The extent to which mothers progress to a second child varies greatly between European countries. Although both institutional and economic context are believed to be partly responsible for these differences, available research on economic conditions and fertility mostly focuses on first births and studies on family policy and fertility have hitherto insufficiently addressed population heterogeneity. Combining longitudinal microdata from the Harmonized Histories with contextual data on labour market uncertainty and family policy, this paper uses discrete-time hazard models to analyse the impact of economic and institutional context on second birth hazards of 22,298 women in 7 European countries between 1970 and 2002. Particular attention is paid to variation in the contextual effects by level of education. We find that aggregate-level unemployment and temporary employment reduce second birth hazards, particularly for low- and medium-level educated women. Family policies are positively related to second birth hazards. Whereas family allowances stimulate second births particularly among low educated mothers, the positive effect of childcare is invariant by level of education.  相似文献

Exploiting the exogenous variation in user fees caused by a Swedish childcare reform, we are able to identify the causal effect of childcare costs on fertility in a context in which childcare enrollment is almost universal, user fees are low, and labor force participation of mothers is very high. Anticipation of a reduction in childcare costs increased the number of first and higher-order births, but only seemed to affect the timing of second births. For families with many children we also find a marginally significant negative income effect on fertility.  相似文献

Germany is known to have one of the lowest fertility rates among Western European countries and also relatively low employment rates of mothers with young children. Although these trends have been observed during the last decades, the German public has only recently begun discussing these issues. In order to reverse these trends, the German government recently passed a reform of the parental leave benefit system in line with the model practiced in Nordic countries. The core piece of the reform is the replacement of the existing means-tested parental leave benefit by a wage-dependent benefit for the period of one year. In this paper we simulate fiscal costs and expected labour market outcomes of this reform. Based on a micro-simulation model for Germany we calculate first-round effects, which assume no behavioural changes and second-round effects, where we take labour supply changes into account. Our results show that on average all income groups, couples and single households, benefit from the reform. The calculation of overall costs of the reform shows that the additional costs are moderate. As far as the labour market behaviour of parents is concerned, we find no significant changes of labour market outcomes in the first year after birth. However, in the second year, mothers increase their working hours and labour market participation significantly. Our results suggest that the reform will achieve one of its aims, namely the increase in the labour market participation of mothers with young children.

In this paper we make use of the panel aspects of the German GSOEP, the Swedish HUS and the British BHPS data. In these data sets we known month and year of childbirth and the month to month labor force status of the mother also before giving birth. This permits analysis of labor force transitions triggered by child births of different birth orders. From macro data Swedish women are known to have the highest labor force participation. The difference in total labor force participation of women is totally a result of fewer mothers entering the labor force and entering later in Germany and Great Britain than in Sweden. This paper shows that before birth of first child there is no such difference. We find that German and British women have even higher full-time labor force participation than Swedish women 12 months before the birth of the first child. The difference is more pronounced for second and third births than for first births. We suggest that these differences are caused by different family policy regimes where Germany can be characterized as a breadwinner regime and Sweden a regime oriented towards equal role sharing of father and mother. Our results on determinants of being in the labor force both after and before the birth of a child as well as determinants of the tempo of entering the labor force after birth shows that women's own human capital is important both in Germany and Great Britain, whereas in Sweden also less educated women have entered the labor force by the time the child is 2 years old.All correspondence to Cécile Wetzels. This paper examines the nature of the inverse association between age at first birth and fertility across successive generations of Ghanaian women. Within the context of enhanced non-marital opportunities for contemporary women and declining fertility, we develop a rationale for and test the hypothesis that in a medium fertility environment as currently found in Ghana, the effect of age at first birth on fertility becomes more important than ever before. Five birth cohorts were identified (1938–1944; 1945–1949;1950–1954; 1955–1959; 1960–1964)from a merged file of the 1988, 1993 and 1998 Ghana Demographic and Health Surveys. The analyses were restricted to women over 35 years old at the time of the surveys, which allowed us to use current parity as a reasonable proxy for completed fertility. Preliminary results suggest that women who had first births early tend to have a higher number of births than those whose first births occur late, regardless of birth cohort. In multivariate analyses, the effect of age at first birth as a determinant of fertility was found to be more substantial among later cohorts. In recent decades, while female labour force participation rates in South Korea have increased, the country’s total fertility rates have declined dramatically. This study explores the association between women’s labour force participation and second birth rates in South Korea over the period 1980–2006. An event-history analysis is applied to longitudinal data from waves 1–10 of the Korea Labour and Income Panel Study. The study shows that post-birth labour force participation significantly reduced women’s propensity for having a second child, whereas non-employment after first birth was associated with an increased propensity. Women with highly educated husbands had a higher likelihood of enlarging the family. Further, the second birth trend in Korea fluctuated in tandem with the country’s institutional and socio-economic development. The childbearing propensity of homemakers was especially sensitive to the business cycle.  相似文献

