In the wake of public relations crises of credibility such as FEMA's staged press conference in response to the California wildfires, source credibility merits increased scholarly and practitioner scrutiny in order to maximize the effectiveness of the information practitioners release, particularly when the objective is to promote action vital to public health and well-being. Through a random national telephone survey (n = 400), this research analyzes how the source itself moderates credibility as well as the criteria important to audience evaluations of credibility. Results indicate practitioners are perceived as credible sources of health information and that audiences take a rather mindful route in their evaluations of source credibility.  相似文献

This paper examined the existence and impact of population policy in Kenya. The findings show that Kenya has adopted an antinatalist population policy which also aims at promoting balanced population distribution. This policy is, however, not well-designed and integrated. The demographic targets are often not specified or vague; the program measures are limited; and the policy does not encompass most geographical areas and subpopulation in terms of needs and resource endowments. There is need to reformulate the existing population policy in Kenya and make it well-designed and more rigorous. The policy must have set demographic targets to be achieved within specified time periods. The program measures must be broadened to include a wider range of factors directly and indirectly implied in a population resource equation at the present and in the future. Such a policy will achieve controlled population growth and balanced population distribution.  相似文献

In the fall of 2004, a midwestern public university changed its tailgating policy from one that did not allow alcohol consumption to one that did. OBJECTIVE, PARTICIPANTS, AND METHODS: The authors surveyed students before and after the policy change to measure consumption, problems, perceptions of peer consumption, and reported game attendance. RESULTS: Results showed no change in drinking quantities or prevalence of problems after the policy change; however, there was an increase in students' misperceptions, with students overestimating drinking quantities and the number of students who drank while tailgating. Last, students' predictions about their game attendance if alcohol was allowed were higher than their reported attendance after the policy change. CONCLUSIONS: Conclusions suggest that although drinking quantities may not be influenced by policies at tailgating events, misperceptions may be influenced. Administrators should note that the policy did not affect students' self-reported game attendance.  相似文献

The paper looks into the dynamics of information society policy and its implementation in the Greek context. It argues that information society development is a contested process, influenced by pre‐existing state, economy and society relations. Based on this, it looks into the different aspects of the idiosyncratic path which the evolution of the Greek information society has followed, particularly after 2000. Using Bob Jessop's strategic‐relational approach (SRA) to the state as an analytical framework and drawing on a number of in‐depth interviews with relevant political actors, it provides insights into policy implementation by examining: the public management of information technology projects, how such projects were received in bureaucratic structures and practices, as well as the relationship between the state and the information and communication technology (ICT) sector in public procurement processes. The emphasis is on the period 2000–2008, during which a major operational programme on the information society in Greece was put into effect. The paper also touches upon the post‐2008 experience, suggesting that information society developments might include dynamics operating independently and even in contradiction to the state agenda.  相似文献

This paper argues that the framing of many programme evaluations tends to eschew any rigorous exploration of the governance aspects of programme design and implementation. This is illustrated by an examination of the method-based approach endorsed by the European Commission for the evaluation of its regional policy programmes. In line with previous work, this found that such evaluations, particularly those using management-based approaches, underplay the role of social and political agency in programme framing and implementation, and therefore in explaining outcomes. Acknowledging such factors is especially important in evaluating cross-cutting themes such as equal opportunities, environmental sustainability and social inclusion. Known as horizontal priorities in European Union policies, such issues at their heart reflect unease with the traditional functional organisation of the modern state, which while providing organisational efficiency gains for planning, is not able to cater for complex and multiple social realities in a postmodern world. Using evidence from South Yorkshire, United Kingdom, and in particular the Mid Term Evaluation of the 2000–2006 European Union Structural Funds Programme, the paper argues that a robust evaluation of such horizontal priorities has to incorporate the full range of governance factors. This is because their framing, implementation and possible achievements are contingent on, and shaped by, the mobilisation of social and political actors.  相似文献

Based on a survey of public assistance and child welfare agency staff, this article examines how state Temporary Assistance for Needy Families (TANF) policy decisions have affected kinship care providers. Findings indicate that most states have continued using TANF to provide income support to kinship caregivers, and some have used TANF to find related support services. These payments, however, are much lower than rates for licensed providers, and many kinship caregivers are subject to work, training requirements, and time limits.  相似文献

