A Preliminary Analysis of Research on Recovery from Homelessness   总被引:1,自引:0,他引:1  
Changing attitudes toward the poor are producing sweeping revisions in public welfare. The homeless population may be particularly affected by stricter guidelines for subsidies and service. This article reports findings from the first 2 years of an ongoing, qualitative, longitudinal study of nine formerly homeless families who received services at a transitional shelter in 1994. The purpose was to explore the extent to which these families were able to maintain self-sufficiency. One year after care, two families were on the verge of homelessness again, and all needed public assistance to meet basic needs. Two years after care, eight families were beginning to attain economic self-sufficiency. Recommendations address programmatic issues, including the need for comprehensive services during the shelter stay and family mentoring during the rehousing process.  相似文献

This paper is a critique of recent service-intensive shelter programs for homeless mothers and the policies that underlie these shelters. We first document the process by which mental health problems and family homelessness became so closely but mistakenly linked. We then demonstrate empirically that shelter programs for homeless families nonetheless presume that mental health problems are part of the causal nexus of family homelessness and indiscriminately deliver mental health services to homeless mothers. Simultaneously, shelter programs encourage the isolation of their residents from what they presume to be their "problematic" social networks. We show that, while mental health services had little impact on depression levels among homeless mothers, isolation from social networks did increase depression among homeless mothers. Our findings suggest that policy should put more emphasis on rapid reintegration into the community through providing housing, and it should put less emphasis on providing services.  相似文献

This study examined whether children who become homeless differ from other low-income children in their mental health service use before and after their first homeless episode, and to what extent homelessness is associated with an increased likelihood of mental health service use. Differences between children with and without new onset of sheltered homelessness in the use of mental health services emerged following homelessness and widened over time. Sheltered homelessness and foster care placement history were associated with increased odds of receiving inpatient and ambulatory mental health services. Findings underscore the importance of collaborations between homeless assistance, foster care, and mental healthcare in efforts to mitigate family homelessness and collateral needs among homeless children.  相似文献

An increasing number of studies in recent years have examined the issue of family homelessness. The majority of this research has taken a quantitative approach, focusing primarily upon the demographics and characteristics of homeless mothers and children and the conditions of shelter facilities. The goal of this study was to examine the experience of family homelessness from an alternative perspective through interviews with formerly homeless mothers about their lives before and after leaving the shelter system. In-depth interviews with 24 formerly homeless single mothers in New York City were conducted and subsequently analyzed employing a qualitative-narrative approach. Major themes that emerged from the women's life stories are elucidated: poverty, neglect, abuse, troubled interpersonal relationships, and mental health concerns. Surprisingly, a majority of women spoke of their experience in the shelter system in positive terms. This and other findings are discussed in the context of the women's life experiences and support services provided by the New York City shelter system. Social policy issues and recommendations for future research and program development are presented.  相似文献

Homelessness is one of the most pressing social problems today. Society has responded to the problem with the creation of homeless shelters. yet, the nature of the operation of the shelter is not defined. This study explored the operations of two single adult homeless shelters to understand how they operate in addressing the problem of homelessness. The study identified two different types of services, one called "house" and the other ((home." House services provided basic food, shelter, and linkage to social services, which fulfilled the basic definition of the problem of homelessness as defined by the Institute of Medicine. Home services provided the basic services of house but also went one step beyond by providing these services within the context of a supportive environment, thus creating informal social supports. The study discusses the implications of each of these modalities in addressing the problems associated with people who are homeless as well as the differences in policies and structures which contribute to one shelter providing house and the other home services.  相似文献

The current study employs data from the U.S. National Longitudinal Study of Adolescent Health (N = 10,818; 56% female; 21% African American) to test how experiencing homelessness through emerging adulthood and child maltreatment predict adult property crime and violent crime. Unlike many published studies on homelessness, we used propensity score matching to correct for selection bias between homeless and nonhomeless individuals. Logistic regression models were run to predict violent and property crime in adulthood, controlling for child maltreatment. Participants who experienced homelessness by age 26 were 1.6 times more likely to commit violent crime in adulthood and almost 30% more likely to commit property crime. Those who were victims of child maltreatment were 15 times more likely to commit property crime, but no more likely to commit violent crime. Findings show that comparing statistically equivalent groups, homelessness through emerging adulthood significantly predicted adult criminality while child maltreatment showed more variable results. Greater prevention efforts aimed at children and adolescents at high risk of experiencing homelessness, as well as more intensive outreach services to homeless youth, may moderate exposure and reduce reliance on criminal survival behaviors.  相似文献

