This paper examines the disparate social well-being outcomes children experience across states in the United States. The paper seeks to extend the study of child social well-being by examining the extent to which state characteristics influence aggregate child social well-being outcomes. The results indicate that socioeconomic and population characteristics of states influence the magnitude of aggregate child social well-being deficits. It is argued that the disparities in child social well-being outcomes for children across states should be taken into consideration in the current welfare reform climate. Because states have gained greater control over programs that assist the poorest and most vulnerable families and children, states with large child social well-being deficits will likely experience even larger deficits as many state TANF (Temporary Assistance for Needy Families) policies and practices do not adequately support poor families.  相似文献

Although the goals of safety and permanency for children continue as critically important mandates in child protection, the field has witnessed an increased focus on child well-being in recent years. Whereas safety and permanency have been well operationalized, child well-being appears to be a much more complex and daunting concept to define and measure. Current federal guidelines require child protective agencies to improve outcomes in the area of child well-being, and although federal regulations offer some direction on interpreting this concept, the definition and operationalization remain vague. As leaders in the field have attempted to provide language by which to talk about and measure child well-being, a number of key frameworks have emerged. In this paper, we present a conceptual map that provides a visual overlay of these existing frameworks that can help guide child protection policy-makers, administrators, and practitioners toward a fuller understanding of the complexities of child well-being. While this conversation on child well-being is not new, this paper aims to add to the national discussion and deepen the understanding and conceptualization of child wellbeing within the context of child protection.  相似文献

With the majority of poor people now living in middle-income countries and the post-millennium development goals framework taking shape, the issue of inequality has gained prominence in many policy debates. Although detailed assessments of poverty and well-being are crucial for formulating adequate policies, all too often such assessments focus on average outcomes. In this paper we present an analysis of child well-being for Kazakhstan that moves beyond averages in two ways: first, it explicitly reports on the situations of different socioeconomic groups of children in society; second, it applies a method that is diversified by age group and thereby accounts for differences among children across stages of childhood. Kazakhstan illustrates the need for more nuanced and in-depth analyses, given the significant but far from universal economic growth within the country. We find that there are large discrepancies in child well-being outcomes between different regions and that high levels of economic output do not necessarily go hand in hand with improved outcomes in terms of poverty and well-being. We argue that child well-being studies need to be more in depth, thereby ensuring that levels of inequity across socioeconomic groups and between children in different age groups are given due consideration.  相似文献

This research investigates factors conducive to the thriving of economically disadvantaged young people in Hong Kong. In particular, we examine ways in which the parent–child relationship and friendship networks, as the principal sources of support during the transition from childhood to adulthood, influence the developmental outcomes of this group of young people with regard to their mental health, positive identity, behavioral adjustment, resilience and academic achievement. Based on a survey of 479 young people recruited from community-based youth-service centers located in different districts of Hong Kong, the results of the present research support the hypotheses that parent–child relationships and friendship networks have significant positive effects on youth development among low-income young people. Our results also show that, when compared with friendship networks, the parent–child relationship is a stronger predictor of youth development, that is, a stronger parent–child relationship tends to correspond to a better developmental outcome. Moreover, our research provides empirical evidence regarding the influence that parents can have on shaping the quality of young people's friendship networks. The implications of our findings, both for future research and for service delivery to promote the well-being of economically disadvantaged young people, are discussed.  相似文献

Researchers have studied the impact of different welfare state regimes, and particularly family policy regimes, on gender equality. Very little research has been conducted, however, on the association between different family policy regimes and children's well-being. This article explores how the different family policy regimes of twenty OECD countries relate to children's well-being in the areas of child poverty, child mortality, and educational attainment and achievement. We focus specifically on three family policies: family cash and tax benefits, paid parenting leaves, and public child care support. Using panel data for the years 1995, 2000, and 2005, we test the association between these policies and child well-being while holding constant for a number of structural and policy variables. Our analysis shows that the dual-earner regimes, combining high levels of support for paid parenting leaves and public child care, are strongly associated with low levels of child poverty and child mortality. We find little long-term effect of family policies on educational achievement, but a significant positive correlation between high family policy support and higher educational attainment. We conclude that family policies have a significant impact on improving children's well-being, and that dual-earner regimes represent the best practice for promoting children's health and development.  相似文献

Family support policies (FSP) refer to government policies that promote the well-being of families with children (e.g. job-protected paid leave, cash transfers, childcare). We developed an initial conceptual and theoretical framework of FSP and conducted a realist-scoping review to document the state of evidence regarding the influence of FSP on three child outcomes: poverty, development, and health. Based on the contexts and mechanisms through which FSP are hypothesized to affect child outcomes, we constructed a framework to guide a search of five electronic databases (OVID, ProQuest, PubMed, Scopus, and Web of Knowledge). We analysed articles meeting our inclusion criteria (i.e. conceptualized FSP as a function of the welfare state; conceptualized child poverty, development, and health as outcomes; and conducted empirical analyses) in relation to our mechanisms and thematic concerns (context, developmental periods, and differential impacts). A total of 22 studies met our inclusion criteria, which tested 25 independent child outcomes. Our findings identified initial mechanisms that explain the relationship between FSP and child outcomes through (1) increasing parents’ basic capabilities, (2) shaping parents’ childcare options, and (3) influencing parental leave-taking and shifting beliefs about gender relationships in the home and workplace. Future work will be to test these mechanisms and framework through a realist synthesis.  相似文献

