In this article I explore how battered women both draw from and reject victim discourses in their processes of self‐construction and self‐representation. Data gathered from semistructured interviews with forty women who experienced violence from an intimate partner in a heterosexual relationship demonstrate that available “victim” discourses are both enabling and constraining. Four common representations of a victim emerged as most influential to women's identity work: as someone who suffers a harm she cannot control; as someone who deserves sympathy and/or requires some type of action be taken against the victimizer; as someone who is culpable for her experiences; and as someone who is powerless and weak. “Victim empowerment” and “survivor” discourses also played a role in how women understood and made sense of their experiences. In their attempts to construct identities for themselves, battered women become caught between notions of victimization, agency, and responsibility.  相似文献

Social science literature shows associations between fathers' involvement with their children and beneficial developmental outcomes of those children. A related but smaller body of research in the child welfare services arena has found measures of father involvement to be positively associated with beneficial child welfare outcomes, including child's reunification with parent after placement in foster care. However, the pathway by which father involvement affects reunification likelihood has not been determined. This study builds on the existing body of literature by testing a theoretical basis for the relationship between father involvement (measured as service use) and mothers' reunification in a model controlling for family structure. I find that fathers' involvement in services improves mothers' likelihood of reunification, independently of family structure. Results suggest that agency efforts to involve fathers in services make sense both when the aim is to prepare the father for possible custody, and when the aim is to reunify the mother.  相似文献

This paper is concerned with gendered embodiment of agricultural work, particularly the connection between women's gender identity and the body at work. Focussing on how the body enters into relations with the tools of work, four processes are identified by which women's bodies, work and machinery are incorporated into each other and give each other meaning. In the first category women's embodied competences are merged with the qualities of machinery much the same way as men. The second shows how women work to uphold a definition of their bodies as feminine despite the fact that they operate machinery. The third process shows that when machine work is incorporated into farm women's traditional work on the farm, neither the definition of women's bodies nor the tractor change. Finally, when women do not operate machinery as part of their work, the traditional conception of gendered, embodied farm work is maintained. The analysis establishes that there is no one to one relationship between work and the meaning of the embodied self, and highlights the complex and ironic relationship between machinery and femininities.  相似文献

According to the United Nations Convention on the Rights of the Child, all children are born with civil, political, social and economic rights. However, children's ability to exercise their citizenship rights and practices depend on which country context they live in. Within the limits of this article we want to explore how children's subjective wellbeing is affected by the level of safety provided within the larger country context by using data collected by the consortium of the International Survey of Children's Well-Being. The question we elaborate is whether there is a relationship between the welfare context and subjective well-being of children with respect to different domains, and whether age and gender play a role. We first cluster welfare contexts with selected indicators from international reports among the selected countries of the Children's World Survey from high to low safety provided for children. Then, by referring to the existing literature, we propose six domains for analyzing children's subjective well-being: Health; Material conditions; Education; Risk and Safety; Relationships, and Self-perception. By analyzing each domain we ask whether there is a linear relation between the levels of safety welfare contexts and the subjective well-being of children in different domains and whether this hypothetical relationship exists after controlling for the age and gender of participants. According to our findings, high and medium welfare contexts provide higher subjective well-being in the domains of ‘material’ and ‘risk and safety’. Girls have lower subjective well-being in the low safety welfare context compared to boys. We also find that in the domains of education and relationship, girls' subjective well-being is higher than boys in every safety welfare contexts. Last but not least we also find that the high safety welfare context has a lower average in the self-perception domain and also there is gender difference, girls compared to boys are less satisfied with themselves.  相似文献

In this article, children consenting to a care order proposal is explored as a form of meaningful participation as seen by care-experienced young people. In contrast to health care and research ethics, almost no research exists on children's consent to child welfare measures. The findings suggest that instead of approaching children as individualistic rights-holders, a more relational understanding about consenting is required, both conceptually and in practice, to acknowledge the social, emotional and power relations in which children's consent (or objection) becomes topical in child welfare. Without that recognition, consenting may be far from meaningful participation.  相似文献

