This article discusses the influence of the September 30, 1999 nuclear accident in Tokai village (Japan) on the public's attitudes toward nuclear power in Japan. The data used in this report were taken from the results of two surveys conducted mainly to measure the attitudes of the Japanese public with regard to the use of nuclear power in Japan. The first survey was done before the accident in District 23 in Tokyo and also in Osaka and Nagoya. The second survey, which took place after the accident in District 23 in Tokyo and in Osaka and Nagoya, also included residents in a number of other cities of various sizes throughout Japan. The results of the two surveys showed that (1) acceptability of and trust in nuclear power operation had decreased, (2) perceived accident likelihood and public interest had significantly increased, and (3) there had been neither significant nor even a small change in the public's self-rated knowledge about nuclear power or their distrust of the government. The results also showed that the ratio of nuclear power generation opponents to total respondents had considerably increased (7% to 23%) whereas nuclear power generation supporters had moderately decreased (1% to 12%).  相似文献

Major nuclear accidents, such as the recent accident in Fukushima, Japan, have been shown to decrease the public's acceptance of nuclear power. However, little is known about how a serious accident affects people's acceptance of nuclear power and the determinants of acceptance. We conducted a longitudinal study (N= 790) in Switzerland: one survey was done five months before and one directly after the accident in Fukushima. We assessed acceptance, perceived risks, perceived benefits, and trust related to nuclear power stations. In our model, we assumed that both benefit and risk perceptions determine acceptance of nuclear power. We further hypothesized that trust influences benefit and risk perceptions and that trust before a disaster relates to trust after a disaster. Results showed that the acceptance and perceptions of nuclear power as well as its trust were more negative after the accident. In our model, perceived benefits and risks determined the acceptance of nuclear power stations both before and after Fukushima. Trust had strong effects on perceived benefits and risks, at both times. People's trust before Fukushima strongly influenced their trust after the accident. In addition, perceived benefits before Fukushima correlated with perceived benefits after the accident. Thus, the nuclear accident did not seem to have changed the relations between the determinants of acceptance. Even after a severe accident, the public may still consider the benefits as relevant, and trust remains important for determining their risk and benefit perceptions. A discussion of the benefits of nuclear power seems most likely to affect the public's acceptance of nuclear power, even after a nuclear accident.  相似文献

Risk Perception Among Nuclear Power Plant Personnel: A Survey   总被引:1,自引:0,他引:1  
This study investigated risk perception, well-being, and organizational commitment among nuclear power plant personnel. The study group, 428 employees from a nuclear power plant, completed a questionnaire which included the same questions as those in previous surveys on risk perception of lay persons and industrial workers. Hazards at work were not seen as a sizable problem by nuclear power plant personnel. The study group estimated the safety of nuclear power plants better and the possibility of a serious nuclear accident as more unlikely than the general public. Compared to employees in other industrial companies, the overall perceived risks at work among plant personnel did not exceed the respective perceptions of the reference groups. Risk-related attitudes did not explain well-being among plant personnel, but the relationship between the perceived probability of a serious nuclear accident at work and organizational commitment yielded to a significant correlation: Those plant workers who estimated the likelihood of an accident higher were less committed to the organization.  相似文献

Statistical procedures are developed to estimate accident occurrence rates from historical event records, to predict future rates and trends, and to estimate the accuracy of the rate estimates and predictions. Maximum likelihood estimation is applied to several learning models and results are compared to earlier graphical and analytical estimates. The models are based on (1) the cumulative number of operating years, (2) the cumulative number of plants built, and (3) accidents (explicitly), with the accident rate distinctly different before and after an accident. The statistical accuracies of the parameters estimated are obtained in analytical form using the Fisher information matrix. Using data on core damage accidents in electricity producing plants , it is estimated that the probability for a plant to have a serious flaw has decreased from 0.1 to 0.01 during the developmental phase of the nuclear industry. At the same time the equivalent frequency of accidents has decreased from 0.04 per reactor year to 0.0004 per reactor year, partly due to the increasing population of plants.  相似文献

This study involves the analysis of three waves of survey data about nuclear energy using a probability‐based online panel of respondents in the United States. Survey waves included an initial baseline survey conducted in early 2010, a follow‐up survey conducted in 2010 following the Deepwater Horizon oil spill in the Gulf of Mexico, and an additional follow‐up conducted just after the 2011 Fukushima, Japan, nuclear accident. The central goal is to assess the degree to which changes in public views following an accident are contingent on individual attention and respondent predispositions. Such results would provide real‐world evidence of motivated reasoning. The primary analysis focuses on the impact of Fukushima and how the impact of individual attention to energy issues is moderated by both environmental views and political ideology over time. The analysis uses both mean comparisons and multivariate statistics to test key relationships. Additional variables common in the study of emerging technologies are included in the analysis, including demographics, risk and benefit perceptions, and views about the fairness of decisionmakers in both government and the private sector.  相似文献

