Studies have found that young workers are at risk for injuries. The risk for accidents is high within construction, indicating that young workers may be especially vulnerable in this industry. In Norway, it is possible to enter the construction industry as a full time worker at the age of 18. The aim of this paper was to explore how young construction workers are received at their workplace with regards to OHS-training. The study was designed as a qualitative case study. Each case consisted of a young worker or apprentice (< 25 years), a colleague, the immediate superior, the OHS manager, and a safety representative in the company. The interviews were recorded and analyzed through content analysis. The results showed that there were differences between large and small companies, where large companies had more formalized routines and systems for receiving and training young workers. These routines were however more dependent on requirements set by legislators and contractors more than by company size, since the legislation has different requirements with impact on OHS.  相似文献

Abstract

In 2006 Western Australia passed legislation that introduced a system to check criminal records and issue permits to those who wish to work with children. In 2007, the legislation was described by the minister responsible as a “powerful system that would prevent harm to children”. This paper explores that system and identifies limits to its effectiveness. The paper concluded that unless the system's limits are fully appreciated there is a possibility of a paradoxical outcome, whereby children's lives will be less safe. It also raises the question of whether in the area of record checking a national approach is not preferable to each state and territory developing its own system.  相似文献

The building sector is one of the biggest energy consumers and carbon emitters. The importance of carbon emissions reduction is widely recognised as critical in dealing with rising global climate change concerns. This research focused on carbon emissions reduction in commercial developments. Semi-structured interviews were conducted with selected industry practitioners to identify factors contributing or impeding the achievement of carbon neutral commercial building development. The results showed that the lack of a clear definition of carbon neutral building presents a significant barrier in pursuit of this goal. Key success factors highlighted in this study include: market demand, material selection, facility manager’s knowledge, government support and leadership. In addition, an exemplar project plays a pivotal role in facilitating cultural change in the construction industry. This study provides a useful reference for carbon neutral building developments.  相似文献

It has been claimed that effective responses to child sexual abuse (CSA) must engage with the specific cultural, social, and religious contexts of the target communities. For Jewish communities in Australia, the program J-Safe was established to raise awareness, create cultural change, and empower the Jewish community to be able to prevent, recognize, and address child sexual assault within the school setting. This paper reports on the experiences of teachers in two Jewish-day schools who had participated in the J-Safe Project’s protective behaviors teacher training program. Participants’ accounts of the training indicate the Project builds teachers’ knowledge and supports teachers’ skill development in the areas of incidence, behavioral indicators and responding to disclosure suggest the training has relevance for the Jewish teaching context. However, the extent to which the training was successful at engaging with culturally specific norms within the Jewish community seems to have been limited, although it may be that the participants were not atypical from the wider group who participated in the J-Safe Project training.  相似文献

The purpose of this study was to examine child abuse reporting by a national sample of school counsellors in the United States. The qualitative results from a large mixed methods study incorporating both quantitative and qualitative strands are presented. Participants were asked to comment on past child abuse training, noting the areas of training they found most beneficial and areas where they desired additional training. Participants were also afforded the opportunity to make any general comments regarding their perceptions of the current mandatory reporting legislation and their experiences of reporting child abuse. Results showed that while many school counsellors felt past training on mandatory reporting legislation and identifying types of abuse was helpful, they identified a need for additional training in identifying emotional and sexual abuse, and supervisory neglect (i.e. lack of supervision by a parent or caretaker producing potential injury or harm to the child). They also desired more training regarding working with children and families affected by child abuse. Four themes emerged from the open question. The first theme illuminated concerns regarding the effectiveness of the mandatory reporting process while the second theme was equally negative, with counsellors sharing many frustrations about their working relationship with child protection services. Additional themes related to their reporting experiences and specific challenges embedded in the school context, such as dealing with parents following a report, difficulty getting adolescent reports investigated and working with school personnel to ensure that reporting responsibilities were understood and followed. Ali A?ao?lu is the leading figure in the construction industry in Turkey, specializing in luxury housing estates. His sales figures have reached record levels since the early 2000s, far surpassing those of other similar entrepreneurs’. While governmental policies that prioritize the development of the construction sector partially account for A?ao?lu’s commercial success, we contend that the analysis of popular media images is essential in order to understand his estates’ popularity. Based on a close reading of his media appearances in housing commercials and interviews in the light of psychoanalytical theory, we argue that A?ao?lu has manufactured a realizable fantasy for his clients, which structures their desires in the cultural context of consumer capitalism. However, the limits of A?ao?lu’s fantasy world of housing were tested in an unexpected outbreak in one of his estates, where the homeowers traversed their fantasies.  相似文献

