The violent outburst of Owerri's civil society in September 1996 arguably signaled a new order in the fighting of corruption – through self‐help efforts. This outburst was a demonstration of public discontent over the activities of a few rich citizens in that town who were believed to have been involved in varied corrupt practices in making “fast” wealth. It was also a vociferous indictment on the State and its agents for ineptitude in fighting corruption, and complicity in criminal acts. Drawing from both primary and secondary sources in social research, this study critically examines the chain of events preceding, and the dynamics of the developments surrounding the societal conflicts in Owerri, Nigeria, popularly dubbed “Otokoto Saga.” It analyzes the varied dimensions of the societal conflicts, the authentic roles of civil society agency in a “self‐help strategy” and the responses of the State (and its actors) to the inadvertent eruptions. It further shows how Owerri's civil society agency “forced” the state to take critical steps towards the restoration of sanity in the town. The paper argues that civil society's critical awareness of its own roles in maintaining a corrupt‐free society was instrumental to their violent reactions. It concludes that deep‐seated fear and frustration underlined the reactions of the civil society, while moral panic and outrage triggered such reactions.  相似文献

The United Nations Security Council Resolution 1325 on Women, Peace and Security, and the Millennium Development Goals, brought the inclusion of women in the security agenda into the international limelight. Although these global frameworks, and other international resolutions, underscore the importance of women’s participation in the politics of peace and security, Nigeria’s frameworks have not been inclusive. Extant literature has examined the role of women within the context of mainstream responsibilities for “counter-terrorism and counter-insurgency” that are held by the military and paramilitary forces. This study interrogates the role of women-led civil society organizations in “countering violent extremism” activities in Nigeria. Using a mixed-methods approach, it demonstrates that the participation of women-led civil society organizations in “countering violent extremism” activities has generated certain positive results for achieving women’s inclusion and gender equality in politics and society.  相似文献

The term ‘global civil society’ has taken on increasing significance within scholarly debate over the past decade. In this article we seek to understand transnational political agency via the study of a particular transnational actor, Oxfam. We argue that various schools of thought surrounding the global civil society concept, in particular the prevailing liberal‐cosmopolitan approach, are unable to conceptualize transnational political action in practice – due largely, in the case of liberal‐cosmopolitanism, to a shared normative agenda. We also assess what contribution literature on development and civil society has made to the analysis of groups such as Oxfam. In investigating Oxfam's own perceptions of its context and the meanings of its agency, we discover an anti‐political perspective derived from an encounter between Oxfam's longstanding commitment to liberal internationalism and globalization discourse. Existing scholarship has insufficiently identified the local or parochial nature of the identities of global civil society actors.  相似文献

Despite civil society’s ambiguity, many scholars tend to focus on the economic reasons for the apparent conflict between state and civil society, with little or no attention to the conceptual differences that may be influencing the behavior of public and civil society actors. Using Ghana under J. J. Rawlings as a backdrop, this article argues that state–civil society relations are partly shaped by the divergent conceptualizations of “civil society” held by state and civil society actors. It suggests that the issue is not just the African state’s limited understanding of the multiple roles that civil society organizations can legitimately play in the polity; it is also civil society’s lack of recognition and acknowledgment of the legitimate functions of the African state.  相似文献

In 2006 and 2010, following demands from local and international civil society organizations, Israel granted civil status to approximately 1500 undocumented migrant workers’ children. This was considered a “one time humanitarian gesture,” not to be repeated. Thousands of other children, who did not fulfill the required criteria, were left without civil status. Within the context of Israel, the homeland of the Jewish people, this mixed‐methods study explored how the children's life experiences have been constructed and reconstructed since the inception of their new civil status. According to the findings, 80 per cent of migrant workers’ children reveal a high degree of belonging to Israeli society, defining themselves as Israelis. For them, receiving civil status has four practical implications: being able to serve in the Israeli army; the ability to travel abroad; better access to the job market; and freedom from fear of deportation. Our study also revealed difficulties due to their religious and ethnic identities, reflected in the children's understandings of what it means to be Israeli. The complex manifestations of their newly acquired civil status is embedded in the concept of “freedom,” i.e. to do and to be what they really want to be.  相似文献

