This paper explores some connections between the ‘cultural turn’ in recent social theory, and the emergence of new models of local and regional development which have potential importance for the pursuit of sustainable rural development. Two particular examples of attempted cultural engineering, centred on ideas of ‘enterprise culture’ and of ‘corporate culture’, are reviewed and both shown to be flawed by their weak conception of culture. A more convincing account of its importance is derived from work on regional development which emphasises the role of social networks and institutional thickness in enabling the growth of confidence and trust as preconditions for success. It is noted that these institutional conditions show some surprising similarities to traditional social features of rural areas, and so help explain the shift from failed strategies of rural development towards more integrated approaches. A number of examples of contemporary development practice in rural Wales are described, to support the suggestion that the attainment of sustainable economic and social development in rural areas depends upon creating social and institutional networks which embed change within the prevailing social and cultural resources of rural populations.  相似文献

Urban small water bodies, such as ponds, are essential elements of human socio-economic landscapes. Ponds also provide important habitats for species that would otherwise not survive in the urban environment. Knowledge on the biodiversity of urban ponds and the relationship between their ecological value and factors linked to urbanization and socio-economic status is crucial for decisions on where and how to establish and manage ponds in cities to deliver maximum biodiversity benefits. Our study investigates if the pattern of urban-pond biodiversity can be related to different socio-economic factors, such as level of wealth, education or percentage of buildings of different types. Because of lack of previous studies investigating that, our study is of exploratory character and many different variables are used. We found that the biodiversity of aquatic insects was significantly negatively associated with urbanisation variables such as amount of buildings and number of residents living around ponds. This relationship did not differ depending on the spatial scale of our investigation. In contrast, we did not find a significant relationship with variables representing socio-economic status, such as education level and wealth of people. This latter result suggests that the socio-economic status of residents does not lead to any particular effect in terms of the management and function of ponds that would affect biodiversity. However, there is a need for a finer-scale investigation of the different potential mechanism in which residents in areas with differing socio-economic status could indirectly influence ponds.  相似文献

Questions of rural governance have been attracting growing interest in recent years as rural analysts turn their attention to the institutional transformations that are taking place in and around the local state. This paper is concerned with the relationships between new governance agencies and rural communities. It follows recent contributions to the rural studies literature by adopting a ‘governmentality’ perspective which views the current emphasis on community involvement and empowerment as part of a broader neo-liberal strategy of ‘governing through community’. In the paper, I address a particular gap in the governmentality literature by examining how the underlying shift towards community action and local involvement is mediated and implemented by local and regional agencies in the Scottish Highlands, focusing specifically on the relationship between local enterprise companies and local communities. As such, the paper explores the tension between the concern with local participation and the reliance upon a set of managerial ‘technologies’ such as targeting and financial controls which reflect a need to ensure that local agencies are accountable to (central) government. The paper argues that while local state agencies must be analysed within wider circuits of power, local agencies and community groups retain some capacity to influence processes of rural governance. In conclusion, I suggest that the governmentality approach provides some critical insights for re-interpreting and analysing rural governance as a particular field of research.  相似文献

This article explores the celebrated film The Hunters (Swedish title: Jägarna) within the context of the discourse of Internal Orientalism. By juxtaposing a contemporary Swedish film with historical accounts and contemporary news media, I demonstrate how the film reworks and (re)produces representations of the rural North (Norrland), constructing stereotypes enmeshed with familiar and global genre-specific stereotypes of a traditional and intransigent population positioned in rural areas and a modern and progressive population in urban areas. This paper shows how the representation in popular culture becomes enmeshed with the representation in news media and politics and how this helps obscure geography, gender, ethnicity and class by way of positioning representations of the middle class in urban spaces and white male working class in rural spaces, and by way of constructing class as a choice of lifestyle or culture.  相似文献