One hundred, thirty-four undergraduate students participated in afield experiment designed to examine the effects of extended, prosocial communication with homeless persons, upon attitudes toward the homeless problem, of behavioral intentions towards the homeless, and of causal attributions about homelessness. It was expected that prosocial interaction with the homeless would produce shifts in attitudes and behavioral intentions toward the homeless and homelessness and result in greater attributions of external causes to explain homelessness. Nineteen experimental participants worked 15 hours at a local homeless shelter. Their responses to a posttestquestionnaire that measured a range of attitudinal and behavioral orientations toward the homeless were compared with control participants who did not work at the shelter. Subsequent analyses furnished strong evidence of positive changes in attitudes and intentions toward homelessness among the shelter workers. These participants evaluated homeless people as less blameworthy and more socially attractive than did control participants; moreover, shelter workers indicated more personal responsibility and behavioral commitment to helping the homeless than control participants. They also perceived the homeless problem to be more serious and were more likely to attribute homelessness to bad luck than control participants. However, the two groups were equally likely to attribute homelessness to various external causes such as the economy, housing costs, and governmental policies. The results are interpreted as having policy implications for volunteer service.  相似文献

A largely unexplored complexity in the lives of youth who have experienced homeless is the presence of intellectual, developmental and/or learning disabilities. Although emerging research shows that youth with cognitive disabilities are more likely to become homeless and that rates of cognitive disabilities are higher among the homeless population than the population in general, exploring the intersection of disability and homelessness for youth has not been a priority. In this study, a critical disability and systems failure lens is brought to bear on the vulnerability of youth who experience this intersection. Based on interviews with key informants in the disability, homelessness, education, employment and child welfare sectors in three sites in Ontario, Canada, the invisibility of disability among homeless youth is brought to light. We explore the ways youth with a disability in the homelessness sector are made vulnerable, the insurmountable barriers to getting access to the requisite assessment for disability services and the siloed nature of the homelessness and disability service sectors. An argument is made that “working outside the box” to assist youth to navigate significant system disjunctures is insufficient.  相似文献

Abstract

This study evaluated the impact ofan extended shelter-based child development/family therapy intervention, called Building Blocks, on the development of children of substance- abusing homeless mothers. The homeless children had greater than expected percentages ofdevelopmental deficits in a number of the developmental domains. Those children who participated in the extended child development/family therapy services were one fourth as likely to have a developmental deficit at 12 months compared to children who did not receive these services. Interventions must be intensive and long-term to improve the developmental outcomes of children with multiple risks ofpoverty, homelessness, and family substance abuse.  相似文献

Abstract

In 2003, over 41?000 families with accompanying children throughout Australia were assisted by homeless services. Sole fathers with children in their care who are homeless are a minority group within this overall population of homeless families and, as such, little is known about their experiences of homelessness and fathering. The present paper reports on an exploratory study of sole fathers with children in their care who were homeless in the Australian Capital Territory. The study identifies the fathers’ pathways into and experiences of homelessness, and the fathers share their stories of what it means to be a sole father. The paper identifies the issues fathers may experience when dealing with homelessness and fatherhood. An increased understanding of these experiences can contribute to the development of further research and improved practice with such families.  相似文献

Rates of shelter use among homeless youth are low compared to use of other supportive services, yet research on barriers to shelter use has been conducted in limited regions, specifically in West Coast or Midwest cities. Additionally, while studies have generally focused on barriers to shelter use, studies on what might facilitate shelter use are lacking. This study explores barriers and facilitators to shelter use among homeless young adults from a large city in the Southwest region. Focus groups were conducted with a diverse sample of 49 homeless young adults ages 18–24. Drawing on models of health service use, findings were categorized into two domains – attitudinal and access. Themes related to attitudinal barriers include stigma/shame and self-reliance/pride. Attitudinal facilitators include the desire to extricate themselves from street life and turn their lives in a new direction. Access-related themes include barriers such as a lack of shelters and services available to meet the needs of youth, adverse shelter conditions, staff attitudes that are not acceptable to youth, restrictive shelter rules, restrictive definitions of homelessness, and a desire to differentiate themselves from older homeless individuals. Certain characteristics or circumstances (e.g., being pregnant), having supportive others, and shelters’ ability to connect them to other services emerged as access facilitators to shelter use. Implications for policymakers, service providers, and future research are discussed.  相似文献

Families report that the experience of homelessness presents a significant barrier to family functioning and interrupts regular family routines. This study uses data from 22 homeless shelters in Massachusetts to examine the relationship between birthday parties for homeless children, family functioning, and parent well-being in homeless families. The study includes a sample of 255 residents across 20 homeless shelters in both urban and rural communities that received regular monthly birthday parties from a nonprofit agency. A small comparison sample of 25 residents came from two shelters that were not receiving birthday parties from the nonprofit agency. Data from 78 staff members working at all 22 shelters was collected on shelter environment and resident cohesion. Results indicated that residents in those shelters that received monthly birthday party celebrations for children had higher levels of happiness. Residents’ satisfaction with the birthday parties showed correlations between levels of hope, happiness, and parental empowerment. Shelter staff who reported higher levels of satisfaction with birthday parties also reported higher levels of resident cohesion. Results point toward the value of continuing regular family routines, such as annual birthday celebrations, to help mitigate the stressors and disruptions of homelessness on families.  相似文献