This paper interrogates Peter Ekeh’s “two publics” in Africa in the context of African studies. It argues that what Ekeh analysed was a society in transition. Thirty-eight years after Ekeh’s publication, also using a Nigerian case study, the “attacks” on the “civil public” which Ekeh theorised, are suggested to have extended to the “primordial public”: amorality is presently ubiquitous in the “two publics.” The paper identifies a combination of three elements pushing the “attack”: military rule, a civil war and enormous resource from mineral oil (oil boom). Furthermore, the paper suggests that “two publics” evolved largely because before colonialism, there was no hegemony built in any known “state” in what was Nigeria at the time to sustain any common (moral) value system that could have resisted the “civilising” ideology of colonialism. The paper underscores the fact that knowledge production in African studies has not paid sufficient attention to the gap created in nation building in Africa because of the inability of pre-colonial African states to establish hegemony which is critical in state and nation building in other civilisations. In conclusion, the paper argues that the inability to build hegemonic order before colonial rule, not only in Nigeria, but in most parts of sub-Saharan Africa largely explains why 50 years after colonial rule, there may still be debate about and delay in resolving the problem of the “two publics.”  相似文献

Recent decades have seen dramatic changes in the global political arena, including shifts in geopolitical arrangements, increases in popular mobilization and contestation over the direction of globalization, and efforts by elites to channel or curb popular opposition. We explore how these factors affect changes in global politics. Organizational populations are shaped by ongoing interactions among civil‐society, corporate and governmental actors operating at multiple levels. During the 1990s and 2000s, corporate and government actors promoted the ‘neoliberalization of civil society’ and the appropriation of movement concepts and practices to support elite interests. Not all movement actors have been passive witnesses to this process: they have engaged in intense internal debates, and they have adapted their organizational strategies to advance social transformation. This article draws from quantitative research on the population of transnational social movement organizations (TSMOs) and on qualitative research on contemporary transnational activism to describe changes in transnational organizing at a time of growing contention in world politics. We show how interactions among global actors have shaped new, hybrid organizational forms and spaces that include actors other than states in influential roles.  相似文献

The article traces the importance and development of the concept of ‘community’ in Robert Nisbet’s sociological theory. Community and voluntary associations were key components of his view of civil society, because they stood between the individual and the state as bastions of personal liberty against authoritarianism. This idea was taken from Alexis de Tocqueville’s analysis of America democracy and developed by Nisbet as a critique of modern America. The article examines the conservative underpinnings of Nisbet’s sociology and compares his perspective on civil society with the idea of civil religion in J-J Rousseau and Robert Bellah. Nisbet’s perspective is criticised because not all voluntary associations have beneficial effects on civil society. The article considers how far his views on authority and community are still relevant and concludes by making a distinction between ‘sticky societies’ that are hard to join and difficult to leave and ‘elastic societies’ that are easy to join and cost-free to leave, and asks whether community is possible when the Internet has transformed sticky relationships into elastic, thin and dispersed relationships.  相似文献

This article considers how changing trends in patterns and modalities of aid are affecting the roles of civil society organisations. It draws on research carried out in Uganda in 2001 to argue that donors are adopting an oversimplified conception of the roles of CSOs. In particular, by separating ‘service delivery’ from ‘advocacy’ roles, donors fail to appreciate a situation in which organisations play several roles simultaneously, and the vital synergy that can be created between roles. Furthermore, there is a danger that the changes in funding modalities will force a new dependence on government which will restrict CSOs’ ability to carry out the very role that donors are trying to enhance — that of ‘holding government to account’.  相似文献

This paper discusses the opposition of civil society to nonferrous metals mining in Montana. The mineral resources and mining history of Montana are discussed, as is the vibrant civil society of that state. Montana’s civil society has opposed mining due to its environmental effects, particularly upon areas of high conservation value. This opposition has involved litigation and the implementation of a ban on the use of cyanide by the mining industry. The paper concludes with a discussion of whether this opposition to mining has damaged the economy of the state and Montana’s future as an example of the “New West,” wherein amenities based growth act as the principal agent of economic activity.  相似文献

By emphasizing civil society’s ambiguous relationship with modernity, the author proposes a discursive definition of civil society that draws on conflict theory. The author distinguishes between a civil society and a sectarian approach to politics from a theoretical perspective. Accordingly, a juxtaposition of the Muslim Brotherhood and its splinter groups in the Egyptian political arena epitomizes the opposing ideals of a civil society and a good society. Thus, the author moves away from the theoretical debate on the compatibility of Islam and democracy and suggests the possibility of a learning process of democratic practices by means of participating in the public sphere.  相似文献

