Recent research points to a growing gap between immigrant and native‐born outcomes in the Canadian labour market at the same time as selection processes emphasize recruiting highly educated newcomers. Drawing on interviews with well‐educated men and women who migrated from countries in sub‐Saharan Africa, this paper explores the gendered processes that produce weak economic integration in Canada. Three‐quarters of research participants experienced downward occupational mobility, with the majority employed in low‐skilled, low‐wage, insecure forms of “survival employment”. In a gendered labour market, where common demands for “Canadian experience”, “Canadian credentials” and “Canadian accents” were uneven across different sectors of the labour market, women faced particular difficulties finding “survival employment”; in the long run, however, women’s greater investment in additional post‐secondary education within Canada placed them in a somewhat better position than men. The policy implications of this study are fourfold: first, we raise questions about the efficacy of Canadian immigration policies that prioritize the recruitment of well‐educated immigrants without addressing the multiple barriers that result in deskillling; second, we question government policies and settlement practices that undermine more equitable economic integration of immigrants; third, we address the importance of tackling the “everyday racism” that immigrants experience in the Canadian labour market; and finally, we suggest the need to re‐think narrowly defined notions of economic integration in light of the gendered nature of contemporary labour markets, and immigrants’ own definitions of what constitutes meaningful integration.  相似文献

This article argues for holistic consideration of children's work. Dominant discourse on “child labour” attends only to dangers of children's work, leading to policies that damage some children's chances for development. Far from being universally negative in children's lives, appropriate work contributes to their well‐being and development, and to transitions to adulthood. Children's work can convey benefits for sustenance and quality of life, provide learning to complement and support school, offer psycho‐social benefits, particularly in building self‐esteem, and help develop social relations and responsibility. These benefits are especially critical for marginalized children. Common policies of abolishing child labour based on age of employment rather than potential harm deny such benefits to younger children.  相似文献

Abstract The debates around Chinese exclusion were part of a racial reimagining of the United States after the Civil War. These debates show how the Exclusion Acts were the “prelude to imperialism” overseas. By employing competing racisms toward Chinese migrants, disparate groups of whites created contradictory stereotypes of the Chinese, such as the “coolie” and “celestial.” Focusing on working‐class whites’ messy and violent racism toward the Chinese has contributed to ignoring more paternalistic “civilized” racism of missionaries, reformers, politicians, and capitalists that led to more lasting stereotypes of Chinese, such as the “model minority.” This study analyzes how these racisms simultaneously contributed to the transformation of the racial state and the extension of imperialist policies, while they disciplined workers of all races, Chinese immigrants, Filipinos, and whites.  相似文献

Hikikomori is a Japanese term referring to the condition of being “shut‐in” or someone with that condition. Japanese national surveys indicated that the total number of hikikomori is over one million. This paper seeks to elucidate the “hikikomori” problem faced by families and connect those microscopic experiences to a macroscopic common problem related to some social backgrounds of Japanese society. For the study, I examined statistical data from national and KHJ (a nationwide organization of hikikomori families) surveys, and case studies of fathers of hikikomori sons. One of the main findings was that the common problem of families with hikikomori people is not the shut‐in condition of them, but the “dependency” of these adult‐aged children. Fathers' attempts to reduce the dependency included encouraging their sons to secure stable employment or connect them to adequate social security, such as public assistance. However, these efforts are often ineffectual because of social structural backgrounds: transformation of the labor market, inadequate social security, and the infinite duty of family to sustain children. This paper also focused on the policies of the “Japanese model of welfare society” as a political factor that reinforced the family dependency by developing a combination of workfare regime and familialism. The Japanese model of welfare society assumes that the employment of men as breadwinners would be stable. Instability of the employment of men makes the model dysfunctional. The expansion of the hikikomori problem as a family dependency problem is evidence of the dysfunction of the model.  相似文献

Welfare reformers sought to reduce “dependency,” or reliance on state‐supported cash benefits and deployed a discourse of “self‐sufficiency” to promote the legitimacy of efforts to remove welfare recipients from publicly funded cash assistance through either wage labor or marriage. We use longitudinal, qualitative interview data collected from 38 initially welfare‐reliant women to examine what self‐sufficiency means to them and their perspectives on how work and marriage affect their ability to be self‐sufficient. Grounded theory analysis revealed that for these women, self‐sufficiency means formal independence from both the state (i.e., Temporary Assistance to Needy Families [TANF]) and men (i.e., marriage). Although they value marriage as an institution and would ideally marry, they do not consider marriage to be a likely route to self‐sufficiency given the pool of men available to them. Rather, they embrace their own market‐based wage labor as the means by which they can attain some measure of independence. Taking our lead from the women in this study, we challenge the emphasis on marriage in current welfare policy. We argue that employment training that results in better jobs for women and men and work supports that make low‐wage work pay are clearly the appropriate direction for policy aimed at the welfare‐reliant and working poor.  相似文献