Through the framework of source credibility, this study examines the impact of quoting a company executive versus a customer testimonial in a business communication context. A 2 (spokesperson) × 7 (media channel) full factorial experiment (N = 514) showed partial support for enhanced perceived credibility of information conveyed by a customer testimonial compared to a company spokesperson in independent and controlled media channels online. When evaluated through a measure of media credibility, a customer spokesperson rates higher than a company spokesperson. In addition, a product is viewed more positively by an audience receiving information quoting a customer spokesperson rather than a company spokesperson. An audience with low business expertise considers both types of spokespersons as more trustworthy than a high-expertise audience; however, a customer is considered more trustworthy than a company spokesperson. The study provides public relations professionals with insight in determining the use of spokespersons when communicating to businesspeople.  相似文献

Long-term care policy has evolved with little attention to racial differences in the need for and use of services. Using 1987 National Medical Expenditure Survey data on nursing home care, formal in-home personal care, and informal-only help, a model was created to show how different races would use each type of care if: (1) a universal home-care benefit was established, (2) existing Medicaid home-care benefits were ended, or (3) the income level for Medicaid eligibility was substantially reduced. Expanded community care benefits would primarily serve severely disabled older whites. Reductions in long-term care benefits or eligibility would disproportionately impede access to long-term care for severely disabled older African-Americans. These differences indicate that race must be taken into account in long-term care policy initiatives.  相似文献

This review article examines how different types of communication technologies, from the specialized medical to generic social devices, influence belonging and sociality among deaf and hard-of-hearing (DHH) people. The emphasis is on DHH adolescents and young adults who may be impacted differently across countries, given state-specific policies regarding the status of sign language and deaf education, and based on different availability, affordability, and accessibility of communication technologies. We introduce different perspectives on deafness, ranging from pathological to cultural, a heuristic on which we build to explore DHH socialities as complex and evolving. We then analytically review ethnographic research on how cochlear implants impact DHH people's belonging to the “deaf world” and/or the “hearing world,” and how they navigate between these worlds. Then we move on to technologies such as text messages and social media, which enable DHH people to extend their socialities beyond local communities. Belonging is a fluid phenomenon, and technologies which are in a constant process of innovation and development may influence it in complex ways. We argue that to explore questions of belonging, identity, and sociality among DHH people, and how they are shaped by technologies, (visual) ethnographic methods are particularly productive.  相似文献

The detection and assessment of side effects or unintended consequences in policy evaluation are seldom conducted in other than a casual manner. This paper investigates the unintended impact of an employment and training program on the political orientations of participants. Applying a political socialization framework, this study compared the postprogram attitudes toward citizenship of 286 CETA-eligible youth with a randomly assigned control group of 161 youth. Entering minority status and gender as factors and preprogram attitudes toward citizenship as the covariate, the ANCOVA results indicate that political orientations of experimentais, especially program completers, are significantly higher compared with control group members.  相似文献

An inflation problem exists when there is a perceived negative imbalance in the input-output position of a particular group. In this article the inflation problem is disaggregated by type of input-output imbalance, by degree of severity of the imbalance, and by vested interest group. The disaggregated model captures the inverse relationship between price changes and the inflation problem for subgroups, and the duality of the impact of price changes on particular subgroups. The empirical specification of the model makes explicit the diverse and often conflicting impacts of inflation on various subgroups. It is argued that macroeconomic policy makers often implement the wrong type of anti-inflation measures at the wrong time. The proposed input-output model provides a rationale and a framework for implementing microeconomic, targeted policies. With targeted policies, we can attempt to remedy particular inflationary problems without adversely affecting prosperous components of the economy.  相似文献

