Evidence-based programs (EBPs) are increasingly being implemented in children's services agencies in developed countries. However, this trend is meeting resistance from some researchers, policy makers and practitioners. In this article we appraise the main critiques, focusing on scientific, ideological, cultural, organizational and professional arguments. We contend that some of the resistance stems from misconceptions or an oversimplification of issues, while others represent valid concerns that need to be addressed by proponents of EBPs. We set out implications for the development and evaluation of programs and how they are introduced into service systems, and conclude with broader recommendations for children's services.  相似文献

An organization with a strong evaluative culture engages in self-reflection, evidence-based learning and experimentation. It sees evidence as essential for managing well, but building such a culture is challenging. Community service organizations seek to provide effective services for their clients. To build an evaluative culture, they need to acquire basic monitoring and evaluation capabilities, be provided with opportunities for using these capabilities and be adequately motivated to care about evidence as a means to improve services to their clients. This article presents the findings of a study of nonprofit human services organizations in Moscow, Russia, in the early stages of development of the nonprofit sector. It addresses the following issues of relevance to social welfare in particular and nonprofits in general. First, what is the legal status of nonprofits? Second, what leadership and governance mechanisms have evolved? Third, how are resources, both financial and human, obtained? And, finally, how can Western consultants be useful in addressing the unique and specific needs of nonprofits in Russia as they bring their expertise into this setting?  相似文献

Over the past few years, first line managers in child care have faced mounting pressure on their time from both the national performance management agenda and the professional demands associated with the Framework for the Assessment of Children in Need and their Families and Working Together to Safeguard Children: A Guide to Inter‐Agency Working to Safeguard and Promote the Welfare of Children. This paper briefly discusses the policy context surrounding this period of unprecedented change and focuses on the potential erosion of the reflective space in supervision as first line managers struggle to cope with the ever‐increasing expectations. An argument is made for the creative use of multi‐agency action learning/ research projects within the workplace to supplement individual supervision and promote reflective multi‐agency child care practice; some examples of successful projects are given. To provide first-rate services to students, college health services need the best possible staff. Managers and supervisors play a critical role in guiding the work of their employees so as to enhance performance. Reference checks for new employees and regular performance appraisal dialogues for ongoing employees are important tools in this process. Abstract

Objective: This study assessed university policies for addressing confidentiality issues for students seeking STI services. Participants: Universities with sponsored health insurance plans (SHIP) and/or wellness centers were selected from a university health services survey in 2017. Methods: STI service coverage and polices for addressing confidentiality issues related to explanation of benefit (EOB) forms were stratified by institution type (4-year versus 2-year) and minority serving institution (MSI) status. Rao-Scott chi-square tests were used to assess for differences in STI service coverage and polices. Results: More non-MSIs (61.6%) had SHIPs compared to MSIs (40.0%, p?<?.001). Only 40.8% of health centers had a policy for addressing EOB-related confidently issues. Of those, the most reported policy was that students could pay out-of-pocket to avoid generating an EOB (36.2%). Conclusions: Reducing confidentiality barriers are important for STI prevention in students. Universities may consider establishing policies for addressing EOB-related confidentiality concerns.  相似文献

In this article we reflect on the complexity and the contested nature of the roles of multi‐disciplinary teams working with children. This is an increasingly important issue in the current UK child welfare policy environment. The article uses the theories of Etienne Wenger to understand data gathered from five multi‐disciplinary teams working with children. We explore key issues relating to location; information sharing; models of understanding; and professional identities. We hope to demonstrate that the teams addressed tensions creatively through their engagement with diversity while at the same time developing common team values. We argue that effective strategies for making multi‐disciplinary teams work will combine inter‐agency issues with internal team‐specific aspects. Copyright © 2007 John Wiley & Sons, Ltd.  相似文献

The gap between the number of children of color in care and the recruitment of minority foster and adoptive homes has triggered growing support for transracial adoption, culminating in the Multi-Ethnic Placement Act (MEPA) and the Interethnic Adoption Provisions (IEP) legislation. Although MEPA and IEP focus on eliminating barriers to transracial placements, they do not address support for families that choose to adopt transracially. A lack of professional literature exists in this area. This study explores a number of trans-racial placements and adoptions, with the goal of identifying, from the perspective of the families interviewed, potential services that would enhance such placements and adoptions.  相似文献

