This article provides preliminary tests of the hypothesis that welfare and child support policies designed to accommodate the needs of women (and children) impoverished by fathers who discontinue financial support of children following marital dissolution, have adverse effects on family formation among young unwed parents who were poor even before their children were born. The tests are preliminary because there is too little variation among our policy variables to control for selection. We derive a generalized logit model of the mother' planned and actual family formation outcomes, allowing for her to choose no father involvement, father involvement, co-habitation, and marriage. We estimate this model using baseline data (seven cities) of the Fragile Families and Child Wellbeing Study. The results indicate that more generous welfare benefits and aggressive child support enforcement, increase the odds that disadvantaged unwed mothers' will move from to more stable planned and actual family formation (father involvement, co-habitation, marriage) with the fathers of their children. Besides the effects of these direct policy variables, the fathers employment status, which could also be influenced by policy, also has a large, positive effect on mothers' planned and actual family formation.  相似文献

PRWORA attempts to limit welfare use and encourage self-sufficiency in families headed by unmarried parents by promoting the goal of marriage. This paper addresses some important issues that underlie policy discussions of encouraging marriage and strengthening fragile families. In particular, the paper analyzes data from the first seven cites of the Fragile Families and Child Wellbeing Survey to investigate how economic factors, cultural and gender beliefs, and relationship characteristics shape unmarried mothers' and fathers' expectations about marrying their child's other parent. The results show that unmarried parents, and cohabiting parents in particular, have high hopes about marriage at the time of their child's birth. The analysis also finds that reporting drug or alcohol problems, frequent conflict, physical violence, and gender distrust are associated with lower marriage expectations, while perceiving benefits to marriage and living with the other parent are associated with higher expectations. Mothers with employed partners also hold higher expectations for marriage before controlling for cohabitation. For parents who desire marriage, it might be possible to support them in this transition, particularly through policies that help families overcome economic and structural barriers to their stability. At the same time, it is important to recognize the reasons unmarried parents have low expectations about marriage, such as drug or alcohol problems, conflict, distrust, and perceiving little benefit to marriage. Encourage marriage for parents in these circumstances might not only be inappropriate but deterimental to families.  相似文献

This study assesses the strength of child support enforcement (CSE) in the seven cities included in the Fragile Families study, with a special emphasis on in-hospital paternity establishment. First, using four indicators of the effectiveness of child support enforcement and paternity establishment, I show that Texas has a weak CSE regime compared to the other surveyed states. Second, Texas has a weak in-hospital paternity establishment program compared to a relatively strong regime in California. And third, using a multivariate approach, I show that the critical first step in obtaining increasing paternity establishment--paternity in-take interviews—are positively correlated with increasing the number of staff facilitating acknowledgment. After accounting for hospital practices as well as parents' characteristics, some places still do worse than others. For instance, the analysis suggests that hospitals in Austin, Texas and Newark, New Jersey are significantly worse than hospitals in Oakland, California at approaching unwed parents about voluntary paternity establishment.  相似文献

The new welfare reform law includes a number of provisions designed to increase the amount of child support paid by nonresident fathers, but little is known about whether stronger child support enforement may create parental conflict. Parental conflict may increase when fathers do not wish to pay or when fathers pay and demand more time with their child but mothers resist these demands. Using seven-city data from the study of Fragile Families and Child Wellbeing, we find that very few parents are opposed to the idea that fathers should have child support obligations and rights to see their child and make decisions about how their child is raised. We also find very few disagreements among couples. However, we do find that nearly 20 percent of mothers object to fathers' rights to make decisions among parents whose romantic relationships have ended. We also find weak evidence that tough enforcement increases the odds that mothers will object to fathers' rights.  相似文献

More than a half million children are confirmed as victims of maltreatment by the child welfare system each year. Children from unstably housed families are over-represented in child maltreatment reports, and a growing body of evidence links housing problems to maltreatment and Child Protective Services (CPS) investigation. The present study applies two propensity score analysis approaches—greedy matching and propensity score weighting—to data from the Fragile Families and Child Well-being Study to move toward a causal explanation of child maltreatment behaviors among mothers in low-income households. Utilizing two separate methods to correct for overt selection bias, the present study finds that housing instability leads to a small increase in maltreatment behaviors, yet this small positive net impact on child maltreatment does not fully explain the over-representation of unstably housed families in the child welfare system. Families experiencing housing problems likely have a range of needs that require earlier, targeted intervention to mitigate consequences of poverty, domestic violence, and maternal depression. Child welfare services should invest resources in housing assistance programs in-house as well as through partnerships with local public housing authorities to stabilize families, reduce housing-related strain on caregivers, and promote family preservation.  相似文献

This study uses Fragile Families data (N = 2,160) to assess health differences at age 5 for children born to cohabiting versus married parents. Regression analyses indicate worse health for children born to cohabiting parents, including those whose parents stably cohabited, dissolved their cohabitation, and married, than for children with stably married parents. The findings also suggest that stable cohabitation is no better for child health than cohabitation dissolution. Child health is better among those whose cohabiting parents marry than for those whose parents remain stably cohabiting, which indicates a possible health advantage of parental marriage, even if it occurs after the child's birth.  相似文献