The establishment of a health and safety committee in the workplace and/or the appointment of an elected health and safety representative is believed to foster employee participation and consultation in the workplace. Despite an emphasis within the Australian occupational health and safety legislation towards employee participation in relation to health and safety issues, there is little known about the effectiveness of the strategies used to involve workers in health and safety matters in the workplace. There is anecdotal evidence published in relation to the implementation of health and safety committees and their effectiveness in the Australian workplace. Few opinions however are substantiated by empirical evidence. Significantly more research has been conducted on the role of health and safety representatives in Australia. This paper presents the findings of a review of the literature and identifies the factors that are considered to impact on the effectiveness of workplace health and safety committees and representatives. Several factors are described as being fundamental to the effective performance of committees and representatives. These factors include management commitment, communication, training and information, union involvement, the infrastructure of an organisation, committee processes and the involvement of professional experts. It is concluded that the effectiveness of health and safety committees in Australia is unexplored and it is unknown if these committees achieve the purpose for which they were established. Recommendations are made for future research to be conducted to test the current anecdotal evidence and assumptions associated with the operation and effectiveness of health and safety committees.  相似文献

Abstract

This essay proposes that viticulture (growing grapes for wine) was an international set of colonial tactics for transforming landscapes and for propagating a worldview of cultivation and control in the nineteenth century. By virtue of propagating grapes, Americans and Australians sought to prove themselves and their landscapes as solidly located within the accepted Western narrative of world history which claimed that all powerful nations, since antiquity, had successful grape cultures. A study of the international mid-nineteenth century grape craze reveals similarities and crucial differences in colonial viticultural rhetoric and aesthetics. The Western capitalist dedication to growing wine in America and Australia reveals that the eighteenth-century 'ethic of exploration' had successfully transformed into a nineteenth-century ethic of cultivation.  相似文献

Abstract

The community sector is a major provider of human services in Australia. It is comprised of community or private not-for-profit organisations, but is not the only industry sector where this class of organisation is found. Like an industry sector, the community sector contains some large and many small organisations. During the 1980s large community sector organisations consciously sought to improve their management and performance in a number of ways. Nonetheless their managers face further challenges in the 1990s, some of which will tempt them into competition with the more numerous small organisations in the sector.  相似文献

With the 1996 introduction of a new visa making it easier for employers to sponsor skilled foreign workers, temporary skilled migration has become a significant component of international migration flows to Australia. This paper examines employers' reasons for sponsoring skilled workers from abroad, their modes of recruitment, the occupational skills they require, and their industry profile. We also discuss issues relating to the perception of a shortage of skilled workers, the extent that sponsoring foreign workers substitutes for investing in local training, and the role of networks in recruiting overseas workers. Many employers' now have a global view of labour recruitment. While this is understandable for multinational companies with global operations, many small businesses and public sector institutions are adopting the same strategy to obtain skilled labour which they say is in short supply in Australia. With the internationalization of the Australian economy, there is also an increasing demand for people with specialized skills and knowledge that is not available in Australia's relatively small labour market. An understanding of the demand factors motivating temporary skilled migration is crucial to effectively managing Australia's migration and labour trends.  相似文献

The aim of this article is to investigate the governmentalities of volunteering in regional Western Australia. Drawing on interviews with 25 consenting volunteers and their managers, a thematic analysis revealed the experiences and perceptions of the research participants. Two distinct governmentalities exist: one reflecting neo-liberal governmentality and the other reflective of classic liberalism. Whilst this study is limited to regional Western Australia, the results suggest that there are variations in ‘governmentalities’ of volunteering comprising a mix of sometimes contradictory elements. This article also demonstrates the usefulness of governmentality for expanding the understanding of volunteering that has the potential to illuminate vital elements of the volunteer sector, which are being missed. There are many niches where volunteer groups exist or are emerging that are not visible and out of reach of the control techniques commonly used by governments adopting advanced (neo) liberal governmentalities.  相似文献