This case study examines the situated interactions between management and workers during a proposed sale of stock by a U.S. steel manufacturer. Our focus permits a fine‐grained analysis of how varieties of meta‐power both condition and are contested in situated interactions. In our setting, the workers owned the company through an employee stock ownership plan, thereby confounding the traditional hierarchical relation between management and workers. While the contrast between these forms of social organization framed the boundaries for subsequent social interactions, it also served to animate conflicts between workers and management. We found that though the worker‐owned company proclaimed values of “corporate democracy” and “employee participation,” executive management acted as a relay to transmit the disciplining effects of “market forces.” Accordingly, the latter served as an “invisible proxy” reinforcing traditional hierarchical social relations that problematized worker participation. The ironies of corporate democracy abound when worker‐owners find themselves shadow boxing anonymous capital.  相似文献

Over the past 20 years or so, the southern European model has undergone substantial change in every way. The changes in industrial relations, wage‐setting and employment protection legislation have tended to increase wage and labour flexibility and restrict labour market segmentation. Changes within the welfare state have sought to improve labour force skills, fill gaps in social protection, reduce inequalities in social security and contain social expenditure growth. Yet institutional change has not eliminated the main features of this model: pronounced labour market segmentation and familialism; however, extremely low fertility rates are indicative of the limits of familialism in the near future.  相似文献

Literature and theory surrounding the informal economy in international contexts suggest that informal work arrangements may entail assuming various levels of risk, and that the higher the level of risk in an employment arrangement, the higher the premium paid to the worker. This study is designed to assess if a wage compensation for risk exists within the United States' day labour job market ‐ the most visible sector of the United States' informal economy. Using data from the 2005 National Day Labour Survey we find a statistically significant wage premium indicating that a risk‐wage tradeoff within the day labour informal economy exists. Ultimately, we argue that current policy interventions facilitated through day labour centres into the day labour market appear to be effective in mitigating the risks associated with this type of employment.

  • Higher levels of work related risks assumed by day labourers, may be minimized if they receive proper safety training through a formal venue such as a worker centre.

This article examines the ways in which young migrant men are constructed as potential employees in a British town where service sector employment, often on a casual or precarious basis, dominates the bottom end of the labour market. Low‐wage jobs in many British towns are now constructed as feminized, low waged and demanding personal skills of empathy and servility. In this context, young men, and especially young men of colour, including recent in‐migrants, are at a disadvantage, constructed by employers, agencies, co‐workers and customers as less eligible workers than ‘locals’. We use the experiences of young men from Goa as a lens though which to trace the ways in which expectations and experiences when looking for employment produce a hierarchical division of labour in precarious jobs at the bottom end of the service sector.  相似文献

This study investigates the factors affecting the availability of health insurance, the accessibility of health care, and the dissemination of the relevant information among low‐wage Chinese immigrants in Southern California by relying on the concepts of social and cultural capital. Using community‐based research and in‐depth interviews, our study suggests that a severe shortage in health care coverage among low‐wage Chinese immigrants is influenced by the lack of employment with employer‐provided health insurance within the Chinese “ethnoburb” community. Although the valuable social capital generated by Chinese immigrant networks seems to be sufficient enough to provide them with certain practical resources, the lack of cultural capital renders the social network rather ineffective in providing critical health care information from mainstream American society.  相似文献

The enlargement of the European Union (EU) in May 2004 produced a very significant wave of immigration to the United Kingdom that is likely to continue to impact its labour market in forthcoming years. Polish migrants were by far the largest cohort of the new entrants. This paper complements previous work that has begun to establish the characteristics and labour market performance of migrants from the new member states who have entered the United Kingdom. This paper uses a unique micro‐level data base to investigate the labour market evolution of Polish migrants in the UK labour market. We find that in the first UK job returns to human capital were negligible. However, for the current job an extra year of education increases the weekly gross wage by 3.2 per cent. There is evidence of a gender differential in pay in both jobs and that older workers are paid more than their younger counterparts but this effect becomes insignificant in the current job. We find that hours worked is a significant factor in wage determination. However, the influence of hours worked on wages declined by approximately 38 per cent between the first and current job. Results from multinomial logit models suggest that over‐time there is some “match” between the occupational groupings that these workers were attached to in Poland and the United Kingdom. We also find evidence that the use of employment agencies by some of these workers increases the likelihood of employment in skilled manual and non‐manual occupations. Workers who have had supervisory responsibility in the United Kingdom are more likely to be in professional or intermediate occupations.  相似文献

