This study examined associations among Head Start attendance, individualized education programmes (IEPs), parental behaviours and child outcomes in a sample of five‐hundred and seventy 3‐ to 4‐year‐old children with disabilities. Home language, number of disabilities and Head Start enrollment were associated with having an IEP. Parents of children with IEPs and those who participated in Head Start used more social services, while social support was more prevalent for parents of non‐Head Start children with IEPs. For all children, frequent parental book reading, greater number of books in the home and greater perceived social support among parents were associated with favourable cognitive and social–emotional outcomes. Greater social service use was adversely associated with reading scores only for non‐Head Start children. Findings highlight the need for inclusive IEP policies and Head Start programmes for parents regarding access to special education supports for children who demonstrate developmental concerns. Participation in Head Start may buffer negative effects of social service use on children's reading skill development, although more research is needed to uncover the specific mechanisms responsible for this association.  相似文献

Preschool children living in low‐income families are at increased risk for poor outcomes; early intervention programmes mitigate these risks. While there is considerable evidence of the effectiveness of centre‐based programmes in other jurisdictions, there is limited research about Canadian programmes, specifically programmes that include children and parents. The purpose of this study was to evaluate a single‐site, two‐generation preschool demonstration programme for low‐income families in Canada. A single group, pre‐test (programme intake) /post‐test (programme exit) design with a 7‐year‐old follow‐up was used. Between intake and exit, significant improvements in receptive language and global development were found among the children, and significant improvements in self‐esteem, use of community resources, parenting stress and risk for child maltreatment were found among the parents. These positive improvements were sustained until the children were 7 years old. Public investment in two‐generation preschool programmes may mitigate risks for suboptimal child development and improve parental psychosocial outcomes.  相似文献

ABSTRACT

Limited attention is given to how the poverty alleviation benefits children’s development and breaking the transmission of intergenerational poverty in China. Based on two pilot programmes, Chunyu and Qianshou, in Shan’xi province, this study presents the potential effects of an asset-based family intervention that incorporates Child Development Accounts (CDAs) and parental support services on children and families. This study finds that the implementation of the programmes has positive financial and nonfinancial benefits for children and their families. The CDAs may serve as a key mechanism to integrate and strengthen the effect of asset building and parental involvement.  相似文献

Children's centres are intended to be a mainstream, universal service. They began in 2004 and their origins are diverse. Some replaced various forms of local provision, most notably Sure Start programmes; others were established from scratch. Issues for exploratory empirical work have been identified from the guidance issued by central government. Using interview data from three urban local authorities, this article explores the nature of the ‘core offer’ that centres are expected to provide and the way in which they have pursued the goal of integrating staff and services. The article highlights the problems of balancing a focus on the child and on the parent; of reconciling childcare provision as part of the employability agenda and as a means to educational achievement for the child; of permitting local variation while achieving consistency; of the role of monitoring in relation to developing good practice; and of achieving integration in a mixed economy of care. We find that despite the greater specification of the core offer for children's centres compared to that for Sure Start, there are substantial differences between children's centres in terms of services, while the mixed economy of provision poses considerable challenges to the goal of integration.  相似文献

The policy‐practice dimension often presents challenges particularly in the policy arena of child well‐being. Policy designers identify risk factors and design programmes intended to develop protective factors in areas of need. The 2004 Australian Communities for Children (CfC) initiative aimed to improve the social, health and educational outcomes for young children living in socio‐economically disadvantaged localities. Its method was to engage local community members to contribute towards developing protective factors. Rather than considering this national–local arrangement, an unworkable alliance, we examine the performance of CfC through three examples and demonstrate how resilience theory and action research can assist this programme achieve its social inclusion aims and well‐being outcomes. We choose not to disregard policy programmes like CfC, rather we emphasize the possibilities offered when working these complex spaces involving multiple and inherent contradictions. The spaces that often exist between the policy and its implementation are rethought to allow a greater opportunity for the growth of innovation and change.  相似文献