We exploit the German separation and later reunification to investigate whether political regimes can shape attitudes about appropriate roles for women in the family and the labor market. During the divided years, East German institutions encouraged female employment, while the West German system deterred women, in particular mothers, from full-time employment. Our results show that East Germans are significantly more likely to hold egalitarian sex-role attitudes than West Germans. Despite a scenario of partial policy convergence after reunification, we find no evidence for a convergence process in gender attitudes. Indeed, if anything, the gap in attitudes rather increased.  相似文献

We document the incidence and evolution of family complexity from the perspective of children. Following a cohort of firstborn children whose mothers were not married at the time of their birth, we consider family structure changes over the first 10 years of the child’s life—considering both full and half-siblings who are coresidential or who live in another household. We rely on detailed longitudinal administrative data from Wisconsin that include information on the timing of subsequent births to the mother and father, and detailed information on earnings, child support, and welfare. We find that 60% of firstborn children of unmarried mothers have at least one half-sibling by age 10. Our results highlight the importance of having fertility information for both fathers and mothers: estimates of the proportion of children with half-siblings would be qualitatively lower if we had fertility information on only one parent. Complex family structures are more likely for children of parents who are younger or who have low earnings and for those in larger urban areas. Children who have half-siblings on their mother’s side are also more likely to have half-siblings on their father’s side, and vice versa, contributing to very complex family structures—and potential child support arrangements—for some children.  相似文献

Using discrete time event history analyses of data from the Panel Study of Income Dynamics (PSID), we examine the association between state-level welfare waiver policies implemented before the 1996 welfare reform legislation and the risk of a nonmarital subsequent birth. Our study makes a unique contribution to the existing literature by using a national-level sample of unmarried mothers who ever received welfare. This high-risk sample represents the women of most interest to policymakers, as it is the exact group to whom welfare reform is targeted—welfare mothers at risk of having nonmarital additional births. The state policies we study include: family cap, earnings disregard, work exemptions, work requirements, and sanctions. We conclude that, although reducing the number of nonmarital births is a key goal of welfare reform, state-established welfare waiver policies do not have any influence on women’s childbearing behaviors in this sample, net of women’s individual characteristics and state economic environments. Even the family cap policy, which was designed for the sole purpose of reducing additional births, has no significant association with nonmarital subsequent childbearing. Instead, personal characteristics, not public policies, are stronger determinants of women’s childbearing decisions. Age, race/ethnicity, marital status, number of previous children, education level, and welfare receipt are significantly associated with nonmarital subsequent births. Overall, this paper contributes to an expanding body of research that shows minimal effects of welfare waivers on fertility. Our work suggests that more targeted policies are necessary to be able to influence individual family formation behaviors.  相似文献

This article examines the integration experiences of immigrant women in Germany in the period immediately before and after the birth of a child. It uses data from the German Socio-Economic Panel to analyze and compare the labor force behavior of women from different immigrant groups in Germany with the labor force behavior of German women during the period before and following childbirth. It also investigates whether differences exist between immigrant and native-born German women in subjective well-being in the years immediately before and after the birth of a child. The results indicate that immigrant women differ substantially in their labor market behavior and in their levels of life satisfaction compared with women who are both German citizens and who were born in Germany.  相似文献

