Research on networked services aimed at the (re)employment of groups marginalised from the labour market has gained momentum in different scholarly traditions (e.g., public administration, healthcare and social policy), but the topic remains somewhat fragmented. In this paper, we systematise and synthesise this research with the aim of outlining distinct research approaches, facilitating increased cross-disciplinary understandings and promoting interdisciplinary research. Based on a systematic review of the literature (1990–2018, n = 273), we highlight four dominant research approaches: rehabilitation, disability, welfare and governance. We show that these research approaches involve distinct conceptualisations of labour market inclusion, networked services and the target groups. Nevertheless, the research approaches also apply similar terms and concepts (e.g., partnership, collaboration) but with different (more or less implicit) connotations, which lead to fragmentation. We do not suggest that there be a unified use of concepts across traditions; however, we argue for the necessity of increased awareness of the similarities and differences between these research traditions in order to increase understanding of the networked employment services available to marginalised groups.  相似文献

This paper begins by reviewing several of the ways in which social inclusion has been conceptualized in the literature. The paper then explores these approaches in the context of the provision of preschool education in rural Scotland. Preschool education is viewed by government as a powerful weapon in the fight against social exclusion, but higher per capita costs in rural areas as well as the availability and cost of transport are major problems, raising questions in turn about inclusive models of provision. Moreover, many parents are sceptical about their ability to access preschool education for their children while also continuing their own engagement in the labour market (a central pillar of social inclusion policy). Issues of choice, quality and governance arise and these are discussed in depth. The paper concludes with some reflections on the concept of social inclusion in the light of this case study.  相似文献

The notion that employment is a precondition for personal wellbeing and social inclusion is almost sacrosanct in Australian culture. Yet, the working and living conditions of Australia's low paid workers tells a different story. While labour market participation is a cornerstone of the Federal Government's Social Inclusion Agenda, it is recognized that low pay and poor job quality often derail this key objective. Indeed, the difficulty of ‘making work pay’ at the bottom end of the labour market is a social inclusion challenge that has yet to receive the policy or public attention that it warrants. This article considers what the Fair Work Act means for the social inclusion of disadvantaged workers, in the context of wider‐ranging strategies to address low pay. It concludes with some considerations of the challenges that a carbon‐constrained economy is likely to present for labour force participation as a remedy for social exclusion.  相似文献

Denmark and the Netherlands are usually considered to belong to two different families of welfare states: the Scandinavian and the Continental model respectively. Yet, in both states active labour market policies, or activation, have increased during the 1990s and are currently prominent. Both in Denmark and in the Netherlands activation has been viewed as an important reason for the low unemployment rates which both states have experienced since the early to mid‐1990s, hence explaining the so‐called Dutch and Danish jobs miracles. The paper examines critically the activation measures taken in both countries and their alleged positive effect upon (un)employment. It further examines their effect on rights and obligations from a citizenship perspective. The paper concludes that in both cases the positive development of labour market performance cannot primarily be attributed to activation measures. Furthermore, activation has reduced the entitlements and increased the obligations affiliated with social citizenship.  相似文献

Britain's New Labour government has put welfare reform at the top of its political agenda. It has followed a radical “workfare” agenda in relation to labour and social market policies and no longer aims to secure full employment mainly through direct job creation or Keynesian demand management. Instead, it promotes equal opportunity for all based on a contract between benefits claimants and the employment service. The New Deal is at the heart of British activation programmes for the unemployed. American policy paradigms have influenced the design of the New Deal. Policy transfer in activation policies from the USA to Britain is due to institutional similarities in British and American welfare states on the one hand, and to the comparable structure of their labour markets on the other hand. The influence of the European social model on British labour market policies thus remains limited.  相似文献

This study investigates the variability in well‐being of people with disabilities in paid employment in two different labour market contexts: the beginning (1998) and end (2009) of a period of growth in non‐standard hours and work intensification. It focuses on the well‐being constraints that arise from three influences: a person's disability, a person's gender, and the labour market context. Hypotheses are developed using the social model of disability and social identity theory. Hierarchical moderator regression is employed to examine two national samples of nearly 4,000 people with disabilities in paid employment. Individuals who are most limited by their disabilities, particularly women, reported lower well‐being in 2009 than in 1998. Welfare‐to‐work policies affecting these disadvantaged groups are discussed in relation to the labour market and national regulatory environments.  相似文献