This paper examines parent participation in local Sure Start partnerships within the broader context of public involvement in policy‐making processes. Public participation is set against a background where an emphasis on participatory democracy is seen as a solution to shortcomings identified with policy‐making and implementation. However, the meaning of public participation is by no means straightforward and gives rise to problems at several levels. Many of these problems emanate from concerns with power and legitimation. While these concerns highlight important aspects of public participation in public and social administration, this paper, drawing on Foucault's concept of “pastoral power”, examines whether public participation is better viewed as a predictable part of governance in modern Western democracies where subjects need to be recruited to exercise power over themselves.  相似文献

People labelled with disabilities in Chuadanga, Bangladesh, are denied equitable access to social networks and formal services. In terms both of funding future formal service programmes and of designing community‐based outreach programmes, this lack of access is not a simple reflection of one's impairment but a facet of the social exclusion and stigma that is culturally ascribed to disability in Chuadanga. We utilize a social model to focus on the cultural processes initiated by the onset of illness or impairment. Our participants are drawn from four types of diagnosed disability: blindness, orthopaedic impairment, hearing impairment and mental disorder. Although this inquiry is in line with Daly's focus on how future spending on formal services to promote care and equity in Europe can be helped by searching out information that is often ignored, the particular focus of this study is Chuadanga and the research questions incorporate a disability studies perspective. The authors consider care as a social good and an expenditure of social capital, in reviewing findings from a recent empirical study of disability and employment in the Bangladesh district of Chuadanga. Regardless of disability, poverty can be a morally and socially devastating ordeal. However, the authors conclude that the added loss of social solidarity and equitable access, due to the social exclusion and stigma of disability for the families concerned, make it statistically far less likely that they will access formal services or be able to escape poverty.  相似文献

In 2006, the Ghanaian government, in partnership with the United Nations Children's Fund (UNICEF), began to reform the child welfare system. The main aim of this reform was to provide a sustainable and culturally appropriate system of care for children without parental care by shifting from an institutional‐based model to a family and community‐based one. Drawing on existing peer‐reviewed and grey literature, this article provides an overview of the major components of the reform, including reintegration with the extended family, foster care and adoption. In addition, the article discusses the prospects and challenges involved in achieving the reform's intended component. Young male offenders in community‐based rehabilitative programmes – self‐reported history of antisocial behaviour predicts recidivism Int J Soc Welfare 2011: 20: 413–420 © 2011 The Author(s), International Journal of Social Welfare © 2011 Blackwell Publishing Ltd and the International Journal of Social Welfare. Recidivism over 18 months was investigated in a representative group of young Swedish male offenders, 15–17 years old, referred to community‐based rehabilitative programmes (n= 189). Registry data on their earlier contacts with social services and previous convictions were also collected. Eighteen months after programme start, 60 per cent of the young offenders were registered as suspected of new crimes, 48 per cent were registered for crimes of violence. Previous contacts with the social services had been documented for 44 per cent, and 30 per cent were registered as previously convicted. However, the group was highly heterogeneous, and all registry data corresponded well with self‐reported history of antisocial behaviour collected at the start of the programme, which identified three subgroups (n= 60, 65 and 64, respectively) with significantly different problem profiles. Results are discussed in relation to developmental theories of antisocial development and the need to adhere to the risk principle when designing interventions for young offenders.  相似文献

Donor‐sponsored anti‐corruption programmes represent an increasingly large segment of international development assistance to Africa. While the ostensible objective of these programmes is to reduce African corruption, the generality of them suggests that other factors appear to motivate their design and implementation. This paper attempts to assess the generality of these programmes by looking at the specificity, relevance and fit of proposed anti‐corruption activities. The malleability of these programmes suggests that programme design draws from a mix of broader discursive fields and the genuine attempt to improve project performance and decrease corruption.  相似文献