A methodology to quantify the risk from fires in nuclear power plants is described. This methodology combines engineering judgment, statistical evidence, fire phenomenology, and plant system analysis. It can be divided into two major parts: (1) fire scenario identification and quantification, and (2) analysis of the impact on plant safety. This article primarily concentrates on the first part. Statistical analysis of fire occurrence data is used to establish the likelihood of ignition. The temporal behaviors of the two competing phenomena, fire propagation and fire detection and suppression, are studied and their characteristic times are compared. Severity measures are used to further specialize the frequency of the fire scenario. The methodology is applied to a switchgear room of a nuclear power plant.  相似文献

The media play an important role in risk communication, providing information about accidents, both nearby and far away. Each media source has its own presentation style, which could influence how the audience perceives the presented risk. This study investigates the explanatory power of 12 information sources (traditional media, new media, social media, and interpersonal communication) for the perceived risk posed by radiation released from the damaged Fukushima nuclear power plant on respondents’ own health and that of the population in general. The analysis controlled for attitude toward nuclear energy, gender, education, satisfaction with the media coverage, and duration of attention paid to the coverage. The study uses a large empirical data set from a public opinion survey, which is representative for the Belgian population with respect to six sociodemographic variables. Results show that three information sources are significant regressors of perceived health‐related risk of the nuclear accident: television, interpersonal communication, and the category of miscellaneous online sources. More favorable attitudes toward nuclear power, longer attention to the coverage, and higher satisfaction with the provided information lead to lower risk perception. Taken together, the results suggest that the media can indeed have a modest influence on how the audience perceives a risk.  相似文献

Culture is a complex construct in organizations, consisting of attitudes, perceptions, values and beliefs, which must necessarily be set in context. Many authors imply that culture is organization-wide and common to all employees. In terms of safety culture, the organizational context may determine its salience and likelihood of affecting behaviour, especially in a highly regulated environment such as the nuclear industry. This study investigates the components of safety culture and how it varies in a highly-regulated nuclear power plant. A 60-item questionnaire measuring safety attitudes and values was administered anonymously to 1550 employees at two plants in the UK nuclear industry, with a 64.7% mean response rate. Principal components analyses revealed six factors conceptually common to shop floor and management (supervisor/manager/professional) groups for both plants, relating to: management style and communication; responsibility and commitment; risk-taking; job satisfaction; complacency; and risk awareness. A canonical discriminant analysis of the items suggested that the data could distinguish three employee groups. The implications of these findings and the proposal that there are two or more safety cultures in the organization is discussed.  相似文献

A 2009 national telephone survey of 924 U.S. adults assessed perceptions of terrorism and homeland security issues. Respondents rated severity of effects, level of understanding, number affected, and likelihood of four terrorist threats: poisoned water supply; explosion of a small nuclear device in a major U.S. city; an airplane attack similar to 9/11; and explosion of a bomb in a building, train, subway, or highway. Respondents rated perceived risk and willingness to pay (WTP) for dealing with each threat. Demographic, attitudinal, and party affiliation data were collected. Respondents rated bomb as highest in perceived risk but gave the highest WTP ratings to nuclear device. For both perceived risk and WTP, psychometric variables were far stronger predictors than were demographic ones. OLS regression analyses using both types of variables to predict perceived risk found only two significant demographic predictors for any threat—Democrat (a negative predictor for bomb) and white male (a significant positive predictor for airline attack). In contrast, among psychometric variables, severity, number affected, and likelihood were predictors of all four threats and level of understanding was a predictor for one. For WTP, education was a negative predictor for three threats; no other demographic variables were significant predictors for any threat. Among psychometric variables, perceived risk and number affected were positive predictors of WTP for all four threats; severity and likelihood were predictors for three; level of understanding was a significant predictor for two.  相似文献

A survey of 3,200 U.S. residents focused on two issues associated with the use of nuclear and coal fuels to produce electrical energy. The first was the association between risk beliefs and preferences for coal and nuclear energy. As expected, concern about nuclear power plant accidents led to decreased support for nuclear power, and those who believed that coal causes global warming preferred less coal use. Yet other risk beliefs about the coal and nuclear energy fuel cycles were stronger or equal correlates of public preferences. The second issue is the existence of what we call acknowledged risk takers, respondents who favored increased reliance on nuclear energy, although also noting that there could be a serious nuclear plant accident, and those who favored greater coal use, despite acknowledging a link to global warming. The pro‐nuclear group disproportionately was affluent educated white males, and the pro‐coal group was relatively poor less educated African‐American and Latino females. Yet both shared four similarities: older age, trust in management, belief that the energy facilities help the local economy, and individualistic personal values. These findings show that there is no single public with regard to energy preferences and risk beliefs. Rather, there are multiple populations with different viewpoints that surely would benefit by hearing a clear and comprehensive national energy life cycle policy from the national government.  相似文献

