ABSTRACT

Cash and voucher assistance is an efficient way to deliver assistance in emergency settings, and evidence demonstrates that cash programmes have consistent positive impacts on food security and other health and economic outcomes in these contexts. Nevertheless, while evidence from development settings shows that cash has the potential to reduce intimate partner violence and increase empowerment for women and girls, there is a dearth of rigorous evidence from acute humanitarian settings. In response to this evidence gap, the International Rescue Committee conducted an evaluation of a cash programme in Raqqa Governorate, Syria. The aim was to examine the effect of a cash for basic needs programme on outcomes of violence against women, and women’s empowerment. This article draws on qualitative data from interviews with 40 women at the end of the cash programme. It offers evidence of potential increased tension and abuse within both the community and the household for some women whose families received cash, as well as potential increased social protection through repayment of debts and economic independence for others. Both negative and positive effects could be seen. While the objective of the cash programme was not to influence underlying power dynamics, this research shows it is necessary to integrate gender-sensitive approaches into programme design and monitoring to reduce risk to women of diverse identities.  相似文献

The aim of this study was to explore the perceptions of vulnerable women about the value of intensive home visiting in pregnancy and the first year of life delivered by health visitors trained to work in partnership with families. Twenty in‐depth interviews were conducted with women who had completed the home visiting programme and agreed to be interviewed. The data were fully transcribed and analysed thematically. Despite initial concerns and negative preconceptions about health and social service professionals, participating women greatly valued the relationships that were established with their home visitors and identified a number of ways in which they had benefited. These included increased confidence, improved mental health, better parenting, improved relationships and changes in their attitudes toward professionals. These findings demonstrate the potential of intensive home visiting delivered in partnership with mothers in reaching and helping vulnerable and ‘hard‐to‐reach’ families. They highlight the importance of establishing a trusting relationship between helper and provider, and the need for home visitors to have the necessary skills and qualities to establish such relationships. Addressing violence against women and girls (VAWG) through the medium of male team sport may be a promising strategy for addressing interpersonal violence and gender norms transformation in urban communities. Parivartan is a violence prevention programme in a large slum community in Mumbai, India, which works with men and boys to reduce violence and promote gender-equitable attitudes and beliefs via membership of a cricket team and mentoring from coaches. Welfare and criminal justice systems manifest different goals, cultures, values and working methods. In Australia, the welfare sector has a culture of empowerment and concern for victims’ rights, within which social workers focus on social justice and social change. In contrast, the criminal justice sector (police) is patriarchal and para-military in structure, focusing on enforcing and maintaining community order and safety. These differences can create tension when social workers and police need to work as partners in response to violence against women, in particular violence against women from bikie gangs. This article addresses the issue of partnerships between social workers and police when working with abused bikie-gang women. It presents the findings of recent research into social work practice with such women in South Australia, in conjunction with a brief exploration of the international literature on social work and police cultures, and partnerships. It concludes that whilst there is a great need for genuine collaboration and partnership between social workers and police in the complex context of domestic violence with links to organised crime, the cultures and mandates of these different professions make this difficult.  相似文献

ABSTRACT

This article focuses on SASA!, a community mobilisation approach that was developed in Uganda by Raising Voices, with the aim of preventing violence against women. SASA! proved effective in reducing intimate partner violence against women, and has since been used in over 25 countries worldwide. In this article, we draw on recent research into the International Refugee Committee’s implementation of SASA! in Dadaab, Kenya. In particular, we focus on how the refugee camp setting shapes the adaptation and delivery of the SASA! programme and explore the balance to be struck between fidelity to the SASA! methodology, and adaptations to make it suitable for use in this specific humanitarian context.  相似文献