Little is known about homeless young people’s identification of being homeless and how that identity may or may not be associated with service utilization. This study of 444 homeless young people attending Los Angeles area drop-in centers explores the associations of demographic characteristics, homelessness characteristics, negative lifetime experiences, mental health symptoms, technology use, and past month service utilization with identifying as homeless. Fifty-two percent of the sample identified as being homeless. Being Black, a current traveler, and history of injection drug use were all significantly associated with a decreased likelihood in identifying as homeless. However, having fair/poor health, accessing shelter services, and reporting one’s own substance use as a reason for homelessness were all significantly associated with identifying as homeless. There are important service implications for reaching young people who are in need of services but may not identify with the target population label of homeless.  相似文献

Homeless men represent the majority of homeless people. While federal funding priorities have shifted to permanent housing solutions, quality emergency shelters are vital in communities to help these men. To determine the best practices in emergency shelter delivery to homeless men based on top agency representatives’ opinions. Leaders from 21 emergency shelters that serve single men throughout the U.S.A. were interviewed about their facilities, their opinions on the best practices of emergency shelters, and barriers that single men face in exiting homelessness. The main goal of emergency shelters is to offer a welcoming environment. Emergency shelters try to offer a variety of services on-site, but find it difficult to offer medical and dental services at facilities with smaller budgets. Access to beds, showers, drug and alcohol rehabilitation, case management, and access to medical services are seen as vital to the success of the emergency shelter. These emergency shelters have many services in place to help the single male population. The most important services are ones that address the basic needs of human beings first: food, showers, beds, medical services, and storage. Mental health and breaking substance dependency are also priorities.  相似文献

This paper aims to understand how people who are homeless respond to advanced liberal social services that endeavour to promote their autonomy and responsible actions. We prioritize the experiences and positions of people who are homeless, and what agentic action means to them. Sociological literature is selective about what accounts are deemed agentic. Agency is associated with accounts that resist or subvert dominant neoliberal framings of homelessness as failure of individuals. When people experiencing homelessness or poverty themselves foreground autonomy or responsibility, sociologists treat them as cultural dopes who have internalized neoliberal discourse. Our analysis is driven by an ethnographic study in an Australian homelessness shelter. We demonstrate how people who are homeless neither outright reject nor completely embrace advanced liberal practices to influence their actions and promote autonomy. People engaged in relational reasoning. Paternalist and advanced liberal social services were both lauded and rejected for their capacities and limitations to realize a good life. We contribute to the discussion for sociology to value people's accounts and experiences, rather than broader social process explaining their accounts. From the perspectives of people who are homeless, we show that just because something appears neoliberal does not mean it should be automatically rejected.  相似文献

Emergency homeless shelters can be stressful environments for families. They can be associated with emotional distress and feelings of restriction for parents, and with behavioural, social, and developmental challenges for children. However, little is known about the experiences of accompanied youth residing in shelter with their families, as the literature about this age group's experiences of homelessness has mainly focused on unaccompanied youth. Findings from the current study are drawn from qualitative interviews with 16 adolescents and young adults (aged 16–21) who were homeless and living with their families in family homeless shelters in Ottawa, Ontario, Canada. Youth described family homeless shelters as stressful environments but also found that the shelters provided support to them and their families. Youth discussed the various strategies they used to cope in facing the challenges of shelter life. These findings add to our understanding of youth who are homeless and highlight the ways in which they adapt to the challenges of living in a family homeless shelter with their families. Recommendations are included for ways that shelter staff and policymakers can enact operational and systemic changes that could potentially improve the experiences of such youth and their families.  相似文献

Abstract

Available evidence suggests that homelessness in Hawaii is a substantial problem. Among this population, migrants under the 1986 Compact for Free Association have been especially susceptible to homelessness. The three major objectives of this study were to (1) determine the characteristics of COFA migrants who utilize homeless shelter services in Hawaii (2) assess the impact of COFA on Hawaii (3) identify unique features of the COFA migrant population in Hawaii that lead to recommendations as to how better serve them.

This study targets homeless service providers and community stakeholders most burdened by the problem of COFA migrant homelessness in Hawaii. Drawn from the 2003 supplemental census, intake data at the Institute for Human Service and community meetings with stakeholders, general demographic characteristics of COFA shelter users were collected and analyzed. Further, qualitative data was collected through a series of interviews with shelter staff and clients through a series of open-ended interviews and participant observation.  相似文献

Although there has been some increased attention to the issue of homelessness and homeless shelter services, little effort has been made to understand the operation of rural homeless shelters. This situation persists despite decades of effort showing that the rural environment provides a very different context for the delivery of services than an urban environment. This study hypothesized that contextual differences in rural environments would produce various strategies of service delivery among homeless shelters. A typology of rural environments was created. Homeless shelters within each of four cells of the typology were selected. Comparative case study analysis provided partial support for the hypothesis.  相似文献