This article presents an assessment of welfare reforms under a framework of programme heterogeneity and alternative measures of success. The study focused on a specific programme – Madrid's Ingreso Madrileño de Integración (Madrid Regional Government's Welfare Programme) – which comprises heterogeneous sub‐programmes. We tested whether work‐related sub‐programmes performed better than general activities aimed at improving life skills by analysing the effects on different types of outcomes. We also tried to identify which work‐related sub‐programme worked best. Our results show that intensive employment activities yield remarkably better results than general work‐related schemes or life‐skills activities. However, increasing work participation does not automatically lift participants out of material hardship. Child‐to‐mother violence is an area of family violence that has received limited attention over the past 20 years but is a problem for many families. It is poorly understood in the community and this lack of understanding creates a basis for families and service providers to minimize the abused mothers' experience. This paper is drawn from a larger study that aimed to explore child‐to‐mother violence in a high‐risk geographical area and describes a qualitative theme developed from 185 participating women's narratives, ‘Living in the red zone’: the experience of child‐to‐mother violence. The red zone refers to danger and was an element throughout women's narratives. It is clear from the reflections of these women that child‐to‐mother violence is a significant and complex issue. Mothers were predominantly struggling in silence with their experiences of a child or children whose behaviour was threatening and/or abusive. Their experiences were most often minimized and/or devalued by family and community members, which may prevent affected women from seeking support. Mothers generally had limited concepts of the possibilities open to them to improve their situation, or limited access to appropriate and empathic individuals or services.  相似文献

Adult refugee claimants experience several well‐documented post‐migratory challenges. Little is known about the resettlement process for refugee claimant families with children. This study reports on 75 open‐ended, in‐depth interviews with refugee claimant families in Montreal about their resettlement challenges and their proposed solutions to them. These interviews were conducted with 33 dyads and triads of children and parents attending a paediatric hospital. Experiences accessing formal and informal child care in Montreal were addressed. Subsequently, a comparative policy analysis was conducted on residency eligibility criteria for child care subsidization. Twenty‐eight out of 39 parents (73%) report a lack of informal or formal child care and 15 out of 33 families (39%) propose improving access to formal child care services. They describe a lack of informal child care as a result of reduced social networks, and affordability as a barrier to formal child care services. Refugee claimants are not eligible for subsidized child care in Quebec. A comparative policy analysis within Canada and comparable countries reveals that this situation is not unique to Quebec. However, most provinces and European countries offer child care subsidies to refugee claimants. Refugee claimants should qualify for child care subsidies. Social workers and community organizations should consider their clients' child care needs in designing programmes and services.  相似文献

Active labour market programmes (ALMPs) are at the core of welfare regimes in many countries across the world. This study addressed youth‐focused ALMPs in Egypt, a country with high youth unemployment and a plethora of programmes ostensibly addressing this issue. Building on interviews with implementers, programme documentation and a publically accessible inventory of programmes in Egypt, the analysis locates ALMPs within the country's overall welfare system and the politics of programme targeting, design, governance and implementation modalities. The legacy of state ‘protective’ policies and the fragmented multiplicity of players within the field constrain the effectiveness and outreach of these programmes. Analysis of implementation modalities also shows that there is a pervasive lack of programme coordination, activity documentation, management for results, and pathways to achieving sustainability and programme institutionalisation. This paper explores the provision of family support services for young mothers within a Sure Start Children's Centre, drawing on data collected within a larger study. It identifies how the family support team attempted to build supportive relationships with young mothers between the ages of 16 and 19 years. The findings presented here draw on narrative interviews (n = 10) and focus group interviews (n = 2) with the family support team that included early years workers, family support workers and their managers. The findings captured how the participants actively resisted the stigma (Goffman 1963) of teenage motherhood in order to support young mothers in gaining the necessary skills and knowledge to care for their child. Drawing on the findings, this paper argues that the building of a supportive relationship enables a young mother to construct positive counter‐narratives about her parenting experience. This suggests that the family \to offer informal early support to young mothers who are at risk of more formal intervention. However, the complexity of this task should not be underestimated because in doing this, the family support team must at all times ensure the well‐being and safety of the child.  相似文献

This paper presents some findings from a study of the views of 33 parents from a diversity of backgrounds with children between 0 and 12. Twenty‐two parents were using family support services. They were asked about their views on ‘parenting capacity’ based on the dimensions of The Framework for the Assessment of Children in Need and Their Families (Department of Health et al.) which are now incorporated into the Common Assessment Framework used in Every Child Matters (Department for Education and Skills). They were also asked about reading with their children and how this enhanced their parenting capacities. Their responses were analysed using the parenting capacity dimensions of The Framework for the Assessment of Children in Need and Their Families. It became apparent that this common activity (parent/child reading) contributed much to children's development and to the quality of the child/parent relationship. It also enhanced parenting capacity as described in the parenting capacity dimensions. This paper presents that part of the findings which illustrates the creative connections that exist between the activity of parents and children reading together and the parenting capacity dimensions social workers use in assessment and intervention. These findings are relevant to practitioners working within current policy and practice agendas in children's services, which promote multidisciplinary working and non‐stigmatizing assessments and interventions.  相似文献