France and the United Kingdom represent two contrasting institutional models for the integration of employment and motherhood, respectively the 'universalistic' regime type that offers subsidized child-care and maternity-leave benefits to women at all income levels, and the 'means-testing' regime type that mainly offers income-tested benefits for single mothers. Using the two countries as comparative case studies, we develop and test the hypothesis that the socio-economic gradient of fertility timing has become increasingly mediated by family policy. We hypothesize and find increasing polarization in age at first birth by pre-childbearing occupation between the 1980s and 1990s in the U.K. but not in France. Early first childbearing persisted in the U.K. only among women in low-skill occupations, while shifts towards increasingly late first births occurred in clerical/secretarial occupations and above. Increases in age at first birth occurred across all occupations in France, but this was still much earlier on average than for all but low-skill British mothers.  相似文献

This study used data from the German Socio-economic Panel to examine gender differences in the extent to which self-reported subjective well-being was associated with occupying a high-level managerial position in the labour market, compared with employment in non-leadership, non-high-level managerial positions, unemployment, and non-labour market participation. Our results indicated that a clear hierarchy exists for men in term of how status within the labour market was associated with subjective life satisfaction. Unemployed men were the least satisfied, followed by men who were not in the labour market, while men in leadership positions reported the highest level of subjective life satisfaction. For women, no statistically significant differences were observed among women in high-level managerial positions, women who worked in non-high-level positions, and women who specialized in household production, with no market work. Only women who were unemployed reported lower levels of life satisfaction, compared with women in other labour-market statuses. Our results lend evidence to the contention that men can ??have it all??, but women must still choose between career and family in Germany. We argue that interventions need to address how the non-pecuniary rewards associated with high-level managerial and leadership positions can be increased for women. Such policies would also likely serve to mitigate the ??pipeline?? problem concerning the number of women who are available to move into high positions in the private sector.  相似文献

The struggle that women face in reconciling their work and family roles is one of the main explanations proposed for the rapid decline in fertility rates in some developed countries. This study examines the role of the outsourcing of housework in reducing such role incompatibility and in increasing fertility among women in Germany—a country with below-replacement fertility rates, which enacted a series of large-scale schemes from the beginning of the 1990s that give incentives to households to outsource housework. Based on Goode’s role strain theory and by using data from the German Socio-Economic Panel, this study analyzed whether women who outsourced housework after the birth of their first child had a higher probability of having a second child. A survival analysis of 3990 person years demonstrates that, controlling for observables, the outsourcing of domestic labor is positively associated with a higher probability of a subsequent second birth in German women.  相似文献

This paper investigates how education and the labour market affect Spanish individual decisions on the timing of marriage and births, using a Cox hazard approach. It disentangles men and women, and two groups, Cohort 1945–1960 and Cohort 1961–1977. Results show that female employment delays marriage in Cohort 1945–1960, but it has a reverse effect in Cohort 1961–1977. We also find evidence that employment is a barrier for family formation since employed women postpone births in both cohorts. The precarious Spanish labour markets, captured by female unemployment rates, delay family formation, especially by putting off marriage. Male unemployment, at the individual level, impacts negatively on fertility only through delaying marriage.