This article develops a new framework, conflict ecology, for predicting and critiquing specific lobbying strategies. This framework is applied in an analysis of interviews conducted with senior lobbyists from the mining and energy sector in Australia, which has proven to be especially effective in opposing and defeating new taxes and legislation intended to reduce carbon pollution. This analysis shows that an industry suffering a legitimacy gap will likely possess an intransigent or resistant worldview. Practitioners directing these campaigns see their role as ethically justified and necessary to defeat oppositional publics. This worldview gives rise to power strategies that reward allies and punish adversaries, with emotive and targeted issues communication used to apply further pressure to the legislature as part of outsider lobbying campaigns. Ultimately, this study considers the extent to which these lobbying strategies serve communitas ends proposed in the theory of the fully functioning society.  相似文献

Inclusion of students with disabilities into regular schools is now one of the most significant issues facing the education community both nationally and internationally. In order to address this issue there is widespread acceptance that teacher training institutions must ensure that new teachers are trained to teach effectively in classrooms where there are students with a variety of learning needs. Utilizing a data set of 603 pre‐service teachers from Australia, Canada, Hong Kong and Singapore this study reports the effects of training in inclusive education on pre‐service teacher attitudes towards inclusion, their sentiments about people with a disability and their concerns about inclusion. The results are discussed in relation to a range of factors that could have produced different gains in their attitudes, sentiments and concerns among cohorts from different countries.  相似文献

In Western Australia (WA) there is substantial interest by public sector management in work–life balance (WLB) as a strategy to address labour supply problems. This article considers whether the positioning of WLB as a problem for management provides the opportunity for change resulting in an improved quality of working life in the public sector. We report on the implementation of WLB policies in four WA public sector agencies and conclude that managers are ‘managing’ WLB in a limited way, and largely in an individualized manner, at a level that does not disrupt the usual way of organizing work and employment. For many managers, employees' requests to access WLB policies are perceived as being in conflict with operational goals. The findings highlight the inadequacy of much of the WLB discourse that obscures the tension between, on the one hand, the imperative for managers to implement WLB more effectively and, on the other, organizational practices and the broader social, political and economic context in which management and the organization are located.  相似文献

The change in political leadership in the UK in 2010 has created financial uncertainty and instability for many third sector organisations. In a shifting funding landscape, it is clear that an over-reliance on Government funding is a risky strategy and that there is a need to diversify and seek out alternative sources of revenue. This article considers the impact of political change on the financial sustainability of community sports trusts associated with Premier League and Football League clubs in England. It explores sources of revenue through the analysis of financial statements, revealing that on average community sports trusts receive a significant proportion of income from grant funding whilst sponsorship income is relatively small. The article goes on to discuss the potential for community sports trusts to diversify revenue streams by developing social partnerships that address the corporate social responsibility (CSR) agendas of commercial organisations. It illustrates that although commercial sponsorship can provide benefits including the provision of additional funding that can enable financial stability, key issues include the balance of power, the impact on organisational flexibility, whether there is a need to restructure, and the development of long-term partnerships. Although the findings from this article are focused on a particular type of charity, given the importance of CSR partnership income for the charities sector they may also have broader implications for other charitable organisations.  相似文献

Welfare and criminal justice systems manifest different goals, cultures, values and working methods. In Australia, the welfare sector has a culture of empowerment and concern for victims’ rights, within which social workers focus on social justice and social change. In contrast, the criminal justice sector (police) is patriarchal and para-military in structure, focusing on enforcing and maintaining community order and safety. These differences can create tension when social workers and police need to work as partners in response to violence against women, in particular violence against women from bikie gangs. This article addresses the issue of partnerships between social workers and police when working with abused bikie-gang women. It presents the findings of recent research into social work practice with such women in South Australia, in conjunction with a brief exploration of the international literature on social work and police cultures, and partnerships. It concludes that whilst there is a great need for genuine collaboration and partnership between social workers and police in the complex context of domestic violence with links to organised crime, the cultures and mandates of these different professions make this difficult.  相似文献