Rural development and urban migration: can we keep them down on the farm?   总被引:1,自引:0,他引:1  
This study tests the hypothesis that rural development projects and programs reduce rural-urban migration. The author presents various factors in the social theories of migration, including those relating to origin and destination, intervening obstacles such as distance, and personal factors. 3 economic models of migration are the human capital or cost-benefit approach, the expected income model, and the intersectoral linkage model. Empirical studies of migration indicate that: 1) rural areas with high rates of out-migration tend to have high population densities or high ratios of labor to arable land, 2) distance inhibits migration, 3) rural-urban migration is positively correlated with family income level, and 4) selectivity differences in socioeconomic status between migrants and nonmigrants often are grouped into development packages which might include irrigation, new varieties of seed, subsidized credit, increased extension, and improved marketing arrangements. The migration impacts of some of these efforts are described: 1) land reform usually is expected to slow rural out-migration because it normally increases labor utilization in rural areas, but this is a limited effect, 2) migration effects of the Green Revolution technology are mainly in rural-rural migration, and 3) agricultural mechanization may stimulate rural-urban migration in the long run. Development of rural social services migh have various effects on rural-urban migration. Better rural education, which improves the chances of urban employment, will stimulate rural-urban migration, while successful rural family planning programs will have a negative effect in the long run as there will be reduced population pressure on arable land. Better rural health services might reduce the incentive for rural-urban migration as well. It is suggested that governments reconsider policies which rely on rural development to curb rural-urban migration and alleviate problems of urban poverty and underemployment.  相似文献

The social and solidarity economy (SSE) is a viable strategy in dealing with some contemporary problems known both in industrial and developing countries. SSE is contextualized against the background of recent developments: the liberalization of goods and capital flows worldwide, continued industrialization, and the increased global division of labour. Addressed is how local populations could reach certain objectives and satisfy certain needs using techniques characteristic of SSE and, thus, carve out a social and economic space of their own vis-à-vis anonymous markets, global actors, and local and national elites. Within this self-governed space, it is suggested, a path can be laid for the necessary transition towards local, social, and ecological sustainability. The Social Economy Basel (SEB, founded 1996) will serve as an example to suggest how SSE principles could be operationalized into organizational practice.  相似文献

The present study examines the influence of external debt on the change in the proportion of the total population living in urban slum conditions in the less developed countries between 1990 and 2010, drawing from a political economy of the world-system theoretical perspective. Ordinary least squares panel regression illustrates external debt as a percent of gross national income has a statistically significant positive effect producing higher levels of urban slum growth. This result is recurrent across all developing countries but is particularly strong among sub-Saharan African nations. Further, urban population growth 1960–1990 exhibits a positive effect contributing to higher urban slum growth. The results support the hypothesis that external debt burden is an important factor contributing to higher levels of urban slum growth in the less developed countries between 1990 and 2010. This effect, moreover, is particularly strong among sub-Saharan African countries relative to developing countries within other regions of the world.  相似文献

ABSTRACT

Work has just recently been recognized as an important topic in the discourse of development. But often it stays unclear how work is related to issues of gender equality, an indispensable goal of sustainable development from its start. The article explores how gender and work is addressed in three approaches to work and sustainable development, which are currently discussed in the German language literature on this topic: in the current mainstream concept of the green economy and green jobs, in alternative concepts of degrowth or postgrowth societies and in eco-feminist concepts of caring societies. The critical discussion of these approaches leads to the argument that a fundamental reassessment and reorganization of the critical society-nature relationship and consequently a new conceptualization of sustainable work is needed.  相似文献

Often institutional solutions such as structures and organisations are seen as best practices in neighbourhood renewal. Using empirical case study data from the Netherlands and the UK, this paper demonstrates that there should be more attention for the role of individual urban practitioners. The relevance of this conclusion goes beyond the domain of neighbourhood regeneration alone. Due to the new government policy paradigms (e.g. Big Society/Participation Society), welfare reforms are introduced that combine severe austerity measures with more responsibilities for individual citizens and cross-sectorial partnerships between institutions. This post-crisis participation society calls for individuals that are able to ‘make a difference’ by bridging the gap between the systems of government agencies and other institutions, and the lifeworld of residents. But what are the characteristics and working methods of highly effective ‘exemplary urban practitioners’? This paper explores the characteristics of these practitioners by analysing empirical data from neighbourhood renewal case studies using Habermas system/lifeworld concept.  相似文献

Through a particular focus on the politics of belonging, I explore in this article the extent to which London‐based Nigerian organizations perform the progressive role expected of them in globalizing discourses of diaspora and development. The interplay between national and sub‐national, geo‐ethnic visions of belonging and development has fundamental implications for viability of the Nigerian state. In the ways they mobilize identity ‘abroad’ and make transnational interventions at ‘home’, London‐based Nigerian diaspora organizations can reproduce a pervasive and insidiously divisive politics of belonging that is widely seen to undermine the Nigerian project. However, these organizations and their transnational interventions can also transcend the ethnicized boundaries of belonging to articulate and pursue visions of Nigeria's national development. While they are involved in the politics of belonging and the progress of ‘home’ in ways that are clearly much more ambivalent than globalizing discourses of diaspora and development might hope, their potential for contributing to a unified and prosperous Nigeria should not be dismissed.  相似文献