The notion that civil society and democracy go hand in hand has been a cornerstone of modernization theory. The formation of civil society, so the argument went, contributed to the democratization of society and provided the backbone of democracy. If one follows such an interpretation of modernization and of modern society, monarchic systems should be void of civil society. And yet, the case of Germany shows that civil society developed and even flourished within a monarchic society. The Kingdom of Prussia in 1865 was the home to an extensive network of civil society organizations that included associations, endowments, and foundations. These organizations provided services in the fields of education, social welfare, and supported all kinds of cultural institutions. These organizations were essential for the functioning of Prussia’s public institutions. Donors who created these institutions had a voice in the shaping of monarchic society, and the visions of donors often coincided with the visions put forward by monarchical rulers. The number of Prussians involved in giving, the number of organizations created, and the amount of money given were truly astonishing. Between 2 and 3% of Prussia’s population was involved in civil society organizations. The funds provided by these organizations accounted for 20–30% of public-school funding. And the number of organizations created a tight network that spanned across the entire country. Nineteenth-century monarchic Prussia was not void of civil society as it should have been if American social scientists are correct. Instead, Prussia provided the home to a vibrant civil society. Civil society emerges when societies move from an agrarian and organized system of social hierarchies to an industrial, and traditional social hierarchies destroying system. The destruction of established social hierarchies, the creation and accumulation of wealth, and the emergence of social inequality provided powerful incentives for the formation of civil society. Since this economic modernization and transformation occurred not only within democratic societies such as the USA but also within monarchic societies such as Prussia, civil society developed in both types of political system

What makes civil society sustainable? This paper examines USAID “Legacy Mechanisms”—programs designed to support a stable civil society after USAID withdraws aid—in the context of post-war Croatia to reconceptualize civil society sustainability in terms of resilience. Rather than examine whether specific legacy mechanisms remained intact, this paper looks at how Croatian civil society organizations adopted, adapted, and dropped these legacy programs to respond to novel crises and a changing political and social environment once USAID exited Croatia. Drawing on archival data from USAID’s time in Croatia and interviews conducted between 2008 (the year after USAID withdrew) and 2016, this paper shows that the long-term impact USAID had on civil society lay not within the formal institutions and organizations it supported, but in the resilience, creativity, and cooperation it fostered in the civil society sector.  相似文献

This paper argues that periodic waves of crowding‐in to ‘hot’ issue fields are a recurring feature of how globally networked civil society organizations operate, especially in countries of the Global South. We elaborate on this argument through a study of Indian civil society mobilization around climate change. Five key mechanisms contribute to crowding‐in processes: (1) the expansion of discursive opportunities; (2) the event effects of global climate change conferences; (3) the network effects created by expanding global civil society networks; (4) the adoption and innovation of action repertoires; and (5) global pressure effects creating new opportunities for civil society. Our findings contribute to the world society literature, with an account of the social mechanisms through which global institutions and political events affect national civil societies, and to the social movements literature by showing that developments in world society are essential contributors to national mobilization processes.  相似文献

The article examines problematic aspects of contemporary theoretical thinking about civil society within a Western liberal-democratic context. The impact of neo-liberalism upon narratives of civil society, the assumption that civility resides more conspicuously within the world of associational life, and the tendency to conflate ‘civil society’ with the ‘third sector’ are areas critically discussed. Such conceptual incongruities, it is argued, obscure the path to a more radical theoretical understanding of civil society. In the second part of the article an alternative model of civil society is proposed. Supporting Evers premise that ‘every attempt to narrow down civil society to the third sector seriously impoverishes the very concept of civil society’ (Evers, Voluntary Sector Review 1:116, 2010), it is argued that civil society is best understood as a normative political concept, as being contingent in nature and distinct from the third sector.  相似文献

This exploratory case study investigated Yemeni civil society actors’ actual and potential contribution to policy‐making, implementation, monitoring and evaluation, in the sectors prioritized in Yemen's national development strategy. Semi‐structured interviews were conducted in Sana'a between January and July 2015 with policy‐makers, researchers from academic institutions and civil society organizations. More specifically, this article discusses the role that YPRIs play in the public policy landscape of Yemen; the challenges they face in their interaction with policy‐makers; the opportunities they represent for policy actors in Yemen; and the factors enabling and limiting their influence, communication, inclusiveness and capacity. The authors conclude by contextualizing their findings within the ongoing conflict and drawing lessons for post‐war policy‐making in Yemen.  相似文献