Gambling-related harm results primarily from financial losses. Internationally Australia continues to rank as the largest spending nation per capita on gambling products. This would suggest that Australian gamblers are at disproportionately high risk of harm despite almost two decades of industry scrutiny and regulation, and investment in research, treatment and education programs. However, declines in participation rates, per capita expenditure, household expenditure, national disposable income spent on gambling and problem gambling rates have been cited as evidence that fewer people are gambling, that gamblers are spending less, and that gambling safety in Australia has improved. The current study investigated these propositions using national population and accounts data, and statistics from Australia’s two population-representative gambling surveys conducted in 1997–1998 and 2010–2011. Despite a falling participation rate the study found no real change in the number of people gambling overall, and increasing numbers consuming casino table games, race wagering and sports betting. Further found were increases rather than decreases in average gambler expenditure, overall, and across most products, particularly electronic gaming machines (EGMs). Potentially risky levels of average expenditure were observed in both periods, overall and for race wagering, casino table gaming, and EGMs. Changes in the proportion of income spent on gambling suggest risks declined overall and for race wagering and casino table gaming, but increased for EGMs. Finally, while problem gambling statistics were not comparable between periods, the study found double the number of moderate risk gamblers previously estimated for 2010–2011 amongst the 2 million Australians found to have experienced one or more gambling-related problems. The findings have implications for public health policy and resourcing, and the way in which prevalence and expenditure statistics have been interpreted by researchers, government and industry in Australia and elsewhere.  相似文献

This study explores the feasibility, acceptability, fidelity, and outcomes of a youth version of the Crisis Intervention Team training (CIT-Y). This intervention is designed to keep youth with a mental health problem out of the criminal/legal system by equipping police officers with developmentally appropriate information and techniques. Whereas much is known about the adult-focused CIT training, little is known about the youth-focused training. This preliminary investigation uses multiple methods (training observations, officer interviews, and pre/post-tests) to assesses the implementation of CIT-Y in two Midwest counties. Multiple 8-hour training sessions were offered in both counties with 127 officers participating and completing the pre/post measure. The findings of this study confirmed that CIT-Y training was feasible in these counties and acceptable to the officers who participated. Outcomes from the pre/post-tests show that 86% of officers positively changed their knowledge and attitudes regarding youth with mental health problems. Interviews revealed a positive impact on officers’ reported behaviors. While this preliminary investigation of CIT-Y showed positive outcomes, recommendations for enhancing the curriculum and subsequent research are discussed.  相似文献

Objectives: The purpose of this paper is to summarize how state legislators are responding to the increasing incidence of elder financial fraud and exploitation (EFFE) and investigate the impact of new state legislation. Methods: Our empirical model investigates the impact of recent changes in state legislation, after controlling for relevant state demographics, on the prevalence of EFFE claims reported in the Consumer Sentinel Network database. We use panel data in a fixed effects model with and without time dummy variables. Results: States with additional penalties targeting EFFE have a significantly lower percentage of complaints from elders, whereas the impact of mandatory and protected voluntary reporting laws is not significant in this sample. Discussion: State legislators have increased their awareness of and are acting to produce legislation protecting the elderly from EFFE. Increased information, training and data sharing across states can go a long way to detecting and prosecuting EFFE cases.  相似文献

Social work programmes internationally have taken diverse approaches to research training in their curricula. This paper presents an Australian case study of engaging undergraduate social work students in research using experience-based learning. The case study explores the potential of experience-based learning to assist in overcoming the ‘anxiety’, students are observed to report in relation to research training and education. The social work programme at the University of Newcastle, Australia has embraced an experience-based learning model since 1991. Despite a research active and engaged staff and a commitment to research-informed pedagogy, educators continue to observe students as indifferent and reluctant to engage in research training. To address this, work-integrated learning was strengthened in the research course to enable students to design, develop and deliver practice-relevant research in partnership with local support services. Preliminary evaluation of the course highlights both potential and the pitfalls of experience-based learning approaches to research training. While found to enhance research engagement and demystify its role in practice, experience-based learning was associated with significant resource and time imposts. These findings suggest cautious consideration of structure and scope is essential for experience-based learning to be a feasible approach to research training at the undergraduate level.  相似文献