The category of “Latino” collapses the differences among populations with diverse historical experiences of oppression. We establish in this article a distinction within the Latino Caribbean diaspora among “immigrants/’ “colonial immigrants,” and “colonial/racial subjects” of the U.S. empire. Using the notion of “coloniality of power” developed by Peruvian sociologist Aníbal Quijano, we argue that the social position and racialization of several different populations in the U.S. today has its roots in the racial hierarchies produced by centuries of European colonial expansion and that this essentially colonial set of relationships continues. We use this notion of coloniality to reconceptualize three social processes: (1) the construction of Puerto Ricans as colonial racialized subjects in the Euro‐American imaginary; (2) the transformation of Dominicans into colonial immigrants in the New York Metropolitan Area, that is, the way Dominicans became “Puerto Ricanized” and (3) the disassociation of pre‐1980s Cuban migrants from the “Puerto Ricanization” experienced by the Dominicans.  相似文献

The debt crisis of 1981–83 changed the course that Brazil's social and labour policy had followed from the 1930s to the 1970s. The social and labour protection systems built up over those five decades – in conjunction with urbanization, industrialization and the rise of wage employment – were gradually dismantled. The neo‐liberal policies adopted, however, failed to generate sufficient economic growth and brought worsening unemployment and job insecurity instead. Abstract Based on surveys and interviews conducted in Japan and Nepal, this study of Nepalese labour migration to Japan examines the changing patterns of family responses to international migration, the increasing participation of married women in the global labour force, and the implications of these changes for households, communities and the Nepalese economy. The split‐household family has long supported sojourning males of Tibeto–Burman linguistic groups as Gurkha soldiers in Indian and British Armies before returning to Nepal upon retirement. As women have increasingly left Nepal to take advantage of overseas employment, a pattern of husband–wife migration has emerged, with children being left in the hands of relatives – the dual‐wage earner family. Thus, Nepal has recently witnessed the development of transnational families and individuals whose work, residence and life trajectories extend beyond the nation‐state.  相似文献

Sociologists have long recognized that the division of labor is, at its root, a process of social interaction. Although “negotiations” figure centrally in symbolic interactionist studies of work, relatively little attention has been given to the ways in which the structure of workplace talk contributes to the social constitution of occupations. Drawing on the insights of discourse and conversation analysis, this article examines occupational atrocity stories and considers how they accomplish boundary‐work in the hospital setting. I focus on the stories British nurses told about doctors and use data generated in ethnographic research into the routine accomplishment of nursing jurisdiction. I conclude with some general observations about how the detailed analysis of stories and storytelling can contribute to the wider study of social group formation.  相似文献

Utilizing a feminist perspective and based on data obtained by interviewing 350 women farm workers on South African deciduous fruit farms, the article analyses how existing gender relations structure various aspects of women's paid work on farms. It explores the recruitment and employment of women, the division of labour and existing wage differentials between women and men workers, and the nature of women's work relations. Women's participation in the reconstitution of existing gender relations and the obstruction of women's choices are interpreted within the context of ‘the farm as family’ and the farm worker community as subculture. It is suggested that some women workers on fruit farms are gaining a measure of control over certain aspects of their work lives. The transformation of traditional to neo-paternalistic labour relations, the extension of labour legislation to the agricultural sector, and especially farmers' changing perceptions of women (and consequently their utilization as farm workers) have been central to women farm workers gaining more power in the workplace.  相似文献

One year after the first importation of coolie labourers from India to Trinidad in 1845 there were numerous reports of physical, occupational, and psychic abuse perpetrated by planters and estate managers against indentured labourers. This paper presents a genealogical footprint of the tormented existence of these labourers under a system of quasi‐slavery paradoxically at a moment when British colonial governance aimed to reinvent itself via the indentureship scheme, as humanitarian, benevolent and indispensable to the improvement of Indian subjects. Based on the court testimonies of a case concerning planter brutality against coolie, the paper foregrounds a legal‐administrative recalculation and redistribution of the semiotics of disciplinary power in an effort to consolidate the sovereignty of the liberal colonial state.  相似文献

This paper examines the determinants of return migration as foreign‐born men approach old age in Germany. Return migration in later life engages a different set of conditions from return migration earlier on, including the framing of return as a possible retirement strategy. Using 23 years of longitudinal data from the German Socioeconomic Panel, this paper investigates how social and economic resources of immigrant men influence decisions to return “home.” Results suggest that immigrants from former guest worker recruitment countries within the European Union are more likely to return than non‐EU immigrants. In addition, return migrants are “negatively selected” so that those with the least education and weakest attachments to the labor force are more likely to emigrate. However, findings vary greatly depending on the immigrant's age and country of origin. Results from this paper highlight the heterogeneity of older immigrants and the factors that motivate their return “home”.  相似文献
