This article reviews the nature of discussions at the 1998 UN Technical Symposium on International Migration and Development. The Symposium reviewed the literature linking migration and development and successful policy approaches. Several themes emerged. A research framework is needed for accounting for all types of population mobility at all stages of the migratory process. Research should integrate contributions from a range of disciplines. The influence of social networks and cultural capital has grown in importance. Strategies need to account for women's experiences, which involve both empowerment and exploitation. Strategies need to consider return migration and better public information on migration and settlement. It was agreed that there is a need for a variety of quantitative and qualitative approaches and multidimensional analysis. The links between migration and development are complex, but sufficient information is available to greatly improve policy formation and international cooperation. National level responses have occasionally eroded the rights and protection of migrants. Few countries have adopted the 1990 UN Convention on the Rights of Migrant Workers and their Families and ILO Conventions 97 and 143. A prominent realization was that international cooperation did matter. International migration should be viewed as an opportunity for cooperation and development.  相似文献

At a time when there are more people on the move than ever before, it is pivotal to explore people's motivations and experiences of return migration. Whilst motivations for migration are comparatively well explored, return migrants' experiences are less well‐known and migrants' gender is rarely considered. This article addresses these gaps. It is based on qualitative research and in‐depth interviews with 32 Polish women: 16 migrants and 16 return migrants. Considered through the lens of agency and structure, this research uncovers how fluid the process of migration has become; migration motivations and patterns are blurred and interlinked with one another while classic migration theories seem outdated. The study uses an “intersection of motivations” to show how inseparable migration‐related motivations have become. This article contributes to the growing literature on East–West return migration and highlights women as migrants and the gendered nature of their mobility.  相似文献

Scholarly interest has increasingly focused on the predicament of second-generation counter-diasporic return migration to an ancestral homeland. The present paper portrays two generations of Pakistani middle class women migrants: two mothers, who arrived in Manchester in the 1970s, and their daughters, who both returned to live in Pakistan, one at the age of 11 and the other in her twenties, to marry. The latter in particular experienced Pakistan as culturally alien and unhomely. In Britain one mother has become extremely pious after 9/11. The paper looks at the moral careers of mothers and daughters, starting from the fact that migration initiates an irreversible process in which everyday, taken-for-granted intimacies and socialities of home and identity are subverted. Refuting simplistic theories of a continuous “transnational field”, it argues that migrants experience “double consciousness”, an awareness of competing rules, expectations and a doubling up of a subject's sense of belonging and alienation, which no return home can reverse.  相似文献

Migration-information campaigns informing potential migrants about the risks of the journey and the harsh life conditions in the destination countries have emerged as prominent tools of migration management in the last decades. Despite their growing importance, little is known about their local implementation in countries of transit and origin as well as their influence on potential migrants' perceptions and experiences. The central objective of this paper is to understand how migration-information campaigns are implemented on a local scale and how they shape the perception and discourses of migration in the region. We pursue a multi-scalar analysis of international migration management policies and their outcomes in a specific place and link them with local migration aspirations. The paper is based on qualitative empirical research carried out in Harar, a medium-sized city in the Harari regional state of Ethiopia. Drawing on interviews with government officials, NGOs, city dwellers, and return migrants, as well as the analysis of policy documents and scientific literature, we show how the local implementation of migration-information campaigns shapes the local perceptions and discourses on migration within which migration aspirations are embedded. We found that information campaigns did not take into account the complexity and multifaceted nature of local socioeconomic and political conditions which reflects the discrepancy between policy discourses at large and people's perceptions.  相似文献

The institutional aspect of return migration has received little attention in the theoretical and empirical literature on return migration. This research fills the apparent lacuna by unearthing institutional challenges to multi-stakeholder coordination, at different spatial levels in crisis situations and negative effects on reintegration of forcibly returned migrants. We use the evacuation of Ghanaian migrants from Libya who occupied very low socio-economic positions, experienced racism and discrimination, including physical attacks and arbitrary arrests in 2011, as a case study to understand institutional challenges to forced return when migrants’ carefully tailored plans are thrown into disarray and they are forced to return unprepared. This study employed mainly qualitative research methods among six different categories of actors and engaged an adaptation of Cassarino's “returnee's preparedness framework” to expand theoretical understandings of return migration from the institutional perspective and to highlight what can go wrong when institutions are unprepared for involuntary returnees.  相似文献

