The process of adjustment to the changing demographic balance in Australia over recent years has resulted infrequent and complex changes in Australia's retirement income arrangements. Many people have found great difficulty in understanding how these new arrangements are supposed to work. This article describes some of these recent changes and the factors that triggered them. It also examines what the elderly's reactions to these changes indicate about the nature of the "politics of ageing". Beginning with an overview of population ageing in Australia, it then briefly outlines the major features of the country's retirement income system. This is followed by an examination of the factors that triggered the recent changes in retirement income arrangements. The last section describes the political response of Australia's elderly to these changes.  相似文献

Abstract

This paper explores how social science research has informed recent immigration policy development in Aotearoa/New Zealand. Examples of research use, drawn from in-depth interviews with policy advisors and social science researchers working in the immigration area, are discussed using the stages model of policy development. Intersections between the stages and multiple-streams models of policy development, and Weiss's typologies of research use, are used to examine research use at various stages in the policy development process. The findings suggest that at any point in time there may be any number of policy development stages in action, with research exerting different types of influence, and being used in different ways, within each of these. A two-way conversation between researchers and policy-makers, building mutual understanding and enabling reciprocated influence over research and policy decisions, is shown as critical in bridging the research to policy gap.  相似文献

Social policies are, to an increasing extent, shaped by international standards and regulations. This international standard-setting can be seen as an attempt to grapple with the challenges of globalisation. However, what is unclear is how far the pressures of globalisation and the processes of international standard-setting leave any scope for policy choice, whether at international, national or sub-national level. This paper focuses on the specific case of higher education. It argues that the development of international standards and the convergence of national standards must be understood by reference to the interests and strategies of various stake holders, including national governments, social elites and higher education institutions themselves. International markets and international standards are politically constructed and neither globalisation nor international standard-setting can be seen as inexorable and apolitical processes.  相似文献

In 2013, the European Council approved the Youth Guarantee (YG) to counteract youth unemployment. Because of its specific features, the YG is useful for understanding whether the EU has triggered policy change in national youth unemployment policies. Contrary to most of the literature on similar topics, we focused in this study on the effect of this specific European measure rather than on broader EU strategies or policies. The study contributes to the literature by qualifying the degree of fit/misfit and suggesting a counterfactual analysis, using the case of France. We first situate the article within the broader Europeanisation debate and present our research design. The second section introduces the policy structure of the YG and investigates youth unemployment policy in France, prior to and after the European initiative. The third section discusses whether the French youth unemployment policy would have been developed in the same way without the YG. A final section concludes.  相似文献

The key components of social policy toward the elderly and disabled, and policies for families and their children, have featured what are by now widely employed income and service components. Now, as demographic and social change have motivated increasing numbers of countries to face the need for societal policies for children under the age of 3, exploration reveals the centrality of an additional policy dimension — time. A six-country study and earlier research targeted on this group finds that several major policy patterns are emerging, with individual country choices reflecting history, culture, religious traditions, political configurations, and resources. Referring to illustrative countries, the paper explicates these options: (a) supporting an at-home parent in "family work"; (b) backing a pattern of involvement of parents in both family and work; (c) offering parents of very young children the option of concentrating on family or work; (d) stressing programmes in support of the socialization and education of young children and their parents. It is suggested that social security institutions internationally contribute to these new developments through data collection, dissemination activities, and encouragement of discussion and research.  相似文献

The past 14 years have witnessed profound political, social, and economic changes in the various countries that previously comprised the “Soviet bloc.” The antecedents to and the process of Hungarian privatization are examined in the present study, followed by an evaluation of some of the economic and social consequences of the systemic change. The change from one-party rule to a pluralistic democracy and from “goulash communism” to a market economy has been successful overall, but the necessary rationalization of production also resulted in growing inequalities in income and wealth and the appearance of social conflict.  相似文献