The performance of a probabilistic risk assessment (PRA) for a nuclear power plant is a complex undertaking, involving the assembly of an accident frequency analysis, an accident progression analysis, a source term analysis, and a consequence analysis. Each of these analyses is, in itself, quite complex. Uncertainties enter into a PRA from each of these analyses. An important focus in recent PRAs has been to incorporate these uncertainties at each stage of the analysis, propagate the subsequent uncertainties through the entire analysis, and include uncertainty in the final results. Monte Carlo procedures based on Latin hypercube sampling provide one way to perform propagations of this type. In this paper, the results of two complete and independent Monte Carlo calculations for a recently completed PRA for a nuclear power plant are compared as a means of providing empirical evidence on the repeatability of uncertainty and sensitivity analyses for large-scale PRA calculations. These calculations use the same variables and analysis structure with two independently generated Latin hypercube samples. The results of the two calculations show a high degree of repeatability for the analysis of a very complex system.  相似文献

Infrequently, it seems that a significant accident precursor or, worse, an actual accident, involving a commercial nuclear power reactor occurs to remind us of the need to reexamine the safety of this important electrical power technology from a risk perspective. Twenty‐five years since the major core damage accident at Chernobyl in the Ukraine, the Fukushima reactor complex in Japan experienced multiple core damages as a result of an earthquake‐induced tsunami beyond either the earthquake or tsunami design basis for the site. Although the tsunami itself killed tens of thousands of people and left the area devastated and virtually uninhabitable, much concern still arose from the potential radioactive releases from the damaged reactors, even though there was little population left in the area to be affected. As a lifelong probabilistic safety analyst in nuclear engineering, even I must admit to a recurrence of the doubt regarding nuclear power safety after Fukushima that I had experienced after Three Mile Island and Chernobyl. This article is my attempt to “recover” my personal perspective on acceptable risk by examining both the domestic and worldwide history of commercial nuclear power plant accidents and attempting to quantify the risk in terms of the frequency of core damage that one might glean from a review of operational history.  相似文献

Road traffic accident involvement rates show clear age and gender differences which may in part be accounted for by differences in risk perception and perceptions of driving competence. The present study extends and replicates that of Matthews and Moran (1986). Young (18–30 years) and older (45–60 years) male and female drivers responded to a questionnaire on perceived accident risk and driving competence (judgment and skill) with respect to themselves and four target groups, and also rated a series of videotaped driving sequences with respect to likelihood of accident occurrence and perceived driving competence. Results showed that effects of rater characteristics were generally confined to the questionnaire. Younger males were perceived as most likely to experience an accident and were judged to be lower than other groups in driving competence. Younger groups showed little bias against older groups and vice versa , but gender-related bias was apparent. The findings of Matthews and Moran were generally confirmed. The results are discussed with reference to four main issues: (1) demographic bias effects—which are generally weak; (2) stereotyping on the basis of gender and/or age of driver; (3) group-specific bias; (4) self-appraisal bias.  相似文献

In 2009, two trains of Washington, DC's Metrorail system collided, resulting in nine deaths and 50 serious injuries. Based on a multiwave survey of Metrorail users in the months after the crash, this article reports how the accident appears to have (1) changed over time the tradeoffs among safety, speed, frequency of service, cost, and reliability that the transit users stated they were willing to make in the postaccident period and (2) altered transit users’ concerns about safety as a function of time and distance from the accident site. We employ conditional logit models to examine tradeoffs among stated preferences for system performance measures after the accident, as well as the influence that respondent characteristics of transit use, location, income, age, and gender have on these preference tradeoffs. As expected, respondents appear averse to longer headways between trains, longer travel durations, higher travel costs, a higher number of late trains, and a higher number of fatalities. The models also show evidence of higher aversion to fatalities from transit system operation among females compared to males. In addition, respondents less experienced with Metrorail travel and those with lower household incomes show higher aversion to fatalities, and this aversion increases as a subject's psychological distance from the accident site decreases. Contrary to expectations shaped by previous studies, aversion to fatalities appears to have increased between the early months after the accident and the end of the survey period, and the expected relationship between age and aversion to fatalities is not statistically significant.  相似文献