In the past years, increasingly restrictive migration policies have pushed many migrants to seek new and more risky migration routes. Many studies have investigated aspects of social protection for migrants from the Global South in industrialized countries of the Global North, with powerful welfare states. Yet, such focus has failed to understand the complexities during the migration process, where people often spend uncertain periods of time in transit countries and the state is frequently absent. In these contexts, social protection is predominantly provided by the third sector (TS) and informal networks both nationally and transnationally. Based on ethnographic fieldwork conducted with African migrants and TS organizations in Mexico, this paper explores the different and often semi-formal relationships between the TS, the state, and the migrants that result in complex transnational social protection infrastructures to cover the migrants' basic social protection needs.  相似文献

Migrant visits to the country of origin play a crucial role in transnational family cohesion and migrant well‐being; the research on them so far has focused primarily on the relationship between migrant integration and transnational engagement. In this article, I extend the discussion by adding a life course perspective to Carling and Hoelscher's (2013) framework for studying transnational activities, which incorporates capacity and desire. I explore whether age has an independent effect on migrants' family visits and how it relates to socio‐economic resources, migration status and transnational ties. Using data from a survey of Peruvian migrants around the globe (n=7,741), I show that migrants' stage in the life course has a partial effect on their propensity to travel through the interrelationship between age, capacity and desire. The findings show that the capacity and desire of migrants to visit their country of origin are particularly strong after reaching retirement age, suggesting a favourable combination of resources at later stages in life. However, whether this expresses a positive approach to ageing, or is a strategy to balance transnational family obligations and to postpone return decisions, remains open for future research.  相似文献

This study examines the impacts of immigration policies adopted by the Korean government, vis‐a‐vis other economic, social, demographic, and political factors, on labour migration from developing countries to South Korea using a modified gravity model. The model is extended to marriage‐related migrants to gain insights on marriage migration. The positive results in three out of the five immigration policies examined affirm that liberal policies are associated with increased migration, especially for preferred groups like ethnic Koreans, marriage migrants, and professionals. The positive effects of “push” factors such as population, unemployment, and inflation are generally similar to their effects on migration to the US, Canada, Germany, and the UK despite its more rapid transition from a migrant‐sending into a migrant‐receiving country. Political terror's non‐significance may be due to South Korea's limited asylum policy. Finally, the results of the extended model imply that marriage migration share plenty of similarities with labour migration.  相似文献

Labour migration into Malaysia has increased rapidly in recent decades and this has affected Malaysia's government policy in managing migrants’ movement. Interestingly, Malaysia has attracted a high degree of unskilled labour, accompanied by unabated rise of undocumented migrant workers. Mitigating undocumented migration is the main aim of Malaysia's labour migration policy and therefore the focus of Malaysian government. This has impacted on how enforcement agencies work out strategies. These agencies are the forefront of Malaysia's labour migration policy but they faced a number of challenges, such as documentation, finance and manpower capability, and political intervention, which impede their ability to optimize their capabilities in enforcing the Malaysian government labour migration policy. Resolving these challenges and moving towards a long‐term labour migration policy will benefit the Malaysian state, its citizens and the labour migrants.  相似文献

This article uses data from the Mexican Migration Project to determine the factors that affect how long Mexican immigrants stay in the United States. Based on the estimates of a discrete‐time hazard model, the most important predictors of duration are the economic opportunities for immigrants in the United States, the household resources before migration, and the opportunities available at the immigrant's community of origin. The article also finds longer trip duration after the Immigration Reform and Control Act than in previous years and important differences between male and female migrants.  相似文献