This paper tests the 'leap-frog' hypothesis by modeling the impact of existing telecommunications infrastructure, controlling for economic, political and demographic factors, on changes in information communication technology (ICT) access for over 200 countries between 1995 and 2005. This study has significantly greater coverage than previous research, in terms of both time frame and country cases. First, the analysis demonstrates that in the first decade of the information society successful leap-frog countries are few and far between. Second, the relative distribution of personal computers, internet hosts and secure servers among the nations of the world has barely improved over the last decade. Third, contrary to received wisdom, most of the countries that might qualify as successful leap-frog countries are actually among the wealthiest in the world. Finally, while policy reform in the telecommunications sector can sometimes speed the diffusion of digital communication tools, the record of market reforms is mixed, and the overall effect of economic wealth is still paramount. In sum, a few poor countries have leapt ahead in the development of a few aspects of ICT infrastructure and use, but these relatively rare successes are more likely to be due to economic productivity than to privatization, regulatory separation and depoliticization, or market liberalization in the telecommunications sector.  相似文献

Previous research shows that observers are hardly able to detect deception above the level of chance. The literature reveals several suggestions on how to improve the detection of deception. In this experiment the impact of four suggestions was tested. According to two suggestions the accuracy rate will improve if observers are provided with relevant information, such as (1) information about indicators of deception, or (2) outcome feedback. The two other suggestions emphasize that detecting deception is easier under certain circumstances than under others, that is, (3) spontaneous interviews are more detectable than planned interviews, and (4) the presence of comparison with a baseline facilitates the detection of deception. In the present experiment 360 police detectives assessed subjects' veracity on the basis of short videotaped interviews. Detectives watched the clips in one of 12 conditions formed by the crossing of four levels of setting (one spontaneous interview/one planned interview/two interviews-total image/two interviews-hands only) with three levels of information (no information/information about objective indicators of deception/information about objective indicators of deception plus feedback). Results revealed that information improved detection of deception, but only in the planned interview condition and the two interviews-hands only condition.This study was supported by a grant from the Recherche Advies Commissie (RAC) of the Ministry of Justice.  相似文献

The current study examines the persuasiveness of narrative richness in messages about acts of corporate social responsibility (CSR). Specifically, we apply theory about narrative persuasion to the domain of corporate communication. Focusing on Coca-Cola’s clean water project, a cross-national experiment (n = 659) was conducted in which the narrative richness and the source cue of a CSR message were manipulated, and the effects on (a) message processing (specifically via character identification, transportation, and credibility), (b) attitude towards the company, and subsequent (c) behavioral intention were measured. Considering the global nature of Coca-Cola, the experiment was simultaneously fielded in the United States and the Netherlands to verify the generalizability of our findings. Robust results in both countries suggest that narratively rich CSR messages can indirectly improve the attitude towards the company and thereby encourage behavioral intentions via character identification and transportation, irrespective of the source cue (company vs. news media). Importantly, message credibility was not compromised by the narrative richness, while being the strongest predictor of company attitude.  相似文献

The literature suggests that administering drug surveys to public school students is best done by persons outside of the school system (or at least unfamiliar to the students). This is the approach used by the long-time Monitoring the Future project. Because of the increased costs that administration by outside research associates requires (both time and transportation), we decided to design an experiment that would compare it to administration by school personnel. Six school systems were split, and 3756 surveys were administered, about half by outside research associates and half by school personnel. The results indicate that there were minimal and non-significant differences between the two groups. On the basis of these results, we draw the conclusion that school personnel are able to administer survey instruments without affecting the quality of the results and, thus, that school districts may safely use such data in the evaluation of their drug education and drug prevention programs.  相似文献

A number of sociologists of Asian origin live and work in the United States. I use my personal experiences and impressions to illustrate the process of becoming, being, and being accepted as an academic sociologist. I find that perceptions of marginality, a quest for credibility, and efforts at impression management are important themes that run through this process. The positive and negative implications arising from these aspects of role performance for the Asian sociologist in America are identified. His current research focuses on cross-national studies of violence and the socio-legal processing of cases of child homicide.  相似文献

Prompted by Article 12 of the UN Convention on the Rights of the Child, there is a growing number of examples of children and young people being involved in the policy process. To date this had not been matched by evaluation of the practice. This situation needs to change to ensure that existing experience provides learning for more widespread and more effective involvement. Using the development of the Irish National Children's Strategy for illustration, this article argues that the evaluation required must be more than monitoring. There is a need to get below the formal documented surface of participatory initiatives through developing analysis based in a critical perspective on both policy and evaluation.  相似文献