ABSTRACT

Sexual violence is multi-faceted. Three (overlapping) categories can be distinguished: violence that is sexual in nature, gender-based violence, and sexuality-based violence. The latter refers to violence against persons because of their sexuality and/or their (presumed) sexual behavior. Being female, young, poor, and living in a sexually conservative culture and/or in conflict areas appear to be important risk factors for sexual violence. Sexual violence is widespread (one in five girls worldwide are sexually abused in childhood and up to three-quarters of women in some countries have been victimized by a partner), but prevalence figures around the globe are hard to compare. Both the individual and society suffer from sexual violence. The eradication of sexual violence is directly relevant to achieving the Millennium Development Goals (MDGs) related to infant and maternal health and mortality, and combating HIV/AIDS. And certainly no less important, it is very closely linked to the MDGs related to gender equality and the empowerment of women, poverty, and primary education for all. Campaigning against sexual violence against women has been presented as one of the ‘quick wins’ in progress towards achieving the MDGs by the UN Millennium Project. Many good practices have been employed in political-legal, awareness raising, prevention, and health care domains, but important setbacks are noteworthy as well. Priority number one for the World Association for Sexual Health now seems to be to adequately and strategically contribute to the continuous efforts to integrate sexual health into the Millennium Development framework.  相似文献

This article describes a partnership to develop youth leaders and positive interventions to reverse the cycles of violence and bigotry that come when young people experience the pain and trauma of growing up in a war zone. In Croatia, Project REACH (Recreational and Educational Activities for Children's Health) serves youth who have lost their families--and their innocence--in the senseless war and "ethnic cleansing" of the former Yugoslavia. Its partner, The Children's Village (CV), provides residential treatment services for youth who have lost their families as a result of chronic abuse or neglect and who have been exposed to high levels of family and community violence in one of the most beleaguered urban areas in the United States. The partnership exposed young people from these two supposedly different parts of the world to experiences that would enable them to examine their lives, their biases, and their assumptions about the world. It was hoped that participating youth would come to see their own potential to be leaders in breaking a cycle of violence, promoting tolerance and understanding, and creating a positive effect on the world around them.  相似文献

In the mid-1990s Mexican states began adopting reforms that for the first time criminalized domestic violence. Two separate policies were also adopted which allowed domestic violence to be grounds for divorce and established prevention and assistance programs for victims of domestic violence. I exploit the variation in time and geography to estimate the impact of these three policies on female suicide rates using a difference-in-difference methodology. The results indicate that states that criminalized domestic violence exhibited a 22–34% decrease in suicide rates compared to non-adopting states, but there is no robust evidence that the other two policies had any impact. A battery of tests provides support for the robustness of these findings and indicates that most of the effects are concentrated among married women. Analysis of a cross-sectional, nationally representative survey covering violence against women in Mexico suggests reduction in sexual and physical violence as a possible mechanism behind the reduction in female suicide rates. These findings are consistent with an intra-household bargaining model with asymmetric information and costly conflict which predicts that policies that reduce conflict within the household can reduce female suicides. The results highlight the importance of developing and implementing policies that facilitate reporting and providing access to legal institutions for victims of domestic violence, which can in turn improve a victim’s wellbeing.

Many jurisdictions in the U.S. have implemented mandatory arrest policies in an attempt to limit police officers’ discretion in their arrest decisions when responding to intimate partner violence calls. Drawing from semi-structured interviews with female victims of intimate partner violence, I explore the ways in which mandatory arrest policies have influenced the identity work of women during their interactions with police officers. I focus specifically on women’s “unsuccessful” identity claims: situations where women are unable to convince police officers that they are victims and situations where women are unable to convince officers that they are not victims. I examine the strategies that women use during their identity work and explore the consequences of women’s failed self presentations under mandatory arrest policies, the most significant of which is a woman’s arrest. I argue that under mandatory arrest policies, for many women, the risk of failed identity work is even more consequential than before these policies were established.  相似文献

Findings from previous studies examining the relation between women’s employment and the risk of intimate partner violence have been mixed. Some studies find greater violence toward women who are employed, whereas others find the opposite relation or no relation at all. I propose a new framework in which a woman’s employment status and her risk of violent victimization are both influenced by the level of control exercised by her partner. Controlling men will actively prevent women from working and are also more likely to physically harm their partners. Using a statistical model in which the effect of omitted characteristics on women’s employment and their risk of violence are allowed to be correlated reverses the estimated association between employment and violence. The final results show that employment reduces women’s risk of violence. Data for the study are drawn from a sample of over 30,000 Mexican women in intimate relationships. The findings have broad implications given the increase in female labor force participation in many parts of the world.  相似文献