Alberta Health Services maintains a database of children, adolescents and adults referred to the child and adolescent mental health and psychiatry intake service. In this study, we sought to systematically assess the impact, if any, of English language proficiency on enrolment of children for mental health services. Specifically, we assessed the extent to which children referred for mental health services were enrolled. In doing so, we categorized our sample (12,143) as English Proficient (EP), or Less English Proficient (LEP). Overall, we found that LEP children were significantly less likely to be enrolled compared to EP children. This disparity in enrolment was only present when other variables were not taken into account. English Proficiency is an important factor for some subgroups.  相似文献

While the sharply increased services for the elderly in the revised Gold Plan--announced in 1994--are noteworthy, implementation of the revised Plan is expected to present numerous issues and problems, particularly in the rural areas of Japan, because of unique circumstances such as depopulation and the presence of a disproportionately large number of elderly; geographical and physical isolation; a conservative and tradition-bound political climate; and conservative attitudes of the elderly. This article examines the current state of policy implementation, identifying issues and problems that are being encountered in the rural areas of Japan. Such issues as economic and family life, health care, and service delivery for the elderly are examined.  相似文献

Every Child Matters, the English government's plans for integrated children's services, proposed that preventative approaches such as those developed through Sure Start should be able to reduce the numbers of children requiring more intensive support from children's social services and, by implication, the numbers of children on the child protection register. This study examined the impact of Sure Start local programmes (SSLPs) on four local authorities with social services responsibilities in the northeast of England. The researchers analysed routinely collected statistical data concerning over 10,000 referrals of children under four years and over 1,600 child protection registrations (CPRs) in an eight‐year period before and after the introduction of 19 SSLPs. They also analysed interviews with 36 key informants in eight case study SSLP areas. Contrary to expectations, the quantitative data revealed no discernable short‐term effect on the numbers of referrals, or on CPRs. Interview data showed broad agreement on the potential impact of preventative work undertaken by SSLPs and many respondents believed that it was too early to draw conclusions. Alternatively, the universal approach to prevention within the Sure Start areas and the attempts to provide non‐stigmatising and non‐intrusive community‐based services may be ineffective in reducing the need for intensive support for ‘at risk’ families. Employee Counseling Services (ECS) programs have emerged as an effective method for dealing with employees whose job performance has deteriorated due to personal problems such as alcoholism or drug abuse. It is estimated that 18% of any work force is effected by such problems at any given time and that these employees cost industry billions of dollars annually in lost productivity, abuse of sick leave, etc. One of the critical concerns of this emerging field is the need for comprehensive evaluation that can demonstrate the cost-effectiveness and cost-benefits of ECS programs. This paper will describe the model Federal ECS developed at the U.S. Department of Health and Human Services as well as the components of the evaluation system designed to determine its effectiveness. The system is the first of its kind and will be a valuable contribution to the field. The paper then raises issues and develops conclusions about designing such an evaluation within the context of a large bureaucracy.  相似文献

Bridging Refugee Youth and Children's Services(BRYCS), a public-private partnership between the federal Office of Refugee Resettlement, Lutheran Immigration and Refugee Service, and the United States Conference of Catholic Bishops, provides national technical assistance to public child welfare. After a series of "community conversations," BRYCS identified a lack of knowledge among child welfare staff about newcomer refugees, negative stereotypes, and a fear of child protective services among refugees. BRYCS initiated a number of technical assistance initiatives, including a pilot cross-service training project in St. Louis to strengthen collaboration between child welfare and refugee-serving agencies. This article details the lessons learned from this training and recommends changes in policy and practice.  相似文献

Between 1995 and 1998, most of British local government was reorganised, leading to the creation of more, generally smaller, local authorities. Although social services were then the direct responsibility of local government, the potential impact of reorganisation on social work departments and partner organisations was barely considered prior to reorganisation. This article explores the consequences of reorganisation for children's services provided by voluntary sector organisations in Scotland, England and Wales. Drawing on two separate but complementary studies, the paper reviews the impact on funding, boundary problems, changing structures and the fragmentation of local authorities. It concludes that although some advances may be stimulated in the medium term by reorganisation, the overall short‐term impact for projects and their users is likely to have been damaging. There is often a disconnect between the best available research and the policy decisions governing the functioning of large child-serving systems. This paper argues that this is, in part, due to conflating system contact with actual service provision. When outcomes are understood in terms of contacts as compared to services, this can lead to inappropriate or inadequate policy responses. Empirical data on contact and services for four large child-serving systems (child welfare, education, juvenile court, and mental health) are presented to illustrate this dilemma. Multi-sector services and need for collaboration are also briefly reviewed. Recommendations are made for improving data infrastructure and research to help bridge the gap between what policy makers see and actual system functioning. This is presented as a key step on the path to achieving evidence-based policy to support children's well-being.  相似文献