For nearly four decades, child welfare policy and practice have focused on the achievement of legal permanence for children in foster care. Although federal child welfare policy has resulted in the movement of children from state custody to legally permanent adoptive or guardianship families, little is known about the quality and enduring nature of these placements. A significant challenge of the twenty-first century child welfare system is how to ensure the well-being of children currently living with adoptive parents or guardians. This paper discusses child welfare policy and trends related to post-permanency well-being, including the decrease in Title IV-E foster care caseloads nationwide and the simultaneous increase in Title IV-E adoptive and guardianship caseloads. We highlight the needs of a twenty-first century child welfare system, including increased federal efforts to ensure child permanence and well-being after legal adoption or guardianship has been achieved, as well as more rigorous longitudinal and interdisciplinary research focused on the post-permanency adjustment of children and their families.  相似文献

Most families in the child protective services system also interact with the child support enforcement system. This study exploits a natural experiment in Wisconsin, created by the state's large regional variation in child support referral policy, to estimate a potentially important effect of child support enforcement on the duration of out-of-home foster care placement. The effect we examine is whether requiring parents to pay support to offset the costs of foster care delays children's reunification with a parent or other permanent placement. We find evidence of this unintended effect, which is important not only because longer foster care spells are expensive for taxpayers, but also because extended placements in foster care may have consequences for child well-being. Our results highlight the potential importance of cross-systems analysis and the potential consequences when the policies and fundamental objectives of public systems are inconsistently coordinated. We discuss the implications of our findings for child support and child protective services policy.  相似文献

This article presents a case study of the renewed partnership between a midwestern public child welfare agency and a midwestern university school of social work. The partnership, which includes educating BSW and MSW students, preparing frontline child welfare case managers, and providing leadership training for supervisors and managers, demonstrates relational capital, relational embeddedness, and transparency, all of which are criteria for trust and strong partnerships. We discuss the unique development of collaborative relationships through the history of the partnership. This study provides an exemplar of how the academy and the agency communities can inform each other to enhance the well-being of children and families.  相似文献

In this paper, the authors critically examine the plight of single parent families with young children. Next, they lay out in detail the contributions of the behavioral perspective to practice model development research with single-parent families of children under the age of 12. The authors discuss implications for future theory driven practice model development research with cultural specific single parent families. They believe that future model development research efforts with culturally diverse single parent families will aid in advancing the state of cultural competence research in social work while assisting single parents relieve suffering and enhance child and family well-being.  相似文献

This study investigated hope as a protective factor buffering the relationships between parenting stress and well-being among a sample of parents identified at moderate to high risk for child maltreatment. Two hundred parents were recruited from a nonprofit organization providing secondary and tertiary child maltreatment prevention programs. Results of the analyses showed that parental stress was negatively associated with subjective and emotional well-being. Hope was positively correlated with well-being and negatively associated with parenting stress. Hierarchical regression analyses showed that hope had a significant incremental relationship to well-being and that the negative effects of parenting stress fell below statistical significance. These findings provide preliminary support for hope as a coping resource social workers can target when working with parents in the prevention of child maltreatment.  相似文献

Fathers and men in families are one of the most important resources for children's well-being. UNICEF, the Ford Foundation, Save the Children, other nongovernmental organizations, and resolutions from the 1994 International Conference on Population and Development have all recommended efforts to involve men in reproductive health programs. However, despite this interest and recommendations, social service and health programs, as well as development interventions, continue to target mothers and children, ignoring the major role of men in the lives of children and families. Most development interventions focusing upon family well-being have stressed the importance of the mother/child relationship, even in societies in which the father controls decisions about the household and family welfare. The author surveys program initiatives, conferences, research, and publications concerned with the role of men in the family.  相似文献

Work-related mental distress and its impact on employees’ working life is a mounting issue among Finnish social workers. This article focuses on identifying the factors associated with child welfare social workers’ occupational well-being. The occupational well-being of Finnish child welfare social workers (N?=?364) and social workers whose duties do not include child protection work (N?=?524) was explored and compared with each other using t-test statistics and logistic regression analysis. The data, collected in 2014/2015, were obtained from an ongoing longitudinal cohort study on work-related well-being among Finnish public sector employees. A multi-dimensional and holistic approach to occupational well-being was used as the outline for the analysis and comparison of the two groups. Child protection social workers reported higher levels of burnout and secondary traumatic stress than social workers without child protection duties. Despite these burdens, both groups showed a similar level of general health, compassion satisfaction and overall occupational well-being. Individual and organizational factors associated with high occupational well-being were identified. Supervision was found to be an important supporting element. This study identified multiple determinants related to social workers’ occupational well-being, comprising positive and negative elements with regard to organizational and individual factors.  相似文献