The study explores how children in an inner-city community of Jamaica deal with everyday violence. Using an art-based method called body mapping, we explored the ways children made sense of issues related to power, vulnerability, risk and resilience. The findings show how children's narratives and memories of their bodies merged with broader social and cultural structures governing their lives. Expressing their embodied experiences through the body mapping exercise, the children challenged and resisted normative sociocultural schemes of how they should be in the world by creating, re-envisioning and re-contextualising their bodies via a method that engaged with affective modes of knowledge.  相似文献

A voluntary foster care placement (sometimes referred to as a voluntary placement agreement) is an agreement, entered into without court involvement, between a state or county child welfare agency and a child's parents to place a child into out-of-home placement. When a child enters foster care through this type of placement, state and federal programs that cover children who enter child welfare due to a court order become the custodians of the voluntarily-placed-child's placement, care, and supervision. In this cross-sectional, exploratory study, data from the Adoption and Foster Care Reporting System (AFCARS) was used to examine the characteristics and experiences of children who enter foster care through a voluntary foster care agreement, and to compare them with those of children who enter foster care through a court order. Findings indicate that children who are placed through a voluntary placement agreement differ from children who enter through a court order in their personal characteristics, as well as in their placement settings, length of placement, and manner of discharge from foster care. This study provides a baseline for future research into this area of child welfare practice.  相似文献

ABSTRACT

Family victim advocates in child advocacy centers provide a valuable resource to children and parents involved in child abuse investigations. This work requires that family victim advocates be knowledgeable in such areas as child development, crisis intervention, community resources, family relationships, child welfare and criminal justice systems. Because family victim advocates provide essential services to parents and caregivers, the role requires ongoing training and education to remain current on the ever-changing complexities of working with not only the children and families but also the criminal and child protection systems responsible for investigating these cases. The current study reports the findings from a nationwide survey of family victim advocates employed in child advocacy centers related to their motivation for doing the work as well as their perceptions of their training and potential training needs. A group of doctoral students comprised the research team and worked collaboratively under the supervision of university faculty to conduct the qualitative data analysis. The findings describe the characteristics and motivations of family victim advocates working in child advocacy centers and emphasize the need for more advanced trainings that focus on skill-building and strengths-based practices utilized to support children and parents in child abuse cases.  相似文献

This article presents the results of interviews with 24 children who had been in contact with child welfare and protection, school counselling or the child psychiatric clinic in a suburban community in Norway. The interview was constructed to cover the children's daily life and positive and negative life events, as well as their contact with the child welfare services. The results showed that the majority of the children lived rather structured lives within a variety of family constellations. Many children had little information about their contact with the child welfare services, and consequently had difficulties evaluating the effects of the assistance received. Their confidence seemed to depend upon the personal relationship established with the counsellor. The results can be used to counterbalance the bias from ‘problem- or deviant-oriented' research by focusing on competence and resources to get a realistic representation of client children's lives. SUMMARY. This paper summarises recent attempts to safeguard children's welfare in the courtroom. Drawing on international research and practice developments, the paper compares programmes that prepare children for their role as witnesses with reforms designed to protect children once they testify. Benefits and disadvantages associated with both approaches are highlighted, and the paper concludes that all professionals have a responsibility to promote children's welfare in the courtroom.  相似文献

The welfare of working mothers is a subject which has captured the attention many organizations and professional people who have examined the implications from their own particular points of view. For example, among Australian studies, Scott (1962) examined the personality development of pre-school children of working mothers, Bryson, et al. (1965), considered the effects on family life, and Nurcombe (1971) made a general assessment of some aspects of the welfare of infants and children under three years of age whose mothers are in full-time employment. The Women's Bureau of the Commonwealth Department of Labour and National Service has published booklets on various related topics under the general heading of “Women in the Workforce” and statements on policies related to the day care of children have been prepared by such bodies as the Australian Pre-school Association, the Australian Council of Social Service, the Queensland Creche and Kindergarten Association, the Victorian Council of Social Service and the Social Planning and Action Committee of the Australian Association of Social Workers.  相似文献