Research has shown the importance of long‐term, caring adults for children in foster care. This paper reviews the Friends of the Children (FOTC) long‐term mentoring programme and how it was adapted to serve children and families with child welfare system involvement. This study's two research questions are (1) How do Friends (FOTC's paid professional mentors) currently work with, and in turn, have an impact on, child welfare‐involved families? and (2) How can Friends better support child welfare system‐involved caregivers and families to promote family stability, permanence, and child well‐being? Data were collected from 21 caregivers (foster and biological), 24 FOTC Friends, five child welfare workers, and five teachers. Qualitative analyses of focus group, interview, and open‐ended survey data revealed a wide variety of ways Friends currently support children and families. In addition, several recommendations were made for strengthening programming. These findings provide valuable insights into providing long‐term mentoring to child welfare system‐involved children and families.  相似文献

Access to early childhood services is widely considered to be an important means of supporting vulnerable children and families. Yet the evidence that access to such services automatically makes a difference for vulnerable families is mixed at best. The growing presence of for‐profit early childhood services may have an impact on the sector's capacity to provide the enhanced education and care to those most likely to benefit. What are the current and future possibilities for early childhood services to benefit vulnerable children and families? What resources are required to build the capacity of early childhood settings in supporting vulnerable families, and are these likely to differ between for‐profit and not‐for‐profit settings? This paper will explore these questions using a Benevolent Society project, Partnerships in Early Childhood, funded through the Commonwealth's Stronger Families and Communities Strategy, Invest to Grow, as an illustrative case study. Researchers from the Social Policy Research Centre evaluated the first three years of the project, which involves a number of not‐for‐profit early education and care providers. The paper describes the implementation of PIEC as an attempt to improve the quality of early education and care services to vulnerable children, and lessons that can be drawn for the future of similar interventions. We conclude that time, support for staff and partnerships between different organisations appear to be critical for the success of these interventions, and that the capacity of for‐profit services to provide these resources deserves attention.  相似文献

We examined whether fathers’ residency modified the associations among mothers’ supportiveness, father involvement, children’s negative emotionality during toddlerhood and children’s academic skills in pre‐kindergarten via children’s self‐regulation. Participants were 2,291 mothers (Mage = 23.24 years) and children (Mage = 14.99 months at Wave 1; 50.7% girls) in the Early Head Start Research and Evaluation Project. Results revealed distinctive associations by fathers’ residency: self‐regulation mediated the association between mothers’ supportiveness and academic skills only in resident‐father‐families. Self‐regulation mediated the association between negative emotionality and academic skills only in nonresident‐father‐families. The findings highlight the family processes of mothers, fathers, and children in low‐income family contexts that contribute to children’s academic skills, and how those family processes may vary by fathers’ residency status.  相似文献

The Moving Parents and Children Together (M‐PACT) programme is one of the growing number of interventions tailored to meet the multiple and complex needs of children and families affected by parental substance misuse. This paper pulls together the qualitative findings from 13 evaluated M‐PACT programmes in England. Sixty‐four families attended an M‐PACT programme, including 82 children and 75 adults. Qualitative data were collected from 37 children, 36 adults and over 30 group facilitators. Six themes are discussed: engaging with M‐PACT, shared experiences, understanding addiction, changes in communication, healthier and united families, and ending M‐PACT. The majority of families benefitted in a range of ways from the programme: meeting others who were experiencing similar problems, greater understanding about addiction and its impact on children and families improving communication within the family. In many families there was more openness and honesty, stronger relationships and more time as families, and a reduction in arguments and conflict. The key findings are discussed in terms of the potential for interventions of this kind to reduce family‐related harm from parental substance misuse.  相似文献