Slums or squatter settlements have long been recognised as a major urban problem in India and Pakistan. Until recently, public authorities have not been able to bring about any substantial change in these settlements. However, there have been two relatively successful projects one in Madras and the other in Orangi, Karachi. Although the basic aim of both the projects has been to seek improvement in the low-income areas of urban poor, approaches adopted by the two projects have been different. This paper has studied these approaches and has identified their differences. Emphasis of the Orangi Pilot Project (OPP) approach is on management of the programme by the people themselves. OPP provides a viable approach to undertaking improvement programmes in lowincome urban areas. Madras Slum Improvement Programme (SIP) also provides a possibility of finding long-term solutions to the urban slum problems. It is managed by public agencies and has not been fully successful as the local community has not been effectively involved in the programme. It is felt that SIP will be more successful if the local community is fully involved in the process of planning, implementation and maintenance of the programme.  相似文献

The concept of ecosystem goods and services is increasingly used to describe how biodiversity and ecosystems are linked to human well-being and that it should be placed at the core of sustainable urban development. Predictions of a tremendous future increase of urbanization in Africa necessitate an investigation into the research on ecosystem goods and services in the urban green infrastructure of Africa. Ecosystem goods and services (ES) are described as the benefits humans derive directly or indirectly from ecosystem functions and are classified as supporting, provisioning, regulating and cultural services. A literature study focusing on journal papers was conducted. Additionally a case study based on two masters studies was further refined. ES studies in African cities are biased towards South Africa and include assessments and economic valuations in which several different methods were used to determine direct consumptive and non-consumptive and indirect use values. Emphasis was placed on the multifunctional nature of ES. The main objectives of these studies were to sensitize policy makers, planners and the general public about the importance of biodiversity and ES. Ecosystem-based adaptation is discussed as the most appropriate approach in terms of applying knowledge about ES and their values in African cities as many residents still rely on ES from natural areas, but the major ecological, economic and political challenges are acknowledged. A case study focusing on domestic gardens (private green spaces) have indicated that the demand and supply of certain ES differ along a socio-economic gradient due to poor service delivery and smaller plots in the poorer areas mainly due to the legacy of separate development of the past. Where provisioning services are mainly outsourced in cities, it was found that plant species useful as food, medicine, etc. were more frequent in the gardens of poorer residents than in those of more affluent areas. The tendency to pay more for residential properties close to public open spaces, as in Europe, could not be statistically proven in the more affluent areas of a South African city, although the property values in proximity of public open spaces in some of the areas studied were lower than further away.  相似文献

Bogotá, the capital of the Republic of Colombia, is a tropical highland city located 2,650 m above sea level. It is the 25th largest city in the world and, among large cities, is also one of the highest. In common with other cities in Latin America, a large part of its urban growth during recent centuries has been unplanned and informal. The introduction of green spaces into urban planning in Bogotá began in the mid-20th century, but was first included in official legislation during the 1990s through the concept of Ecological Main Structure (EMS). Initially developed by Dutch scholars, EMS was brought to Colombia via biological conservation practitioners as a means of enhancing biological connectivity in rural and natural landscapes, extended in this case to urban landscapes as a top-level planning instrument. EMS originally included a variety of components, from protected areas and biological conservation tools to environmental urban elements - the emphasis being on biodiversity conservation, without sufficient recognition of specific urban structures and functions. This process led to conceptual disciplinary-based divergence and conflicting political interpretations. The current emergence of EMS as a planning tool for urban regions represents an opportunity for integration, although the risk of divergent interpretations remains, as no integrative conceptual framework has yet been developed. In this paper we review the concepts underlying EMS that have been incorporated within urban and regional planning, especially those of ecological networks and green infrastructure, and also diagnose conceptual and institutional barriers to its current integration, challenges and opportunities which are set in the context of an emerging urban region. We propose a trans-disciplinary framework for multi-level integration of EMS, along a gradient from wild environments to built structures that incorporates emerging concepts such as urban biodiversity, ecosystem services and design in the urban landscape, with the aim of contributing to the creation of an urban landscape that is resilient to environmental change and suitable for human well-being and adaptation.  相似文献