This paper presents the results of a study that identified how often a probabilistic risk assessment (PRA)should be updated to accommodate the changes that take place at nuclear power plants. Based on a 7-year analysis of design and procedural changes at one plant, we consider 5 years to be the maximum interval for updating PRAs. This conclusion is preliminary because it is based on the review of changes that occurred at a single plant, and it addresses only PRAs that involve a Level 1 analysis (i.e., a PRA including calculation of core damage frequency only). Nevertheless, this conclusion indicates that maintaining a useful PRA requires periodic updating efforts. However, the need for this periodic update stems only partly from the number of changes that can be expected to take place at nuclear power plants–changes that individually have only a moderate to minor impact on the PRA, but whose combined impact is substantial and necessitates a PRA update. Additionally, a comparison of two generations of PRAs performed about 5 years apart indicates that PRAs must be periodically updated to reflect the evolution of PRA methods. The most desirable updating interval depends on these two technical considerations as well as the cost of updating the PRA. (Cost considerations, however, were beyond the scope of this study.)  相似文献

Probabilistic risk assessments (PRAs) of nuclear power plants proceed by modeling potential accident sequences at the plant of interest. These hypothesized accident sequences begin with initiating events. A very important initiating event phenomenon is the loss of off-site power (LOSP). This is the interruption of the preferred power supply to the essential and nonessential switchgear buses resulting in the use of emergency power supplies. If off-site power is not restored in a reasonable period of time, emergency backup sources of AC and DC power may subsequently fail, resulting in a possible core meltdown. Industry data show 63 LOSP incidents in the operating history of nuclear plants in the United States. Two Bayesian models for the frequency of incidents of LOSP are presented. One model assumes that all nuclear power generating stations share a common incidence rate for LOSP, and a posterior distribution is found for the mean incidence rate for all plants. The second model assumes that the incidence rates for individual plants belong to a superpopulation of incidence rates. Under this model the incidence rate for each plant is unique, but related to the incident rate of all other plants through the superpopulation. These models provide a vehicle for incorporating initiating event uncertainty into PRAs.  相似文献

The elements of societal risk from a nuclear power plant accident are clearly illustrated by the Fukushima accident: land contamination, long‐term relocation of large numbers of people, loss of productive farm area, loss of industrial production, and significant loss of electric capacity. NUREG‐1150 and other studies have provided compelling evidence that the individual health risk of nuclear power plant accidents is effectively negligible relative to other comparable risks, even for people living in close proximity to a plant. The objective of this study is to compare the societal risk of nuclear power plant accidents to that of other events to which the public is exposed. We have characterized the monetized societal risk in the United States from major societally disruptive events, such as hurricanes, in the form of a complementary cumulative distribution function. These risks are compared with nuclear power plant risks, based on NUREG‐1150 analyses and new MACCS code calculations to account for differences in source terms determined in the more recent SOARCA study. A candidate quantitative societal objective is discussed for potential adoption by the NRC. The results are also interpreted with regard to the acceptability of nuclear power as a major source of future energy supply.  相似文献

Public support for nuclear power generation has decreased in Japan since the Fukushima Daiichi nuclear accident in March 2011. This study examines how the factors influencing public acceptance of nuclear power changed after this event. The influence factors examined are perceived benefit, perceived risk, trust in the managing bodies, and pro‐environmental orientation (i.e., new ecological paradigm). This study is based on cross‐sectional data collected from two online nationwide surveys: one conducted in November 2009, before the nuclear accident, and the other in October 2011, after the accident. This study's target respondents were residents of Aomori, Miyagi, and Fukushima prefectures in the Tohoku region of Japan, as these areas were the epicenters of the Great East Japan Earthquake and the locations of nuclear power stations. After the accident, trust in the managing bodies was found to have a stronger influence on perceived risk, and pro‐environmental orientation was found to have a stronger influence on trust in the managing bodies; however, perceived benefit had a weaker positive influence on public acceptance. We also discuss the theoretical and practical implications of these findings.  相似文献

Nuclear power is a highly controversial and salient example of environmental risk. The siting or operating of a nuclear power plant often faces widespread public opposition. Although studies of public perceptions of nuclear power date back to 1970s, little research attempts to explain the spatial heterogeneity of risk attitude toward nuclear power among individuals or communities. This article intends to improve the knowledge about the major factors contributing to nuclear power plant risk perceptions by mapping the geographical patterns of local risk perception and examining the determinants in forming the nature and distribution of the perceived risk among potentially affected population. The analysis was conducted by a case study of the Second Nuclear Power Plant (SNPP) in Taiwan by using a novel methodology that incorporates a comprehensive risk perception (CRP) model into an ethnographic approach called risk perception mapping (RPM). First, we examined the determinants of local nuclear power risk perceptions through the CRP model and multivariate regression analysis. Second, the results were integrated with the RPM approach to map and explain the spatial pattern of risk perceptions. The findings demonstrate that the respondents regard the nuclear power plant as an extremely high‐risk facility, causing them to oppose the SNPP and reject the compensation payment to accept its continuing operation. Results also indicate that perceptions of nuclear power risk were mainly influenced by social trust, psychological and socioeconomic attributes, proximity, and the perceived effects of the SNPP on the quality of everyday life.  相似文献
