Business in Metropolis: Local Governance of for-Profit Organisations in Finland

European local governments face strong pressures to privatisation and market-based reforms in the near future to combat economic austerity and demands for efficiency. This article shows how Finnish metropolitan city has been able to organise its for-profit activities in the new competitive landscape which requires balancing between political demands, legal restrictions and economic efficiency. The governance of for-profit activities in metropolitan city shows that there is both demand and room for administrative innovation to accommodate past administrative idiosyncrasies to market environment. In conclusion, local governments need to pay attention to their own role in shaping local competitive landscape.     

Promoting Public Trust in Public Organizations: Explaining the Role of Public Accountability

This paper is aimed at explaining the role of public accountability in promoting public trust in public organizations. Initially a conceptual model was developed. Then, the model was tested empirically in Iran. The result shows that public accountability influences the public trust by improving citizens’ satisfaction. In other words, legal, ethical, financial, functional, and utmost political accountability affect public trust through influencing citizens’ satisfaction. This study also confirms that changes in social trust, citizens’ trust in government, and media will moderate trust in public organizations.

Public Organizations Between Old Public Administration,New Public Management and Public Governance: the Case of the Tuscany Region

This paper analyzes the presence of different managerial approaches in a public organization, the Tuscany Region of Italy. In particular, it highlights the phenomenon of the plurality of frameworks working in the organization, namely Old Public Administration (OPA), New Public Management (NPM) and Public Governance (PG). The transformation and coexistence of the above-mentioned models is tested with a content analysis based on the perspectives of policy makers and top-level managers expressed in interviews and on the context of administration planning and control systems found in documents. Each managerial logic has a different relevance in the organization.

当前,应对突发公共卫生事件在舆情处置和舆论引导方面存在认识不到位、回应发声"时度效"欠佳、舆情应对处置不得力、舆论引导效果不够好、治理能力有短板等问题。领导干部在应对突发公共事件时,思想观念要从被动应对变为主动作为,工作方式从单打独斗变为协同作战,风险化解从应对在后变为防范在先,回应关切从瞻前顾后、遮遮掩掩变为抢占先机、应回尽回,舆情应对从查删封堵变为疏导化解,舆论引导从应景式的点到为止变为侵入式的掌握话语权,正面宣传要点面结合、精准有效,舆论环境要增强向心力、形成同心圆。     

模型智能构造系统研究

在讨论了模型构造国内外现状及存在问题,以及人类构模思维规律基础上,给出了模型智能构造系统的定义,依此定义提出了一种新的模型智能构造系统三层次结构,该结构由管理问题理解层、问题模型类匹配层和模型智能构造层三个层次组成;同时,给出了各层次的功能和组成.     

基于多层结构的城市智能交通系统

当前交通问题日益严重,智能化交通系统发展迅速.然而,各个不同的智能交通系统都有着各自独立的物理及软件实现,至今还没有形成一个统一的模式和平台,因此造成了信息资源的冗余、信息可靠性差以及软硬件的兼容性差等问题,大大制约了自身的发展速度.本文通过研究,建立了一个基于多层结构的标准化智能交通系统.该系统以智能决策系统为核心,通过分层逐次标准化,建立统一的信息平台,提高信息资源的重复利用率,增强信息的可靠性,通过各系统的资源共享配合中心的全局调度,形成一个集合各种专业交通信息的城市全局交通调控系统,为未来智能化交通发展方向提供一个新的思路.     

公共危机中的多元舆论博弈与网络舆情治理能力提升研究

网络舆情治理是社会治理体系的重要组成部分,然而,一些领导干部因缺乏网络舆情危机意识及媒介素养,网络舆情治理能力不高。在多元舆论的共赢博弈中实现网络舆情治理的现代化,要坚持以人为本、坚持以解决实际问题为基本导向、坚持依法治理与柔性治理相结合,重塑网络舆情治理理念;要将网络舆情治理范式从舆情管控治理范式转变为网民整合治理范式;要精准把控好速度、广度、深度,不断提升舆情治理能力。     

Action,Reaction and Resignation: How Refugee Women and Support Organisations Respond to Labour Market Integration Challenges during the Covid-19 Pandemic

Even without the impact of a global pandemic, refugee women face obstacles to their integration into the labour market. Complex integration challenges are situated across different, yet interwoven, levels. These include restrictive policies at the institutional level, limited funding for support measures at the organisational level and a lack of skills at the individual level. Many of these are gendered and specifically affect women. Some might be further intensified by Covid-19. However, the pandemic's effect on the labour market integration of refugee women has yet to be explored.This paper examines specific challenges support organisations and refugee women have faced during the pandemic and their responses to these. Following a process perspective, we utilise a qualitative methods approach with semi-structured interviews. We collected our data in Austria, a European country that hosts numerous refugees and has an elaborate support network.Results show that the external shock of the pandemic amplified the importance of developing digital skills to support post-pandemic labour market integration. In addition, the pandemic exacerbated challenges for refugee women and support organisations. This led to ‘action’, ‘reaction’ and ‘resignation’ responses. We discuss these, and provide avenues for further research and practice.