The Alien Transfer Exit Programme (ATEP) is a US deportation strategy created in 2008 whereby migrants are returned to border regions of Mexico distant from their initial place of apprehension. The goal of this strategy is to geographically separate migrants from their coyotes [paid crossing guide], who are often waiting for them in Mexico, in an attempt to discourage people from attempting additional border crossings. The official government stance concerning this programme is that it is both effective at deterring migration and that it protects migrants from abusive coyotes who often “force” them to cross the harsh Sonoran desert. The effectiveness of this new policy or its impact on the experiences of migrants has yet to be examined. Using a combination of ethnography and archaeology, I describe ATEP and its impacts on the social process of border crossing with an emphasis on the experiences of migrants who have been deported from California to the Mexican border town of Nogales. I argue that recent formalized deportation strategies such as ATEP build on previous lateral relocation programmes that have long been ineffective at slowing migration. In addition, ATEP contributes to sustaining previous migration control policies of exclusion (based on age, gender, and health) that now produce new dangers for both those included and excluded from this programme. ATEP should be viewed as an enforcement strategy aimed at systematically placing migrants in harm's way by relocating them geographically and by undermining the resources (i.e., human and social capital) that people have come to rely on for successful (and safer) border crossings. These findings contribute to the growing literature on the anthropology of deportation and the critical phenomenology of illegality.  相似文献

The analysis of transnational family relations from an intergenerational to a multi-generational perspective highlights the significant role migration infrastructure plays in transnational family care arrangements at different family life stages. Changing migration policies and local-bound welfare systems in the host and home countries tend to fixate the role of care-receiver and provider against fluid transnational family care dynamics as the life course of the family unfolds. This paper focuses on Chinese transnational one-child families in which the initial separation between parents and their only-child was motivated by the child's overseas education, and followed by the adult child's employment and family formation in the UK. My findings illustrate how reified definitions of the family and familial roles structure mobile individuals’ access to family rights in a transnational context. They warn of the danger of entrenched injustice embedded in the definitional classification of family migrants.  相似文献

This paper brings attention to the role of social networks in the migration of asylum seekers and explores how the embeddedness of the migrants in social networks both facilitates and constrains their mobility in different phases of the migration process. It reconstructs the migration paths of eight Armenian migrant families who arrived in the Czech Republic as asylum seekers during the 1990s and the beginning of the twenty‐first century. By examining the narrated stories of the Armenian migrants it shows that social networks formed an important context for employing various migration strategies in all phases of the migration process, and that the meaning and character of migrants’ social networks changed over time. In the initial phase of decision‐making about migration as well as on their journey, it was mainly weak ties of random acquaintances that played a dominant role. The position of the migrants in those networks was rather insecure. They held a little control over the information they received, but in these vulnerable situations they had to rely on their weak ties, which strongly influenced their mobility. In the arrival and settlement phases the social context of the refugee camp hindered the cultivation of social ties outside the migrants’ circle on one hand, and facilitated development of bonding ties among the migrants on the other. Bonding social networks enabled inclusion of the Armenian migrants into various social spheres especially at the beginning of the settlement process. However, the bounded character of these networks was also recognized as excluding them from access to resources of the dominant society and preventing their social mobility in later phases of their settlement. Thus, bridging networks that provide access to certain resources of the dominant society were sought.  相似文献

Skilled migration is an important strategy in developed economies seeking to address skills shortages and population ageing. Research on the labour market outcomes of skilled migrants tends to focus on employers' devaluation of skills without considering the role of immigration policy in the migration process. Moreover, there is little understanding of whether efforts to meet employer demands for local qualifications improve labour market outcomes. Drawing on a study on skilled migrants sponsored under the State-Specific and Regional Migration Scheme in the regional state of South Australia, we explore the shaping of skills and skills recognition in the migration journey, particularly migrants' strategy of reskilling in response to employer demands for local qualifications. Our logistic regressions on the association between the acquisition of Australian qualifications and labour market outcomes reveal only marginal returns to these efforts. We argue that Australia should consider developing a more coherent skilled migration process to better harness the human capital of skilled migrants.  相似文献