Parity-specific probabilities of having a next birth are estimated from national fertility data and are compared with nation-specific costs of having children as measured by time-budget data, by attitude data from the International Social Survey Program, and by panel data on labor earnings and standard of living changes following a birth. We focus on five countries (the United States, the former West Germany, Denmark, Italy, and the United Kingdom), whose fertility rates span the observed fertility range in the contemporary industrialized world and whose social welfare and family policies span the conceptual space of standard welfare-state typologies. Definitive conclusions are difficult because of the multiple dimensions on which child costs can be measured, the possibility that child costs affect both the quantum and the tempo of fertility, the relatively small fertility differences across industrialized nations, and the inherent small-N problem resulting from nation-level comparisons. Empirical analysis, however, supports the assertion that institutionally driven child costs affect the fertility patterns of industrialized nations.  相似文献

Using harmonized longitudinal data from the British Household Panel Survey (BHPS), the German Socio-Economic Panel (GSOEP), and the National Longitudinal Survey of Youth (NLSY), we trace career prospects after motherhood for five cohorts of American, British, and West German women around the 1960s. We establish wage penalties for motherhood between 9% and 18% per child, with wage losses among American and British mothers being lower than those experienced by mothers in Germany. Labor market mechanisms generating the observed wage penalty for motherhood differ markedly across countries, however. For British and American women, work interruptions and subsequent mobility into mother-friendly jobs fully account for mothers’ wage losses. In contrast, respective penalties are considerably smaller in Germany, yet we observe a substantial residual wage penalty that is unaccounted for by mothers’ observable labor market behavior. We interpret this finding as indicating a comparatively more pronounced role for statistical discrimination against mothers in the German labor market.  相似文献

Before the fall of the Berlin Wall, mortality was considerably higher in the former East Germany than in West Germany. The gap narrowed rapidly after German reunification. The convergence was particularly strong for women, to the point that Eastern women aged 50–69 now have lower mortality despite lower incomes and worse overall living conditions. Prior research has shown that lower smoking rates among East German female cohorts born in the 1940s and 1950s were a major contributor to this crossover. However, after 1990, smoking behavior changed dramatically, with higher smoking intensity observed among women in the eastern part of Germany. We forecast the impact of this changing smoking behavior on East-West mortality differences and find that the higher smoking rates among younger East German cohorts will reverse their contemporary mortality advantage. Mortality forecasting methods that do not account for smoking would, perhaps misleadingly, forecast a growing mortality advantage for East German women. Experience from other countries shows that smoking can be effectively reduced by strict anti-smoking policies. Instead, East Germany is becoming an example warning of the consequences of weakening anti-smoking policies and changing behavioral norms.  相似文献

Children from prior relationships potentially complicate fertility decision-making in new cohabitations and marriages. On the one hand, the “value of children” perspective suggests that unions with and without stepchildren have similar—and deliberate—reasons for shared childbearing. On the other hand, multipartnered fertility (MPF) research suggests that childbearing across partnerships is often unintended. Using the 2006–2010 National Survey of Family Growth and event-history models, I examine the role of stepfamily status on cohabiting and married women’s fertility and birth intendedness, with attention to union type and stepfamily configuration. Adjusting for covariates, women in stepfamily unions are more likely to have a first shared birth in a union than women in unions in which neither partner has children from past relationships, but stepfamily births are less likely to be intended than unintended. Further, this association varies by union type: married women have similar birth risks across stepfamily status, but births are less likely to be intended in marital stepfamilies. For cohabitors, women in a stepfamily are more likely to have a birth than women in nonstepfamily unions, with no differences in intendedness. Configuration (whose children and how many) also matters; for instance, women with one child from a past relationship are more likely to have a birth and to have an intended than unintended birth than women with other stepfamily configurations. It appears that children from either partner’s prior relationships influences subsequent fertility decision-making, undermining the utility of the “value of children” perspective for explaining childbearing behaviors in complex families.  相似文献

A proportional hazards model was used to evaluate the association between ten categorical covariates and the risk of pre-term delivery for women having their first child and women in subsequent pregnancies. An adaptation of the model for use with grouped survival times made it possible to model foetal life times between 28 and 36 completed weeks of gestation for 67,000 Scottish singleton births in 1981. The use of the model was justified by testing time-dependent effects. For both groups of women age, and a history of abortion, were major factors associated with increased hazard. For women experiencing a second or higher-order birth a history of perinatal death was also associated with substantially increased hazard to the pregnancy.  相似文献