In the UK, current approaches to employment activation are primarily concerned with rapid labour market entry, with jobseekers compelled to engage in activities or be sanctioned. The Capability Approach (CA) has been proposed as an alternative framework to measure successful employment activation. It is concerned with what people can do rather than what they actually do, together with their substantive freedom of choice. In applying the CA, attention is drawn to the need for jobseekers to have a voice in the design and implementation of employment activation programmes. Drawing on in‐depth qualitative research, this article uses the CA to explore the voice and agency of unemployed young people (aged 16–24) in the development and implementation of employment activation policies. It analyses how far, and in what ways, young people's ideas, experiences and voices are included in policy development and implementation. Reflections and conclusions are made about how the policy discourse which has stressed the importance of centring services on the needs of users is reflected in employment activation policy.  相似文献

This research focuses upon employment in the new economy, exploring labour protection and social protection in the digital age in China. Through an empirical survey conducted in three Chinese cities, social insurance and the labour rights of employees in the digital economic sector, such as gig employment, e-commerce, and various other forms of online employment, have been examined in-depth. This study reveals new regulatory loopholes in the digital labour market, which have substantially eroded the basis of social policy arrangements in China, “softening” participation in social insurance branches and compliance with labour regulations remarkably. Drawing upon the theoretical concepts of Polanyi on embeddedness and disembeddedness, we argue that the digital employment sector in China has been increasingly disembedded from social institutions and social control. The new configuration in the digital field of social policy requires novel conceptual models and institutional settings to cope with increasing social risks in virtual spaces.  相似文献

Active labour market policies (ALMP) are important tools that welfare states utilize to influence the labour market. This study analyses the macroeconomic effects of different types of ALMP spending on aggregate unemployment rates, and especially if there is evidence of interdependencies between policies. The types of policies scrutinized are public employment services (PES), training programs, public job creation and subsidized employment, where the PES is singled out as a crucial factor that moderates the effects of other types of labour market programs. The study examines 19 welfare states between 1985 and 2013, using error correction modelling to separate between short‐ and long‐term effects. The results indicate that PES, training and subsidized employment reduce unemployment in the short‐run, whereas PES and wage subsidies are associated with reduced unemployment when considering long‐term effects. However, PES is found to have indirect effects on other policy types and increased spending on PES is shown to reinforce long‐term effects of training programs.  相似文献

Labour shortages combined with persistent large–scale unemployment are attracting increasing attention from actors and observers in the economic and social sectors. Shortages appear to be the effect on the employment market of a rapid economic revival after years of crisis and unemployment, indicating a mismatch between labour supply and demand. Basically, they result from either the absence of a potential reserve of economically inactive labour, or the inadequate employability of some of those actively employed. This article aims to provide a global view of the situation as it affects particularly those European Union countries which are most attuned to the problem. It describes the shortages in these various countries, their main causes, and the approaches, either envisaged or already implemented, to remedying them.  相似文献

The paper contrasts the role and structure of youth work in modern and late modern societies. Modern societies linked citizenship to inclusion in production and youth work helped the transition of young people from childhood to inclusion into the labour market and citizenship. When postwar full employment eased these transition processes then youth work concentrated on leisure provision and dealing with the small numbers of excluded young people. Late modern societies redefine citizenship in terms of market choices but also create increasing risks, which a declining state can no longer manage, and a growing use of social exclusion as a form of social control. These changes demand a new role and structure for youth work.  相似文献

The popular version of social exclusion has given rise to various forms of welfare-to-work initiatives in most developed capitalist nations. Social inclusion, therefore, is commonly assumed to be achieved through paid work. The delivery of social welfare through employment activation programmes is consequential, as it necessitates an unusual cooperation between the welfare state and the labour market. With a focus on Ontario Works, a relatively mature example of Canada's residualized social welfare services, this article is an empirical analysis of the social space in which the state and the market merge – by design – and the resulting processes and outcomes of social exclusion that operate for women who parent alone. I begin with a brief review of the most popular concept of social exclusion, and the pre-eminent place of paid work in related social policy responses, followed by a consideration of the ideological context producing and reinforced by work-first programmes. Our attention is turned to a reconfigured notion of social exclusion as process and outcome, spontaneously set in motion and self-perpetuating in the fused market–state social field. Through a case study of lone mother experiences of Ontario Works, the specific ideological practices through which welfare-to-work strategies operate to keep women in their place are described. I argue that the analysis of the market-state as a unified social field – ordered according to the paired ideologies of market neo-liberalism and conservative 'family values'– is necessary for conceiving policy responses that are effective in interrupting the dynamic process–outcome iterations of social exclusion.  相似文献

