of social dynamics in fostering sustainable rural development in a participatory context. In order to accomplish this objective, two key sociological approaches to the study of rural development, namely social capital and the sociology of translation, are considered. The former focuses on the relational capital available to a group of actors and which can be mobilised in a development initiative. The latter views change in social practices as resulting from a cycle of phases where the problem, its solution, and the identity of the actors are constantly transformed and negotiated. By contrasting the two theoretical approaches in relation to the outcomes of two specific actions implemented in the valley we suggest that the sociology of translation offers a more effective tool with which to capture the complexity of social dynamics involved in a rural development initiative.  相似文献

Until recently, homelessness in rural areas has received little recognition because of overwhelming assumptions about the urban-centredness of homeless people and their needs. This paper seeks to build on recent research that has begun to uncover some of the problems and characteristics of rural homelessness, by suggesting two significant dynamics which together can shape the experience of different groups of homeless people in rural environments. First, rural places reflect particular local qualities which contextualise both the circumstances of homelessness and the provision of services in response to those circumstances. Secondly, the contemporary governance of homelessness unfolds rather unevenly in different rural areas, producing distinct local service environments with varying degrees of ‘insider’ and ‘outsider’ status in relation to joined-up responses to the needs of homeless people. These dynamics are articulated through three case studies: a remote friary in a deep rural area of southern England; a small hostel run by a vibrant non-statutory organisation in a small town in the west of England, and two advice centres in a coastal resort in the north-east of England. Through these case studies we highlight the importance of both local reactions to the homeless other, and local relations between central government funding, local authority initiatives and charitable organisations, in the production and consumption of spaces of care in settings set in, or serving, rural environments.  相似文献

Community participation through direct action at both local and national levels has been widely encouraged during the last decade by policy makers and citizens engaged in voluntary initiatives. A range of complementary and competing discourses on the nature, value and purpose of community participation is apparent. To date, the intent, success and justification for contemporary community participation have received limited critical evaluation, however, given the complexity of its implicit agenda, it is worth closer scrutiny. This paper reviews the underlying assumptions and academic evaluation of community participation in local action and highlights the complexity and multi-faceted nature of the discourse. An examination of the chronology of the implementation and integration of community participation in rural Wales explores the extent to which the process has become embedded and naturalized within the development agenda. This raises questions about the nature and momentum of different discourses of local engagement and outlines a range of research issues that need exploration.  相似文献

The completion of the Single European Market, the availability to regions of EC assistance and the growing volume of EC legislation to be implemented at the local level have begun to lead to important changes in the roles and responsibilities of many U.K. local authorities. The power of sub-national government in most EC states is likely to be enhanced by the move towards a ‘Europe of the Regions’. However, there are constraints on British local authorities which may render them less able to respond to the challenges and opportunities presented by closer European integration than their counterparts in other parts of the Community. Authorities in rural areas face particular problems, not shared by metropolitan areas. However, some of the recent approaches which have been taken by rural authorities in the U.K. demonstrate ways of overcoming the difficulties they face in responding to Europeanisation. Similar strategies might usefully be adopted by other authorities which have not as yet been closely involved with EC initiatives and programmes.  相似文献

This paper reflects on the nature of the EU LEADER I local (participative) rural development programme using two empirical case studies. The two initiatives are analysed temporally as they moved from the construction of a territorial rationale, through the establishment of local structures of participation and finally into a philosophy and modus operandi in the implementation phase. The central argument of the paper is that this style of approach reflects the basic principles of the local, territorial policy approach and that evaluation methods need to evolve to be able to focus on process, structures and interpretation/learning rather than on the measurement of concrete activity.  相似文献

Over the last 15 years, a set of ideas now referred to as “thinking and working politically” (TWP) has coalesced into a “second orthodoxy” about how to take context into account when implementing development interventions. This approach stresses the importance of obtaining a better understanding of the local context (“thinking politically”) in order to support local actors to bring about sustainable developmental change (“working politically”). However, the evidence base to justify this new approach remains thin, despite a growing number of programmes which purport to be implementing it. Officials in development agencies struggle with putting it into practice and it is unclear how TWP differs—or not—from similar approaches, such as Problem Driven Iterative Adaptation (PDIA) and Doing Development Differently (DDD). This Special Issue sheds light on what TWP means in practice by examining a set of initiatives undertaken by both development partners and government departments in Nigeria, the Occupied Palestinian Territories, China and India. This overview article outlines, in brief, each of the Special Issue's four papers and then draws out five lessons—for funders and for practitioners—from across all the papers. Our five lessons are: (1) the fundamental importance of undertaking political economy analysis (PEA) to adapt programmes to their contexts; (2) the importance of having a realistic level of ambition for interventions; (3) the need to support local ownership—not just “agreement ownership” (between a donor agency and government) or local “management ownership” of the programme, but critically “driver ownership” by generating trust with the key local actors driving change; (4) the need for a more effective set of tools for measuring results in complex programmes that attempt to achieve improvements in long‐run governance; and, (5) that although the political economy of donors is often seen as a barrier to applying TWP, the articles show how much can be done with a TWP approach if the analysis takes into account the political economy of donors as well as that of the local context. We conclude with a set of operational recommendations for donors and implementors, as well as suggestions of avenues for further research.  相似文献

This study examines boundary conflicts between urban and rural local authorities in Israel. It focuses on three basic questions: what are the reasons for urban-rural boundary conflicts?; do these reasons vary across time and space?; and, what are the underlying structural causes that shape these variations? The study is based on a quantitative and qualitative analysis of boundary conflicts involving Israeli rural regional councils between the 1960s and the early 1990s. It demonstrates that macro-societal structural processes are at the root of urban-rural boundary conflicts. Mounting pressures on regional councils have arisen from political, economic and ideological processes which have shaken the foundations of the councils and produced unprecedented pressures on their territory. Processes of counter-urbanization have played a substantial role, but have been deeply intertwined in a political-ideological context. These processes may either lead to: (1) further fragmentation and contraction of areas managed by rural local government; (2) transformation of rural local governments into entities of a new type; or (3) formation of new forms of urban-rural regional co-operation.  相似文献