Child welfare professionals increasingly recognize the importance of the client's perspective in evaluating service outcomes, but there is a dearth of well-developed instruments that meet the needs of service providers and planners. This article describes the implementation of a measure of primary caregivers' satisfaction with mandated child welfare services. This measure is significant for its flexibility regarding the nature of the child welfare population to be surveyed and for its attention to cultural aspects of the clients' experience. The instrument is an adaptation of Harris, Poertner, and Joe's (2000) client satisfaction measure and includes selected items from related instruments in the field. The measure was developed with the help of an Aboriginal child welfare agency and piloted with that agency's clients. The adapted instrument also includes items requested by the pilot testing agency to reflect high quality child welfare practice including specific attention to the clients' racial, ethnic, and cultural identity. This project furthers Harris et al.'s (2000) prior work by using the instrument in another country (Canada) and with diverse populations, thereby adding to the body of evidence supporting the development of this measure. Future research with larger samples could further enhance the validation of the measure and its usefulness to policy makers and practitioners.  相似文献

Although not part of its stated aims, current welfare legislation is assumed to benefit children through increased parental employment and self-sufficiency. Research findings on the extent to which parental welfare participation improves child well-being are inconclusive. This study investigates the behavioral outcomes of young children whose mothers have received TANF using data from the Fragile Families and Child Wellbeing Study (N = 2169). Controlling for maternal demographic characteristics, current financial status, and health risks, we found that the difference between children's externalizing behaviors in families of former TANF recipients relative to children of mothers who had never been on welfare decreased the longer mothers had been off welfare. However, overall, externalizing behaviors were significantly higher among children of former TANF recipients relative to children whose mothers had never received welfare. The findings suggest that ensuring healthy development for children requires long-term supports to help mothers as they transition off welfare.  相似文献

In the last two decades, the child welfare system has undergone a series of dramatic changes. We have moved from a broad concern for the social welfare of children and families to a restricted focus on detecting, investigating and assessing instances of child physical and sexual abuse and neglect. Spiraling reports of suspected or actual abuse and neglect, higher caseloads, reduced resources and lack of support for both families and workers, have all contributed to narrowing the focus of contemporary child welfare to one more aptly characterized as child protection. Child protection discourse is concerned with the nature and extent of state intervention into family life for the purpose of protecting children at risk of harm. While much attention has been given to boundaries and procedures for state intervention, it is less common to critically examine the actual activities involved in protection of children. An exception to this is the feminist scholarship on the topic, illustrating that protection is very much a gendered activity entailing the scrutiny of women's mothering practices and often associated with mother-blame. In this paper, another dimension to protection activity is explicated, namely that which occurs in a community setting. Drawing on a qualitative case study of a community agency that serves young mothers, we document its implications in 'child protection' processes and its markedly different approach to protection from formal child welfare agencies. Given the community agency's emphasis on supportive services to mothers, we turn a critical eye on usual conceptions of protection, where it occurs, and how it is accomplished.  相似文献

We examine the effects of single mothers' welfare use and employment decisions on children's short‐run cognitive development, as measured by their preschool standardized math test scores. We control for three mechanisms through which these decisions might affect children's outcomes: direct monetary benefits, parental time invested in the child, and nonpecuniary benefits from in‐kind transfer programs such as Medicaid. We employ a correction function approach and control for state‐fixed effects to address the endogenous nature of welfare participation and employment decisions. Our estimates suggest that although each additional quarter of either mother's employment or welfare use results in only a small increase in a child's standardized math test score, the total effects after several quarters are sizable. We allow mothers' decisions to have varying effects on attainment by children's observed innate ability and by the intensity of welfare use and employment. A child who has the mean level of observed innate ability with a mother who simultaneously worked and used welfare in all 20 quarters after childbirth experiences an 8.25 standardized‐point increase in standardized scores. The positive impact is more pronounced for the more disadvantaged children, who tend to be born to mothers with low Armed Forces Qualification Test scores, or have lower birth weights. This paper examines Ireland's 2004 Constitutional Amendment which removes birthright citizenship from any future Irish‐born children of immigrant parents. I argue that for particular historical reasons, the ability of the state to convince its citizens of the necessity for this Amendment was remarkable and I suggest that it was able to do so by constructing citizenship as a moral regime and foreign‐nationals and their foetuses as ‘suspect patriots.’ I describe how the notion of immorality is laminated upon black bodies — specifically black pregnant women — and how the presence of black migrant workers, refugees and asylees consequently comes to be experienced in Irish national space as transgressive, their political subjecthood constrained by the supposedly legible abjectivity of their bodies. The issue of race remains unenunciated, and yet, as the Minister for Justice stated during the referendum debate, ‘anyone with eyes can see the problem.’ The Irish government's privileging of moral rather than cultural incommensurability is strikingly similar to culturalist rhetorics of exclusion that are often invoked when race is at issue in European public debate on immigration. Configured upon, and therefore experienced as a type of body, immorality becomes an alibi for race and is naturalized as a form of exclusion and as a potential site of state intervention in the form of xenophobic legislation and policymaking. Reading this decision as merely racist however, fails to give voice to the experiences of Irish Citizens who voted for this Amendment. Their struggle to build a “New Ireland” and to accept a multiculturalist framework in the face of neo‐liberal restructuring policies and a European‐wide retreat from the welfare state must be considered as being in dialectical tension with the ideological smearing of immigrants if we are to fully grasp the complex interaction between relations of power and the privileging of difference.  相似文献