Following the passage of welfare reform in the mid-1990s and the end of entitlement benefits under Temporary Assistance for Needy Families, the U.S. economic safety net has become increasingly individualized. In fact, it is no longer clear whether low-income families tend to rely on particular types of public benefits, or whether there are characteristics that differentiate benefit “packaging”.This study examines the combinations of various income sources comprising economic safety nets for low-income families participating in the Fragile Families and Child Wellbeing Study. The income sources we explore include earnings, child support, Temporary Assistance for Needy Families (TANF), Supplemental Nutritional Assistance Program (SNAP) benefits, childcare subsidies, unemployment insurance (UI) benefits, Supplemental Security Income (SSI), the Earned Income Tax Credit (EITC), housing subsidies, and Medicaid. We use cluster analysis to determine the most common patterns of income and benefit sources, and identify four distinct clusters of income and benefits that are associated with different family demographic characteristics. The findings from this investigation may be useful to social service programs as they attempt to identify relevant safety net resources for economically struggling families, and to policymakers attempting to reconcile requirements associated with programs and benefits that are regularly combined by beneficiaries.  相似文献

We investigate the widely held premise that welfare participation causes women to refrain from marriage. Using data from the Fragile Families and Child Wellbeing study (N = 3,219), we employ an event history approach to study transitions to marriage among mothers who have had a non-marital birth. We find that welfare participation reduces the likelihood of transitioning to marriage (hazard ratio is .67, p < .01), but only while the mother is receiving benefits. Once the mother leaves welfare, past receipt has little effect on marriage. We infer that the negative association between welfare participation and subsequent marriage reflects temporary economic disincentives rather than an erosion of values.  相似文献

SUMMARY

In recent years the federal government has made marriage promotion a central part of its welfare reform initiatives. These promotion efforts are based on the assumption that poor women, particularly women of color, have family attitudes that differ from those of other women. This article tests that assumption using the Fragile Families and Child Wellbeing Study, a nationally representative sample of births to single mothers in urban areas. Results show significant differences in family attitudes between married and unmarried White women, but few differences for women of color. In fact, unmarried women of color tend to be more traditional than White women. In addition, welfare recipients are similar to non-recipients in gender traditionalism and attitudes towards marriage, and low-income women often express the most support for traditional gender roles. Implications for marriage promotion policies are discussed.  相似文献

Unlike prior studies that have explained racial differences in the transitions to marriage among unmarried women, our study used the Fragile Families and Child Wellbeing Study to examine racial differences in the transitions to marriage among unmarried women following a non-marital birth. We found that Black mothers were 60–65% more likely to delay marriage after a non-marital birth compared to White mothers and these racial gaps were only partially explained by economic, demographic and attitudinal factors. Our paper further contributes to this literature by examining changes in cohabitation patterns, educational attainment, poverty status and attitudes of gender distrust that are able to partially explain and reduce these racial gaps in transitions to marriage. With the general decline in marriage and rise in cohabitation, our paper tried to assess whether cohabitation is a leading factor for marriage or a substitute for marriage for unmarried mothers. Racial disparities have important implications for child wellbeing and intergenerational transmission of inequalities.  相似文献

Data from the Fragile Families and Child Wellbeing Study (N = 1,702 couples) are employed to examine the association between mother‐ and father‐reported parenting characteristics (father involvement and coparenting) and transitions out of cohabitation through marriage or separation in the 5 years after a child is born. Father involvement and coparenting may be signs of commitment and investment among couples without the legal bonds of marriage. Both the level and change in father involvement and coparenting are associated with a decreased likelihood of separation, although neither is associated with greater odds of marriage. These results suggest that higher levels of father involvement and a positive coparenting relationship may keep couples together, which allows children to spend their early years with both biological parents in the household.  相似文献

Research examining parental reports of children's living arrangements has often relied on information about legally ordered custody agreements following divorce. This analysis used data from matched pairs of parents (N = 1,156) in the Fragile Families and Child Wellbeing Study who live apart to compare mother and father reports of their child's residence 5 years after a nonmarital birth. The authors found that over one third of unmarried parents disagreed about who their child lived with and that conflicting reports were much more likely when fathers spent nights with the mother (an indicator of part‐time cohabitation) and had overnights with the child on their own. The results further suggest that discrepancies in unmarried parents' reports were more closely associated with the complexity and ambiguity of their living situations than with the quality of their relationships with each other. Implications for measuring children's living arrangements in families formed outside of marriage are discussed.  相似文献

This research demonstrates that mate-selection preferences are patterned according to men's and women's prior experiences with marriage, divorce, and cohabitation. Compared with men and women who have never divorced or cohabited, men and women who have experienced one or both of these events express consistently different references in their willingness to marry others with particular personal traits. The research was based on a national sample of 2,536 unmarried individuals interviewed as part of the National Survey of Families and Households. The existence of patterned differences in mate-selection preferences is interpreted to imply the possible existence of different "marriage markets" for those who have and have not experienced divorce or cohabitation. The implications of the existence of such varied marriage markets for the cultural meaning of marriage are explored.  相似文献