This document reports on a 1990 case study of one of Brazil's 80 police stations established for the protection of women in response to feminist pressure to address excessively high levels of violence against women. These police stations, staffed by women to respond exclusively to complaints lodged by women, are an unusual institutional response to such violence. The study examines the station established in Salvador in 1986 to reveal which interests were served by the creation of the specialized stations. The first section of the article addresses the fact that Salvador's policewomen have gained little from the creation of the specialized stations and continue to suffer job-related sexual discrimination. Next, conceptions of gender identity among policewomen are analyzed, and the ideologies of "femininity" and "feminism" in the Brazilian context are discussed. The final section compares views on the abuse of women with views on police brutality and relays incidences when the policewomen beat male prisoners. It is argued that certain forms of violence are actually considered necessary to maintain social order and enact justice. It is concluded that all of the involved parties, the state, the feminists, the female citizenry, and Salvador's female police, benefit in part from the existence of the specialized police stations but that there are serious problems also, especially the fact that the policewomen involved are given little or no special training and no career incentives.  相似文献

Economic empowerment of poor households is a key entry point for development organisations concerned with economic inequality. Over the decades, gender inequality has emerged as a key concern, and the result has been women's economic empowerment (WEE) programming. This article is a study of the impact of WEE programming on domestic violence (DV) against women. While this link has received some attention in gender and development literature, evaluations and impact assessments in development organisations have not consistently focused on the possibility of increased or decreased DV as a result of the challenge WEE represents to gender power relations. Drawing on the experience of Oxfam and other development organisations, we offer recommendations for practitioners aimed at better programme integration and more holistic empowerment. Aiming to challenge economic inequality between households involves better understanding of the impact of WEE programming on intra-household gender inequality, including rates of DV. This requires planning to anticipate these possible impacts and ensure women are able to gain from programming without placing themselves at risk.  相似文献

In what ways is independent living for young adults with disabilities compromised by violence and its threat? A qualitative study of 42 young adults with severe physical disabilities explored their perceptions and concerns about independent living, access to services and the meeting of needs. Young women especially experienced difficulties about leaving home, because of their own and their parents' fears about vulnerability; some who did leave home experienced highly restricted social lives because of anxiety about neighbourhood violence. Few had established partnerships, but violence and sexual abuse from partners emerged as an issue for which there is little policy. Control and abuse within caring relationships are serious issues for those who need personal care. Violence and lack of protection may undermine independent living, especially for women.  相似文献

Violence against women has only recently become an international legal concern, because human rights law has been directed to protect men in their public lives. The failure of human rights law to protect women from gender-specific violence has occurred because much of the violence against women occurs in private and because cultural assumptions are used to justify the oppression of women. The silent nature of this violence has masked the reality of the international nature of the problem. Also, international law primarily regulates the behavior of states. Women have lobbied for recognition of the problem of violence against women within the UN agencies concerned with crime and those concerned with women's issues. It is illustrative of the marginalization of women's human rights issues that the international instrument which guarantees women's equality, the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), was not drafted through the Human Rights Commission. CEDAW's Recommendation 19 directs the attention of states towards the elimination of gender-based violence, but the participation of the 139 states which are party to CEDAW is limited by reservations the states have attached to their participation. Wider commitment to the eradication of violence against women has been sought using other UN bodies, and, in 1993, the Declaration and Programme of Action of the World Conference on Human Rights called for the integration of women's human rights into all UN human rights activities, the General Assembly adopted the Declaration on the Elimination of Violence Against Women, and the Security Council of the International Tribunal was established to prosecute offenses committed in the former Yugoslavia, including rape. In 1994, the UN appointed a Special Rapporteur on Violence Against Women to provide a continuing focus on gender violence. These calls for the recognition of the human rights of women and girls must be reinforced by the Fourth World Conference on Women. Such international instruments will not change women's lives alone, however. Improvement in the status of women will depend upon education, support services, and training of public officials. While working for social change, activists must also work to insure implementation of the instruments governments have adopted.  相似文献