Although France and Germany are commonly classified as Bismarckian welfare regimes, they differ significantly in terms of family policy. For a long time, social and family policy in (West) Germany was focused on the male-breadwinner model of married couples. This was based on the expectation that women, in particular married women with children, would withdraw from the labour market permanently, or at least temporarily. Whereas care by mothers was massively subsidized by state family policy, the expansion of the childcare infrastructure was neglected and progressed only very slowly compared to the situation in many other countries of Europe. France, on the contrary, is one of the European countries where childcare services are particularly widespread, giving mothers the option to combine paid work and motherhood. Nevertheless, significant changes are happening in both countries. Concern over the demographic trends and low birth rates (in particular in Germany) have refocused attention on family policy in recent years. In Germany, it has now become a key field of debate and policy, and new actors have appeared on the scene. This article proposes to compare the latest developments in both countries, highlighting the contribution of enterprises and social partners to work–life balance, re-analysing the different types of familialism characterizing both countries.  相似文献

The traditionally strong dominance of the state in social security in Sweden has been replaced by a more mixed structure. Individuals are increasingly covered by a mix of private welfare, employment-based corporate welfare and state programmes. There are several reasons behind this development: shifts in the economic and political conditions, strong tax incentives for the individual to buy private insurance, increasing problems for the public system in covering the loss of income for middle and high income earners, repeated media reports that the public welfare system will go bankrupt in the near future and increasing reports on free-riding and cheating in the area of public insurance. The advantage of the more mixed system may be its similarities to social insurance in some of the European Community Member States. However, from a social policy point of view there are also some dangers. There will be increasing tendencies towards inequality. In particular, the difference in social security conditions between the skilfully employed and marginal groups will be even more marked. The unemployed, the young and people with physical or mental handicaps will be left outside the private and corporate structures. There is also a marked risk that some individuals be reach a level of coverage well above the loss of income, and this will be a disincentive to work. Private and corporate welfare systems are also largely invisible in the sense that individuals may not even know under what conditions they are covered. Another problem is that public attitudes towards the public welfare system will increasingly become more negative and different in various parts of the population. The effect of this may be a vicious circle: public social policy becomes increasingly inefficient and unpopular among the working population and remains only as a marginal system for small marginal groups.  相似文献

This article takes the increased interest in the relation between culture and social policy as a starting point, and discusses how this increasing attention can be understood as the result of contextual factors such as economic, social and academic trends. It discusses these matters and at the same time reviews briefly some of the main findings of studies that contain a cultural perspective in analysing social policy. A second issue concerns the specific character of cultural perspectives in such analyses. Thus far, most studies in the field have been guided by a notion of culture as consisting of the values, norms and beliefs of welfare state actors. Recently, this notion has been questioned by advocates of the so-called 'cultural turn', who suggest that a radical change in the cultural analysis of social policy is required. This article compares family policies in two Scandinavian and three Confucian Asian countries. Through a general survey on schemes of child allowance and parental leave, it seeks explaining factors for cross-regime diversity of the welfare systems. In focus are the agents affecting the family policy-making process, including social classes, the state, women and families. In order to assess the roles these agents have played, this study retraces the preconditions of family policy development and its associated socio-cultural backgrounds. Results from such an examination will illustrate how the social order determines the patterns of family policy, which offers a new path to travel to these different cultural 'worlds'. Taking the Confucian Asian states into its frame of reference, the study will take a fresh look at Scandinavian welfare systems, which still have some general implications for the study of the dynamics, model and outcome of family policy in an international context.  相似文献

The article analyses the Child Support Grant (CSG) in South Africa as a measure of poverty alleviation. Introduced in 1998 amid a great deal of controversy and fanfare, the CSG was a means-tested cash benefit for poor children between the ages of 0 and 6 years, most of whom were located in the poorest of South Africa's nine provinces, i.e. the Eastern Cape, Kwazulu-Natal and Limpopo (formerly known as the Northern Province). South Africa's unique history is discussed to show how the CSG became an important poverty alleviation measure. Debates surrounding the introduction of the CSG are discussed, not least its reliance on effective inter-sectoral collaboration, research and the provision of developmental welfare programmes.  相似文献

This article examines the evolution of social policy in the Middle East and North Africa (MENA) during three periods: the post-colonial and oil-boom period, the post-oil period of structural adjustment, and the more recent oil-boom period. Drawing attention to key factors that shaped both social policy and the region's lack of competitiveness during the current global era, the authors argue for a new social development strategy that would put the region back on a growth path, while also recognizing citizen participation and rights.  相似文献