Using the Survey of Income and Program Participation from 2001, 2004, and 2008 and federal and state variation in earned income tax credit generosity over time, I investigate how changes in expected household earned income tax credit benefits associated with marriage affect cohabitation and marriage behavior among low-income single mothers. I simulate a marriage market to predict potential spouse earnings for a sample of single mothers in order to estimate the potential losses or gains in earned income tax credit benefits upon marriage. Using multinomial logistic regressions, I then analyze how the anticipated loss in earned income tax credit benefits upon marriage affects the likelihood of marrying or cohabiting. Results suggest that the average earned income tax credit-eligible woman can expect to lose approximately US$1,300 in earned income tax credit benefits in the year following marriage, or about half of pre-marriage benefits. Single mothers who expect to lose earned income tax credit benefits upon marriage are 2.5 percentage points less likely to marry their partners and 2.5 percentage points more likely to cohabit compared to single mothers who expect no change or to gain earned income tax credit benefits upon marriage. Despite recent policy efforts to reduce the size of the marriage penalty embedded in the earned income tax credit structure, these results suggest that the earned income tax credit still creates distortions in marriage and cohabitation decisions among low-income single mothers.  相似文献

Utilizing the narratives of 54 youths and 88 child welfare professionals, this article explores the experiences and lives of gay and lesbian youths in child welfare agencies in three cities—New York, Los Angeles, and Toronto—who have been subject to verbal harassment and physical violence within those systems. The author additionally explores the multiple layers of verbal harassment and violence in both the youths' families and in the foster care system, offering recommendations to social work practitioners interested in creating gay and lesbian affirming environments.  相似文献

Using a representative sample of children all born to unwed parents drawn from the Fragile Families and Child Wellbeing Study and a potential outcome approach to account for self-selection into marriage, we investigate whether marriage after childbearing has a causal effect on early child development. Comparing children with similar background characteristics and parental mate-selection patterns who differ only in terms of whether their parents marry after childbirth, we find that marriage after childbirth significantly increases a child's early cognitive performance but there is no evidence that it affects child asthma risk or behavioral outcomes.  相似文献

The proportion of children born out of wedlock is now over 40%. At birth, about half of these parents are co-habiting. This paper examines data from the Fragile Families and Child Wellbeing study (N = 4271) to describe for the first time the role of welfare state benefits in the economic lives of married, cohabiting, and single parent families with young children. Surprisingly, total welfare state benefits received by the three family types are relatively similar. Nearly half of the full incomes of fragile families come from welfare state transfers. For single parent families the proportion is slightly more than two thirds. Though aggregate welfare state transfers are approximately equal across family type and thus change very little as marital status changes, these transfers and the taxes required to finance them cushion family status changes and substantially narrow the gap in full income between married and fragile families.  相似文献

This paper examines the disparate social well-being outcomes children experience across states in the United States. The paper seeks to extend the study of child social well-being by examining the extent to which state characteristics influence aggregate child social well-being outcomes. The results indicate that socioeconomic and population characteristics of states influence the magnitude of aggregate child social well-being deficits. It is argued that the disparities in child social well-being outcomes for children across states should be taken into consideration in the current welfare reform climate. Because states have gained greater control over programs that assist the poorest and most vulnerable families and children, states with large child social well-being deficits will likely experience even larger deficits as many state TANF (Temporary Assistance for Needy Families) policies and practices do not adequately support poor families.  相似文献

Abstract: Japan has currently one of the lowest-low fertility rates in the world. Low fertility in Japan is due to the extreme postponement of marriage and childbearing, and their weak recuperation in women in their 30s, as well as very low levels of cohabitation and extra-marital fertility. Both changing and unchanged aspects of families are related to lowest-low fertility in Japan. Although premarital sexual activities have increased, women's contraceptive initiative is very weak: they may be connected with weak partnership formation. "Parasite singles", "freeters", or "NEETs", probably related to weak family formation, have increased, but they may be connected with strong filial bondage derived from the traditional family system, i.e. Women have been normatively, educationally, and occupationally emancipated, but gender norms are currently divided in half among Japanese people, which may deter the revising of working conditions for women with children, leading to delaying family formation among working women. Lowest-low fertility conversely brings about family changes. Its direct effect is the increase of lifetime celibacy and childless couples, which may jeopardize the universality of families. Its indirect effect is through policy response to low fertility as well as labor shortages and population aging: recently, both family and labor policies have been strengthened to make it easier for working women to continue their jobs after marriage and childbirth, which might in turn promote family formation in Japan.  相似文献

Abstract

Concerns about long-term welfare dependency provided the primary reason for the nation's time-limited welfare benefits. This study compares the likelihood of reaching temporary time limits between families who repeatedly attempted to leave Temporary Assistance to Needy Families (TANF) and those who remained on the rolls continuously. Using logit analysis, we find that relatively few families reach the 24 month time limits in Nevada because most families left on their own for employment, marriage or for other reasons. This finding raises the question of whether time limits are even necessary. Government needs to further explore the service needs of families who are about to reach their time limits.  相似文献