ABSTRACT

In 2018 President Abdel Fattah al-Sisi secured a second presidential term in a constrained political environment exacerbated by his control over the media, prosecution of journalists and activists, and his crackdown on civil society. As a result of such resilient authoritarianism, the optimism that once defined the Egyptian uprisings has turned into cynicism. This article contributes to the literature surrounding civil society and resistance in authoritarian contexts by offering an examination of the interplay between authoritarian tendencies and their resistance in post-uprisings Egypt. I argue that we should view al-Sisi’s regime as representing an authoritarian system that is not absolute, despite its soft and hard repressive methods, but one that still offers limited space for civil society organizations (CSOs) to function. This limited space importantly comprises covert resistance methods which can offer Egyptian CSOs opportunities to resist the state’s legal and extra-legal restrictions. The resistance methods considered in this article need to be understood in Gramscian terms as they encompass the limited means available by which CSOs can negotiate the terrain of hegemonic contestation under the existing authoritarian context. Given al-Sisi’s re-election and the sustained crackdown on Egyptian civil society, the need to analyse such forms of resistance is pertinent.  相似文献

Sundry discussions of Russian society by scholars, journalists, and politicians suffer from imprecise taxonomy, wielding labels such as middle class, civil society, and creative class in an automatic transfer of discursive categories long defining Western societies to one at increasing odds with numerous Western values. As various surveys by Russian sociologists have indicated, a ‘middle class’ and ‘civil society’ in the traditional sense do not exist in Russia. Moreover, even ‘the intelligentsia’, as historically defined, seems to have diminished, evaporated, or emigrated. Indeed, the incisive portrayal of contemporary Russian class distinctions in Avdot’ia Smirnova’s film KoKoKo (2012) exposes the impotence of the self-serving intelligentsia, contrasted to the vitality and drive of ‘the people’, who may be the only hope for Russia’s future – neither the radiant future fantasized by the Soviet Union nor the democratic future that seemed possible after perestroika, but one that meaningful resistance to the authoritarianism of Putin’s regime will need to elaborate step by painstaking step.  相似文献

This article contributes to the growing literature on the synergic production of civil society in newly democratized countries. State sponsorship can be effective when clientelism, as a form of social dominance, continues to frustrate purposive organization from below. Three elements are necessary for this scenario. First, a group of reform‐minded officials must be able to pursue an independent agenda that deviates from local elites. Second, reformers have to create new institutional avenues to channel resources downward by bypassing local politicians. Lastly, civil society organizations must be capable of effectively responding to the initiatives from above. I use Taiwan’s community movement to understand the logic and consequences of sponsoring civil society. State endorsement is critical to legitimatize community organizations’ presence in local politics. With a detailed analysis of a local case, the Qiaodou community movement, I argue that state sponsorship is critical for the growth of civil society organizations. Sponsored movement activism maintains its political independence by leveraging the incoherence in bureaucratic division of labor, and its professional expertise offers an advantageous bargaining position when facing officials.  相似文献

ABSTRACT

Algorithmic discrimination has become one of the critical points in the discussion about the consequences of an intensively datafied world. While many scholars address this problem from a purely techno-centric perspective, others try to raise broader social justice concerns. In this article, we join those voices and examine norms, values, and practices among European civil society organizations in relation to the topic of data and discrimination. Our goal is to decenter technology and bring nuance into the debate about its role and place in the production of social inequalities. To accomplish this, we rely on Nancy Fraser’s theory of abnormal justice which highlights interconnections between maldistribution of economic benefits, misrecognition of marginalized communities, and their misrepresentation in political processes. Fraser’s theory helps situate technologically mediated discrimination alongside other more conventional kinds of discrimination and injustice and privileges attention to economic, social, and political conditions of marginality. Using a thematic analysis of 30 interviews with civil society representatives across Europe’s human rights sector, we bring clarity to this idea of decentering. We show how many groups prioritize the specific experiences of marginalized groups and ‘see through’ technology, acknowledging its connection to larger systems of institutionalized oppression. This decentered approach contrasts the process-oriented perspective of tech-savvy civil society groups that shy from an analysis of systematic forms of injustice.  相似文献