Countless evaluations of active labour market policy (ALMP) have been conducted in the last decade. The common denominator for most of these evaluations is a focus on employment (self‐sufficiency) as the dependent variable, where the success of ALMP is measured in terms of the number of unemployed finding ordinary employment after (or immediately before) participating in an activation programme. The main argument in this article is that this focus is inadequate. For many long‐term unemployed people, it would be an understatement to describe the road to employment as merely ‘bumpy’. Research must take this into consideration. This article therefore deals with the Danish activation policy from a new perspective by analyzing the impact on different aspects of social marginalization, focusing on long‐term social assistance recipients. Using data from a comprehensive, representative quantitative survey of Danish unemployed conducted in 2007, the first analysis convincingly reveals that we fail to find any systematic correlation between participation in ALMP and any of the social marginalization indicators. The second analysis presents a more mixed picture of the participant's own assessment of the impact of ALMP on their self‐esteem; some are quite positive, while others are more neutral or even rather negative. Taking the existing research into account, these results leave us with conceptual and methodological questions for further research.  相似文献

This article addresses two issues in the context of globalization. First it considers whether the goals of successful employment policy and social equilibrium are at all reconcilable. Second it looks at ways in which the labour market prospects of workers who are at a competitive disadvantage, prospects which are poor in many countries, can be improved on a lasting basis. Using the example of export-oriented countries such as Denmark or the Netherlands, it shows that a social State which offers help but expects something back can be an integral part of an effective strategy to generate jobs. This is particularly true where earlier generous transfers are maintained while targeted incentives create the conditions for a flexible economy and a flexible labour market.  相似文献

The lack of skilled labour pushes mature knowledge economies towards importing skills. Previous studies have shown that migrants' economic and social integration in their host societies depend on the recognition of their skills. Yet, the degree to which the certificates of migrants and their practical experience are recognised and additional training is offered, is contested. Interests conflict not only between unions and employers, but also among employers and unions themselves. We argue that social partners' preferences on foreign qualification recognition (FQR), recognition of experience and industry-wide training (in the following: FQR and related measures) are mainly determined by the existence of occupational labour markets. An occupational labour market segments the labour market and subsequently restricts access to these segments. FQR and related measures constitute a regulated avenue into these occupational labour markets, protecting these labour markets from an uncontrolled influx of workers. Empirically, this contribution compares whether and how hospitality and construction industries—two sectors that depend heavily on migrants and difficult to organise due to seasonal activity—recognise and remunerate foreign skills. The construction sector recognises and remunerates foreign skills to a much larger extent than the hospitality industry. Adopting the method of difference and based on expert interviews, the paper shows that the more social partners protect their domestic occupational labour market, the more they also support FQR and related measures. The article discusses the implications for migrants' wages and social inclusion, contributing to the analysis of socio-economic tensions in mature knowledge economies.  相似文献

Disability policy in European countries is displaying a shift towards social investment: increasing human capital and access to the labour market. The reasoning that underlies this transition is that disabled persons would benefit from mainstream employment, but are impeded in traditional policy by deficiencies in labour supply and demand. However, the shift towards more activating policies in many countries is accompanied by a decline in social protection. It is unclear whether social investment may effectively promote the employment chances of disabled persons within this context. The present research examines this question through a quantitative, cross-sectional, multilevel analysis on microdata from 22 EU countries. Our findings suggest greater activation to predict lower employment chances, while reducing passive support shows mixed effects. Conversely, measures for facilitation in daily life predict greater employment chances, as do measures for sheltered work. These findings raise questions over the value of social investment for disabled persons—and underline the need to overcome broader barriers in the labour market and in society.  相似文献

This article on the Italian case is based on recent trends in labour market reform. We critically review the reform approach adopted in recent years, mainly centred on marginal legislative reforms in employment contracts. The diffusion of flexible labour contracts, especially among the younger generations and women, together with a welfare system still based on employment seniority and job characteristics, have reinforced the segmentation of the Italian labour market and social inequalities. The absence of a negotiating strategy in introducing reforms has also increased social conflict. These trends ask for a comprehensive reform of the welfare system and for active policies to support labour market transitions, a reform which is increasingly considered in the current political debate.  相似文献

Few studies have considered how labour activation programmes affect participants’ identity construction, particularly from a gender comparison perspective. Using qualitative data and recognition theories, this exploratory study of the Norwegian Qualification Program examined how gender may affect labour activation recipients’ identity construction and sense of social value. The findings suggest that women experience labour activation as an enabling process, facilitating an enhanced sense of social value and status. In contrast, men experience either no such change or a diminution of their sense of worth and status. The study shows how cultural values regarding gender, work and employment are embedded in social work practice and activation policy implementation. Underscoring how activation may be intertwined in such cultural values and norms, the study calls for further research to understand these processes, as they may affect outcomes in labour activation policy.  相似文献