As international female labour migration has increased, so too have efforts to prevent the exploitation of labour migrants. However, evidence to underpin prevention efforts remains limited, with little known about labour migrants’ migration planning processes. Using data from a survey of female prospective labour migrants from Nepal, this article compares socio‐demographics and migration‐planning processes between first‐time and repeat‐migrants. We identified several factors which might increase repeat‐migrants’ vulnerability to exploitation during the migration process, or obstruct their engagement in pre‐migration interventions: more rapid migration planning than first‐time migrants; lower involvement in community groups; and a perception that they already have the knowledge they need. Only one‐third of repeat‐migrants planned to go to the same destination and 42 per cent to work in the same sector as previously. With repeat‐migration a common livelihoods strategy, it is crucial that interventions are guided by evidence on the needs of both first‐time‐ and repeat‐migrants.  相似文献

The current study examines the inclusion of ‘gender’ in the policies/legislation relating to the human development of women migrants (from Asian and African origins) and their impact on six determinants of migrant's gender ideology in two different European gender regimes: Germany and Sweden. The study is conducted in four stages: (1) thematic analysis of different conventions and recommendations of the UN, ILO, and EU, (2) latent analysis of selected policies/legislation, (3) survey of women migrants, and (4) expert interviews. Exposure to relatively egalitarian gender regimes through migration has brought positive changes in all determinants of the gender ideology of migrants, except domestic chores and caregiving responsibilities. Inclusion of a missing ‘gender’ perspective in relevant measures can expedite smooth integration of migrants, but lack of political commitment, scarcity of financial resources, the absence of gender experts, and lack of coordination between line ministries/agencies are salient barriers to its ‘inclusion’ in both countries.  相似文献

The role of religion in the stages of the migration process has been overlooked by both immigration and sociology of religion scholars. This article draws on the migratory and religious history of a transnational Maya community with members in the western highlands of Guatemala and Houston, Texas. Drawing on field research of Mayas in both the sending and receiving areas, we show how migrants use religion in the following stages of the migration process: 1) decisionmaking; 2) preparing for the trip; 3) the journey; 4) the arrival; 5) the role of the ethnic church in immigrant settlement; and 6) the development of transnational linkages.  相似文献

Abstract Immigration from South Asia to Italy is a recent phenomenon and novel in that the pioneer migrants are often married or single women rather than men. In this article I explore the relationship between a ‘feminization of migration’ and the construction of masculine identities among Malayali migrants from Kerala, South India, who experience migration directly or indirectly through marriages with Malayali women living and working in Rome. The interest in focusing on the relation between women's pioneer role as migrants and their husbands' experiences of migration is to show how men's identity is represented through their conjugal bond with migrant women working in the domestic sector and to understand how masculinity is constructed and contested within and with reference to different places.  相似文献

Return migration and its consequences has attracted increasing attention since Western European countries adopted policies in the mid 1970s to stop the inflow of foreign workers and to promote reintegration of emigrants. This paper explores the definition of return migration, discusses the different contexts in which return migration arises, and points out the many gaps that exist in understanding return migration and its consequences. The report concludes that there is no consensus on the definition of return migration; future advances in its analysis and measurement depend on the availability of specific criteria to distinguish return movements from other migration taking place in the world today. Also, relatively little attention has been devoted to return flows of migrants in developing countries due to paucity of information and fluidity of some of the movements involved. Yet another area for concern is the lack of information pertaining to female emigrants. Some recommendations that may lead to the eventual satisfaction of these needs include: 1) defining returnees as persons who, having the nationality of the country that they are entering, have spent at least one year abroad and have returned with the intention of staying at least one year in the country of their nationality; 2) having coontries with important emigration flows monitor return migration by gathering and publishing information on returning migrants; 3) giving particular attention to the problems faced by female returnees and adopting measures to ensure equal aid to males and females; 4) studying and monitoring the consequences of return migration on whole families instead of on only certain members of the family; 5) monitoring the consequences of sizeable repatriation flows, giving particular attention to the success of reintegration programs; 6) developing novel methods to monitor and study the impact of return flows of emigrants whose situation in the receiving state was irregular.  相似文献