In the absence of any systemic data, with more men coming up and reporting violence by women, it is important to understand and examine the issue of violence against men by women and associated factors. With changing gender roles and power relations, the author predicts that this will increase in the future, which will have far-reaching consequences and implications for the larger society and relationships between men and women. The paper attempts to understand the dynamics and factors that play or will play a crucial role in escalating violence against men by women. Using a representative sample of 2,703 Canadian women living in either a stepfamily or a biological family, this investigation assesses the extent of women's elevated risk for violence in stepfamilies relative to biological families as well as explanations for this relationship. Canadian women living in stepfamilies are shown to be twice as likely as their counterparts in biological families to experience violence. Differences between the two groups are greatest on some of the most severe forms of violence, suggesting that women in stepfamilies are at particular risk for severe violence. Institutional incompleteness (number of children; depression; alcohol consumption), duration of relationship, evolutionary psychology (sexual possessiveness; sexual jealousy; female employment; education compatibility) and selection factors (previous marriage/common-law union; previous partner violence; marital status) are applied and tested. Results show partial support for each explanation and that no explanation alone accounts for the disproportionate risk of violence in stepfamilies. Rather, a combination of elements from all explanations is required to account for the higher odds of violence against women in stepfamilies.  相似文献

ABSTRACT

Older women victims of violence by a partner or family member are more often categorized as victims of elder abuse, not victims of family violence. Their needs are assessed, if at all, by social and health service agencies, often with little knowledge or understanding of domestic violence, while domestic violence policy initiatives, advocacy, and services focus on younger women and children. A survey of domestic violence services in British Columbia and the Yukon found that women over 60 years of age were a very small fraction, generally less than two percent, of women served, and those 50 to 59 years of age were also substantially under-represented. Only four percent of respondents had special services for older women. Comments from respondents confirm that abused older women face enormous difficulties in trying to establish a safe and secure future. It was also evident that better interaction is needed between those providing support and advocacy for abused women, and those who provide health and social services for older persons. A majority of the shelters provided community education to a wide range of agencies. Most have only partial accessibility to women with mobility handicaps.  相似文献

Abstract

This article presents a qualitative study of Aboriginal women's perceptions and experiences of a transitional housing program in South Australia that was established to assist long-term homelessness and family violence. The aim of the study was to explore the experiences and service outcomes for Aboriginal women and their children and to identify both facilitators and barriers to the effective operation of the program. Face-to-face interviews were conducted with 13 Aboriginal women and thematic analysis was used to report their collective stories. The women's stories showed individualised, flexible, and open-ended support as well as practical outcomes of stable, safe housing for themselves and their children were particularly valued. The women reported that these features of the program augmented feelings of strengthened confidence and self-efficacy. The authors argue the domestic and family violence sector has the opportunity to learn from the perceptions and experiences of Aboriginal women, particularly allowing time and commitment to working long-term with families.  相似文献

This article provides a review of research literature on women who use violence with intimate partners. The central purpose is to inform service providers in the military and civilian communities who work with domestically violent women. The major points of this review are as follows: (a) women's violence usually occurs in the context of violence against them by their male partners; (b) in general, women and men perpetrate equivalent levels of physical and psychological aggression, but evidence suggests that men perpetrate sexual abuse, coercive control, and stalking more frequently than women and that women also are much more frequently injured during domestic violence incidents; (c) women and men are equally likely to initiate physical violence in relationships involving less serious "situational couple violence," and in relationships in which serious and very violent "intimate terrorism" occurs, men are much more likely to be perpetrators and women victims; (d) women's physical violence is more likely than men's violence to be motivated by self-defense and fear, whereas men's physical violence is more likely than women's to be driven by control motives; (e) studies of couples in mutually violent relationships find more negative effects for women than for men; and (f) because of the many differences in behaviors and motivations between women's and men's violence, interventions based on male models of partner violence are likely not effective for many women.  相似文献

Studies of domestic violence in rural areas have predominantly focused on barriers that keep women trapped in abusive relationships. The literature has frequently suggested that rural culture influences the incidence of domestic violence, the forms it takes, and how it is experienced. Yet there is surprisingly little research on how rural culture plays out in relationships between women and men who experience domestic violence. The study described in this paper explored local culture in a South Australian rural community and how it affected women's experiences of, and men's perpetration of, domestic violence. It found several local cultural discourses that bore on the issue, including self-reliance, pride, privacy, belonging and closeness, family, and Christianity. The power and influence of these discourses made it difficult to name and challenge domestic violence. The paper concludes with the argument that it is important to acknowledge and understand the values and beliefs of rural women and men when developing effective and appropriate responses to rural domestic violence. There is a need to move away from universal understandings of a rural culture to acknowledge discourses that have power and strength within a community so that we can sensitively challenge discourses that silence domestic violence.  相似文献