The present study provides insight into the extent and rationale of fathers' involvement with their children and the child welfare system. This qualitative study explored 12 child welfare–involved fathers' perceptions of fatherhood and factors that facilitate and inhibit case planning involvement. The findings indicate that most fathers strongly desired to stay involved with their children but felt they needed to overcome social workers' negativity, unfair agency policies and practices, and economic difficulties in order to complete their case plan goals and remain in their children's lives. Recommendations are provided for child welfare policy, practice, and research.  相似文献

PurposeFollowing the UN convention on the rights of children, a shift in policy towards greater emphasis on child participation in child protection case processing has occurred. A growing body of research has emerged concerning participation processes in child protection cases and the experiences of children in child protection cases. Very few studies have looked into if and when children get what they want, however. The aim of this study is to assess children's views about living arrangements and visitations in dependency court hearings and to compare these views with the rulings of courts.MethodThe study uses a retrospective cohort design. Cases where child welfare board rulings are in line with the wishes of children are compared to cases where rulings differ from the wishes of children. Data were collected from regional social welfare board archives. The study included 151 cases that were randomly drawn from a total population of 2481 cases. Simple and multivariate logistic regression was used to identify factors associated with the rulings being in accord with the child's wishes in each sample case.ResultsA child advocate was appointed in almost 95% of the cases (n = 142). Fifty-nine percent of the children did not want a change in care. Rulings about care were in line with the wishes of the child in 39% of the cases. Rulings about care were most likely to be what the child wanted, if the child was presently living in public care and did not want to move. Children wanted more visitations with their mothers in 60.5% of the cases and with their fathers in 39.8% of the cases. Whether children wanted more visitations with their mothers was associated with more visitations being granted. What a child wanted was not associated with the ruling on visitations with the child's father.ConclusionThe impact of children's views on visitations on dependency court rulings depends on what a child wants and how these desires coincide with what is proposed by child protection services. Children's views can be quite effective in blocking certain decisions but are less effective if the child requested a specific change. If a child does not want to stay with his or her birth parents, then the odds that the birth parents will be granted custody is minimal.  相似文献

We examine the effects of mothers' strategies of combining employment and welfare receipt during the first 3 years of their child's life on the child's cognitive development, behavior problems, and home learning environment at ages 5 to 6. We compare the child outcomes of those mothers who were continuously employed and received no welfare with (a) those who worked some or all of the 3 years and also received public assistance and (b) those who were totally dependent on public assistance. We studied children in single‐parent families (N= 1271 ) living below 200% of the poverty threshold using data from the National Longitudinal Survey of Youth—Child Supplement. No negative association was found on most child outcomes with a mother's employment whether or not it was combined with public assistance. However, mothers' not working at all and receiving financial support solely from AFDC was associated with negative child outcomes. We discuss the implications of these findings for the possible effects of the new welfare laws on families and young children.  相似文献