The aim of this study is to examine how two types of working-class families, two-parent and single-mother, serve as distinct contexts within which the connections between parental employment and child well-being may differ. Data from 50 dual-earner families and 52 employed single-mother families were obtained through in-home interviews. Parents provided assessments of their work experiences and ratings of their psychological well-being, and their school-age children completed questionnaires concerning their psychological well-being. In dual-earner families, results revealed that fathers' positive work experiences were related to daughters' positive evaluations of their internalized well-being. For dual-earner mothers, however, more positive work environments were related to daughters' reports of lower well-being. Finally, single mothers' more positive evaluations of their work environments were linked to sons' reports of greater restraint of aggressive tendencies. Further analyses that attempted to examine the role of parental well-being as a mediator of the relationship between job and child well-being yielded few results. The importance of examining work-family processes as they vary by social context and characteristics of the person is discussed.  相似文献

The purpose of this study was to examine the influence of having a child diagnosed with Attention Deficit Hyperactivity Disorder (ADHD) on the social and emotional well-being of fathers. While mothers have been carefully scrutinized in ADHD-related literature, fathers have been largely excluded from research designs developed to explore the effects of raising a child with ADHD. Prior research has been primarily based on small, clinically referred and homogenous samples, often without comparisons or controls. This research utilizes a nationally representative sample from the 2001 U.S. National Health Interview Survey to determine differences between fathers of children with ADHD and control fathers and to analyze how the ADHD status of the child, problematic behavior, use of medication, and paternal social support influences fathers’ sense of well-being. This research is also designed to determine whether there are child and family contexts in which the effect of ADHD status on paternal well-being is moderated. Contrary to previous findings about the emotional and social burden associated with raising an ADHD child, few differences between fathers were found.  相似文献

This paper employs recent data for Germany and a new outcome variable to assess the consequences of parental separation on the well-being of youths. In particular, it is considered how subjective well-being, elicited from an ordinal 11-point general life satisfaction question, differs between youths living in intact and non-intact families, holding many other potential determinants of well-being constant using ordered probit regressions. The main finding of this study is that living in a non-intact family has not the hypothesised large negative effect on child well-being.  相似文献

PurposeThe purpose of the study is to understand differences in child well-being related to parental substance use among children ages 6–12 who were investigated for maltreatment but not removed from their homes. Children with a substance-using parent in the home are compared to those without a substance-using parent in the home.MethodsLongitudinal data from waves 1 and 3 of the second National Study of Child and Adolescent Well-Being (NSCAW II) are used. NSCAW II is a national sample of families with children and youth aged birth to 17.5 investigated by child protective services (CPS). A subset of the data (analyzed with domain analysis methods) is used for this study (n = 575). Eight well-being outcomes from four domains (cognitive development, physical health, psychological/behavioral development and social/emotional competence) are analyzed.FindingsWe hypothesized that (among children investigated for maltreatment and not removed from home) children whose parents used substances would exhibit lower mean levels of well-being at thirty-six months follow-up compared to those whose parents did not use. Unexpectedly, we found no significant differences in well-being levels between children with parents in the home using substances and those without.ConclusionsChildren with substance-using parents may be able to remain at home over an extended period after investigation, while maintaining well-being levels similar to children at home with parents not using substances. If an effective safety plan can be put in place, this option may provide a path to maintaining safety, permanency and well-being for such children without placement in out-of-home care.  相似文献

The goal of this paper is to synthesize available data to help guide policy and programmatic initiatives for families with substance abuse problems who are involved with the child welfare system, and identify gaps in the research base preventing further refinement of practices in this area. To date, Family Treatment Drug Court and newly developed home-based substance abuse treatment interventions appear the most effective at improving substance abuse treatment initiation and completion in child welfare populations. Research is needed to compare the efficacy of these two approaches, and examine cost and child well-being indicators in addition to substance abuse treatment and child welfare outcomes.  相似文献

Foster parents care for our nation’s most vulnerable children and adolescents. Their ability to provide care is impacted directly and indirectly by their interactions with public child welfare agencies and workers. This study examines the perspectives of 1095 foster parents in a southwestern state in the U.S. regarding what they believe child welfare workers are doing well and their suggestions for ways to improve relationships between foster care providers and child welfare workers. Foster parents commended caseworkers who were responsive to their needs and provided ongoing concrete and emotional support, and believed there was a need for improved communication and enhanced teamwork. Foster parents consistently acknowledged an overwhelmed child welfare system and the impact on child welfare workers and child welfare-involved families. Understanding the perspectives of foster parents can improve relationships between child welfare workers and foster parents, improve recruitment and retention efforts of foster parents, prevent disruption of children from foster homes due to license closure, and improve the overall well-being of child welfare-involved children and families.  相似文献
